MARIA FERNANDA ESPINOSA<\/strong><\/h3>\n<p><strong><span class=\"updated\">18 de diciembre 2018<\/span><\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-178996 size-medium\" src=\"https:\/\/www.un.org\/pga\/73\/wp-content\/uploads\/sites\/53\/2019\/02\/18-Dec-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.un.org\/pga\/wp-content\/uploads\/sites\/53\/2019\/02\/18-Dec-300x200.jpg 300w, https:\/\/www.un.org\/pga\/wp-content\/uploads\/sites\/53\/2019\/02\/18-Dec-150x100.jpg 150w, https:\/\/www.un.org\/pga\/wp-content\/uploads\/sites\/53\/2019\/02\/18-Dec-768x512.jpg 768w, https:\/\/www.un.org\/pga\/wp-content\/uploads\/sites\/53\/2019\/02\/18-Dec.jpg 852w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/p>\n<p><em>Se\u00f1or Ant\u00f3nio Guterres, Secretario General<\/em><\/p>\n<p><em>Se\u00f1ora Michelle Bachelet, Alta Comisionada de las Naciones Unidas para los Derechos Humanos,<\/em><\/p>\n<p><em>Se\u00f1or Michel Forst, Relator Especial sobre la Situaci\u00f3n de los Defensores de Derechos Humanos,<\/em><\/p>\n<p><em>Su Excelencia Ine Eriksen S\u00f8reide, Ministra de Relaciones Exteriores de Noruega,<\/em><\/p>\n<p><em>Se\u00f1ora Hina Jilani, Defensora ante el Tribunal Supremo de Pakist\u00e1n y miembro de \u201cThe Elders\u201d,<\/em><\/p>\n<p><em>Se\u00f1ora Alice Mogwe, Directora de Ditshwanelo, Centro para los Derechos Humanos de Botsuana,<\/em><\/p>\n<p><em>Se\u00f1ora Florence Simbiri-Jaoko, Enviada de la Alianza Mundial de Instituciones Nacionales de Derechos Humanos,<\/em><\/p>\n<p><em>Excelencias,<\/em><\/p>\n<p>En primer lugar, quiero agradecer a las delegaciones de Argentina, Italia y Noruega por su valioso trabajo en la preparaci\u00f3n de esta reuni\u00f3n de alto nivel.<\/p>\n<p>El 9 de diciembre de 1998, en la v\u00edspera del quincuag\u00e9simo aniversario de la Declaraci\u00f3n Universal de los Derechos Humanos, la Asamblea General adopt\u00f3 un documento fundamental para hacer realidad sus principios: la <em>Declaraci\u00f3n sobre los Defensores de los Derechos Humanos.<\/em><\/p>\n<p>Este fue un logro de los Estados y de la sociedad civil, que con mucho esfuerzo alcanzaron un texto contundente y pragm\u00e1tico a la vez.<\/p>\n<p>Veinte a\u00f1os despu\u00e9s celebramos su aprobaci\u00f3n, que marc\u00f3 un hito en el reconocimiento y la legitimaci\u00f3n del trabajo que realizan los defensores de derechos humanos alrededor del mundo.<\/p>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][et_pb_row][et_pb_column type=\u00bb1_2&#8243;][et_pb_text _builder_version=\u00bb3.17.4&#8243;]<\/p>\n<p>Excelencias,<\/p>\n<p>Perm\u00edtanme referirme a dos temas.<\/p>\n<p>Primero, el papel cr\u00edtico de los defensores de derechos humanos, ya que no cabe duda del rol esencial que \u00e9stos realizan para construir sociedades m\u00e1s inclusivas, justas y libres.<\/p>\n<p>La sociedad civil constituye, adem\u00e1s, un pilar fundamental del sistema internacional de derechos humanos.<\/p>\n<p>En ocasiones son estas personas y organizaciones las que pueden alertar, de manera temprana, sobre violaciones graves y sistem\u00e1ticas de los derechos humanos.<\/p>\n<p>Los Estados tienen la responsabilidad primordial de crear las condiciones necesarias para que quienes trabajan en favor de los derechos humanos puedan disfrutar y ejercer sus derechos y libertades fundamentales, incluyendo la libertad de asociaci\u00f3n, el derecho de reuni\u00f3n pac\u00edfica, la libertad de opini\u00f3n y de expresi\u00f3n, y el derecho a acceder a la informaci\u00f3n.<\/p>\n<p>El di\u00e1logo y la participaci\u00f3n de todos los actores de la sociedad permiten fortalecer la cohesi\u00f3n social y las democracias.<\/p>\n<p>Las redes de apoyo de la sociedad civil a nivel local, nacional, regional e internacional son muy importantes. Destaco, en ese sentido, la realizaci\u00f3n de la Cumbre Mundial 2018 de los Defensores de los Derechos Humanos, en Par\u00eds, en octubre pasado.<\/p>\n<p>\u00a0<\/p>\n<p>[\/et_pb_text][\/et_pb_column][et_pb_column type=\u00bb1_2&#8243;][et_pb_code _builder_version=\u00bb3.17.4&#8243;]\n<!-- iframe plugin v.6.0 wordpress.org\/plugins\/iframe\/ -->\n<iframe loading=\"lazy\" width=\"100%\" height=\"250\" src=\"\/\/www.un.org\/webcast\/1362235914001\/B1J3DDQJf_default\/index.html?videoId=5981145620001\" scrolling=\"yes\" class=\"iframe-class\" frameborder=\"0\"><\/iframe>\n<!-- [et_pb_line_break_holder] --><!-- [et_pb_line_break_holder] -->[\/et_pb_code][\/et_pb_column][\/et_pb_row][et_pb_row][et_pb_column type=\u00bb4_4&#8243;][et_pb_text _builder_version=\u00bb3.17.4&#8243;]<\/p>\n<p>Asimismo, ha sido importante la reciente -D\u00e9cimo tercera Conferencia Internacional de Instituciones Nacionales de Derechos Humanos, que tuvo lugar en Marrakech.<\/p>\n<p>Los defensores de derechos humanos dan vida a la Declaraci\u00f3n Universal. Son agentes de cambio. Ya se trate de activistas mujeres, ind\u00edgenas, migrantes, trabajadores, personas con discapacidad, afrodescendientes, campesinos, ni\u00f1os, j\u00f3venes o adultos mayores, sus contribuciones son decisivas. Dan voces a los que no tienen voz. Empoderan a los excluidos. Desaf\u00edan la injusticia. Redimen a las v\u00edctimas. Impiden la impunidad.<\/p>\n<p>Sin estos hombres y mujeres, que individual o colectivamente, vencen al miedo y la indiferencia, muchos de los avances de los que hoy disfrutamos no hubieran sido posibles.<\/p>\n<p>Hace solo unas horas, entregamos el Premio de las Naciones Unidas de Derechos Humanos 2018, que reconoci\u00f3, no solo a los ganadores &#8211; <em>Rebeca Gyumi, Jo\u00eania Wapichana, Asma Jahangir, y Front Line Defenders<\/em> &#8211; sino tambi\u00e9n las labores de todos los defensores de derechos humanos alrededor del mundo.<\/p>\n<p>Excelencias,<\/p>\n<p>Mi segundo punto se refiere a los riesgos que enfrentan los defensores de derechos humanos y nuestra responsabilidad para combatirlos. Debemos reconocer que su situaci\u00f3n, en muchos casos, es cr\u00edtica.<\/p>\n<p>Las cifras hablan de m\u00e1s de tres mil quinientos defensores y activistas que han sido asesinados por su trabajo desde la adopci\u00f3n de la Declaraci\u00f3n. Seg\u00fan el informe de <em>Front Line Defenders<\/em>, trescientos defensores fueron asesinados solo en el 2017.<\/p>\n<p>Desafortunadamente, defender los derechos humanos significa para muchos exponerse a m\u00faltiples peligros, poniendo en riesgo su vida, su libertad, su seguridad y la de sus familias.<\/p>\n<p>Las mujeres sufren una doble amenaza: tanto por su g\u00e9nero como por defender y promover los derechos humanos.<\/p>\n<p>En los \u00faltimos a\u00f1os -la dif\u00edcil situaci\u00f3n de quienes trabajan en solidaridad con las personas en situaci\u00f3n de movilidad humana, ya sean migrantes o refugiados- ha empeorado.<\/p>\n<p>Tambi\u00e9n se han recrudecido los ataques contra los defensores medioambientales.<\/p>\n<p>Esta situaci\u00f3n no puede continuar.<\/p>\n<p>Con amenazas e intimidaci\u00f3n se busca el silencio de los defensores de derechos humanos. Los Estados no podemos permanecer impasibles, debemos actuar. Si no protegemos a quienes cuidan de nuestros derechos, la injusticia no tardar\u00e1 en tocar tambi\u00e9n a nuestra puerta.<\/p>\n<p>Una medida que est\u00e1 a nuestro alcance es fortalecer y respaldar el mandato del Relator Especial sobre la situaci\u00f3n de los defensores de derechos humanos.<\/p>\n<p>Excelencias,<\/p>\n<p>Rosa Luxemburgo dec\u00eda que \u201c<em>quien no se mueve, no siente las cadenas<\/em>\u201d. Los defensores de derechos humanos son nuestra conciencia colectiva en movimiento. Sus acciones son parte esencial de la lucha universal por romper las cadenas para impiden el logro de la igualdad plena, la justicia y la dignidad para todos y todas.<\/p>\n<p>Que esta conmemoraci\u00f3n refuerce el compromiso con la Declaraci\u00f3n y con aquellas personas que dedican su vida y su esfuerzo a luchar por la dignidad y el bienestar de los seres humanos. Si asumimos nuestra responsabilidad como ciudadanos, cada uno de nosotros ser\u00e1 un defensor de derechos humanos, y podr\u00e1 as\u00ed aportar con sus acciones y decisiones al cumplimiento de los principios de la Declaraci\u00f3n Universal de los Derechos Humanos, que debemos honrar. Recordemos, entonces, lo que se\u00f1ala en su art\u00edculo primero: \u201c<em>Todos los seres humanos nacen libres e iguales en dignidad y derechos y, dotados como est\u00e1n de raz\u00f3n y conciencia, deben comportarse fraternalmente los unos con los otros<\/em>\u201d.
