Me complace darles la bienvenida hoy, junto con la Presidenta del Consejo Econ\u00f3mico y Social, para poner en marcha el Panel de Alto Nivel sobre la Responsabilidad, la Transparencia y la Integridad Financieras Internacionales para Lograr la Agenda 2030.<\/p>\n

Esta iniciativa es una de las respuestas al problema del d\u00e9ficit de financiaci\u00f3n en relaci\u00f3n con la aplicaci\u00f3n de los Objetivos de Desarrollo Sostenible (SDG). Se basa en la resoluci\u00f3n 74\/206 de la Asamblea General, que incluye una invitaci\u00f3n de los Estados Miembros a que se preste la debida consideraci\u00f3n a la importancia de luchar contra los flujos financieros il\u00edcitos y reforzar las buenas pr\u00e1cticas en materia de restituci\u00f3n de activos para promover el desarrollo sostenible.<\/p>\n

Excelencias:<\/p>\n

Sabemos que los organismos internacionales ya est\u00e1n trabajando para promover una financiaci\u00f3n m\u00e1s limpia y transparente. Han surgido muchas preguntas sobre lagunas y puntos d\u00e9biles.<\/p>\n

Seg\u00fan algunas estimaciones, el equivalente al 10 % del PIB mundial se mantiene en activos financieros extraterritoriales, el traslado de los beneficios de las empresas est\u00e1 costando a los gobiernos entre 500.000 y 600.000 millones de d\u00f3lares al a\u00f1o en p\u00e9rdidas de ingresos tributarios sobre la renta de las sociedades, y la corrupci\u00f3n mundial est\u00e1 agotando considerablemente nuestros presupuestos.<\/p>\n

Sabemos que hay lagunas, vac\u00edos y puntos d\u00e9biles. Cada d\u00eda surgen nuevos casos sobre robo de recursos, blanqueo de dinero, evasiones fiscales, sobornos y otros delitos financieros.<\/p>\n

Nadie est\u00e1 a salvo de este flagelo: estas lagunas u otras desviaciones de los ingresos p\u00fablicos tienen consecuencias reales en todos los pa\u00edses, desde los desarrollados hasta los pa\u00edses en desarrollo.<\/p>\n

Si esto contin\u00faa, los pa\u00edses menos adelantados no podr\u00e1n prestar servicios adecuados sanitarios y educativos a sus poblaciones y no podr\u00e1n alcanzar los Objetivos de Desarrollo Sostenible colectivos. No olvidemos que nos hemos comprometido a no dejar a nadie atr\u00e1s.<\/p>\n

Hemos entrado en el decenio de acci\u00f3n y resultados, y ahora debemos centrarnos con tes\u00f3n en la aplicaci\u00f3n del ambicioso y transformador plan de la Agenda 2030 para el Desarrollo Sostenible. Nuestro objetivo es contribuir a los esfuerzos que permitan que los sistemas econ\u00f3micos y financieros mundiales funcionen mejor para todos, en todas partes.<\/p>\n
