Se\u00f1or Parks Tau, Presidente de la Organizaci\u00f3n Mundial de Ciudades y Gobiernos Locales Unidos,<\/p>\n

Se\u00f1ores y Se\u00f1oras,<\/p>\n

Quisiera iniciar felicitando a la Organizaci\u00f3n Mundial de Ciudades y Gobiernos Locales Unidos por el gran trabajo que realiza, en particular para defender los intereses de los 250.000 gobiernos locales y regionales que la conforman.<\/p>\n

Su gesti\u00f3n en la promoci\u00f3n de la participaci\u00f3n de las ciudades en espacios multilaterales ha hecho que las voces de nuestros pueblos sean mejor escuchadas. Ustedes tienen el privilegio de estar m\u00e1s cerca de las necesidades y sue\u00f1os de la gente.<\/p>\n

Resulta muy oportuno que el D\u00eda de los Gobiernos Locales y Regionales coincida con el Foro Pol\u00edtico de Alto Nivel sobre Desarrollo Sostenible. Durante estos d\u00edas, la atenci\u00f3n de la comunidad internacional est\u00e1 centrada en el seguimiento y la evaluaci\u00f3n de los objetivos y metas de la Agenda 2030.<\/p>\n

En esta oportunidad, cuarenta y siete Estados presentar\u00e1n sus Revisiones Nacionales Voluntarias, y es destacable que cada vez m\u00e1s Estados incluyan las experiencias y las perspectivas de los gobiernos locales en la implementaci\u00f3n de los Objetivos de Desarrollo Sostenible. <\/p>\n

Conectar la Agenda 2030 a las comunidades urbanas y rurales es la clave para lograr que las Naciones Unidas sean m\u00e1s relevantes para todas las personas, puesto que en las ciudades se concentra la mitad de la poblaci\u00f3n mundial, y es all\u00ed donde se manifiestan de manera clara y tangible varios de los desaf\u00edos globales como la contaminaci\u00f3n ambiental, la pobreza y las desigualdades.<\/p>\n

En este sentido, quisiera referirme a la importancia del rol de los gobiernos locales en las tres dimensiones del desarrollo sostenible.<\/p>\n

En la dimensi\u00f3n social, por ejemplo, la perspectiva de g\u00e9nero en la planificaci\u00f3n urbana y territorial es fundamental para asegurar el bienestar y la seguridad de todas las mujeres y las ni\u00f1as. La inclusi\u00f3n de las personas con discapacidad tambi\u00e9n es esencial, sus necesidades y retos espec\u00edficos deben ser consideradas en el contexto urbano.<\/p>\n

La Asamblea General ha establecido pol\u00edticas y marcos normativos para que las pol\u00edticas locales reflejen temas como la accesibilidad para las personas con discapacidad, contribuyan a erradicar la discriminaci\u00f3n en todas sus formas, hagan realidad el derecho a una vivienda adecuada, y el acceso a servicios b\u00e1sicos, como agua y saneamiento. Ahora es el momento de la implementaci\u00f3n, de las respuestas, de la acci\u00f3n. Y los gobiernos locales tienen un rol determinante.<\/p>\n

En cuanto al pilar ambiental, las ciudades tienen un papel central en la implementaci\u00f3n del Acuerdo de Par\u00eds sobre cambio clim\u00e1tico. Debemos reforzar la capacidad de los Gobiernos locales para implementar pol\u00edticas que reduzcan emisiones y optimicen los mecanismos de adaptaci\u00f3n al cambio clim\u00e1tico y la construcci\u00f3n de ciudades m\u00e1s resilientes, para proteger a sus comunidades de los efectos devastadores del cambio clim\u00e1tico, en particular a las personas m\u00e1s vulnerables.<\/p>\n

Con este fin, es necesario que los gobiernos locales integren las estrategias de adaptaci\u00f3n y de mitigaci\u00f3n al cambio clim\u00e1tico a la planificaci\u00f3n urbana.<\/p>\n

Perm\u00edtanme detenerme y hacer hincapi\u00e9 en una de mis prioridades, no s\u00f3lo como Presidenta de la Asamblea General, sino como ciudadana del mundo: el consumo de pl\u00e1sticos de un solo uso. <\/p>\n

Quiero se\u00f1alar que, preocupada con esta realidad, he lanzado una campa\u00f1a global para generar conciencia sobre los peligros que supone el uso generalizado de los pl\u00e1sticos para nuestra salud, alimentaci\u00f3n y ecosistemas, sobretodo los ecosistemas marinos.<\/p>\n

Es aterrador pensar que, seg\u00fan estimaciones, para el a\u00f1o 2050, habr\u00eda m\u00e1s material pl\u00e1stico en los oc\u00e9anos que peces y que cada a\u00f1o nuestros oc\u00e9anos reciben m\u00e1s de 13 millones de toneladas de pl\u00e1sticos. Me gustar\u00eda aprovechar la oportunidad para invitarlos a que se sumen a esta iniciativa mundial de eliminar los pl\u00e1sticos de un solo uso.<\/p>\n

En lo referente al pilar econ\u00f3mico, los gobiernos locales son claves en la generaci\u00f3n de trabajo decente. La implementaci\u00f3n de la Agenda 2030 demanda la creaci\u00f3n de 600 millones de nuevos empleos hasta el 2030, por lo que la conectividad en las ciudades y la capacitaci\u00f3n en actividades vinculadas a la demanda del mercado de trabajo local son esenciales, as\u00ed como promover un entorno que fomente la inversi\u00f3n, la innovaci\u00f3n y un mercado laboral justo e incluyente, principalmente para los j\u00f3venes.<\/p>\n

Amigos y amigas, alcaldes y autoridades de gobiernos locales,<\/p>\n

Un futuro mejor y m\u00e1s sostenible es posible y los Gobiernos locales deben ser los actores de las transformaciones que se necesitan para ello. Estoy segura de que este evento contribuir\u00e1 al fortalecimiento de la cooperaci\u00f3n entre los gobiernos locales, en favor de la implementaci\u00f3n de la Agenda 2030 y la Nueva Agenda Urbana, adoptada en mi pa\u00eds, Ecuador.<\/p>\n
