Lo hago con una profunda responsabilidad y compromiso con la Carta de las Naciones Unidas y sus principios fundacionales. Lo hago, con el mayor respeto hacia los destinatarios principales del trabajo de esta Organizaci\u00f3n, nuestros pueblos.<\/p>\n<p>Asumo esta Presidencia en representaci\u00f3n de nuestra querida regi\u00f3n de Am\u00e9rica Latina y el Caribe. Una regi\u00f3n de paz. Una regi\u00f3n comprometida con los derechos humanos.<\/p>\n<p>La Presidencia de la Asamblea General representa una gran distinci\u00f3n para m\u00ed y tambi\u00e9n para mi pa\u00eds, Ecuador. Es un reconocimiento a nuestra pol\u00edtica en favor del multilateralismo y a la vocaci\u00f3n solidaria e integracionista de nuestro pueblo. Este a\u00f1o corresponde ir m\u00e1s all\u00e1 de la agenda pol\u00edtica y de gobierno que ha sido mi prioridad en los \u00faltimos 11 a\u00f1os. Tengan la certeza que desde hoy, trabajar\u00e9 bajo la bandera azul de nuestra organizaci\u00f3n, por los intereses y decisiones compartidas de sus 193 Estados Miembros.<\/p>\n<p>&nbsp;<\/p>\n<p>Excelencias,<\/p>\n<p>Siendo tan solo la cuarta mujer en ocupar este puesto en 73 a\u00f1os de vida de las Naciones Unidas, quisiera reiterar que dedico esta presidencia a todas las mujeres del mundo. A todas las mujeres que hacen pol\u00edtica; a las que luchan por acceder a puestos de trabajo en igualdad de condiciones; a las mujeres y ni\u00f1as v\u00edctimas de la violencia; a las ni\u00f1as y adolescentes que demandan acceso a informaci\u00f3n y educaci\u00f3n de calidad.<\/p>\n<p>Tres grandes mujeres presidieron esta Asamblea en los \u00faltimos 72 a\u00f1os: Vijaya Lakshmi Pandit de la India, en 1953; Angie Brooks, de Liberia, en 1969); y, Haya Rashed Al Khalifa, de Bar\u00e9in, en el 2006. Mi tributo y homenaje a ellas y al legado que han dejado en esta Organizaci\u00f3n.<\/p>\n<p>Deseo agradecer a mi antecesor, Su Excelencia Miroslav Laj\u010d\u00e1k, cuyo trabajo en el 72 Per\u00edodo de Sesiones ha sido ejemplar. Trabajar\u00e9 cosechando sus logros y continuar\u00e9 con sus buenas pr\u00e1cticas, en especial con los di\u00e1logos matutinos y la coordinaci\u00f3n mensual con los principales \u00f3rganos de la Organizaci\u00f3n. Le agradecemos Presidente Laj\u010d\u00e1k por su liderazgo, siempre dialogante, incluyente y colaborador. Le deseamos muchos \u00e9xitos en sus funciones de regreso a su querido pa\u00eds, la hermana Rep\u00fablica Eslovaca.<\/p>\n<p>&nbsp;<\/p>\n<p>Excelencias,<\/p>\n<p>He sacado el mayor provecho posible de estas pocas semanas de transici\u00f3n. Para ello he contado con el apoyo de la Misi\u00f3n del Ecuador, de los delegados de los Estados que se han integrado al Gabinete de la Presidencia y con el respaldo del personal profesional del Sistema de las Naciones Unidas. Les puedo informar que estamos listos para arrancar el trabajo de esta Asamblea.<\/p>\n<p>&nbsp;<\/p>\n<p>Se\u00f1or Secretario General,<\/p>\n<p>Gracias por su respaldo en este per\u00edodo de transici\u00f3n, por sus consejos y por su compromiso con esta Organizaci\u00f3n. Siguiendo el mandato de los Estados, estoy dispuesta a apoyarlo en todas sus iniciativas dirigidas a fortalecer las operaciones del Sistema de las Naciones Unidas, y mejorar as\u00ed, la eficiencia y el impacto de su trabajo en el territorio.<\/p>\n<p>&nbsp;<\/p>\n<p>Excelencias,<\/p>\n<p>La Asamblea General no solo es el \u00f3rgano m\u00e1s democr\u00e1tico y representativo de la Organizaci\u00f3n de las Naciones Unidas. Este Foro representa el espacio m\u00e1s diverso de saberes, culturas y profesiones del mundo. Ustedes queridos colegas Representantes y Delegados, constituyen en realidad el Centro de Pensamiento global m\u00e1s grande e influyente. Ustedes, unen sus pensamientos, saberes y visiones para definir los est\u00e1ndares de convivencia entre nuestras naciones y de los gobiernos frente a sus pueblos. Cada d\u00eda contribuyen a encontrar respuestas a los problemas m\u00e1s sentidos de la humanidad.<\/p>\n<p>En 72 a\u00f1os esta Asamblea ha producido y codificado los aspectos m\u00e1s destacados del derecho internacional y de los derechos humanos.<\/p>\n<p>Son muchos los logros alcanzados pero a\u00fan nos quedan grandes desaf\u00edos. Hemos tenido avances significativos en la descolonizaci\u00f3n, pero a\u00fan queda una agenda pendiente; cada d\u00eda trabajamos en la construcci\u00f3n de la paz y la prevenci\u00f3n de conflictos, pero el flagelo de la guerra a\u00fan contin\u00faa presente; hemos avanzado significativamente en acuerdos para la protecci\u00f3n del medio ambiente y para frenar el cambio clim\u00e1tico, pero el planeta y la naturaleza a\u00fan contin\u00faan sufriendo y corren un grave riesgo, amenazando incluso la supervivencia de la especie humana.<\/p>\n<p>Hemos alcanzado importantes acuerdos para la protecci\u00f3n de nuestros pueblos y nacionalidades ind\u00edgenas, pero ellos a\u00fan contin\u00faan siendo los m\u00e1s pobres entre los pobres; hemos logrado avances significativos en la agenda de desarrollo, primero con las Metas del Milenio, pero a\u00fan quedan importantes desaf\u00edos, ahora recogidos en los Objetivos de Desarrollo Sostenible, solo para dar algunos ejemplos.<\/p>\n<p>Todos debemos ser conscientes que esta Organizaci\u00f3n a\u00fan tiene muchos retos y son muchas sus deudas. Algunas deudas est\u00e1n empezando a ser saldadas, como ha sido el abordar el fen\u00f3meno migratorio a trav\u00e9s de un instrumento internacionalmente acordado, lo cual ser\u00e1, sin lugar a dudas, uno de los hitos m\u00e1s importantes de los que seremos testigos en esta sesi\u00f3n. Ojal\u00e1 alcanz\u00e1ramos a ser testigos de la soluci\u00f3n de otras grandes deudas pendientes de esta Organizaci\u00f3n, como es la situaci\u00f3n del hermano pueblo palestino.<\/p>\n<p>Tenemos tambi\u00e9n que adaptarnos a los nuevos tiempos. Esta Asamblea debe abordar, por ejemplo, el impacto de las nuevas tecnolog\u00edas en el mundo del trabajo, en las comunicaciones y en la convivencia social.<\/p>\n<p>&nbsp;<\/p>\n<p>Excelencias,<\/p>\n<p>El aporte de la Organizaci\u00f3n de las Naciones Unidas a la humanidad ha sido inmenso. Sin embargo, su impacto y relevancia ser\u00eda a\u00fan mayor si nuestros pueblos sintieran que lo que aqu\u00ed discutimos y acordamos es, como en efecto lo es, algo que les incumbe de forma directa. No hemos logrado que nuestros pueblos conecten su vida diaria con nuestro trabajo.<\/p>\n<p>Por ello, Hacer <strong><em>a las Naciones Unidas m\u00e1s relevantes para todas las personas<\/em><\/strong> ser\u00e1 el principal enfoque de mi trabajo durante este per\u00edodo de sesiones. Si logramos establecer esta conexi\u00f3n, en el corto plazo, esto tendr\u00eda un doble efecto: primero nos acercar\u00e1 como Organizaci\u00f3n a la sociedad, a la gente, destacando as\u00ed nuestro rol en sus vidas y necesidades m\u00e1s apremiantes; y en segundo lugar, tendremos en nuestros pueblos a los mejores aliados para implementar, a nivel nacional, los acuerdos que aqu\u00ed alcancemos.<\/p>\n<p>Por ello, perm\u00edtanme ser un poco did\u00e1ctica y dirigirme a aquellos que quiz\u00e1 no conocen lo que sucede el d\u00eda de hoy en esta Casa.<\/p>\n<p>Estimados ciudadanos del mundo, hoy empieza un nuevo per\u00edodo de sesiones de la Asamblea General, el \u00f3rgano representativo y de toma de decisiones m\u00e1s importante de la Organizaci\u00f3n de las Naciones Unidas. Durante los pr\u00f3ximos 12 meses, los 193 Estados aqu\u00ed representados debatir\u00e1n cerca de 330 resoluciones, sobre igual n\u00famero de temas, todos, de alto inter\u00e9s mundial. Tenemos programadas cerca de 100 reuniones plenarias y un n\u00famero indeterminado de reuniones de trabajo y negociaciones.<\/p>\n<p>Este a\u00f1o, nos corresponde asumir, adem\u00e1s, 34 mandatos sobre diversos temas de inter\u00e9s global, y la organizaci\u00f3n de 18 cumbres, foros y reuniones de alto nivel. Finalmente, durante este per\u00edodo nos corresponde dirigir y facilitar 13 procesos intergubernamentales, sobre temas de extremada importancia como las reformas del Consejo de Seguridad, la revitalizaci\u00f3n de la Asamblea General, el alineamiento de la Asamblea General con la agenda 2030, entre otros.<\/p>\n<p>Quiz\u00e1 esto son\u00f3 muy obvio para todos nosotros, pero les aseguro que no es obvio para la gran mayor\u00eda de las personas. Por esta raz\u00f3n, he insistido a los equipos de comunicaci\u00f3n del Secretariado en la importancia de resaltar m\u00e1s la labor de esta Asamblea. La comunicaci\u00f3n debe ser, por tanto, una prioridad en este Periodo de Sesiones.<\/p>\n<p>&nbsp;<\/p>\n<p>Excelencias,<\/p>\n<p>El programa regular de trabajo y los mandatos que me han encomendado son muchos y todo ser\u00e1 debidamente implementado, con su respaldo. Sin embargo, como es costumbre, luego de mis di\u00e1logos con muchos de ustedes, con l\u00edderes y representantes de varios Estados, y luego del an\u00e1lisis de los temas m\u00e1s apremiantes de la coyuntura global, me he permitido proponer los siguientes siete temas prioritarios para este per\u00edodo de sesiones:<\/p>\n<ul>\n<li>En primer lugar, la igualdad de g\u00e9nero y el empoderamiento de las mujeres debe continuar siendo una prioridad hasta que se logre de forma definitiva. Desde todos los espacios impulsar\u00e9 el empoderamiento de las mujeres y las ni\u00f1as. La vida es mejor para todos cuando cada persona, sin discriminaci\u00f3n, tiene acceso, en igualdad de condiciones, a todos los derechos humanos.<\/li>\n<li>La segunda prioridad ser\u00e1 la promoci\u00f3n e implementaci\u00f3n de los nuevos pactos mundiales sobre migraci\u00f3n y refugiados. Es nuestro deber procurar la protecci\u00f3n de millones de refugiados en todo el mundo y encaminar nuestros esfuerzos hacia una migraci\u00f3n segura, ordenada y regular. La Conferencia de Marruecos este pr\u00f3ximo mes de diciembre ser\u00e1 un hito fundamental en esta direcci\u00f3n.<\/li>\n<li>La tercera prioridad ser\u00e1 la generaci\u00f3n de oportunidades de trabajo decente para j\u00f3venes, mujeres y personas con discapacidad, como uno de los desaf\u00edos m\u00e1s importantes de las pol\u00edticas p\u00fablicas, para el desarrollo y la sostenibilidad de los sistemas de seguridad social.<\/li>\n<li>En cuarto lugar, trabajar\u00e9 para lograr una mayor atenci\u00f3n a la protecci\u00f3n del medio ambiente. La Asamblea General debe convertirse en una voz que llame a la conciencia p\u00fablica sobre la contaminaci\u00f3n de los desechos pl\u00e1sticos, como un peligro ambiental generalizado que afecta la salud y el bienestar de las personas y los ecosistemas en todo el mundo. As\u00ed mismo, prepararemos el camino para la cumbre sobre cambio clim\u00e1tico anunciada por el Secretario General para el pr\u00f3ximo a\u00f1o.<\/li>\n<li>La quinta prioridad se refiere a la importancia de fortalecer el compromiso pol\u00edtico y social con las personas con discapacidad. A\u00fan es necesaria una mayor conciencia sobre las necesidades espec\u00edficas de esta poblaci\u00f3n. La accesibilidad, una educaci\u00f3n inclusiva y de calidad y empleos dignos, son desaf\u00edos que enfrentan la minor\u00eda m\u00e1s grande de la humanidad, que son las personas con discapacidad.<\/li>\n<li>La prioridad n\u00famero seis, ser\u00e1 la revitalizaci\u00f3n de las Naciones Unidas. Trabajaremos en tres \u00e1mbitos: la implementaci\u00f3n de las reformas del sistema; fortaleceremos el proceso de revitalizaci\u00f3n de la Asamblea General para optimizar sus m\u00e9todos de trabajo y potenciar su rol deliberativo y de toma de decisiones. Continuaremos adem\u00e1s con el proceso de reforma del Consejo de Seguridad, en consonancia con la voluntad y compromiso de los Estados.<\/li>\n<li>La prioridad n\u00famero siete, pero de enorme trascendencia, ser\u00e1 la paz y la seguridad. Los conflictos armados que se desarrollan en este momento no pueden m\u00e1s que causarnos a todos el dolor m\u00e1s grande. Los problemas de seguridad que viven muchas de nuestra sociedades constituyen tambi\u00e9n un enorme reto para los gobiernos y para nuestra Organizaci\u00f3n.<\/li>\n<\/ul>\n<p>Esta Asamblea debe convertirse en el principal \u00f3rgano constructor de la paz, a trav\u00e9s de un enfoque preventivo. La paz sostenible debe afincarse en el di\u00e1logo y el entendimiento. Facilitar ese di\u00e1logo ser\u00e1 mi prioridad. Adem\u00e1s, existe un reconocimiento del rol fundamental que cumplen los j\u00f3venes en la construcci\u00f3n de sociedades seguras y la prevenci\u00f3n de conflictos. La Asamblea General debe impulsar esfuerzos para que los j\u00f3venes cuenten con mayores oportunidades y participaci\u00f3n pol\u00edtica, para evitar condiciones que los conduzcan inexorablemente al extremismo violento.<\/p>\n<p>Dos grandes conceptos y visiones estrat\u00e9gicas acompa\u00f1ar\u00e1n mi trabajo este a\u00f1o, \u201cPaz y Derechos Humanos para Todos\u201d, y \u201cUn Multilateralismo Fortalecido, con Liderazgo Global y Responsabilidades Compartidas\u201d. Alrededor de estos dos ejes giran estas siete prioridades que, aunque ambiciosas, guiar\u00e1n mi trabajo durante este per\u00edodo de sesiones para alcanzar nuestra meta de construir unas Naciones Unidas m\u00e1s relevantes para todas las personas.<\/p>\n<p>&nbsp;<\/p>\n<p>Excelencias,<\/p>\n<p>Una de las formas m\u00e1s eficaces de medir el impacto de nuestra Organizaci\u00f3n est\u00e1 en la implementaci\u00f3n de la Agenda 2030 para el Desarrollo Sostenible. El mayor indicador de \u00e9xito del trabajo de esta Asamblea ser\u00e1 el bienestar de la gente, en su vida cotidiana y en su perspectiva de futuro. Este impacto ser\u00e1, en \u00faltima instancia, lo que har\u00e1 que las Naciones Unidas contin\u00faen siendo relevantes y valiosas para el mundo.<\/p>\n<p>Nuestra agenda de trabajo es enorme. Mi funci\u00f3n ser\u00e1 alentar el di\u00e1logo y facilitar la generaci\u00f3n de consensos durante nuestras consultas y di\u00e1logos permanentes, a fin de tomar decisiones orientadas a la acci\u00f3n.<\/p>\n<p>Excelencias, ahora comenzamos una nueva sesi\u00f3n, con una intensa actividad en las pr\u00f3ximas semanas de septiembre.<\/p>\n<p>Finalizaremos los preparativos para la Cumbre de Paz de Nelson Mandela, del 24 de septiembre. Este evento, en honor del centenario del nacimiento de Madiba, brindar\u00e1 a todos los Estados la oportunidad hist\u00f3rica de presentar sus puntos de vista sobre c\u00f3mo prevenir conflictos y dar un impulso renovado en la construcci\u00f3n de sociedades pac\u00edficas.<\/p>\n<p>El 25 de septiembre es el primero de nueve d\u00edas de Debate General. Una vez m\u00e1s, nuestros l\u00edderes podr\u00e1n escuchar y ser escuchados en el \u00fanico espacio que existe para ello, esta Asamblea General. Es en esta casa donde todas las naciones por igual cuentan con el mismo asiento, el mismo bot\u00f3n para votar o pedir la palabra, el mismo derecho a escuchar y ser escuchado.<\/p>\n<p>Aliento a sus delegaciones a estar representadas en el sal\u00f3n de la Asamblea General, mientras nuestros Jefes de Estado y de Gobierno pronuncian sus discursos. S\u00f3lo conoci\u00e9ndonos y escuch\u00e1ndonos podremos avanzar en el cumplimiento de nuestras aspiraciones comunes por la paz, la seguridad, los derechos humanos y el desarrollo sostenible.<\/p>\n<p>Les aseguro que apoyar\u00e9 y encabezar\u00e9 con la participaci\u00f3n de todos los Estados, los esfuerzos para que todas las reuniones y conferencias de alto nivel sobre la salud; cambio clim\u00e1tico; Cooperaci\u00f3n Sur-Sur; pa\u00edses de renta media, entre otros mandatos, sean exitosas. Es de mi inter\u00e9s que estas deliberaciones lleguen a recomendaciones \u00fatiles y concretas.<\/p>\n<p>&nbsp;<\/p>\n<p>Excelencias,<\/p>\n<p>Como lo se\u00f1al\u00e9 el d\u00eda de mi elecci\u00f3n, perm\u00edtanme asegurarles que cumplir\u00e9, con absoluta responsabilidad, el C\u00f3digo de \u00c9tica para el presidente de la Asamblea General, y los preceptos de la Carta de las Naciones Unidas y las Reglas de Procedimiento de esta Asamblea General.<\/p>\n<p>Durante este per\u00edodo de sesiones se cumplir\u00e1n 70 a\u00f1os de la Declaraci\u00f3n Universal de Derechos Humanos. La Resoluci\u00f3n 217\/A del 10 de diciembre de 1948 es quiz\u00e1s una de las resoluciones m\u00e1s importantes que ha adoptado esta Asamblea ya que marc\u00f3 el inicio de una nueva era, la de la universalizaci\u00f3n de los derechos humanos. A veces no somos consientes de que cada d\u00eda, con las resoluciones que adoptamos en este mismo sal\u00f3n, estamos haciendo historia.<\/p>\n<p>Sigamos juntos haciendo historia, construyendo un mundo m\u00e1s igualitario y libre, m\u00e1s sostenible y respetuoso de la naturaleza, m\u00e1s incluyente y solidario. Gracias por su respaldo y su confianza. I speak with a profound sense of responsibility and commitment to the United Nations Charter and its founding principles.<\/p><p>I also feel the deepest respect for the world\u2019s peoples, whose well-being is our principal goal.<\/p><p>Over the past several weeks I have had the good fortune to meet with many of you as I have prepared myself and my Office for this great challenge. \u00a0Our consultations have made me appreciate how much has been done over the past decade to revitalize the workings of the General Assembly and enhance its capacity to address the challenges facing Member States and their diverse societies.<\/p><p>I am honoured to represent my beloved region of Latin America and the Caribbean. It is a region of peace. A region committed to human rights.<\/p><p>This is an honour as well for my country, Ecuador, which is one of the founding members of the United Nations and a dedicated supporter of its work. My presidency reflects my country\u2019s support for multilateralism and its people\u2019s sense of international solidarity and cooperation.<\/p><p>But my presidency must go beyond the national political work that I have dedicated my last 11 years to. From today forward, you can be sure that I am working under the blue flag of our United Nations, promoting the interests and shared commitments of all its 193 Member States.<\/p><p>I should also note that my presidency marks the first time a woman represents the Latin American and Caribbean region.<\/p><p>I am only the fourth woman to assume this role. Three impressive women have presided over the General Assembly in the past 72 years: Vijaya Lakshmi Pandit from India in 1953; Angie Brooks from Liberia in 1969; and Haya Rashed Al Khalifa from the Kingdom of Bahrain in 2006.<\/p><p>These milestones inspire me to dedicate my presidency to the women and girls of my region. I want to support those women who have entered politics; who are demanding equality in the workplace; those women and girls who are victims of violence; to those girls and adolescents who demand access to quality education.<\/p><p>I would like to thank my predecessor, His Excellency, Mr. Miroslav Laj\u010d\u00e1k, whose leadership of the 72<sup>nd<\/sup> Session has been both instructive and inspirational. I intend to build on his accomplishments and follow his example of strong, inclusive leadership. \u00a0I will continue with the morning dialogues with Member States and the monthly coordination meeting with the principle organs of the Organization.<\/p><p>Let me wish President Laj\u010d\u00e1k all the best as he returns to represent our sister Republic of Slovakia.<\/p><p>I thank the Permanent Mission of Ecuador for the enormous support its staff has provided during these weeks of transition. As well, I thank the other Missions who have contributed such excellent staff for my Cabinet. And, of course, the professional guidance and support provided by the staff of the Ä¢¹½ÊÓÆµ Secretariat.<\/p><p>Let me express my gratitude to the Permanent Mission of Finland for hosting a preparatory retreat in July where I was able to confer with the His Excellency Laj\u010d\u00e1k, the current and incoming Vice-Presidents-elect, the Main Committee Chairs and the chef-de cabinet of the Secretary-General as well as officials of the Department for General Assembly and Conference Management.<\/p><p><em>Mr. Secretary-General,<\/em><\/p><p>I am grateful for the support you have given me as I prepared to assume the Presidency. Throughout the coming year, I anticipate working closely with you, including on the implementation of the ambitious reform agenda of the United Nations. This is a process which I hope to move forward in accordance with the mandates of Member States.<\/p><p>\u00a0<\/p><p><em>Excellencies,<\/em><\/p><p>The General Assembly is not just the most democratic and representative forum in the world. It is a space embracing the most diverse cultures of the world. You, dear colleagues, constitute an invaluable center of global thought and vision which has tremendous influence in the world and on our governments and our peoples. Your thinking, wisdom and vision set the standards for our cooperation and development, among our nations and for our people. Each day we must search for solutions to the most difficult problems that face humanity and our planet.<\/p><p>During the past 72 years, this Assembly has produced and codified an invaluable body of international law and defined our many human rights. We know that, despite many achievements, there is much to be done.<\/p><p>I want the Assembly to continue to strengthen its role as the chief deliberative and policymaking organ of the United Nations. I will support and lead the revitalization and alignment processes as a way to ensure our greater coordination, coherence, efficiency and delivery capacity.<\/p><p>I am confident that our shared leadership will enable the General Assembly to continue to contribute to standard-setting and the codification of international law and, as mandated, to work closely with the broader Ä¢¹½ÊÓÆµ family to ensure the full and speedy implementation of all United Nations instruments.<\/p><p>Making the United Nations relevant to all people will be the focus of my work during this session of the Assembly. I am concerned that we have not made the case for the United Nations in ways that inspire the broadest possible public understanding and support.<\/p><p>By making the public more aware of work and the goals of the Organization, we will enhance people\u2019s support for the implementation of our agreements at the national level.<\/p><p>In this regard, it is important that the public is aware of the work that our 193 Member State delegates will be carrying out over the next 12 months. We are addressing 330 resolutions, all of which reflect global concerns. We will hold over 100 plenary sessions of the Assembly as well as innumerable working sessions and negotiations in pursuit of consensus agreements.<\/p><p>The 2030 Agenda for Sustainable Development, for example, is best measured by its impact on the wellbeing of the world\u2019s people. This impact \u2013 on daily life and into the future -- is ultimately what makes the United Nations relevant and valuable to the world.<\/p><p>In order to assure our relevance as an Organization, I want to emphasize our need for global leadership within the framework of multilateralism and our shared responsibilities to attain peaceful, equitable and sustainable societies. You live this reality daily.<\/span><\/p><p>[\/et_pb_testimonial][et_pb_text _builder_version=\"3.12.2\" border_style=\"solid\" background_position=\"top_left\" background_repeat=\"repeat\" background_size=\"initial\"]<\/p><p>Excellencies, we now begin a new Session of intense activity.<\/p><p>Preparations are being finalized for the Nelson Mandela Peace Summit on 24 September, the high-level plenary event on global peace in honour of the centenary of Madiba\u2019s birth. This event provides all States with the historic opportunity to present their views on how to prevent conflicts, and provides a renewed boost to build more peaceful and resilient societies.<\/p><p>The first day of nine days of the high-level General Debate by world leaders begins on 25 September. Although there are hundreds of side events scheduled during the General Debate, I encourage your delegations to be represented in the General Assembly hall as our Heads of State and Government deliver their addresses during the plenary.<\/p><p>On 26 September, the Assembly will hold a high-level meeting on the fight against tuberculosis as part of the programme around the Sustainable Development Goals.<\/p><p>And on 27 September, the Assembly holds its third high-level comprehensive review of the progress on the prevention and control of non-communicable diseases.<\/p><p>As we proceed, I will continue the practice of holding monthly meetings with the Presidents of the Security Council and of the Economic and Social Council, as well as the periodic coordination meetings with the Secretary-General.<\/p><p>Another priority of this session, without a doubt, will be the monitoring and evaluation of the progress made towards achieving the Sustainable Development Goals. I want to assure you that I will encourage all actions within my reach to ensure that this Assembly plays a key role to advance in the achievement of these Goals and their Targets. We must start the preparations for the Assembly\u2019s High-level Political Forum during its 74<sup>th<\/sup> Session in close coordination with the Economic and Social Council.<\/p><p>I will continue the hard work that has taken place to improve synergies within the United Nations system, in support of social and economic development, human rights, humanitarian aid, disarmament, peacekeeping and peacebuilding, as well as sufficient financing for the work of the Organization.<\/p><p>It is evident that the Security Council must adapt to new political realities. During my tenure, I will offer all my support to the Security Council reform process, in tune with the times and the pace that you, the Member States, will determine. This is a Member-State-driven process and my role will be to accompany States in this journey.<\/p><p>The theme and broad concepts that I hope will inspire the work of the 73<sup>rd<\/sup> General Assembly are:<\/p><p><em>Making the United Nations relevant to all people:<\/em><\/p><p><em>Global leadership and shared responsibilities for peaceful, equitable and sustainable societies<\/em><\/p><p>In this regard, there are seven priority issues that I would like to share with you that, in consultation with Member States, I have identified to underscore the theme of this session:<\/p><ol><li>To promote our goal of gender equality, we will press for the empowerment of women and girls, keeping in mind the important role of men and boys, making it clear that life is better for all of us when all people have equal access to economic, social and political life in our societies.<\/li><li>We will focus on the promotion and implementation of the new global compacts on migration and refugees to better manage the flow of tens of millions of migrants and refugees now requiring assistance and protection.<\/li><li>We wish to highlight innovative thinking around the future of work, especially assuring decent work for young people as they join the workforce.<\/li><li>The Assembly should continue to promote efforts to protect our environment and raise government and public awareness of international commitments to our planet. In particular, I would like to highlight the problem of plastics pollution as a pervasive environmental hazard, affecting the health and well-being of people around the world.<\/li><li>The General Assembly should continue to raise awareness around issues relating to persons with disability and deepen political and social commitment to this underserved population which represents the world\u2019s largest minority.<\/li><li>Ä¢¹½ÊÓÆµ is in the midst of a reform process that is crucial to ensuring its effectiveness, credibility and relevance in an increasingly troubled world. I will focus on three areas to implement the reform of the Ä¢¹½ÊÓÆµ system. First, we will work to advance the process of revitalization of the General Assembly. Second, we must optimize our working methods to strengthen our decision making as the principal organ of the Ä¢¹½ÊÓÆµ system. Third, we will continue to provide support for the reform process of the Security Council, in keeping with decisions taken by Member States.<\/li><li>The Assembly must become the principal organ of the Ä¢¹½ÊÓÆµ for the promotion of peace. Through dialogue and understanding, we must explore the increasing opportunities available to enhance human security, particularly in light of the emphasis being placed on prevention to stem potential conflict and violence. We must also highlight that investing in young people and involving them in the issues peace and security are central to our support for the agenda for Sustainable Development. I intend to facilitate this dialogue throughout my presidency.<\/li><\/ol><p>I wish to assure you that I will support and lead, with the participation of all the Member States, the high-level meetings and conferences on global health; climate change; South-South cooperation; the relationship between migration and development; cooperation in the fight against illicit financial flows, among other topics. My interest will be to ensure that these deliberations reach useful and concrete recommendations.<\/p><p>I am also prepared to facilitate quick and effective responses of the General Assembly to emergency situations as they arise.\u00a0 And, unfortunately, they will arise.<\/p><p>My presidency will strive to bring the United Nations closer to the people, through effective, dynamic and meaningful communication that has relevance to the public, and which strengthens their sense of ownership and support for this Organization.<\/p><p>I will uphold your good practices, organizing the Office of the President of the General Assembly, ensuring its geographical representation, gender parity, and total transparency in its administrative and financial management.<\/p><p>Finally, let me assure you that I will observe, with absolute responsibility, the Code of Ethics for the President of the General Assembly, and I will abide strictly by the precepts of the Charter of the United Nations and the Rules of Procedure of this General Assembly.<\/p><p>So let us proceed together, building a world more equal and free, more sustainable and respectful of nature, and more inclusive and supportive.
