Sr. Tijjani Muhammad Bande, Presidente del septuag\u00e9simo cuarto per\u00edodo de sesiones de la Asamblea General de las Naciones Unidas<\/h3>\n<p><strong><span class=\"updated\">4 de mayo de 2020<\/span><\/strong><\/p>\n<p>Sr. Presidente del Movimiento de Pa\u00edses No Alineados,<\/p>\n<p>Jefes y Jefas de Estado y de Gobierno,<\/p>\n<p>Ministros y ministras,<\/p>\n<p>Excelencias, se\u00f1oras y se\u00f1ores:<\/p>\n<p>Agradezco al Presidente del Movimiento de Pa\u00edses No Alineados, el Excmo. Sr. Ilham Aliyev, Presidente de la Rep\u00fablica de Azerbaiy\u00e1n, que haya convocado esta importante reuni\u00f3n virtual de alto nivel en respuesta a la amenaza sin precedentes que supone la pandemia de enfermedad por coronavirus (COVID-19), de r\u00e1pida evoluci\u00f3n.<br \/>\nQuisiera transmitir mi m\u00e1s sentido p\u00e9same a quienes hayan perdido a seres queridos, y deseo una r\u00e1pida recuperaci\u00f3n a los que sufren la enfermedad. Transmito mi agradecimiento a los trabajadores sanitarios y a los que est\u00e1n en la primera l\u00ednea de lucha contra esta enfermedad, manteniendo as\u00ed nuestras comunidades sanas y salvas.<br \/>\nFelicito a la Organizaci\u00f3n Mundial de la Salud (OMS), a los Estados miembros del Movimiento de Pa\u00edses No Alineados, a la sociedad civil y al sector privado por proporcionar apoyo y servicios vitales en la lucha para derrotar la pandemia. Ante los crecientes retos, recordemos el car\u00e1cter indispensable de las alianzas multinacionales, que desde el principio de este desaf\u00edo mundial han coordinado la respuesta global. Debemos seguir apoyando a la OMS y debemos seguir apoy\u00e1ndonos mutuamente entre nosotros para superar este desaf\u00edo y prevenir futuras pandemias. Tambi\u00e9n hago un llamamiento a todos aquellos que tienen la capacidad de apoyar financieramente el plan de respuesta humanitaria global de las Naciones Unidas COVID-19 para que lo hagan.<br \/>\nExcelencias:<br \/>\nLa COVID-19 ha trastornado miles de millones de vidas con enormes repercusiones en la salud y los medios de subsistencia de las personas. La Organizaci\u00f3n Internacional del Trabajo calcula que los trabajadores perder\u00e1n hasta 3,4 billones de d\u00f3lares en ingresos para finales de 2020. Los sistemas de salud mundiales est\u00e1n sometidos a una enorme presi\u00f3n y los desplazamientos internacionales se han visto gravemente afectados. Los Estados, las empresas y las familias ya est\u00e1n sufriendo p\u00e9rdidas que solo podr\u00edan imaginarse en un estado de guerra.<\/p>\n<p>Si bien ning\u00fan pa\u00eds est\u00e1 a salvo del flagelo de esta pandemia o de sus repercusiones socioecon\u00f3micas, las naciones en desarrollo son las que m\u00e1s sufren, aunque en ellas no haya brotes de COVID-19. Esta pandemia est\u00e1 agudizando las desigualdades que ya exist\u00edan entre los pa\u00edses, sometiendo a una inmensa presi\u00f3n a los sistemas m\u00e1s fr\u00e1giles y sumiendo a los que se encuentran en las situaciones m\u00e1s precarias en una pobreza y un hambre m\u00e1s profundas.<br \/>\nAl mismo tiempo, el aumento de los niveles de deuda limita gravemente la capacidad de los pa\u00edses en desarrollo para prestar servicios p\u00fablicos esenciales como la atenci\u00f3n de la salud y la protecci\u00f3n social.<\/p>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][et_pb_row _builder_version=\u00bb3.25&#8243; Hago un llamamiento a todos los pa\u00edses y partes en conflicto para que apoyen el llamamiento del Secretario General de las Naciones Unidas en favor de un alto el fuego en todo el mundo. Debemos reforzar la cooperaci\u00f3n internacional para crear condiciones de di\u00e1logo y garantizar el acceso a los alimentos y a los suministros sanitarios esenciales a quienes los necesitan durante este per\u00edodo de incertidumbre.<\/p>\n<p>[\/et_pb_text][\/et_pb_column][et_pb_column type=\u00bb1_2&#8243; Cuando aprobamos la Agenda 2030 para el Desarrollo Sostenible, nos comprometimos a no dejar a nadie atr\u00e1s. Debemos mantenernos firmes en nuestro compromiso de implementar la Agenda 2030 y la Agenda de Acci\u00f3n de Addis Abeba de la Tercera Conferencia Internacional sobre la Financiaci\u00f3n para el Desarrollo demostrando una mayor determinaci\u00f3n e impulsando con urgencia la acci\u00f3n multilateral necesaria.<br \/>\nExcelencias:<br \/>\nAl igual que las Naciones Unidas, el Movimiento de Pa\u00edses No Alineados se fund\u00f3 tras un per\u00edodo de desconfianza. Era otra \u00e9poca, pero la situaci\u00f3n era muy similar a la de hoy. Los pa\u00edses se dieron cuenta de que los desaf\u00edos a los que se enfrentaban requer\u00edan mucho m\u00e1s que esfuerzos nacionales. Los cierres de las escuelas afectan a m\u00e1s del 90 % de los estudiantes del mundo y, por lo tanto, debemos coordinarnos con eficacia y apoyarnos mutuamente para asegurar que los estudiantes de todo el mundo tengan acceso a una educaci\u00f3n de calidad a trav\u00e9s del aprendizaje a distancia.<br \/>\nSi bien para los pa\u00edses desarrollados ha sido m\u00e1s f\u00e1cil el cambio hacia la ense\u00f1anza a distancia, para muchos gobiernos de todo el mundo esto ha sido dif\u00edcil o imposible, debido a cuestiones como la penetraci\u00f3n de Internet o la falta de programas inform\u00e1ticos, equipos y otra infraestructura necesaria. No podemos permitir que esta pandemia ampl\u00ede la brecha educativa que ya existe, y les pido a todos ustedes que incluyan la cooperaci\u00f3n como un elemento clave en el sector de la educaci\u00f3n.<br \/>\nAdem\u00e1s, como muchas personas en todo el mundo dependen de la agricultura para obtener alimentos e ingresos, debemos hacer todo lo posible para garantizar que los trabajadores agr\u00edcolas puedan trabajar con un m\u00ednimo de disrupciones. Los insto a que garanticen un aumento de la inversi\u00f3n en sistemas alimentarios inclusivos y resilientes que reflejen nuestra nueva realidad y nos permitan afrontar mejor los desaf\u00edos que presentan, incluidos los riesgos desproporcionados a los que se enfrentan los peque\u00f1os Estados insulares en desarrollo, los pa\u00edses menos adelantados y los pa\u00edses exportadores de productos b\u00e1sicos. Mientras luchamos contra la pandemia de COVID-19 debemos volver a comprometernos a acabar con el hambre y la pobreza.<br \/>\nExcelencias:<br \/>\nDebemos actuar r\u00e1pidamente en las cuestiones relacionadas con el alivio de la deuda y la financiaci\u00f3n en condiciones favorables para que los pa\u00edses vulnerables puedan ampliar las respuestas en materia de salud y proporcionar protecci\u00f3n social, pero al mismo tiempo debemos recordar que la generaci\u00f3n eficaz de ingresos p\u00fablicos ser\u00e1 fundamental para financiar sistemas resistentes, ahora y en el futuro. Por consiguiente, debemos seguir adoptando medidas concretas para luchar contra los flujos financieros il\u00edcitos, y en otros casos para movilizar fondos para gastos p\u00fablicos esenciales. Debemos derrotar esta amenaza y construir sistemas financieros que puedan soportar los efectos de la COVID-19 y las futuras crisis.<br \/>\nExcelencias:<br \/>\nEncomio el liderazgo del Movimiento de Pa\u00edses No Alineados y sus Estados miembros, que desde el comienzo de esta pandemia han demostrado su solidaridad con los pa\u00edses hermanos del Sur Global mediante el intercambio de mejores pr\u00e1cticas, la donaci\u00f3n de equipo y suministros m\u00e9dicos, as\u00ed como el suministro de alimentos y asistencia humanitaria de otro tipo.
