Mr. Abdulla Shahid, President of the 76th session of the United Nations General Assembly<\/h3>\n<p style=\"text-align: center\"><strong>29 April 2022<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>Excellencies,<\/p>\n<p>Distinguished colleagues,<\/p>\n<p>I am delighted to welcome you all to the commemoration of the 40th Anniversary of the adoption of the Ä¢¹½ÊÓƵ Convention on the Law of the Sea, or Ä¢¹½ÊÓƵCLOS.<\/p>\n<p>Recognized as the \u2018Constitution of the Sea\u2019, Ä¢¹½ÊÓƵCLOS is perhaps one of the most successful outcomes of rules-based multilateralism &#8211; culminating in a legally-binding document for our Ocean.<\/p>\n<p>Today, Ä¢¹½ÊÓƵCLOS continues to play a fundamental role in the development of international law, and in the promotion of peace, security, cooperation, friendly relations among all nations, and sustainable development of the ocean and sea.<\/p>\n<p>As we commemorate this significant day, we must avail the opportunity to reflect on the achievements of Ä¢¹½ÊÓƵCLOS, its universal and unified character, and take stock of our progress in its implementation.<\/p>\n<p>Since its inception, Ä¢¹½ÊÓƵCLOS has laid the foundation of ocean governance, with the first single set of rules for our ocean and seas.<\/p>\n<p>As the General Assembly has recognized in several resolutions, the Convention sets out the legal framework within which all activities in the ocean and seas must be carried out.<\/p>\n<p>This has helped spur governance on all aspects related to the ocean, including maritime zones, navigational and passage rights, the protection of the marine environment, marine scientific research, and dispute settlement.<\/p>\n<p>Since its adoption, two additional instruments were concluded under the Convention: the 1994 Agreement on the implementation of Part XI of Ä¢¹½ÊÓƵCLOS and the 1995 Ä¢¹½ÊÓƵ Fish Stocks Agreement.<\/p>\n<p>A third treaty under Ä¢¹½ÊÓƵCLOS, on Marine Biodiversity of Areas Beyond National Jurisdiction, or BBNJ, is currently being negotiated in the Intergovernmental Conference convened under the auspices of the United Nations, as decided by the General Assembly in the 72nd session.<\/p>\n<p>Likewise, the Convention has provided the framework for the creation of three new bodies: The International Tribunal for the Law of the Sea (ITLOS), the International Seabed Authority (ISA) and the Commission on the Limits of the Continental Shelf (CLCS), promoting a stronger, peaceful, and rule-based use of the ocean.<\/p>\n<p>I am proud to note that High-level representatives of each of these bodies will deliver keynote remarks today, together with other distinguished guests, to share their expertise and insights.<\/p>\n<p>My friends,<\/p>\n<p>Each of these successes is cause for encouragement and I would thank each of you, the Member States, for supporting the processes that have made Ä¢¹½ÊÓƵCLOS a success.<\/p>\n<p>That said, human activities during the past 40 years continue to create challenges on the social, economic and environmental dimensions, which are also at the core of the Convention.<\/p>\n<p>As recognized by the Second World Ocean Assessment, many pressures from human activities continue to degrade the ocean, including those associated with climate change; unsustainable fishing, including illegal, unreported and unregulated fishing; atmospheric pollution causing acidification; excessive inputs of hazardous substances, including plastics, microplastics and nanoplastics; anthropogenic noise; and ill-managed coastal development, among others.<\/p>\n<p>Countless species are also on the brink of extinction, and entire homelands face the existential menace of rising sea levels.<\/p>\n<p>The Ocean covers more than 70% of our planet\u2019s surface and accounts for most of the oxygen we breathe. The ocean provides food, jobs, and resources to billions of people.<\/p>\n<p>At times, we seem oblivious to the harm we are doing to it \u2013 irrespective of the fact that our existence on this planet is entirely predicated on us having a healthy ocean ecosystem.<\/p>\n<p>Yet, renewed attention to the health of the ocean at the United Nations, with the General Assembly at its core, and in other international platforms gives us cause for hope.<\/p>\n<p>The recent, Member State endorsement of the historic resolution at the Ä¢¹½ÊÓƵ Environment Assembly in Nairobi to End Plastic Pollution and forge an international legally binding agreement by 2024 that will address the full lifecycle of plastic, including its production, design and disposal offers tremendous hope for a future of plastics free oceans.<\/p>\n<p>Dear friends,<\/p>\n<p>The legacy of the ocean go beyond its economic value. It is a lifeline. It is history and culture. And it is an identity.<\/p>\n<p>Together with the provisions of Ä¢¹½ÊÓƵCLOS, we can build upon recent developments to accelerate action for the protection of this precious natural resource.<\/p>\n<p>I believe I speak for many here today when I say that the success of Ä¢¹½ÊÓƵCLOS would not have been possible without the collective commitments and support of this membership. I congratulate each and every one of you on this significant milestone.<\/p>\n<p>I would also like to acknowledge the work and contribution of pioneers, such as Ambassador Tommy Koh, who steered the early negotiations which brought Ä¢¹½ÊÓƵCLOS to life.<\/p>\n<p>Similarly, I would recognize the role of the Division for Oceans Affairs and the Law of the Sea of the Office of Legal Affairs, which continues to guardian our common achievements on this front.<\/p>\n<p>I would also like to specially thank the delegations of Singapore, Denmark, Grenada, Kenya and Portugal for their letter of 17 December 2021 requesting me to convene today\u2019s commemorative event.<\/p>\n<p>With preparations separately underway for the Ä¢¹½ÊÓƵ Ocean Conference in Lisbon, I call upon all Member States to renew our unwavering commitment, support and advocacy to protect and promote our ocean.<\/p>\n<p>Let us continue to work together for 40 more years of success; let us recommit to the principles and values of multilateralism, and strengthen our commitments to the protection of oceans and seas.<\/p>\n<p>I thank you.<\/p>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][\/et_pb_section]<\/p>\n","protected":false},"excerpt":{"rendered":"<p>40th anniversary of the adoption of the United Nations Convention on the Law of the Sea (Ä¢¹½ÊÓƵCLOS)<\/p>\n","protected":false},"author":361,"featured_media":0,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_et_pb_use_builder":"on","_et_pb_old_content":"<p>Excellencies, colleagues,<\/p><p>I welcome you all to our second meeting and our first interaction following the resumed part of the session.<\/p><p>Before I begin, I would like to recognize the loss of our dear friend and esteemed colleague, Ms. Gail Farngalo.<\/p><p>A Liberian national, Gail was my Team Leader for Human Rights and was active on gender during both the 75<sup>th<\/sup> and 76<sup>th<\/sup> sessions. She leaves behind a legacy of achievements and a groundswell of respect and affection from across the Ä¢¹½ÊÓƵ and diplomatic communities. Her presence is certainly felt here today.<\/p><p>Colleagues,<\/p><p>When I took on this Presidency of Hope, I pledged to make gender equality a priority area for the 76<sup>th<\/sup> session. I continue to look to the board for its wisdom and expertise, as I endeavour to fulfil that pledge.<\/p><p>In this regard, I have already benefited from the board\u2019s advice, from when we met on October 28<sup>th<\/sup> last year.<\/p><p>Acting on that advice, I committed to ensuring that all my five rays of hope, and all my major initiatives, are approached with a gender lens.<\/p><p>I made sure that the composition of my office is gender-balanced.<\/p><p>I have committed to participating only in panels that have equal gender representation.<\/p><p>Throughout my official interactions and travels, I have endeavoured to meet with women, including heads of states and governments, scientists, civil society representatives, and youth.<\/p><p>And I am proud to inform you that five young women have been recruited into the <em>Fellowship for HOPE<\/em> that my office recently launched. The Fellowship as you are well aware is targeted at benefiting young diplomats from underrepresented countries, pursuing careers in diplomacy or public service.<\/p><p>Colleagues,<\/p><p>While recognizing that we have a long way to go in the battle for gender-equality, I am proud of what my team has been able to accomplish within the past few months.<\/p><p>Our work continues.<\/p><p>We will continue to raise our voices on issues disproportionately impacting women, such as domestic violence and work place harassment. We will continue to push the importance of gender-equal work spaces.<\/p><p>And we will continue to find new paths to empower young women with ambitious professional aspirations.<\/p><p>Now is not the time to rest on our laurels.<\/p><p>With the board\u2019s guidance and support, we must use the many opportunities over the coming months to further empower women and girls, and dismantle discriminatory practices against them.<\/p><p>There are several upcoming events that will provide us such opportunities. I look forward to the board\u2019s suggestions on how we can best utilize them.<\/p><p>As an example, the International Day of Women and Girls in science is fast approaching. We must recognize that women\u2019s contributions in science and technology have helped us cure diseases; discover new horizons in space; and develop technologies that have vastly improved our quality of life.<\/p><p>As we celebrate their achievements, we must also open pathways for young girls who aspire to follow in the footsteps of pioneers in science and technology.<\/p><p>Colleagues,<\/p><p>Let us also reflect that the theme chosen by the United Nations Commission on the Status of Women for this year is on \u201cachieving gender equality and the empowerment of all women and girls in the context of climate change, environmental and disaster risk reduction policies and programmes\u201d.<\/p><p>As we strive to meet our obligations to the planet, let us recognize the important work done by women and girls at the forefront of the climate crisis, and whose humanitarian work in disaster-stricken areas has helped save lives and rebuild communities. We owe it to them to not only celebrate their work but to support them.<\/p><p>Colleagues,<\/p><p>Our programme of work for the months ahead has been circulated to members prior to the meeting, for consideration and feedback. Please note that the events we have planned are not exhaustive. I welcome further suggestions from the board on the content and format of future events and activities.<\/p><p>Colleagues,<\/p><p>We have made much progress within a short while. And with the board\u2019s support and guidance, I am sure that we can keep up this strong momentum.<\/p><p>I look forward to working alongside all of you to achieve our vision of a gender-equal
