\u00a0<\/strong><\/p>\nIt is an honour to join you for this first in-person meeting of the Group of Latin American and Caribbean States.<\/p>\n
I would like to express my sincere appreciation to GRULAC members for your support to the gradual, safe reopening of the United Nations and the General Assembly.<\/p>\n
The combination of strict medical protocols, combined with ease of access to vaccines by the host government and the city of New York and support of the Member States has allowed us this return to a new normalcy.<\/p>\n
Colleagues, this return to normalcy continues to elude much of the planet and that is a reality that we must quickly reconcile.<\/p>\n
Vaccine inequity dilutes the solidarity needed to tackle the pandemic, and undermines trust in multilateralism.<\/p>\n
For this very reason I will host a High-Level Meeting on vaccine equity on 13 January, on the theme of \u201cGalvanizing Momentum for Universal Vaccination\u201d.<\/p>\n
This event will provide an opportunity to take stock of progress and challenges, and to discuss solutions to the vaccine gap. A gap that not only leaves billions exposed, but threatens all our progress by nurturing the mutation of ever-more variants.<\/p>\n
Truly, no on is safe until we are all safe is becoming clearer with each passing day. All of this progress, this return to normalcy, can go away in an instant if we delay too long.<\/p>\n
I look forward to having your distinctive support and highest level participation in this meeting.<\/p>\n
Excellencies,<\/p>\n
Beyond vaccines, we share the determination to recover and to recover sustainably.<\/p>\n
We all want our economies running again. We want jobs and livelihoods to rebound sucessfully. We want social systems functioning and prospering.<\/p>\n
All of this is possible, if we work together and are guided by a vision of sustainability and resilience.<\/p>\n
This should be our shared priority.<\/p>\n
Your region has experienced severe socioeconomic impacts from the pandemic.<\/p>\n
We must continue advocating for increased investments to support recovery in developing countries, as well as efforts to ensure debt sustainability.<\/p>\n
Tourism, on which many countries in the region rely, is yet to bounce back.<\/p>\n
I commit to continue the discussions on those issues during my Presidency.<\/p>\n
Excellencies,<\/p>\n
GRULAC\u2019s contribution continues to be vital to successfully achieving a build back better approach. \u00a0<\/p>\n
We have witnessed this at COP26 and other forums, where GRULAC members have been vocal about the need to strengthen adaptation and to maintain the goal of 1.5.<\/p>\n
With the Ocean Conference on the horizon, as well as other COP-level events on biodiversity and land degradation, we need the voices of GRULAC to ensure success.<\/p>\n
Likewise, I need those same voices to join us here, in the General Assembly next July, for the \u2018Moment for Nature\u2019 event, which will assess the impact of all of these global environmental summits and take stock of the way forward.<\/p>\n
Excellencies,<\/p>\n
Since my campaign for President of the General Assembly, I have been vocal on the need for the Ä¢¹½ÊÓƵ, and in particular the General Assembly, to inspire hope.<\/p>\n
Faced with a global population that is tired, confused, frustrated, we have a responsibility to deliver on the challenges of the day in such a way that people are hopeful for tomorrow. Assured that their leaders, their representatives, are working on what is best for them.<\/p>\n
GRULAC countries are both core constituents and valued partners in this effort. My priorities for the session, my rays of hope, are intended to inspire hope by delivering for people, planet and prosperity.<\/p>\n
One clear example is the recent sucesfull adoption by the Third Committee of the resolution on Rights of the Child, presented by Uruguay, on behalf of GRULAC, that underscores \u201cthe disproportionate effect of two ongoing crises \u2014 the COVID-19 pandemic and climate change \u2014 on the lives of children<\/em>\u201d, two issues closely link to the priorities of my Presidency of Hope.\u00a0<\/p>\nExcellencies,<\/p>\n
I am deeply proud to say that the Office of the President of the General Assembly this session has achieved full gender parity and is well represented by representatives from the Latin American and Caribbean region.<\/p>\n
I am deeply grateful to the delegations of Bahamas, Brazil, and the Dominican Republic for having kindly agreed to second diplomats to my team.<\/p>\n
I also have the privilege to count on the additional support of a colleague from Antigua and Barbuda, seconded by Ä¢¹½ÊÓƵDP, and my Deputy Chef de Cabinet who is an Argentinian, whom I have recruited to a Ä¢¹½ÊÓƵ staff position.<\/p>\n
I am pleased to say that all five GRULAC members of the Office are here with me today.\u00a0<\/p>\n
I would also like to express my appreciation to GRULAC Permanent Representatives who have taken up the important duty of co-facilitating or co-chairing processes during the 76th<\/sup> session.<\/p>\nThis includes the Political Declaration for the High-Level Meeting on Trafficking in Persons; the Steering Committee on Accessibility; the Ad-hoc Working Group on the Revitalization of the Work of the GA; and the Political Declaration for the upcoming Ä¢¹½ÊÓƵ Oceans Conference.<\/p>\n
I also take this opportunity to thank the Permanent Representatives of Costa Rica, the Dominican Republic and Haiti, for their support as Vice-Presidents and members of the General Committee. I would also like to thank the Permanenet Representative of El Salvador for her leadership as Chair of the Fourth Committee.<\/p>\n
Friends, many of you have enlightened me with your presence and contributions in the first three Holhuashi Dialogues convened so far. Thank you very much for that.<\/p>\n
This is a format that allows for frank exchanges and new perspectives on a wide range of issues, and many more invitations will be coming for the resumed part of the session.<\/p>\n

As we chart our way ahead, I have the honour to announce that a briefing on the priorities and actions of the Presidency of Hope, for the resumed part of the session, will be taking place in early January.<\/p>\n
