{"id":261923,"date":"2022-03-22T14:17:35","date_gmt":"2022-03-22T18:17:35","guid":{"rendered":"https:\/\/www.un.org\/pga\/76\/?p=261923"},"modified":"2022-03-22T14:17:35","modified_gmt":"2022-03-22T18:17:35","slug":"press-briefing-by-spokesperson-22-march-2022","status":"publish","type":"post","link":"https:\/\/www.un.org\/pga\/76\/2022\/03\/22\/press-briefing-by-spokesperson-22-march-2022\/","title":{"rendered":"Press Briefing by Spokesperson \u2013 22 March 2022"},"content":{"rendered":"<p style=\"text-align: center\"><strong>NOON BRIEFING HIGHLIGHTS BY PAULINA KUBIAK GREER,<\/strong><br \/>\n<strong>SPOKESPERSON FOR GENERAL ASSEMBLY PRESIDENT ABDULLA SHAHID<\/strong><br \/>\n<strong>United Nations Headquarters, New York<\/strong><\/p>\n<p><strong>UKRAINE<\/strong><\/p>\n<p>Starting with Ukraine.<\/p>\n<p>The 11<sup>th<\/sup> Emergency Special Session of the Ä¢¹½ÊÓƵ General Assembly will resume tomorrow at 10AM Eastern.<\/p>\n<p>The Office of the President of the General Assembly received the official request from Member States yesterday.<\/p>\n<p>The letter is signed by 22 Member States: Antigua and Barbuda, Canada, Colombia, Costa Rica, Ecuador, Estonia, France, Georgia, Germany, Guatemala, Italy, Japan, Latvia, Lithuania, Mexico, Panama, Poland, Republic of Korea, Turkey, Ukraine, United Kingdom and the United States.<\/p>\n<p>A draft resolution entitled \u201c&#8217;Humanitarian consequences of the aggression against Ukraine\u201d was submitted to the Secretariat yesterday. The draft was initiated by many of the same Member States that requested the resumption of the Emergency Special Session.<\/p>\n<p>As of late this morning, there is also a second resolution that has been received by the Secretariat and is being processed \u2013 it is entitled \u201cHumanitarian situation in Ukraine\u201d and is initiated by South Africa.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>MIGRATION<\/strong><\/p>\n<p>Turning to migration.<\/p>\n<p>Consultations began today on the Progress Declaration for migration. That is the intergovernmental agreement that will come out of the International Migration Review Forum, which will be held in May.<\/p>\n<p>The President of the General Assembly Abdulla Shahid said Member States have a historic opportunity to strengthen multilateralism by pursuing a common cause \u2013 which is achieving humane, safe, orderly and regular migration, that benefits migrants and host communities alike.<\/p>\n<p>He encouraged delegations to work together in the spirit of compromise and solidarity. And to keep sight of a long-term vision in which migration is an informed choice, rather than a desperate necessity.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>PGA TRAVELS<\/strong><\/p>\n<p>The President\u2019s remarks to the Ministerial Meeting on the International Migration Review Forum were done via video message.<\/p>\n<p>The President is traveling. He will be in Doha later this week for an official visit at the invitation of the Government of Qatar.<\/p>\n<p>While there, he will address the Doha Forum under the banner of \u201cDiplomacy, Dialogue, Diversity\u201d.<\/p>\n<p>All costs for this trip are provided by the Government of Qatar.<\/p>\n<p>You will have a more detailed press release in the coming days.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>WORLD WATER DAY <\/strong><\/p>\n<p>Today is World Water Day. President Shahid will mark the day with a high-level side-event organized by Member States in partnerships with Ä¢¹½ÊÓƵDESA, WMO, Ä¢¹½ÊÓƵESCO and Ä¢¹½ÊÓƵ-Women, later this week.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>FOREST DAY<\/strong><\/p>\n<p>Yesterday, President Shahid marked the International Day of Forests. He urged collective action to reduce deforestation and adopt sustainable production and consumption practices.<\/p>\n<p>His full remarks are online.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>CHINA CRASH<\/strong><\/p>\n<p>And I wanted to read into record the statement that President Abdulla Shahid put out yesterday morning about the crash of China Eastern Airlines Flight 5735.<\/p>\n<p>The President shared his deepest sympathies for China\u2019s immeasurable loss.<\/p>\n<p>\u201cOur prayers and thoughts are with all those who were on the flights, and their families.\u201d<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>QUESTIONS <\/strong><\/p>\n<p>The Spokesperson was asked if the General Assembly plans to vote on one or both of the draft resolutions. The Spokesperson said that the expected format is a debate followed by action on a resolution. In subsequent questions, the Spokesperson said that this is a Member State-process, as matters of the General Assembly tend to be. It will be up to Member States to decide how they want to proceed given the rules and procedures.<\/p>\n<p>The Spokesperson was asked if it was true that a resolution submitted first would be voted on first. The Spokesperson confirmed that that is Rule 91 of the Rule of Procedure, which states that if two or more proposals relate to the same question, the General Assembly shall, unless it decides otherwise, vote on the proposals in the order in which they have been submitted. The General Assembly may, after each vote on a proposal, decide whether to vote on the next proposal.<\/p>\n<p>The Spokesperson was asked if both resolution drafts are being processed. The Spokesperson confirmed that both resolution drafts were submitted to the Secretariat and are being translated into the six official languages.<\/p>\n<p>The Spokesperson was asked if the draft initiated by South Africa has cosponsors. The Spokesperson said that the Secretariat receives the draft and it is put into the electronic system and processed. The full list of co-sponsors won\u2019t be known until action is taken on the resolution, if action is taken.<\/p>\n<p>The Spokesperson was asked why no Member States from Africa were included in the letter requesting the resumption of the Emergency Special Session. The Spokesperson said that the process to resume the Emergency Special Session is led by Member States. The President of the General Assembly is not involved in making the request.<\/p>\n<p>The Spokesperson was asked if there is a preliminary List of Speakers to share. The Spokesperson said that there is not.<\/p>\n<p>The Spokesperson was asked if the vote could happen later this week. The Spokesperson said that yes, action on the resolution(s) could happen later this week.<\/p>\n<p>The Spokesperson was asked if President Zelenskyy will address the General Assembly. The Spokesperson said that she was not aware of such a request.<\/p>\n<p>The Spokesperson was asked if the texts of the two draft resolutions could be merged into one. The Spokesperson said that was not possible.<\/p>\n<p>The Spokesperson is asked off-camera about the resolution texts.
