Ladies and Gentlemen,<\/p>\n
I would like to begin by thanking the Kingdom and the People of Morocco for their generous hospitality as hosts of this Conference.<\/p>\n
Morocco, in the Berber language means \u201cthe Land of God.\u201d A \u201cLand of God\u201d that today witnesses a milestone in the history of the United Nations. This Conference is clear proof of the full validity of multilateralism, as the most efficient tool to face one of the most important challenges of today: international migration.<\/p>\n
Excellencies,<\/p>\n
Migration is part of the history of humanity. This phenomenon has always existed. There is no country or people in the world that has not been transformed by it.<\/p>\n
In recent years, we have witnessed great migratory movements that have caused thousands of deaths. Let us bear in mind that no one leaves their family, their land, their affections behind if they do not have a powerful reason to do so. That is why migrant persons are brave, creative, and enterprising but above all, they are human beings.<\/p>\n
Today is a historic moment: we are giving migration a human face and, by means of this Compact, we will establish an agreement and a commitment to cooperate, exchange and learn from each other on all of the dimensions of migration and the challenges faced by the countries of origin, transit and destination.<\/p>\n

Excellencies,<\/p>\n
This Compact is a guide, an instrument with a set of standards, a reference for our public policies in the subject of migration. The Compact is a global response to a reality that we can only face together, because international migration is, by its own nature, a global, cross-border phenomenon.<\/p>\n
Excellencies,<\/p>\n
Yesterday was the day to commemorate the international day against genocide. T<\/p>\n
he Compact that gathers us here today also represents a common vision to put an end to xenophobic and discriminatory discourses and concepts that can lead to tragic stories that we do not wish to repeat ever again.<\/p>\n
The Compact that we will adopt today is a flexible Instrument that can adapt to the needs, visions and priorities of each country. It stimulates joint work and cooperation at all levels: States, local governments, the United Nations system, civil society, the private sector and the communities of the Diaspora.<\/p>\n
Let there be no doubt: the Compact does not affect the sovereignty of any State.<\/p>\n
On the contrary, it reinforces it. No State, no matter how powerful, can solve -by itself- the challenges of migration. The good practices promoted by the Compact are -in fact- already being implemented in several places around the world.<\/p>\n
As an example, in my recent official visits to France and Canada, last November, I had the chance to see, first hand, wonderful examples of inclusion, reception and good practices. This shows us that we are not starting the implementation from scratch.<\/p>\n

Excellencies,<\/p>\n
The negotiations have been long, exhausting and definitely hard. But they have been worthwhile. The efforts have brought us here.<\/p>\n
I wish to express my acknowledgement to all States for participating in the negotiations with an open mind and constructiveness. I would like to emphasize the great work, tenacity and diplomatic abilities of the Permanent Representatives of Mexico and Switzerland to the United Nations -Ambassadors Juan Jos\u00e9 G\u00f3mez Camacho and J\u00fcrg Lauber-, who facilitated the negotiations under the leadership of the former president of the General Assembly, Miroslav Laj\u010d\u00e1k, to whom I extend my gratitude.<\/p>\n
I also wish to acknowledge the profound commitment of the Secretary General and his Special Representative, Louise Harbor, who have followed this intergovernmental process.<\/p>\n
Excellencies,<\/p>\n
Today, seventy years ago, the international community was adopting the Universal Declaration of Human Rights, which acknowledges that all persons, without discrimination, are born free and equal in dignity and rights.<\/p>\n
Adopting the Global Compact is the best homage that we can pay to the 70th<\/sup> anniversary of the Universal Declaration.<\/p>\nThe fact that people leave their country of origin, cross one or several borders and settle in a country, whichever it might be, makes guaranteeing the fundamental rights of migrant persons even more necessary.<\/p>\n
Whether it is a mother from Mali that crosses the desert to get to Niger; a college student from India who studies at Canada; or a retired American who decides to live in Vilcabamba or in Cuenca del Ecuador: all, absolutely all are looking for better and greater opportunities; opening the doors of new worlds; enriching cultural diversity and contributing to development of both the communities that embrace them and the ones that they departed from.<\/p>\n
The Global Compact that we will adopt today put those persons at the center, addressing the root causes of migration.<\/p>\n
The Compact also gives us new opportunities to work effectively and jointly on one of the worst scourges of this century, which is trafficking in persons and smuggling of migrants. More than 70 percent of the victims are women and girls.<\/p>\n
Excellencies,<\/p>\n
To conclude, I would like to leave you a message: migration, the movement of persons across borders, countries and regions will continue to happen and will continue to transform us. Therefore, we must have a shared navigational chart. Cooperation, solidarity with responsibility is the very thing that this Compact offers us.<\/p>\n
Perhaps there is no other place in the world that is more appropriate than the African continent, specially the Kingdom of Morocco, to sign this Compact, which from this day forward, will be the Compact of Marrakesh.<\/p>\n
I say this because it was Africa where the first great expansion of humanity begun, the first great migration that populated the earth. Africa is our birthplace as a species. It is our birthplace and now it is also the destination that embraces us to go into a future that has enough space for all of us.<\/p>\n

Jefes de Estado y Gobinerno<\/p>
Se\u00f1oras y Se\u00f1ores,<\/p>
Quiero iniciar agradeciendo al Reino y al Pueblo de Marruecos por su generosa hospitalidad, como anfitriones de esta Conferencia.<\/p>
Marruecos, quiere decir en lengua Bereber, \u201cla Tierra De Dios\u201d.\u201cTierra De Dios\u201d que acoge hoy un hito en la historia de las Naciones Unidas. Esta Conferencia es una prueba clara de la plena vigencia del multilateralismo, como la herramienta m\u00e1s eficaz para enfrentar uno de los desaf\u00edos m\u00e1s importantes de la actualidad: la migraci\u00f3n internacional.<\/p>
Excelencias,<\/p>
La migraci\u00f3n es parte de la historia de la humanidad. Este fen\u00f3meno ha existido siempre. No hay pa\u00eds ni pueblo en el mundo que no haya sido transformado por ella.<\/p>
En los \u00faltimos a\u00f1os, hemos sido testigos de grandes movimientos migratorios que han causado miles de muertes. Tengamos presente que, ninguna persona deja atr\u00e1s su familia, su tierra, sus afectos, si no tiene una raz\u00f3n poderosa para hacerlo. Por eso, las personas migrantes son valientes, son creativas, emprendedoras, pero sobretodo, son seres humanos.<\/p>
Hoy es un momento hist\u00f3rico, porque le estamos poniendo un rostro humano a la migraci\u00f3n y porque estableceremos, con este Pacto, un acuerdo y un compromiso para cooperar, intercambiar, aprender unos de otros, sobre todas las dimensiones de la migraci\u00f3n y los retos que enfrentan los pa\u00edses de origen, tr\u00e1nsito y destino.<\/p>
Excelencias,<\/p>
El Pacto es una gu\u00eda. Es un instrumento con un conjunto de est\u00e1ndares. Es un referente para nuestras pol\u00edticas p\u00fablicas en materia migratoria. El pacto es una respuesta global a una realidad que s\u00f3lo podemos enfrentar juntos, porque la migraci\u00f3n internacional es por naturaleza un fen\u00f3meno transfronterizo y global.<\/p>
Excelencias,<\/p>
Ayer precisamente se conmemoraba el d\u00eda internacional contra el genocidio.<\/p>
El Pacto que nos convoca, representa tambi\u00e9n una visi\u00f3n com\u00fan para poner freno a discursos y concepciones xen\u00f3fobas y discriminatorias que pueden derivar en historias tr\u00e1gicas que no deseamos vivir nunca m\u00e1s. <\/strong><\/p>El Pacto que adoptaremos hoy es un Instrumento flexible, que se puede adaptar a las necesidades, visiones y prioridades de cada pa\u00eds. Estimula el trabajo conjunto y la cooperaci\u00f3n en todos los niveles: los Estados, los gobiernos locales, el sistema de las Naciones Unidas, la sociedad civil, el sector privado y las comunidades de la di\u00e1spora.<\/p>
Que no quede duda: el Pacto no afecta a la soberan\u00eda de ning\u00fan Estado. Por el contrario, la refuerza. Ning\u00fan Estado por m\u00e1s poderoso que sea, podr\u00e1 resolver -por s\u00ed solo- los retos que presenta la migraci\u00f3n.<\/p>
Las buenas pr\u00e1cticas que promueve el Pacto \u2013 en realidad \u2013 ya se implementan en varios lugares del mundo. Por ejemplo, en mis recientes visitas oficiales a Francia y Canad\u00e1, en noviembre pasado, pude conocer de primera mano, ejemplos maravillosos de inclusi\u00f3n, de acogida, y de buenas pr\u00e1cticas. Esto nos muestra que para la implementaci\u00f3n no partimos de cero.<\/p>
Excelencias,<\/p>
Las negociaciones han sido largas, extenuantes y, sin duda, dif\u00edciles. Pero han valido la pena. Los esfuerzos nos han tra\u00eddo hasta aqu\u00ed.<\/p>
Expreso mi reconocimiento a todos los Estados, por haber participado en las negociaciones con apertura y esp\u00edritu constructivo.\u00a0 Destaco el gran trabajo, la tenacidad y habilidad diplom\u00e1tica de los Representantes Permanentes de M\u00e9xico y Suiza ante las Naciones Unidas - Embajadores Juan Jos\u00e9 G\u00f3mez Camacho y J\u00fcrg Lauber-, quienes facilitaron\u00a0 las negociaciones, bajo el liderazgo del ex-Presidente de la Asamblea General, Miroslav Laj\u010d\u00e1k, a quien transmito nuestra gratitud.<\/p>
Deseo reconocer aqu\u00ed tambi\u00e9n, el profundo compromiso del Secretario General y de su Representante Especial, Louise Harbor, que han acompa\u00f1ado este proceso intergubernamental.<\/p>
Excelencias,<\/p>
Hoy hace setenta a\u00f1os, la comunidad internacional adoptaba la Declaraci\u00f3n Universal de los Derechos Humanos, que reconoce, que todas las personas, sin discriminaci\u00f3n alguna, nacen libres e iguales en dignidad y en derechos.<\/p>
La adopci\u00f3n del Pacto Mundial es el mejor homenaje que podemos brindar a los 70 a\u00f1os de la Declaraci\u00f3n Universal.<\/p>
Dejar el pa\u00eds de origen, cruzar una o varias fronteras y asentarse en un pa\u00eds, el que sea, hace m\u00e1s necesaria a\u00fan la garant\u00eda de los derechos fundamentales de las personas migrantes.<\/p>
As\u00ed se trate de una madre de Mali que cruza el desierto para llegar a N\u00edger; un universitario de la India que estudia en Canad\u00e1; o un estadounidense jubilado que decide vivir en Vilcabamba o en Cuenca del Ecuador: todos, absolutamente todos, est\u00e1n buscando mejores y mayores oportunidades; abriendo las puertas de mundos nuevos; enriqueciendo la diversidad cultural y contribuyendo al desarrollo, tanto de las comunidades que los acogen, como de aquellas que los vieron partir.<\/p>
El Pacto Mundial que adoptaremos hoy, pone en el centro a esas personas, atendiendo las causas de fondo de la migraci\u00f3n.<\/p>
El Pacto tambi\u00e9n nos abre oportunidades para trabajar de manera efectiva y coordinada sobre uno de los peores flagelos del siglo, que es la trata y el tr\u00e1fico de personas. M\u00e1s del 70 por ciento de las v\u00edctimas son mujeres y ni\u00f1as.<\/p>
Excelencias,<\/p>
Para concluir, quiero dejarles un mensaje: la migraci\u00f3n, el movimiento de las personas a trav\u00e9s de fronteras, de pa\u00edses y regiones, seguir\u00e1 sucediendo y nos seguir\u00e1 transformando. Por ello, es imprescindible que tengamos una carta de navegaci\u00f3n com\u00fan. Cooperaci\u00f3n, solidaridad con responsabilidad es justamente, lo que nos ofrece este Pacto.<\/p>
Quiz\u00e1 no exista otro lugar en el mundo m\u00e1s apropiado que el continente Africano y especialmente el Reino de Marruecos para suscribir este Pacto, que desde hoy, ser\u00e1 el Pacto de Marrakech.<\/p>
Lo digo porque justamente en Africa inici\u00f3 la primera gran expansi\u00f3n de la humanidad, la primera gran emigraci\u00f3n que pobl\u00f3 la tierra. Africa, es nuestro lugar de origen como especie. Es nuestro lugar de origen y ahora de destino que nos acoge para continuar un futuro que tenga espacio para todos.<\/p>

I would like to begin by thanking the Kingdom and the People of Morocco for their generous hospitality as hosts of this Conference.<\/p>\n
Morocco, in the Berber language means \u201cthe Land of God.\u201d A \u201cLand of God\u201d that today witnesses a milestone in the history of the United Nations. This Conference is clear proof of the full validity of multilateralism, as the most efficient tool to face one of the most important challenges of today: international migration.<\/p>\n
Excellencies,<\/p>\n
Migration is part of the history of humanity. This phenomenon has always existed. There is no country or people in the world that has not been transformed by it.<\/p>\n
In recent years, we have witnessed great migratory movements that have caused thousands of deaths. Let us bear in mind that no one leaves their family, their land, their affections behind if they do not have a powerful reason to do so. That is why migrant persons are brave, creative, and enterprising but above all, they are human beings.<\/p>\n
Today is a historic moment: we are giving migration a human face and, by means of this Compact, we will establish an agreement and a commitment to cooperate, exchange and learn from each other on all of the dimensions of migration and the challenges faced by the countries of origin, transit and destination.<\/p>\n

Excellencies,<\/p>\n
This Compact is a guide, an instrument with a set of standards, a reference for our public policies in the subject of migration. The Compact is a global response to a reality that we can only face together, because international migration is, by its own nature, a global, cross-border phenomenon.<\/p>\n
Excellencies,<\/p>\n
Yesterday was the day to commemorate the international day against genocide. T<\/p>\n
he Compact that gathers us here today also represents a common vision to put an end to xenophobic and discriminatory discourses and concepts that can lead to tragic stories that we do not wish to repeat ever again.<\/p>\n
The Compact that we will adopt today is a flexible Instrument that can adapt to the needs, visions and priorities of each country. It stimulates joint work and cooperation at all levels: States, local governments, the United Nations system, civil society, the private sector and the communities of the Diaspora.<\/p>\n
Let there be no doubt: the Compact does not affect the sovereignty of any State.<\/p>\n
On the contrary, it reinforces it. No State, no matter how powerful, can solve -by itself- the challenges of migration. The good practices promoted by the Compact are -in fact- already being implemented in several places around the world.<\/p>\n
As an example, in my recent official visits to France and Canada, last November, I had the chance to see, first hand, wonderful examples of inclusion, reception and good practices. This shows us that we are not starting the implementation from scratch.<\/p>\n

The negotiations have been long, exhausting and definitely hard. But they have been worthwhile. The efforts have brought us here.<\/p>\n
I wish to express my acknowledgement to all States for participating in the negotiations with an open mind and constructiveness. I would like to emphasize the great work, tenacity and diplomatic abilities of the Permanent Representatives of Mexico and Switzerland to the United Nations -Ambassadors Juan Jos\u00e9 G\u00f3mez Camacho and J\u00fcrg Lauber-, who facilitated the negotiations under the leadership of the former president of the General Assembly, Miroslav Laj\u010d\u00e1k, to whom I extend my gratitude.<\/p>\n
I also wish to acknowledge the profound commitment of the Secretary General and his Special Representative, Louise Harbor, who have followed this intergovernmental process.<\/p>\n
Excellencies,<\/p>\n
Today, seventy years ago, the international community was adopting the Universal Declaration of Human Rights, which acknowledges that all persons, without discrimination, are born free and equal in dignity and rights.<\/p>\n
Adopting the Global Compact is the best homage that we can pay to the 70th<\/sup> anniversary of the Universal Declaration.<\/p>\n The fact that people leave their country of origin, cross one or several borders and settle in a country, whichever it might be, makes guaranteeing the fundamental rights of migrant persons even more necessary.<\/p>\n Whether it is a mother from Mali that crosses the desert to get to Niger; a college student from India who studies at Canada; or a retired American who decides to live in Vilcabamba or in Cuenca del Ecuador: all, absolutely all are looking for better and greater opportunities; opening the doors of new worlds; enriching cultural diversity and contributing to development of both the communities that embrace them and the ones that they departed from.<\/p>\n The Global Compact that we will adopt today put those persons at the center, addressing the root causes of migration.<\/p>\n The Compact also gives us new opportunities to work effectively and jointly on one of the worst scourges of this century, which is trafficking in persons and smuggling of migrants. More than 70 percent of the victims are women and girls.<\/p>\n Excellencies,<\/p>\n To conclude, I would like to leave you a message: migration, the movement of persons across borders, countries and regions will continue to happen and will continue to transform us. Therefore, we must have a shared navigational chart. Cooperation, solidarity with responsibility is the very thing that this Compact offers us.<\/p>\n Perhaps there is no other place in the world that is more appropriate than the African continent, specially the Kingdom of Morocco, to sign this Compact, which from this day forward, will be the Compact of Marrakesh.<\/p>\n I say this because it was Africa where the first great expansion of humanity begun, the first great migration that populated the earth. Africa is our birthplace as a species. Tengamos presente que, ninguna persona deja atr\u00e1s su familia, su tierra, sus afectos, si no tiene una raz\u00f3n poderosa para hacerlo. Por eso, las personas migrantes son valientes, son creativas, emprendedoras, pero sobretodo, son seres humanos.<\/p> Hoy es un momento hist\u00f3rico, porque le estamos poniendo un rostro humano a la migraci\u00f3n y porque estableceremos, con este Pacto, un acuerdo y un compromiso para cooperar, intercambiar, aprender unos de otros, sobre todas las dimensiones de la migraci\u00f3n y los retos que enfrentan los pa\u00edses de origen, tr\u00e1nsito y destino.<\/p> Excelencias,<\/p> El Pacto es una gu\u00eda. Es un instrumento con un conjunto de est\u00e1ndares. Es un referente para nuestras pol\u00edticas p\u00fablicas en materia migratoria. El pacto es una respuesta global a una realidad que s\u00f3lo podemos enfrentar juntos, porque la migraci\u00f3n internacional es por naturaleza un fen\u00f3meno transfronterizo y global.<\/p> Excelencias,<\/p> Ayer precisamente se conmemoraba el d\u00eda internacional contra el genocidio.<\/p> El Pacto que nos convoca, representa tambi\u00e9n una visi\u00f3n com\u00fan para poner freno a discursos y concepciones xen\u00f3fobas y discriminatorias que pueden derivar en historias tr\u00e1gicas que no deseamos vivir nunca m\u00e1s. <\/strong><\/p> El Pacto que adoptaremos hoy es un Instrumento flexible, que se puede adaptar a las necesidades, visiones y prioridades de cada pa\u00eds. Estimula el trabajo conjunto y la cooperaci\u00f3n en todos los niveles: los Estados, los gobiernos locales, el sistema de las Naciones Unidas, la sociedad civil, el sector privado y las comunidades de la di\u00e1spora.<\/p> Que no quede duda: el Pacto no afecta a la soberan\u00eda de ning\u00fan Estado. Por el contrario, la refuerza. Ning\u00fan Estado por m\u00e1s poderoso que sea, podr\u00e1 resolver -por s\u00ed solo- los retos que presenta la migraci\u00f3n.<\/p> Las buenas pr\u00e1cticas que promueve el Pacto \u2013 en realidad \u2013 ya se implementan en varios lugares del mundo. Por ejemplo, en mis recientes visitas oficiales a Francia y Canad\u00e1, en noviembre pasado, pude conocer de primera mano, ejemplos maravillosos de inclusi\u00f3n, de acogida, y de buenas pr\u00e1cticas. Esto nos muestra que para la implementaci\u00f3n no partimos de cero.<\/p> Excelencias,<\/p> Las negociaciones han sido largas, extenuantes y, sin duda, dif\u00edciles. Pero han valido la pena. Los esfuerzos nos han tra\u00eddo hasta aqu\u00ed.<\/p> Expreso mi reconocimiento a todos los Estados, por haber participado en las negociaciones con apertura y esp\u00edritu constructivo.\u00a0 Destaco el gran trabajo, la tenacidad y habilidad diplom\u00e1tica de los Representantes Permanentes de M\u00e9xico y Suiza ante las Naciones Unidas - Embajadores Juan Jos\u00e9 G\u00f3mez Camacho y J\u00fcrg Lauber-, quienes facilitaron\u00a0 las negociaciones, bajo el liderazgo del ex-Presidente de la Asamblea General, Miroslav Laj\u010d\u00e1k, a quien transmito nuestra gratitud.<\/p> Deseo reconocer aqu\u00ed tambi\u00e9n, el profundo compromiso del Secretario General y de su Representante Especial, Louise Harbor, que han acompa\u00f1ado este proceso intergubernamental.<\/p> Excelencias,<\/p> Hoy hace setenta a\u00f1os, la comunidad internacional adoptaba la Declaraci\u00f3n Universal de los Derechos Humanos, que reconoce, que todas las personas, sin discriminaci\u00f3n alguna, nacen libres e iguales en dignidad y en derechos.<\/p> La adopci\u00f3n del Pacto Mundial es el mejor homenaje que podemos brindar a los 70 a\u00f1os de la Declaraci\u00f3n Universal.<\/p> Dejar el pa\u00eds de origen, cruzar una o varias fronteras y asentarse en un pa\u00eds, el que sea, hace m\u00e1s necesaria a\u00fan la garant\u00eda de los derechos fundamentales de las personas migrantes.<\/p> As\u00ed se trate de una madre de Mali que cruza el desierto para llegar a N\u00edger; un universitario de la India que estudia en Canad\u00e1; o un estadounidense jubilado que decide vivir en Vilcabamba o en Cuenca del Ecuador: todos, absolutamente todos, est\u00e1n buscando mejores y mayores oportunidades; abriendo las puertas de mundos nuevos; enriqueciendo la diversidad cultural y contribuyendo al desarrollo, tanto de las comunidades que los acogen, como de aquellas que los vieron partir.<\/p> El Pacto Mundial que adoptaremos hoy, pone en el centro a esas personas, atendiendo las causas de fondo de la migraci\u00f3n.<\/p> El Pacto tambi\u00e9n nos abre oportunidades para trabajar de manera efectiva y coordinada sobre uno de los peores flagelos del siglo, que es la trata y el tr\u00e1fico de personas. M\u00e1s del 70 por ciento de las v\u00edctimas son mujeres y ni\u00f1as.<\/p> Excelencias,<\/p> Para concluir, quiero dejarles un mensaje: la migraci\u00f3n, el movimiento de las personas a trav\u00e9s de fronteras, de pa\u00edses y regiones, seguir\u00e1 sucediendo y nos seguir\u00e1 transformando. Por ello, es imprescindible que tengamos una carta de navegaci\u00f3n com\u00fan. Cooperaci\u00f3n, solidaridad con responsabilidad es justamente, lo que nos ofrece este Pacto.<\/p> Quiz\u00e1 no exista otro lugar en el mundo m\u00e1s apropiado que el continente Africano y especialmente el Reino de Marruecos para suscribir este Pacto, que desde hoy, ser\u00e1 el Pacto de Marrakech.<\/p> Lo digo porque justamente en Africa inici\u00f3 la primera gran expansi\u00f3n de la humanidad, la primera gran emigraci\u00f3n que pobl\u00f3 la tierra. Africa, es nuestro lugar de origen como especie.
