Excellencies,<\/p>\n

Ladies and gentlemen,<\/p>\n

Thank you for joining today\u2019s High-Level Meeting on Peacebuilding Financing.<\/p>\n

Today\u2019s discussion is focused on one critical objective: securing adequate, predictable, and sustained financing for peacebuilding.\u00a0<\/p>\n

What began as a concept in the 1970s has evolved into what is now a vital pillar for both conflict prevention and post-conflict rebuilding. Few would now argue that peacebuilding is not a critical ingredient in preventing, inspiring, and sustaining peace.<\/p>\n

And it is our obligation, as the United Nations, to pursue this path with every means at our disposal.\u00a0<\/span><\/p>\n

My friends, violence and insecurity spare no one.<\/p>\n

Whether near or far, the ripples of conflict can be felt far and wide. It devastates development gains; stunts economic growth; prevents children from attending school; restricts health and social services; and seriously impairs progress on gender equality. \u00a0<\/span><\/p>\n

Poverty, a symptom of, and precursor to, conflict, only begets more insecurity and violence as resentments simmer and grow.<\/p>\n

Sadly, the vicious cycle continues. Over 68 million people alive today have been forced to flee their homes, the highest since the end of the second world war.<\/p>\n

There is a price we will pay for these impacts, for years or decades to come.<\/p>\n

Ladies and gentlemen,<\/p>\n

Today we are confronted with the changing nature of conflict, involving complex cross-border dynamics; climate change; and the COVID-19 pandemic, to name but a few.<\/p>\n

Peacebuilding must be seen as a tool to help address these challenges, and it can and should be woven into our responses. This includes efforts to strengthen social cohesion, economic improvement, and political reinforcement.<\/p>\n

In short, all of our efforts must go hand-in-hand.<\/p>\n

This is nothing new; both the 2030 Agenda and the Charter of the Ä¢¹½ÊÓƵ both make clear that human rights, peace and security, and development are deeply interlinked and mutually reinforcing pillars.\u00a0<\/span><\/p>\n

It is based on an understanding that the root causes of conflicts and crises \u2013 exclusion, inequality, discrimination, poverty and violations of human rights \u2013 need to be comprehensively addressed if we are to maintain any semblance of peace and security, or to sustain long-term development efforts.<\/p>\n

SDG 16 on Peace, Justice and Strong Institutions is one such blueprint for sustainable, inclusive development \u2013 one of the world\u2019s\u00a0best preventive tools against violent conflict and instability.\u00a0<\/p>\n

It allows for the strengthening of the very institutions and capacities that enable a peaceful context to thrive.\u00a0<\/span><\/p>\n

Dear Friends,<\/p>\n

No doubt, peacebuilding and sustaining peace are key elements to guaranteeing a prevention-focused and conflict-sensitive agenda. However, as it stands, only a small part of global security and development resources are invested in peacebuilding. It remains woefully underfunded and under resourced.\u00a0<\/span><\/p>\n

To be clear, the goal of investing US$500 million per year towards the Peacebuilding Fund is not yet being met.\u00a0<\/p>\n

This financial gap weakens peacebuilding; financing is\u00a0too unpredictable and inadequate for programmes that are intended to be long-term, thus cobbling them from the very get-go.<\/p>\n

Not only is this counterproductive to our intentions, it is likewise fiscally shortsighted. Investing in peacebuilding could end up resulting in net savings of 70 billion USD.\u00a0<\/span><\/p>\n

Excellencies,<\/p>\n

The issue of peacebuilding financing has only become more urgent.\u00a0<\/span><\/p>\n

A deep reflection on its future architecture is becoming more and more critical, as the costs of responding to crises have become unsustainable, if not unbearable.<\/p>\n

I encourage every member state to advance\u00a0possible solutions and make commitments to address the financing gap\u00a0for prevention and peacebuilding.<\/p>\n

We need to weigh in on the proposal made by the Secretary General, including the allocation of assessed contributions annually to the Peacebuilding Fund.<\/p>\n

I encourage Member States to explore all available avenues of financing instruments to support peacebuilding financing, including through partnerships with regional organizations, international financial institutions, as well as the private sector.<\/p>\n

Possible innovative means of peacebuilding financing should also be explored, including through public-private partnership and the South-South and Triangular Cooperation.<\/p>\n

Finally, I would remind Member States that peacebuilding is primarily a national challenge and responsibility. National ownership is essential to achieving success and sustainability.\u00a0<\/span><\/p>\n

In that regard, national capacity development must be central to all international peacebuilding efforts, including on the allocation of peacebuilding financing.\u00a0<\/span><\/p>\n

Dear friends,<\/p>\n

As we continue to face an uncertain world, and as we address the anxieties of our constituents, let us use every tool at our disposal to move the needle in the right direction.<\/p>\n

And let us demonstrate greater political will to ensure adequate, sustainable and predictable financing for peacebuilding and sustaining peace.<\/p>\n

Excellencies, colleagues,<\/p>

I welcome you all to our second meeting and our first interaction following the resumed part of the session.<\/p>

Before I begin, I would like to recognize the loss of our dear friend and esteemed colleague, Ms. Gail Farngalo.<\/p>

A Liberian national, Gail was my Team Leader for Human Rights and was active on gender during both the 75th<\/sup> and 76th<\/sup> sessions. She leaves behind a legacy of achievements and a groundswell of respect and affection from across the Ä¢¹½ÊÓƵ and diplomatic communities. Her presence is certainly felt here today.<\/p>

Colleagues,<\/p>

When I took on this Presidency of Hope, I pledged to make gender equality a priority area for the 76th<\/sup> session. I continue to look to the board for its wisdom and expertise, as I endeavour to fulfil that pledge.<\/p>

In this regard, I have already benefited from the board\u2019s advice, from when we met on October 28th<\/sup> last year.<\/p>

Acting on that advice, I committed to ensuring that all my five rays of hope, and all my major initiatives, are approached with a gender lens.<\/p>

I made sure that the composition of my office is gender-balanced.<\/p>

I have committed to participating only in panels that have equal gender representation.<\/p>

Throughout my official interactions and travels, I have endeavoured to meet with women, including heads of states and governments, scientists, civil society representatives, and youth.<\/p>

And I am proud to inform you that five young women have been recruited into the Fellowship for HOPE<\/em> that my office recently launched. The Fellowship as you are well aware is targeted at benefiting young diplomats from underrepresented countries, pursuing careers in diplomacy or public service.<\/p>

Colleagues,<\/p>

While recognizing that we have a long way to go in the battle for gender-equality, I am proud of what my team has been able to accomplish within the past few months.<\/p>

Our work continues.<\/p>

We will continue to raise our voices on issues disproportionately impacting women, such as domestic violence and work place harassment. We will continue to push the importance of gender-equal work spaces.<\/p>

And we will continue to find new paths to empower young women with ambitious professional aspirations.<\/p>

Now is not the time to rest on our laurels.<\/p>

With the board\u2019s guidance and support, we must use the many opportunities over the coming months to further empower women and girls, and dismantle discriminatory practices against them.<\/p>

There are several upcoming events that will provide us such opportunities. I look forward to the board\u2019s suggestions on how we can best utilize them.<\/p>

As an example, the International Day of Women and Girls in science is fast approaching. We must recognize that women\u2019s contributions in science and technology have helped us cure diseases; discover new horizons in space; and develop technologies that have vastly improved our quality of life.<\/p>

As we celebrate their achievements, we must also open pathways for young girls who aspire to follow in the footsteps of pioneers in science and technology.<\/p>

Colleagues,<\/p>

Let us also reflect that the theme chosen by the United Nations Commission on the Status of Women for this year is on \u201cachieving gender equality and the empowerment of all women and girls in the context of climate change, environmental and disaster risk reduction policies and programmes\u201d.<\/p>

As we strive to meet our obligations to the planet, let us recognize the important work done by women and girls at the forefront of the climate crisis, and whose humanitarian work in disaster-stricken areas has helped save lives and rebuild communities. We owe it to them to not only celebrate their work but to support them.<\/p>

Our programme of work for the months ahead has been circulated to members prior to the meeting, for consideration and feedback. Please note that the events we have planned are not exhaustive. I welcome further suggestions from the board on the content and format of future events and activities.<\/p>

We have made much progress within a short while. And with the board\u2019s support and guidance, I am sure that we can keep up this strong momentum.<\/p>

I look forward to working alongside all of you to achieve our vision of a gender-equal world.<\/p>
