I would also like to congratulate the Bureau members on their election.<\/p>\n<p class=\"x_MsoNormal\"><em>Excellencies,<\/em><\/p>\n<p class=\"x_MsoNormal\"><em>Distinguished Delegates,<\/em><\/p>\n<p class=\"x_MsoNormal\">The work of the Fourth Committee is perhaps the most disparate, all-encompassing, and dynamic of any of the Committees.<\/p>\n<p class=\"x_MsoNormal\">To quote one of my predecessors, President Peter Thomson: \u201cFrom decolonization to outer space, peacekeeping to Palestinian refugees, from public information to mine action, the work of this Committee reflects issues that have been central for the work of the United Nations since our foundation.\u201d<\/p>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][et_pb_row][et_pb_column type=&#8221;1_2&#8243;][et_pb_text _builder_version=&#8221;3.12.2&#8243;]<\/p>\n<p class=\"x_MsoNormal\">On that note, and before I begin, I would like to take a moment to honor the work of those who have fought for decolonization and self-determination \u2013 including icons that we have celebrated these past weeks \u2013 Nelson Mandela and Mahatma Gandhi.<\/p>\n<p class=\"x_MsoNormal\">I would also like to recognize the heartbreaking sacrifice of those who have stood on the frontlines of peacekeeping missions. Far too many peacekeepers have paid the ultimate price while working to protect those who cannot protect themselves. They deserve our utmost respect and admiration.<\/p>\n<p>[\/et_pb_text][\/et_pb_column][et_pb_column type=&#8221;1_2&#8243;][et_pb_code _builder_version=&#8221;3.12.2&#8243;]\n<!-- iframe plugin v.6.0 wordpress.org\/plugins\/iframe\/ -->\n<iframe loading=\"lazy\" width=\"100%\" height=\"250\" src=\"\/\/www.un.org\/webcast\/1362235914001\/B1J3DDQJf_default\/index.html?videoId=5836549772001\" scrolling=\"yes\" class=\"iframe-class\" frameborder=\"0\"><\/iframe>\n&lt;!&#8211; [et_pb_line_break_holder] &#8211;&gt;&lt;!&#8211; [et_pb_line_break_holder] &#8211;&gt;[\/et_pb_code][\/et_pb_column][\/et_pb_row][et_pb_row][et_pb_column type=&#8221;4_4&#8243;][et_pb_text _builder_version=&#8221;3.12.2&#8243;]<\/p>\n<p class=\"x_MsoNormal\"><em>Colleagues, <\/em><\/p>\n<p class=\"x_MsoNormal\">allow me to address three topics this morning: decolonization, peacekeeping, and outer space.<\/p>\n<p class=\"x_MsoNormal\">First, I must emphasize that the decolonization agenda remains incomplete.<\/p>\n<p class=\"x_MsoNormal\">We have a commitment to ensure the full independence of all colonial countries and peoples and this commitment \u2013 a clear objective of the Ä¢¹½ÊÓƵ Charter \u2013 must be recognized and achieved.<\/p>\n<p class=\"x_MsoNormal\">Not doing so goes against the ideals that we aspire to &#8211; risking conflicts, jeopardizing peace and security, and hampering implementation of the Sustainable Development Goals, particularly for those who would be left behind, including vulnerable and marginalized groups.<\/p>\n<p class=\"x_MsoNormal\">Colleagues,<\/p>\n<p class=\"x_MsoNormal\">the world is witness to the despair and suffering that continues as a result of the stalled process to address the Palestinian question.<\/p>\n<p class=\"x_MsoNormal\">While the entire international community has a responsibility to ensure the resumption of the peace talks under the relevant resolutions of the United Nations, we can take other steps to help bring relief to those suffering and create conditions for their well-being.<\/p>\n<p class=\"x_MsoNormal\">The current financial gap facing Ä¢¹½ÊÓƵRWA is a source of concern. While I thank those countries who so quickly stepped in to fill the immediate need \u2013 and to get children back to school this month \u2013 long-term solutions are needed if we are to avoid social, economic and security-related fallout.<\/p>\n<p class=\"x_MsoNormal\">With regard to peacekeeping, I would like to acknowledge the scope of the support that has been provided to peoples the world over.<\/p>\n<p class=\"x_MsoNormal\">I would point to the Ä¢¹½ÊÓƵ Peacekeeping Mission in Liberia, or Ä¢¹½ÊÓƵMIL, which recently wrapped up its mandate. The President of Liberia personally thanked the Ä¢¹½ÊÓƵ for this successful support and noted that \u201cwe must never take peace for granted or forget the long shadows of conflict on people\u2019s lives\u201d.<\/p>\n<p class=\"x_MsoNormal\">With those words in mind, it is essential that we focus our attention on prevention, on peacebuilding, and on addressing the root causes of conflict before they erupt.<\/p>\n<p class=\"x_MsoNormal\">As many of you will know from my previous remarks, empowering youth in peace and security is a key priority for my tenure as President of the General Assembly, and I look forward to working with this Committee on mechanisms whereby we can leverage the inherent strengths and capacities of youth in this regard.<\/p>\n<p class=\"x_MsoNormal\">Beyond this, I would like to thank those countries who have extended capacities in the provision of peacekeepers, as well as resources to enable operations. [&#8230;]\u00a0I would like to take a moment to honor the work of those who have fought for decolonization and self-determination \u2013 including icons that we have celebrated these past weeks \u2013 Nelson Mandela and Mahatma Gandhi.<\/span><\/p>\n<p>[\/et_pb_testimonial][et_pb_text _builder_version=&#8221;3.12.2&#8243; border_style=&#8221;solid&#8221; background_position=&#8221;top_left&#8221; background_repeat=&#8221;repeat&#8221; background_size=&#8221;initial&#8221;]<\/p>\n<p class=\"x_MsoNormal\"><em>Dear delegates, <\/em><\/p>\n<p class=\"x_MsoNormal\">for my third point, on outer space, I would like to draw your attention to two key issues: cooperating on science and research, and ensuring peaceful, collaborative, space-faring efforts.<\/p>\n<p class=\"x_MsoNormal\">On the first point, it is critical that we recognize the potential for peaceful collaboration in outer space. Rarely have we seen such interest, such investment, in reaching to the stars; and there is a strong sense of momentum that, together, through the multilateral system, we can explore space and harness the potentials it holds.<\/p>\n<p class=\"x_MsoNormal\">On the second point, discussions around the prevention of an arms race in outer space are not premature, and I encourage Member States to maintain positive momentum and to continue dialogues on these issues with mutual respect.<\/p>\n<p class=\"x_MsoNormal\">The Third Joint Meeting of the First and Fourth Committee, to be held in 2019, will provide an opportunity for greater cooperation in addressing peace, security and outer space.
