Mrs. Mar\u00eda Fernanda Espinosa Garc\u00e9s, President of the 73<sup>rd<\/sup> Session of the Ä¢¹½ÊÓƵ General Assembly<\/h3>\n<p><strong><span class=\"updated\">15 April 2019<\/span><\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-186627  alignleft\" src=\"https:\/\/www.un.org\/pga\/73\/wp-content\/uploads\/sites\/53\/2019\/04\/Twitter-300x200.jpg\" alt=\"\" width=\"327\" height=\"218\" srcset=\"https:\/\/www.un.org\/pga\/wp-content\/uploads\/sites\/53\/2019\/04\/Twitter-300x200.jpg 300w, https:\/\/www.un.org\/pga\/wp-content\/uploads\/sites\/53\/2019\/04\/Twitter-150x100.jpg 150w, https:\/\/www.un.org\/pga\/wp-content\/uploads\/sites\/53\/2019\/04\/Twitter-768x512.jpg 768w, https:\/\/www.un.org\/pga\/wp-content\/uploads\/sites\/53\/2019\/04\/Twitter.jpg 877w\" sizes=\"(max-width: 327px) 100vw, 327px\" \/><\/p>\n<p>Excellencies,<\/p>\n<p>Distinguished delegates,<\/p>\n<p>The General Assembly has before it the \u201cBuenos Aires outcome document of the second High-level United Nations Conference on South-South Cooperation\u201d, which was adopted at the second High-level United Nations Conference on South-South Cooperation (BAPA+40) on 22 March 2019 in Buenos Aires, Argentina.<\/p>\n<p>I reiterate my sincere appreciation to the Republic of Argentina for the impeccable organization of the Conference; the active participation and strong commitment to multilateralism of the Member States and Observer States; and to all relevant stakeholders whose contribution to the process and Conference was valuable.<\/p>\n<p>The Conference highlighted the increasing role of South-South cooperation and triangular cooperation. It shows the solidarity of the Global South while reflecting the reality that partnership is key to achieve poverty eradication and the 2030 Agenda for Sustainable Development.<\/p>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][et_pb_row][et_pb_column type=&#8221;1_2&#8243;][et_pb_text _builder_version=&#8221;3.19.7&#8243;]<\/p>\n<p>Excellencies,<\/p>\n<p>Today would like to highlight three key messages:<\/p>\n<p>First, South- South cooperation and triangular cooperation can be a powerful tool. It is a process and partnership. It bonds us to work together, respect and learn about one another.<\/p>\n<p>Second, we all have a role in the implementation of the 2030 Agenda. Means of implementation comes in many forms. We must explore all possible options and South-South cooperation and triangular cooperation have the potential we must fully utilized.<\/p>\n<p>[\/et_pb_text][\/et_pb_column][et_pb_column type=&#8221;1_2&#8243;][et_pb_code _builder_version=&#8221;3.19.7&#8243;]\n<!-- iframe plugin v.6.0 wordpress.org\/plugins\/iframe\/ -->\n<iframe loading=\"lazy\" width=\"100%\" height=\"250\" src=\"\/\/www.un.org\/webcast\/1362235914001\/B1J3DDQJf_default\/index.html?videoId=6026450748001\" scrolling=\"yes\" class=\"iframe-class\" frameborder=\"0\"><\/iframe>\n<!-- [et_pb_line_break_holder] --><!-- [et_pb_line_break_holder] -->[\/et_pb_code][\/et_pb_column][\/et_pb_row][et_pb_row][et_pb_column type=&#8221;4_4&#8243;][et_pb_text _builder_version=&#8221;3.19.7&#8243;]<\/p>\n<p>Last but not least, the BAPA+40 process and outcome document have given us hope. The spirit of multilateralism still exists and can prevail. Consensus can be achieved.<\/p>\n<p>I thank the Permanent Representatives of Lithuania and Uganda to the United Nations, Ambassadors Audra Plepyt\u00e9 and Adonia Ayebare, who led the intergovernmental process to negotiate the outcome document of the Conference which gathers us here today.<\/p>\n<p>Excellencies,<\/p>\n<p>The text of the \u201cBuenos Aires outcome document of the second High-level United Nations Conference on South-South Cooperation\u201d is the result of an intense intergovernmental negotiations in New York as well as regional consultations and workshops that took place around the world from Paris to Johannesburg, Brasilia, Bangkok, and Cairo.<\/p>\n<p>[\/et_pb_text][et_pb_testimonial _builder_version=&#8221;3.19.7&#8243; author=&#8221;Mar\u00eda Fernanda Espinosa Garc\u00e9s&#8221; portrait_url=&#8221;https:\/\/www.un.org\/pga\/73\/wp-content\/uploads\/sites\/53\/2018\/09\/PGA-73084-e1537294481964.jpg&#8221; border_style=&#8221;solid&#8221; job_title=&#8221;President of the Ä¢¹½ÊÓƵ General Assembly&#8221; quote_icon_background_color=&#8221;#f5f5f5&#8243; background_position=&#8221;top_left&#8221; background_repeat=&#8221;repeat&#8221; background_size=&#8221;initial&#8221; quote_icon_color=&#8221;#00aff8&#8243;]<\/p>\n<p><span style=\"color: #0000ff\">The BAPA+40 process and outcome document have given us hope.
