Doy las gracias a todos los que se unen a nosotros para renovar su compromiso con la promoci\u00f3n de los derechos humanos, as\u00ed como para prestar nuestra voz a las cuestiones relacionadas con las violaciones de los derechos humanos en todo el mundo.<\/p>\n<p>Excelencias, no hay nada m\u00e1s urgente que garantizar una vida digna para todos los seres humanos, sean cuales sean sus creencias, su g\u00e9nero, su condici\u00f3n econ\u00f3mica o de cualquier otro tipo. Precisamente para ello es crucial el trabajo de las Naciones Unidas. Es una tarea en la que participan no solo los Estados Miembros, sino tambi\u00e9n la sociedad civil y el sector privado.<\/p>\n<p>La relaci\u00f3n institucional entre el Consejo de Derechos Humanos y la Asamblea General de las Naciones Unidas, especialmente la Tercera Comisi\u00f3n, ha garantizado la participaci\u00f3n constante de los Estados Miembros en las cuestiones de derechos humanos, como se consagra en la Declaraci\u00f3n Universal de Derechos Humanos. Esa participaci\u00f3n es importante para fortalecer el sistema internacional de derechos humanos y salvaguardar a las poblaciones m\u00e1s vulnerables, encarando las situaciones de violaciones de los derechos humanos y asegurando la rendici\u00f3n de cuentas.<\/p>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][et_pb_row][et_pb_column type=\u00bb1_2&#8243;][et_pb_text _builder_version=\u00bb4.3.2&#8243; horizontal_offset_tablet=\u00bb0&#8243; z_index_tablet=\u00bb0&#8243;]<\/p>\n<p>Excelencias:<\/p>\n<p>Hay muchas personas en todo el mundo cuya supervivencia depende de la capacidad del sistema de las Naciones Unidas para coordinar y armonizar los tres pilares principales de la paz y la seguridad, los derechos humanos y el desarrollo. Algunas de estas personas viven en sociedades relativamente pac\u00edficas, mientras que muchas est\u00e1n atrapadas en zonas de conflicto y tienen dificultades. No podemos seguir ignorando la situaci\u00f3n de los derechos humanos en esas zonas de conflicto, ni las dificultades a las que se enfrentan muchos de los que escaparon de los conflictos y buscaron seguridad en otros lugares.<\/p>\n<p>Es importante que los Estados Miembros y otros interesados sigan prestando la debida atenci\u00f3n a todas las cuestiones relacionadas con los derechos humanos, en particular las siguientes:<\/p>\n<p><strong>Derechos de la infancia<\/strong><\/p>\n<p>Hace 30 a\u00f1os, avanzamos con la adopci\u00f3n de la Convenci\u00f3n sobre los Derechos del Ni\u00f1o. La vida de millones de ni\u00f1os y ni\u00f1as de todo el mundo mejor\u00f3 gracias a que se dio efectividad a los derechos y se cumplieron las obligaciones que figuran en la Convenci\u00f3n y sus protocolos facultativos.<\/p>\n<p>A pesar de ello, sigue existiendo una enorme brecha en la creaci\u00f3n de un entorno propicio que garantice los derechos de la infancia. Un ejemplo de ello ser\u00eda actuar con determinaci\u00f3n y persistencia respecto de las vulnerabilidades educativas, humanitarias e inducidas por el clima que amenazan los derechos de la infancia.<\/p>\n<p>[\/et_pb_text][\/et_pb_column][et_pb_column type=\u00bb1_2&#8243;][et_pb_code _builder_version=\u00bb4.3.2&#8243; Esto es inaceptable y, si ahora no actuamos en el inter\u00e9s superior del ni\u00f1o, fallaremos a generaciones enteras y abandonaremos nuestro compromiso con la Convenci\u00f3n. Por lo tanto, debemos forjar alianzas que ayuden a superar la crisis del aprendizaje y a lograr un aumento de los niveles de matriculaci\u00f3n y retenci\u00f3n escolar.<\/p>\n<p>La educaci\u00f3n es un ecualizador, empodera a los ni\u00f1os y las ni\u00f1as para que alcancen su pleno potencial y puede sacarlos de la pobreza; en general, los prepara mejor para ser adultos y ciudadanos valiosos. Por lo tanto, es importante que, independientemente de las circunstancias, el derecho de los ni\u00f1os y las ni\u00f1as a la educaci\u00f3n nunca se vea comprometido.<\/p>\n<p>Para destacar la importancia de la educaci\u00f3n, en enero de este a\u00f1o mi Oficina organiz\u00f3 un acto con motivo del D\u00eda Internacional de la Educaci\u00f3n, en el que nos centramos en las brechas actuales y en lo que hace falta para mejorar la calidad de la educaci\u00f3n. En abril de este a\u00f1o tambi\u00e9n celebrar\u00e9 una reuni\u00f3n de alto nivel para hablar sobre la dif\u00edcil situaci\u00f3n de los ni\u00f1os en situaci\u00f3n de crisis. Espero que nos pongamos de acuerdo en cuanto a mecanismos para prohibir los ataques contra la infraestructura educativa, hacer que los autores rindan cuentas y movilizar recursos para la reconstrucci\u00f3n, a fin de garantizar el acceso ininterrumpido al aprendizaje.<\/p>\n<p><strong>Igualdad de g\u00e9nero<\/strong><\/p>\n<p>La igualdad de g\u00e9nero es un derecho humano fundamental que todos debemos defender. La perpetuaci\u00f3n de las pr\u00e1cticas discriminatorias por motivos de g\u00e9nero perjudica a las ni\u00f1as y las mujeres, y nos afecta a todos negativamente. Por consiguiente, es esencial que impulsemos una acci\u00f3n colectiva para garantizar la igualdad de oportunidades y la plena participaci\u00f3n de la mujer en los puestos de direcci\u00f3n y de toma de decisiones. Esto se ajusta a la prioridad que defin\u00ed en cuanto a la inclusi\u00f3n, que tambi\u00e9n engloba a las personas con discapacidades y otros grupos minoritarios.<\/p>\n<p>Adem\u00e1s, tenemos el deber de poner fin a todas las formas de violencia de g\u00e9nero, ya que socava el bienestar general y es menoscabo para todos. Si bien la Convenci\u00f3n sobre la Eliminaci\u00f3n de Todas las Formas de Discriminaci\u00f3n contra la Mujer ha mejorado significativamente la vida de las mujeres en los \u00faltimos 40 a\u00f1os, debemos aprovechar la oportunidad que nos brinda la conmemoraci\u00f3n de los 25 a\u00f1os de la adopci\u00f3n de la Declaraci\u00f3n y Plataforma de Acci\u00f3n de Beijing para mejorar lo que hemos logrado hasta ahora.<\/p>\n<p><strong>Refugiados<\/strong><\/p>\n<p>Los derechos humanos tienen una importancia cr\u00edtica para las personas que viven en zonas de conflicto, especialmente para las que se encuentran en situaciones de desplazamiento prolongado. Los esfuerzos del Alto Comisionado de las Naciones Unidas para los Refugiados por remediar la situaci\u00f3n son fundamentales, al igual que la labor del Consejo de Derechos Humanos y de otros mecanismos de derechos humanos que trabajan para prevenir y afrontar las violaciones de los derechos. Por lo tanto, debemos apoyar este trabajo. El pacto mundial sobre los refugiados es un instrumento valioso para ayudar a promover los derechos humanos de las personas desplazadas y ap\u00e1tridas, y debemos seguir implicados en la resoluci\u00f3n de nuestras diferencias relacionadas con la cuesti\u00f3n de los refugiados. Es bien sabido que, al hablar de refugiados y desplazados internos, los m\u00e1s afectados son los ni\u00f1os y las mujeres.<\/p>\n<p>Excelencias:<\/p>\n<p>En conclusi\u00f3n, cuando se trata de derechos humanos, no hay excepciones a los que est\u00e1n protegidos por la Declaraci\u00f3n Universal de Derechos Humanos.
