I humbly say, this is the very first such dialogue \u2013 I hope the first of many \u2013 and an important part of the ongoing processes to strengthen political support for peacebuilding and sustaining peace. \u00a0I am very grateful to our speakers today and to you for being here.<\/p>\n<p>Today\u2019s meeting is a unique opportunity for Member States to exchange views ahead of the publication of the Secretary-General\u2019s interim report on peacebuilding and sustaining peace. I am pleased to announce that in June 2019, I will convene a formal plenary of the General Assembly so that Member States can be briefed on the report and hold a debate.\u00a0<\/p>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][et_pb_row][et_pb_column type=&#8221;1_2&#8243;][et_pb_text _builder_version=&#8221;3.19.7&#8243;]<\/p>\n<p>Dear friends,<\/p>\n<p>The Peacebuilding Commission was set up in 2005 to fill what Secretary-General Kofi Annan called a \u201cgaping hole\u201d in support to post-conflict countries. It was jointly established by the General Assembly and the Security Council, reflecting the important role that both organs play \u2013 within their mandates \u2013 in the maintenance of peace and security.<\/p>\n<p>[\/et_pb_text][\/et_pb_column][et_pb_column type=&#8221;1_2&#8243;][et_pb_code _builder_version=&#8221;3.19.7&#8243;]\n<!-- iframe plugin v.6.0 wordpress.org\/plugins\/iframe\/ -->\n<iframe loading=\"lazy\" width=\"100%\" height=\"250\" src=\"\/\/www.un.org\/webcast\/1362235914001\/B1J3DDQJf_default\/index.html?videoId=6018155195001\" scrolling=\"yes\" class=\"iframe-class\" frameborder=\"0\"><\/iframe>\n<!-- [et_pb_line_break_holder] --><!-- [et_pb_line_break_holder] -->[\/et_pb_code][\/et_pb_column][\/et_pb_row][et_pb_row][et_pb_column type=&#8221;4_4&#8243;][et_pb_text _builder_version=&#8221;3.19.7&#8243;]<\/p>\n<p>As per the Ä¢¹½ÊÓƵ Charter, the Security Council has the primary responsibility for the maintenance of international peace and security. The General Assembly, meanwhile, may discuss any matters within the scope of the Charter. As such, its activities reflect the spectrum of issues relating to peace and security: from tackling the root causes of conflict through to post-conflict peacebuilding and sustaining peace, financing and partnerships.<\/p>\n<p>So, it is crucial that we have dialogues such as this one.<\/p>\n<p>Excellencies,<\/p>\n<p>When the Peacebuilding Commission was first formed, there were some concerns about its \u201cadded value\u201d. But the Commission has gradually honed its role in facilitating an integrated and coherent approach to peacebuilding among Member States and the rest of the Ä¢¹½ÊÓƵ System. Since its review in 2015, the Commission has taken further steps to diversify its working methods, which I hope we will hear more about today.<\/p>\n<p>The last few years have seen important momentum on strengthening the Ä¢¹½ÊÓƵ\u2019s work on peacebuilding and sustaining peace. In 2016, we saw the so called \u201ctwin resolutions\u201d of the General Assembly and the Security Council that endorsed many recommendations made by the Advisory Group of Experts that reviewed the Ä¢¹½ÊÓƵ\u2019s peacebuilding architecture.<\/p>\n<p>These resolutions endorsed the concept of \u201csustaining peace\u201d as encompassing \u201cactivities aimed at preventing the outbreak, escalation, continuation and recurrence of conflict\u201d. They emphasized the importance of activities that are required both in conflict prevention and post-conflict settings were emphasized \u2013 and which are reflected in the Sustainable Developments Goals \u2013 such as:<\/p>\n<ul>\n<li>promoting sustained and sustainable economic growth, poverty eradication and social development,<\/li>\n<li>strengthening the rule of law at the national and international levels<\/li>\n<li>promoting access to justice, good governance and accountable institutions, and<\/li>\n<li>promoting gender equality and human rights.<\/li>\n<\/ul>\n<p>[\/et_pb_text][et_pb_testimonial _builder_version=&#8221;3.19.7&#8243; author=&#8221;Mar\u00eda Fernanda Espinosa Garc\u00e9s&#8221; portrait_url=&#8221;https:\/\/www.un.org\/pga\/73\/wp-content\/uploads\/sites\/53\/2018\/09\/PGA-73084-e1537294481964.jpg&#8221; border_style=&#8221;solid&#8221; job_title=&#8221;President of the Ä¢¹½ÊÓƵ General Assembly&#8221; quote_icon_background_color=&#8221;#f5f5f5&#8243; background_position=&#8221;top_left&#8221; background_repeat=&#8221;repeat&#8221; background_size=&#8221;initial&#8221; quote_icon_color=&#8221;#00aff8&#8243;]<\/p>\n<p><span style=\"color: #0000ff\">As per the Ä¢¹½ÊÓƵ Charter, the Security Council has the primary responsibility for the maintenance of international peace and security. The report contained proposals to strengthen the Ä¢¹½ÊÓƵ\u2019s peace and security architecture \u2013 including by reinforcement of the Peacebuilding Fund \u2013 as well as our development and management systems. Following the General Assembly high-level meeting in 2018 and yet another set of \u201ctwin resolutions\u201d on peacebuilding and sustaining peace, this process is now well underway, and I am confident it will contribute to enhancing the Ä¢¹½ÊÓƵ\u2019s capacity to deliver on peace and security.<\/p>\n<p>We are now at an important point in this process. And the General Assembly has a crucial role to play:<\/p>\n<ul>\n<li>Through supporting the processes and mechanisms that have been put in place, and<\/li>\n<li>Through the Fifth Committee, where budgeting arrangements and reforms relating to the peacebuilding and sustaining peace agenda are under discussion.<\/li>\n<\/ul>\n<p>Dear friends,<\/p>\n<p>Today\u2019s dialogue will be split into two sessions.<\/p>\n<p>The first will be on operational and policy coherence; and leadership, accountability and capacity. I encourage you to share concrete examples of good practices and lessons learned, from headquarters and from the field.<\/p>\n<p>Our second session will focus on financing and partnerships. As we consider the challenges impeding adequate, predictable and sustained funding, I hope you will approach our discussion with a spirit of openness, and with your eyes firmly fixed on how we can support truly effective peacebuilding on the ground.<\/p>\n<p>I also hope that we will not lose sight of the central role of women and youth \u2013 two of my priorities for this session of the General Assembly. We know that women\u2019s participation in peace processes increases the durability and quality of peace. We know that young people are important peace actors on the ground. So, I hope that these issues will also form part of our discussions.<\/p>\n<p>Excellencies,<\/p>\n<p>I want to close by asking you to be frank and ambitious in your contributions today.
