Declaraci\u00f3n del Excmo. Sr. Tijjani Muhammad Bande, Presidente del septuag\u00e9simo cuarto per\u00edodo de sesiones de la Asamblea General de las Naciones Unidas<\/h3>\n

Lana Zaki Nusseibeh, Representante Permanente de los Emiratos \u00c1rabes Unidos ante las Naciones Unidas,<\/p>\n Excelencias,<\/p>\n Distinguidas delegaciones:<\/p>\n Tengo el honor de darles la bienvenida al comienzo de las negociaciones intergubernamentales sobre la cuesti\u00f3n de la representaci\u00f3n equitativa en el Consejo de Seguridad y el aumento del n\u00famero de sus miembros y cuestiones conexas. Doy las gracias a las embajadoras Joanna Wronecka y Lana Zaki Nusseibeh por haber aceptado copresidir este proceso. Espero que, dado su conocimiento del Consejo, as\u00ed como del proceso de las negociaciones intergubernamentales, podamos hacer progresos significativos en esta dif\u00edcil cuesti\u00f3n de la reforma del Consejo de Seguridad. Les pido a todos que tengan la amabilidad de brindarles su apoyo y cooperaci\u00f3n en el cumplimiento de sus obligaciones en los pr\u00f3ximos meses.<\/p>\n Excelencias:<\/p>\n Este a\u00f1o se celebra el septuag\u00e9simo quinto aniversario de nuestra Organizaci\u00f3n. Es un gran logro y debemos estar orgullosos de la buena labor que la Organizaci\u00f3n ha realizado en favor de la paz y la seguridad, el desarrollo y los derechos humanos. Si bien estamos orgullosos de los logros alcanzados, no cabe duda de que debemos actuar con mayor eficacia y urgencia para resolver la mayor\u00eda de las crisis atroces que se est\u00e1n produciendo en todo el mundo. Debemos coordinar mejor nuestros esfuerzos para encontrar soluciones duraderas a la proliferaci\u00f3n de las armas peque\u00f1as y armas ligeras y a las amenazas a la paz y la seguridad internacionales causadas por actos terroristas. Las tragedias que vemos en todo el mundo son inaceptables y no debemos olvidar nunca que las Naciones Unidas fueron creadas para \u201csalvar a las generaciones venideras del flagelo de la guerra\u201d.<\/p>\n Para lograr este objetivo, debemos apoyar al Consejo de Seguridad para que cumpla con sus obligaciones y, lo que es m\u00e1s importante, reformarlo para que pueda hacerlo con mayor eficacia. No hay duda de que la composici\u00f3n del Consejo, as\u00ed como sus m\u00e9todos de trabajo, deben reflejar las realidades del siglo XXI. z_index_tablet=\u00bb0″]<\/p>\n En mi opini\u00f3n, la plataforma m\u00e1s apropiada para llevar a cabo esta reforma sigue siendo el marco de las negociaciones intergubernamentales. Sin embargo, ponemos esto en peligro: si no avanzamos, estaremos afianzando el cinismo que ha llevado a algunas delegaciones a expresar su frustraci\u00f3n, hasta el punto de cuestionar el valor de seguir participando. Por consiguiente, pido a todas las delegaciones que aprovechen la oportunidad que les ofrecen estas negociaciones intergubernamentales para participar de forma constructiva. Debemos darle una oportunidad a este proceso.<\/p>\n Excelencias:<\/p>\n S\u00e9 que el proceso de las negociaciones intergubernamentales en los \u00faltimos a\u00f1os ha sido dif\u00edcil; la tarea de las copresidentas no ser\u00e1 f\u00e1cil. Sin embargo, es importante que los Estados Miembros se esfuercen m\u00e1s que nunca para llegar a un acuerdo sobre las cuestiones fundamentales, a saber:<\/p>\n i. El tama\u00f1o de un Consejo ampliado, as\u00ed como la cuesti\u00f3n de la representaci\u00f3n regional; iii. La ampliaci\u00f3n o no ampliaci\u00f3n en las categor\u00edas de miembros permanentes y no permanentes;<\/p>\n iv. El apoyo o la oposici\u00f3n a la negociaci\u00f3n basada en textos y la asignaci\u00f3n y el debate que est\u00e1 surgiendo en torno al proceso.<\/p>\n Ser\u00e1 importante que todas las partes, sea cual sea su postura, muestren buena fe en el proceso y se escuchen mutuamente, con miras a ajustar sus posiciones para llegar a un terreno com\u00fan. Nunca debemos tener miedo a discutir. He pedido a las copresidentas que ofrezcan una atm\u00f3sfera propicia en el grado necesario para que los estados miembros se sientan incluidos. Garantizar\u00e1n que haya transparencia y rendir\u00e1n cuentas ante todos. Su fe en las Naciones Unidas se mide de diversas formas, entre las que se destaca el n\u00famero de vidas que las Naciones Unidas pueden salvar de guerras sin sentido. Comprendieron que nuestros destinos est\u00e1n entrelazados y que el \u00e9xito que obtuvi\u00e9ramos depender\u00eda de lo bien que el sistema internacional y nuestro apreciado orden multilateral Su fe en las Naciones Unidas se mide de diversas formas, entre las que se destaca el n\u00famero de vidas que las Naciones Unidas pueden salvar de guerras sin sentido.
