Mr Mogens Lykketoft, <\/strong><strong>President of the 70<sup>th<\/sup> session of the General Assembly, at\u00a0<\/strong><strong>22<sup>nd<\/sup> Commemoration of the Rwandan Genocide<\/strong><\/h2>\n<p><strong>\u00a0<\/strong><strong>11\u00a0April 2016<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p style=\"text-align: justify\">Mr Secretary-General Ban Ki-Moon,<\/p>\n<p style=\"text-align: justify\">Mr. Eugene-Richard Gasana, Permanent Representative of Rwanda to the United Nations,<\/p>\n<p style=\"text-align: justify\">Ms. Nelly Mukazayire Deputy Director of Cabinet in the Office of the President of Rwanda,<\/p>\n<p style=\"text-align: justify\">Excellencies, ladies and gentleman, good afternoon to you all.<\/p>\n<p style=\"text-align: justify\"><u>\u00a0<\/u><\/p>\n<p style=\"text-align: justify\">Twenty-two years ago the world witnessed the horrific slaughter of Rwandan citizens.<\/p>\n<p style=\"text-align: justify\">In just 100 days, more than one million women, men, and children were murdered and hundreds of thousands were displaced all throughout the African continent.<\/p>\n<p style=\"text-align: justify\">The Genocide severely wounded Rwanda while deeply shocking and leaving a lasting impact on people across the world.<\/p>\n<p style=\"text-align: justify\">Today, we honour the memories of those whose lives were taken or so dramatically impacted by 1994.<\/p>\n<p style=\"text-align: justify\">We also remember the international community\u2019s collective failure to recognize the warning signs of genocide and to react quickly and decisively.<\/p>\n<p style=\"text-align: justify\">We must learn from these failures, fight the ideology that gives rise to genocide, and improve our collective ability to prevent such crimes from ever happening again.<\/p>\n<p style=\"text-align: justify\">To do so, we must, <strong>first<\/strong>, have the tools in place to recognize the warning signs. The Secretary General\u2019s Human Rights Up Front initiative is one such tool.<\/p>\n<p style=\"text-align: justify\"><strong>Second<\/strong>, the Ä¢¹½ÊÓƵ must take quick, concrete and determined actions to protect civilians where such crimes appear imminent.<\/p>\n<p style=\"text-align: justify\">It is a significant step forward that a clear majority of Member States have committed themselves to \u2013 when members of the Security Council \u2013 never to vote against Ä¢¹½ÊÓƵ action against genocide, crimes against humanity or war crimes.<\/p>\n<p style=\"text-align: justify\">It is my hope that this Code of Conduct at some point will be a general commitment for all Ä¢¹½ÊÓƵ member states \u2013 including the permanent five in the Security Council.<\/p>\n<p style=\"text-align: justify\"><strong>Third,<\/strong> we must educate populations and young generations in order to stop ethnic or religions differences being used to incite violence.<\/p>\n<p style=\"text-align: justify\">And fourth, we must promote dialogue, tolerance, culture of peace and reconciliation across countries and regions.<\/p>\n<p style=\"text-align: justify\">Excellencies, today, hundreds of thousands of survivors of the genocide have their testimonies to share so that we never will forget what happened.<\/p>\n<p style=\"text-align: justify\">And I am honoured to have one of those survivors with us today \u2013 Ms. Frida Umuhoza Gashumba who is living proof of bravery and heroism.<\/p>\n<p style=\"text-align: justify\">She is here to tell her story as a survivor.<\/p>\n<p style=\"text-align: justify\">We will hear from Ms. Nelly Mukazayire whose life story is also instructive and a microcosm of Rwanda\u2019s recent past.<\/p>\n<p style=\"text-align: justify\">For despite the trauma it suffered, Rwanda is an example of successful post-conflict reconstruction and reconciliation.<\/p>\n<p style=\"text-align: justify\">Rwanda teaches the world that it is absolutely possible to rebuild a country torn by war and violence. To reunite after deep division. To reconcile after profound differences.<\/p>\n<p style=\"text-align: justify\">And above all, to build a dynamic society and embark on a major period of recovery and development.<\/p>\n<p style=\"text-align: justify\">Excellencies, this is the time for the international community to firmly reiterate its collective commitment to prevent genocide and any other crime contrary to human rights and international humanitarian law.<\/p>\n<p style=\"text-align: justify\">Many steps have been taken to improve the international community\u2019s and the Ä¢¹½ÊÓƵ\u2019s capacity in this area.<\/p>\n<p style=\"text-align: justify\">But, a number countries continue to experience significant tensions between different groups.<\/p>\n<p style=\"text-align: justify\">It is our moral responsibility to react quickly and decisively where such tensions pose a real threat of mass atrocity crimes.<\/p>\n<p style=\"text-align: justify\">It is our responsibility to find ways to prevent the kind of horrors we saw in Rwanda 22 years ago.<\/p>\n<p style=\"text-align: justify\">Kwibuka [Remember].<\/p>\n<p style=\"text-align: justify\">Thank you.<\/p>\n<p style=\"text-align: justify\"><div class=\"woo-sc-divider\"><\/div><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Remarks by H.E.
