Mr. Miroslav Laj\u010d\u00e1k, President of the 72nd<\/sup> Session of the Ä¢¹½ÊÓƵ General Assembly, at\u00a0Ad Hoc Committee of the General Assembly for the Announcement of Voluntary Contributions to the United Nations Relief and Works Agency for Palestine Refugees in the Near East<\/strong><\/h2>\n

 <\/p>\n

Good afternoon, Mr. Secretary-General, Mr. Commissioner-General, Excellencies, distinguished delegates, ladies and gentlemen,<\/em><\/p>\n

Thank you for being here.<\/p>\n

Our focus, today, is on the United Nations Relief and Works Agency for Palestine Refugees in the Near East \u2013 also known as Ä¢¹½ÊÓƵWRA. And on what we \u2013 as the international community \u2013 can do, to support it.<\/p>\n

To start us off, I\u00a0will make three main points.<\/p>\n

First, on the role played by Ä¢¹½ÊÓƵRWA.<\/p>\n

Relief is in its name \u2013 and its mandate.<\/p>\n

But to see this, just, as a\u00a0relief agency would be entirely wrong.<\/p>\n

Ä¢¹½ÊÓƵRWA\u2019s work has changed and expanded since it was first established, seven decades ago.<\/p>\n

It assists Palestinian communities in crucial ways. From healthcare and housing\u2026 to infrastructure, microfinance, and emergency humanitarian relief.<\/p>\n

And one area I want to focus on, in particular, is education.<\/p>\n

54% of the Agency\u2019s budget is spent on education. So, Ä¢¹½ÊÓƵRWA is equipping Palestinian children with the tools they need for a\u00a0brighter future. And it is helping us to meet the commitments we made, through Sustainable Development Goal 4, on education.<\/p>\n

But, it cannot continue to do so, on a\u00a0shoestring.<\/p>\n

And that brings me to my second point.<\/p>\n

Ä¢¹½ÊÓƵRWA is still more than 250 million US dollars below what it needs, for the year ahead.<\/p>\n

And this is not just a\u00a0matter of budgets and numbers; it will have a\u00a0real impact, on the ground.<\/p>\n

Schools may not be able to open on time, in August. Other services could start to be affected as early as next month. And humanitarian activities in the West Bank and Gaza are at risk.<\/p>\n

So, from that perspective, I must admit: things look bleak.<\/p>\n

But there have also been some hopeful signs.<\/p>\n

Ä¢¹½ÊÓƵRWA is trying its best to respond to these challenges. This has meant increased engagement with existing donors \u2013 and building links with new ones. The Agency has also launched a global fundraising campaign. And, importantly, it has taken steps towards internal reforms to improve efficiencies and savings.<\/p>\n

Positive results have already been seen. Between March and May, over 200 million US dollars were pledged in additional funding.<\/p>\n

This shows the strong support behind Ä¢¹½ÊÓƵWRA.<\/p>\n

But it is not enough.<\/p>\n

The shortfall is too high. And the future is, still, too uncertain \u2013 not just for Ä¢¹½ÊÓƵRWA, but also for the communities and children who depend on it.<\/p>\n

So, we need<\/em> to make up the 250 million dollars. But we also need to look beyond that.<\/p>\n

And this is my third point.<\/p>\n

Because, Ä¢¹½ÊÓƵRWA, is not<\/em> optional.<\/p>\n

The needs for its services are too urgent.<\/p>\n

Many of us here, today, have children.<\/p>\n

Now, imagine we had to spend our summer, wondering if our child could go back to school.<\/p>\n

It would be unacceptable here. And it is<\/em> unacceptable there<\/em>.<\/p>\n

Children need<\/em> to go to school. That is that; there is no alternative.<\/p>\n

So, we need to find a way to make that happen. Not just for this<\/em> academic year \u2013 but for every year after that.<\/p>\n

Here, I want to point something out: we have been here before.<\/p>\n

This is not the first time, we have had this discussion. And, I\u00a0am not the first President of the General Assembly to point out these issues.<\/p>\n

So, we must<\/em> break this cycle. The time has come to find a\u00a0more permanent solution to Ä¢¹½ÊÓƵRWA\u2019s funding situation.<\/p>\n

So, let\u2019s put our heads together, and come up with an immediate solution, for the Agency\u2019s shortfall.\u00a0<\/span>But let us not forget the bigger picture. And the urgent need for a political solution.<\/span><\/p>\n

But, as a final note, I want to say that we cannot end there.<\/p>\n

Like I said, the Agency has \u201crelief\u201d in its name.<\/p>\n

And I call on us all think about that, for a moment.<\/p>\n

Relief is something that comes, after a particularly bad period. It is something responsive; something temporary.<\/p>\n

And that is why it was made a core part of this Agency, when it was created in 1949.<\/p>\n

But the fact is: Ä¢¹½ÊÓƵRWA was not<\/em> set up to last for 70 years.<\/p>\n

So, we have turned a temporary solution into the status quo.<\/p>\n

We need to face this reality.<\/p>\n

And we need to change it.<\/p>\n

And the only way that can happen is through direct and meaningful talks. And, ultimately, a two-state solution \u2013 which allows Israelis and Palestinians to live side-by-side, in peace.<\/p>\n

So, let\u2019s put our heads together, and come up with an immediate solution, for the Agency\u2019s shortfall.<\/p>\n

But let us not forget the bigger picture. And the urgent need for a political solution.<\/p>\n
