Cuando se crearon las Naciones Unidas, sus fundadores imaginaron un mundo muy diferente.<\/p>\n
Un mundo en el que las disputas se resolv\u00edan en salas de reuniones y no en campos de batalla. Un mundo en el que las guerras se deten\u00edan antes de que estallaran. Un mundo que no esperar\u00eda a perder vidas para tomar acci\u00f3n.<\/p>\n
Sin embargo, hoy en d\u00eda varios conflictos van en aumento en distintas partes del mundo, torn\u00e1ndose cada vez m\u00e1s largos, complejos y mortales. La poblaci\u00f3n civil ya no es asesinada en fuego cruzado, sino que ahora son blancos de ataques espec\u00edficos. De igual manera, estamos presenciando un n\u00famero sin precedentes de personas que abandonan sus hogares por miedo y desesperaci\u00f3n.<\/p>\n
Y es por eso que la ONU necesita un nuevo enfoque para la paz.<\/p>\n
Convocar\u00e9 una Reuni\u00f3n de Alto Nivel sobre la Consolidaci\u00f3n y el Mantenimiento de la Paz en Nueva York durante los d\u00edas 24 y 25 de abril. El evento reunir\u00e1 a distintos l\u00edderes mundiales, quienes se centrar\u00e1n en temas como la prevenci\u00f3n de conflictos, la mediaci\u00f3n, el di\u00e1logo y la diplomacia. Esta iniciativa es parte de un esfuerzo m\u00e1s amplio por parte de los Estados Miembros de las Naciones Unidas para ayudar a nuestra Organizaci\u00f3n a fomentar la promoci\u00f3n de la paz.<\/p>\n
Y cuando digo paz, estoy hablando del tipo de paz que se da por sentada. El tipo de paz que no desaparecer\u00e1 en el pr\u00f3ximo ciclo electoral. El tipo de paz que se mide no en meses o en a\u00f1os, sino en generaciones.<\/p>\n
Esto es lo que llamamos el \u00absostenimiento de la paz\u00bb. Y es justamente esto en lo que deber\u00edamos estar trabajando, en lugar de buscar soluciones cuando el conflicto ya ha estallado.<\/p>\n
Algunos podr\u00e1n decir que la paz verdadera y duradera es imposible en ciertas partes del mundo. Pero no lo es. Yo mismo he sido testigo de esto. Cuando Montenegro se separ\u00f3 de Serbia, no solo no hab\u00eda paz en el territorio, sino que muchos predec\u00edan el resurgimiento de serios patrones de violencia. Sin embargo, gracias a los intensos esfuerzos diplom\u00e1ticos y la voluntad pol\u00edtica, la paz triunf\u00f3.\u00a0 Y hasta el d\u00eda de hoy seguimos sin indicios de que esto pueda cambiar.<\/p>\n
El mes pasado, viaj\u00e9 al oeste de Colombia y me inspir\u00f3 ver a las comunidades ind\u00edgenas trabajando con la ONU para construir la paz mediante el fortalecimiento de los v\u00ednculos sociales. Me inspir\u00f3 adem\u00e1s ver a los aldeanos, algunos de los cuales hab\u00edan sufrido m\u00e1s de 50 a\u00f1os de guerra, entusiasmados con sus planes de futuro. Una mujer se acerc\u00f3 a contarme la determinaci\u00f3n de su pueblo de no regresar al conflicto.<\/p>\n
Estos son ejemplos de paz sostenible, ejemplos que se est\u00e1n dando ahora, en todo el mundo. Es verdad que la mayor parte de nuestras discusiones toman lugar en Nueva York. Sin embargo, estas discusiones deber\u00edan estar guiadas por la experiencia en el terreno. Debemos destacar el trabajo que est\u00e1n haciendo los verdaderos constructores de la paz; desde mujeres involucradas en iniciativas de paz en Liberia, hasta los organizadores de talleres de mediaci\u00f3n en Kirguist\u00e1n. Es por esto que la Reuni\u00f3n de Alto Nivel reunir\u00e1 actores de distintos pa\u00edses, sectores y sociedades, con el fin de compartir sus puntos de vista.<\/p>\n
Por supuesto, es importante mencionar que de nada sirve convencer a todo el mundo de la importancia de sostener la paz si no se tienen los fondos suficientes. Necesitamos m\u00e1s inversi\u00f3n en prevenci\u00f3n. Una vez el conflicto causa que las sociedades se colapsen, el tejido social se rompe, los edificios son destruidos sin que nadie los arregle, los sueldos se dejan de pagar y el agua deja de correr por los grifos.<\/p>\n
Y es as\u00ed como gastamos el dinero en reconstrucci\u00f3n (mucho m\u00e1s dinero del que se hubiera invertido en mecanismos de prevenci\u00f3n). Aparte del inmenso sufrimiento que se hubiera podido evitar, ni siquiera tiene sentido desde un punto de vista econ\u00f3mico. El aumento de la inversi\u00f3n, incluso en un peque\u00f1o n\u00famero de pa\u00edses, puede generar un ahorro de miles de millones de d\u00f3lares para la comunidad internacional.<\/p>\n
Al fin y al cabo, lo que no podemos olvidar es que la ONU fue fundada para la paz. Esto es lo que la bandera tiene que representar. El \u00e9xito de la organizaci\u00f3n en la prevenci\u00f3n de conflictos deber\u00eda ser la norma, no la excepci\u00f3n.<\/p>\n
La ONU debe ser ser la intermediaria de la paz en el mundo.<\/p>\n

A New Approach to Peace<\/h1>\r\nBy Miroslav Laj\u010d\u00e1k<\/em>\r\n\r\n[\/et_pb_text][et_pb_image _builder_version=\"3.0.87\" show_in_lightbox=\"off\" url_new_window=\"off\" use_overlay=\"off\" always_center_on_mobile=\"on\" force_fullwidth=\"off\" show_bottom_space=\"on\" \/][et_pb_text _builder_version=\"3.0.87\" background_layout=\"light\"]\r\n\r\nWhen the United Nations was created, its founders envisioned a different kind of world.\r\n\r\nA world in which disputes were resolved in meeting rooms and not battlefields. A world in which wars were stopped before they broke out. A world that didn\u2019t wait for lives to be lost before springing into action.\r\n\r\nBut violent conflicts are on the rise in many parts of the world today. They\u2019re becoming more drawn out, complex and deadly.\u00a0\u00a0Civilians are no longer killed in cross-fire; they are now the targets of direct attacks. We are also seeing an unprecedented number of people leaving their homes, out of fear and desperation.\r\n\r\nAnd that is why the Ä¢¹½ÊÓƵ needs a new approach to peace.\r\n\r\nI will convene a High-Level Meeting on Peacebuilding and Sustaining Peace in New York on 24 and 25 April. It will bring world leaders together to focus on conflict prevention, mediation, dialogue and diplomacy. This is part of a wider effort by Ä¢¹½ÊÓƵ Member States to help our Organisation do better at fostering peace.\r\n\r\nAnd when I say peace, I\u2019m talking about the kind of peace that can be taken for granted. The kind of peace that won\u2019t disappear at the next election cycle. The kind of peace that is measured not in months or years, but in generations.\r\n\r\nThis is what we call \u201cSustaining Peace\u201d. And this is what we should be working for \u2013 rather than scrambling for solutions, once conflict has broken out.\r\n\r\nSome might say that true lasting peace is impossible in certain parts of the world. But it is not. I have seen this firsthand. When Montenegro split from Serbia, peace was not a given. In fact, some people were predicting serious violence. But through intense diplomatic efforts, and real political will, peace persevered. And it has lasted \u2013 with no signs that it will waver in the future.\r\n\r\nLast month, I travelled to western Colombia and was inspired to see indigenous communities working with the Ä¢¹½ÊÓƵ to build peace through strengthening social bonds. I was inspired to see villagers, some of whom had suffered through more than 50 years of war, excited about their futures. One woman told me about her people\u2019s determination not to slide back into conflict.\r\n\r\nThese are the examples of Sustaining Peace, which are taking place now \u2013 all around the world. We may have the bulk of our discussions in New York. But they should be led by experience from the ground. We need to highlight what the real peacebuilders are doing \u2013 from those running women\u2019s peace huts in Liberia, to those organising mediation workshops in Kyrgyzstan. That\u2019s why the High-Level Meeting will pool actors from across different countries, sectors and societies, and allow them to share their insights.\r\n\r\nOf course, it won\u2019t matter that everyone buys into Sustaining Peace if there are no funds to make it happen. We need more investment in prevention. When conflict causes societies to collapse, social fabric tears. Buildings are destroyed, and no one fixes them. Salaries stop getting paid. Water stops flowing out of taps.\r\n\r\nSo then we spend money on rebuilding \u2013 but so much more than what we\u2019d spend on preventing conflict in the first place. Aside from the suffering that we\u2019re failing to avert, that just doesn\u2019t make financial sense. Increasing investment in even a handful of countries can result in billions of dollars of savings for the international community.\r\n\r\nAt the end of the day, what we can\u2019t forget is that the Ä¢¹½ÊÓƵ was founded for peace. That\u2019s what its flag should stand for.
