Africa occupies a central place in the multilateral system, which is currently facing strong headwinds. Stronger and more collaborative efforts between the United Nations and the African Union is essential to our efforts to strengthen multilateralism.<\/p>\n<p>On that note, allow me to make two key points on how we can improve collaboration, particularly around sustainable development and peace and security.<\/p>\n<p>Colleagues,<\/p>\n<p>According to the World Bank, an estimated 42% of Africa\u2019s population \u2013 or 400 million people \u2013 live on less than one dollar \u2013 nineteen cents ($1.90) per day. On the other hand, growth in Africa has rebounded to 3.6% in 2017 and will accelerate to 4.1% in 2018 and 2019.<\/p>\n<p>This means, that for Africa is key to seize upon its potential economic growth, focusing on a sustainable development approach. This is extremely key. Africa\u2019s Agenda 2063, complemented by the Sustainable Development Goals, is thus a critical response.<\/p>\n<p>Agenda 2063, which aims to deliver, and I quote: \u201cthe Africa we want\u201d, indeed addresses the needs and aspirations of over a billion people across more than 50-countries.<\/p>\n<p>Today, the International Day for the Eradication of Poverty remind us of our obligation to leave no one behind.<\/p>\n<p><a href=\"#_ftnref1\" name=\"_ftn1\"><\/a><\/p>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][et_pb_row][et_pb_column type=&#8221;1_2&#8243;][et_pb_text _builder_version=&#8221;3.12.2&#8243;]<\/p>\n<p><em>Dear friends,<\/em><\/p>\n<p>I am pleased to note that in implementing the first decade of Agenda 2063, the Africa Union has been an active partner with the United Nations to ensure synergies and coordination with the 2030 Agenda.<\/p>\n<p>Then Secretary General Ban Ki Moon, recognized the importance of this when he declared that, \u201cThe alignment between the global and the continental agendas calls for a harmonized approach in planning, implementation and monitoring.\u201d<\/p>\n<p>[\/et_pb_text][\/et_pb_column][et_pb_column type=&#8221;1_2&#8243;][et_pb_code _builder_version=&#8221;3.12.2&#8243;]\n<!-- iframe plugin v.6.0 wordpress.org\/plugins\/iframe\/ -->\n<iframe loading=\"lazy\" width=\"100%\" height=\"250\" src=\"\/\/www.un.org\/webcast\/1362235914001\/B1J3DDQJf_default\/index.html?videoId=5849933195001\" scrolling=\"yes\" class=\"iframe-class\" frameborder=\"0\"><\/iframe>\n&lt;!&#8211; [et_pb_line_break_holder] &#8211;&gt;&lt;!&#8211; [et_pb_line_break_holder] &#8211;&gt;[\/et_pb_code][\/et_pb_column][\/et_pb_row][et_pb_row][et_pb_column type=&#8221;4_4&#8243;][et_pb_text _builder_version=&#8221;3.12.2&#8243;]<\/p>\n<p>The Joint Framework for Implementation of Africa\u2019s Agenda 2063 and the 2030 Agenda for Sustainable Development is a tool to achieve this \u2018harmonized approach\u2019.<\/p>\n<p>By joining our efforts, our skills, our capacities and our resources, we can streamline efforts while maximizing progress.<\/p>\n<p>Concretely, the Framework will help enhance information sharing, reform legislation, boost capacities, and enshrine development goals in national planning processes.<\/p>\n<p>These seemingly mundane tasks are the foundation upon which solid, sound, and effective development initiatives can be built.<\/p>\n<p>This includes, of course, initiatives such as Agenda 2063\u2019s \u201cSilencing the Guns by 2020\u201d, which will help strengthen peace and security, and open a space for development gains to thrive.<\/p>\n<p>On that note, my second point relates to peace and security, and how we can empower youth and women to play a more active role.<\/p>\n<p>First, allow me to be frank: there can be no sustainable development so long as the threat of conflict hangs in the air.<\/p>\n<p>How do you encourage girls to attend school when routes are unsafe?<\/p>\n<p>And how do you ensure food security or livelihoods when there is fighting over limited resources?<\/p>\n<p>We must do more to predict and avert conflicts before they emerge. Stronger linkages between the United Nations and African Union will certainly help, but we must also extend this to regional and sub-regional bodies who often have their \u2018ear to the ground\u2019.<\/p>\n<p>This is where empowering all people to be peacemakers and peacebuilders is so critical.<\/p>\n<p>Excellencies, as a woman former Minister of Defense, I will tell you that far, far too often women and youth are relegated to the role of victims in conflict, while their potential to contribute is left to waste.<\/p>\n<p>Take youth, for example. With 11 million young people entering the labour market per year, Africa is a continent that is poised for change. This is a generation that will help shape Africa for decades to come. But only if they are given the opportunity to contribute and thrive.<\/p>\n<p>&nbsp;<\/p>\n<p>Abdoulaye Wade, former President of Senegal said:<br \/>\n\u201cDis-moi quelle jeunesse tu as, je te dirai quel peuple tu seras\u00a0\u00bb<\/p>\n<p>&nbsp;<\/p>\n<p>Investing and promoting access to education and to decent jobs is essential. Reducing inequalities and building peaceful and resilient societies is critical. It is a space embracing the most diverse cultures of the world. You, dear colleagues, constitute an invaluable center of global thought and vision which has tremendous influence in the world and on our governments and our peoples. Your thinking, wisdom and vision set the standards for our cooperation and development, among our nations and for our people. Each day we must search for solutions to the most difficult problems that face humanity and our planet.<\/p><p>[\/et_pb_text][\/et_pb_column][et_pb_column type=\"1_2\"][et_pb_code _builder_version=\"3.12.2\"][iframe width=\"100%\" height=\"250\" src=\"\/\/www.un.org\/webcast\/1362235914001\/B1J3DDQJf_default\/index.html?videoId=5836549772001\"]&lt;!-- [et_pb_line_break_holder] --&gt;&lt;!-- [et_pb_line_break_holder] --&gt;[\/et_pb_code][\/et_pb_column][\/et_pb_row][et_pb_row][et_pb_column type=\"4_4\"][et_pb_text _builder_version=\"3.12.2\"]<\/p><p>During the past 72 years, this Assembly has produced and codified an invaluable body of international law and defined our many human rights. We know that, despite many achievements, there is much to be done.<\/p><p>I want the Assembly to continue to strengthen its role as the chief deliberative and policymaking organ of the United Nations. I will support and lead the revitalization and alignment processes as a way to ensure our greater coordination, coherence, efficiency and delivery capacity.<\/p><p>I am confident that our shared leadership will enable the General Assembly to continue to contribute to standard-setting and the codification of international law and, as mandated, to work closely with the broader Ä¢¹½ÊÓÆµ family to ensure the full and speedy implementation of all United Nations instruments.<\/p><p>Making the United Nations relevant to all people will be the focus of my work during this session of the Assembly. I am concerned that we have not made the case for the United Nations in ways that inspire the broadest possible public understanding and support.<\/p><p>By making the public more aware of work and the goals of the Organization, we will enhance people\u2019s support for the implementation of our agreements at the national level.<\/p><p>In this regard, it is important that the public is aware of the work that our 193 Member State delegates will be carrying out over the next 12 months. We are addressing 330 resolutions, all of which reflect global concerns. We will hold over 100 plenary sessions of the Assembly as well as innumerable working sessions and negotiations in pursuit of consensus agreements.<\/p><p>The 2030 Agenda for Sustainable Development, for example, is best measured by its impact on the wellbeing of the world\u2019s people. This impact \u2013 on daily life and into the future -- is ultimately what makes the United Nations relevant and valuable to the world.<\/p><p>In order to assure our relevance as an Organization, I want to emphasize our need for global leadership within the framework of multilateralism and our shared responsibilities to attain peaceful, equitable and sustainable societies. This vision will inspire all of my efforts in the coming months.<\/p><p>[\/et_pb_text][et_pb_testimonial _builder_version=\"3.12.2\" author=\"Mar\u00eda Fernanda Espinosa Garc\u00e9s\" portrait_url=\"https:\/\/www.un.org\/pga\/73\/wp-content\/uploads\/sites\/53\/2018\/09\/PGA-73084-e1537294481964.jpg\" border_style=\"solid\" job_title=\"President of the Ä¢¹½ÊÓÆµ General Assembly\" quote_icon_background_color=\"#f5f5f5\" background_position=\"top_left\" background_repeat=\"repeat\" background_size=\"initial\" quote_icon_color=\"#00aff8\"]<\/p><p><span style=\"color: #00aff8;\">My presidency will strive to bring the United Nations closer to the people, through effective, dynamic and meaningful communication that has relevance to the public, and which strengthens their sense of ownership and support for this Organization.<\/span><\/p><p>[\/et_pb_testimonial][et_pb_text _builder_version=\"3.12.2\" border_style=\"solid\" background_position=\"top_left\" background_repeat=\"repeat\" background_size=\"initial\"]<\/p><p>Excellencies, we now begin a new Session of intense activity.<\/p><p>Preparations are being finalized for the Nelson Mandela Peace Summit on 24 September, the high-level plenary event on global peace in honour of the centenary of Madiba\u2019s birth. This event provides all States with the historic opportunity to present their views on how to prevent conflicts, and provides a renewed boost to build more peaceful and resilient societies.<\/p><p>The first day of nine days of the high-level General Debate by world leaders begins on 25 September. Although there are hundreds of side events scheduled during the General Debate, I encourage your delegations to be represented in the General Assembly hall as our Heads of State and Government deliver their addresses during the plenary.<\/p><p>On 26 September, the Assembly will hold a high-level meeting on the fight against tuberculosis as part of the programme around the Sustainable Development Goals.<\/p><p>And on 27 September, the Assembly holds its third high-level comprehensive review of the progress on the prevention and control of non-communicable diseases.<\/p><p>As we proceed, I will continue the practice of holding monthly meetings with the Presidents of the Security Council and of the Economic and Social Council, as well as the periodic coordination meetings with the Secretary-General.<\/p><p>Another priority of this session, without a doubt, will be the monitoring and evaluation of the progress made towards achieving the Sustainable Development Goals. I want to assure you that I will encourage all actions within my reach to ensure that this Assembly plays a key role to advance in the achievement of these Goals and their Targets. We must start the preparations for the Assembly\u2019s High-level Political Forum during its 74<sup>th<\/sup> Session in close coordination with the Economic and Social Council.<\/p><p>I will continue the hard work that has taken place to improve synergies within the United Nations system, in support of social and economic development, human rights, humanitarian aid, disarmament, peacekeeping and peacebuilding, as well as sufficient financing for the work of the Organization.<\/p><p>It is evident that the Security Council must adapt to new political realities. During my tenure, I will offer all my support to the Security Council reform process, in tune with the times and the pace that you, the Member States, will determine. This is a Member-State-driven process and my role will be to accompany States in this journey.<\/p><p>The theme and broad concepts that I hope will inspire the work of the 73<sup>rd<\/sup> General Assembly are:<\/p><p><em>Making the United Nations relevant to all people:<\/em><\/p><p><em>Global leadership and shared responsibilities for peaceful, equitable and sustainable societies<\/em><\/p><p>In this regard, there are seven priority issues that I would like to share with you that, in consultation with Member States, I have identified to underscore the theme of this session:<\/p><ol><li>To promote our goal of gender equality, we will press for the empowerment of women and girls, keeping in mind the important role of men and boys, making it clear that life is better for all of us when all people have equal access to economic, social and political life in our societies.<\/li><li>We will focus on the promotion and implementation of the new global compacts on migration and refugees to better manage the flow of tens of millions of migrants and refugees now requiring assistance and protection.<\/li><li>We wish to highlight innovative thinking around the future of work, especially assuring decent work for young people as they join the workforce.<\/li><li>The Assembly should continue to promote efforts to protect our environment and raise government and public awareness of international commitments to our planet. In particular, I would like to highlight the problem of plastics pollution as a pervasive environmental hazard, affecting the health and well-being of people around the world.<\/li><li>The General Assembly should continue to raise awareness around issues relating to persons with disability and deepen political and social commitment to this underserved population which represents the world\u2019s largest minority.<\/li><li>Ä¢¹½ÊÓÆµ is in the midst of a reform process that is crucial to ensuring its effectiveness, credibility and relevance in an increasingly troubled world. I will focus on three areas to implement the reform of the Ä¢¹½ÊÓÆµ system. First, we will work to advance the process of revitalization of the General Assembly. Second, we must optimize our working methods to strengthen our decision making as the principal organ of the Ä¢¹½ÊÓÆµ system. Third, we will continue to provide support for the reform process of the Security Council, in keeping with decisions taken by Member States.<\/li><li>The Assembly must become the principal organ of the Ä¢¹½ÊÓÆµ for the promotion of peace. Through dialogue and understanding, we must explore the increasing opportunities available to enhance human security, particularly in light of the emphasis being placed on prevention to stem potential conflict and violence. We must also highlight that investing in young people and involving them in the issues peace and security are central to our support for the agenda for Sustainable Development. I intend to facilitate this dialogue throughout my presidency.<\/li><\/ol><p>I wish to assure you that I will support and lead, with the participation of all the Member States, the high-level meetings and conferences on global health; climate change; South-South cooperation; the relationship between migration and development; cooperation in the fight against illicit financial flows, among other topics. My interest will be to ensure that these deliberations reach useful and concrete recommendations.<\/p><p>I am also prepared to facilitate quick and effective responses of the General Assembly to emergency situations as they arise.\u00a0 And, unfortunately, they will arise.<\/p><p>My presidency will strive to bring the United Nations closer to the people, through effective, dynamic and meaningful communication that has relevance to the public, and which strengthens their sense of ownership and support for this Organization.<\/p><p>I will uphold your good practices, organizing the Office of the President of the General Assembly, ensuring its geographical representation, gender parity, and total transparency in its administrative and financial management.<\/p><p>Finally, let me assure you that I will observe, with absolute responsibility, the Code of Ethics for the President of the General Assembly, and I will abide strictly by the precepts of the Charter of the United Nations and the Rules of Procedure of this General Assembly.<\/p><p>So let us proceed together, building a world more equal and free, more sustainable and respectful of nature, and more inclusive and supportive.
