Excellencies<\/span>, Distinguished del<\/span>egates<\/span>,<\/span><\/p>\n

I am honored to join the 78<\/span>th<\/span> Session of ESCAP, marking the 75<\/span>th<\/span> Anniversary of the establishment of the Commission. <\/span><\/p>\n

The priorities of my Presidency of Hope<\/span>, from <\/span>R<\/span>ecovering from the pandemic<\/span>, <\/span>to <\/span>R<\/span>ebuilding<\/span> sustainably<\/span>,<\/span> to <\/span>P<\/span>rotecting the planet<\/span>, are closely interlinked with the theme of ESCAP’s 78<\/span>th<\/span>Sessio<\/span>n:<\/span><\/p>\n

\u201c<\/span>A Common Agenda for Advancing Sustainable Development in Asia and the Pacific.<\/span>\u201d<\/span><\/p>\n

Excellencies,<\/span><\/p>\n

The <\/span>vast <\/span>Asia<\/span>–<\/span>Pacific <\/span>region <\/span>presents<\/span> both<\/span> enormous potential<\/span> as well as<\/span> daunting challenges. <\/span><\/p>\n

Over the past few decades, many countries in the region have made significant development gains, lif<\/span>ting<\/span> millions of people out of <\/span>poverty<\/span> and<\/span> improv<\/span>ing<\/span> the quality of education, living <\/span>and health <\/span>standards<\/span>.<\/span><\/p>\n

These <\/span>monumental <\/span>achievements, however<\/span>,<\/span> are <\/span>regularly<\/span>threatened <\/span>by global and regional crises.<\/span><\/p>\n

T<\/span>he COVID-19 pandemic<\/span> upended lives and livelihoods<\/span>,<\/span> pushed an estimated 85 million people <\/span>around the world <\/span>back into extreme poverty<\/span>.<\/span><\/p>\n

At the same time,<\/span> rapid <\/span>population growth and <\/span>development, often by exhausting natural resources <\/span>and unsustainable production and consumption<\/span>, have resulted in devastating environmental harm<\/span>.<\/span> this has contributed to<\/span> biodiversity loss and <\/span>contribut<\/span>ed <\/span>to climate change<\/span>, as well as increased vulnerability to, and frequency of, natural disasters.<\/span><\/p>\n

More recently, t<\/span>he Ukraine<\/span> crisis<\/span> has rattled the world, destabilizing <\/span>peace<\/span> and security, and upsetting global commodity and food markets<\/span>.<\/span><\/p>\n

All of this is felt by countries in the region, whether directly or indirectly.<\/span><\/p>\n

Ladies and gentlemen,<\/span><\/p>\n

As the Session deliberates on <\/span>A Common Agenda for Advancing Sustainable Development in Asia and the Pacific<\/span>, we need to chart a <\/span>path<\/span> forward<\/span>. A path that<\/span> recognizes the challenges and agrees on<\/span> collective responsibilities.<\/span><\/p>\n

The<\/span>se<\/span> pathways should be inclusive and centered on protecting people and the planet<\/span>.<\/span> They<\/span> must <\/span>address inequalities and debt burden<\/span>;<\/span> leverag<\/span>e<\/span> technolog<\/span>ies;<\/span> creat<\/span>e<\/span> economic opportunities<\/span>;<\/span>promot<\/span>e<\/span> partnerships, and<\/span> support vulnerable countries in the region.<\/span><\/p>\n

Let us not forget<\/span>,<\/span> o<\/span>f the 58 members and associate members of ESCAP, 37 are LDCs, LLDCs and SIDS. <\/span><\/p>\n

These countries are disproportionately affected by the pandemic. They are also among the worst <\/span>affected by<\/span> the climate crisis<\/span>,<\/span> as well as <\/span>vulnerable to commodity and food price shocks. <\/span><\/p>\n

We must <\/span>do more to <\/span>support <\/span>these countries <\/span>with finances, technology, capacity development<\/span>,<\/span> and debt relief in their efforts to recover from the pandemic and achieve the SDGs. <\/span><\/p>\n

A greener, more <\/span>resilient<\/span> and sustainable post-pandemic development trajectory for the region should place the needs of these countries at the center.<\/span><\/p>\n

Allow me to make a few proposals<\/span>.<\/span><\/p>\n

\u2022 <\/span>First<\/span>, as the world slowly recovers from the pandemic, <\/span>we must move forward together <\/span>\u2013 no one should be left behind<\/span>, particularly <\/span>in terms of access to vaccines, <\/span>finances<\/span> or technology. <\/span><\/div>\n

On all counts, countries in special situations are <\/span>struggling.<\/span><\/p>\n

Vaccine inequity continues to persist, with <\/span>the majority of<\/span>developing countries still reaching for their first dose.<\/span><\/p>\n

And c<\/span>ountries in special situations have <\/span>reduced <\/span>access to <\/span>financial assistance, with <\/span>only $5.5 billion of the <\/span>$<\/span>456 billion <\/span>in <\/span>SDR funds launched by <\/span>the IMF<\/span> in the aftermath of the pandemic<\/span> going to LDCs, LLDCs, and SIDS.<\/span><\/p>\n

Without additional support<\/span> there is a rising risk of lopsided recovery<\/span> or backsliding<\/span>. <\/span><\/p>\n

\u2022 <\/span>Second<\/span>,<\/span> The<\/span> climate crisis threatens to compromise the progress we have already achieved<\/span>.<\/span><\/div>\n

As we recover from the pandemic, we <\/span>need to invest in areas that advance environmental protection and climate action. Industries need cleaner production strategies<\/span>,<\/span> and trade in climate-friendly <\/span>goods and services<\/span>,<\/span> to ensure businesses do not contribute to global warming<\/span> and climate crises<\/span>. <\/span><\/p>\n

There is an urgent need to increase the flow of climate finance to <\/span>developing countries<\/span>, particularly <\/span>in the form of grants<\/span>. <\/span>Likewise, we must do more to ensure equal parts financing for adaptation and mitigation, and ensure the full cooperation of the private sector, who manage trillions in resources.<\/span><\/p>\n

\u2022 <\/span>Third<\/span>, there is an urgent need to address immediate debt vulnerabilities and restore debt sustainability for count<\/span>r<\/span>ies in the region. <\/span><\/div>\n

The pandemic has led to ballooning fiscal deficits, with governments forced to provide a significant stimulus to citizens<\/span>,<\/span> while economic activities and tax revenues dried up. <\/span><\/p>\n

ESCAP reports<\/span> that between 2019 and 2021, the average fiscal deficit among Asia-Pacific developing countries increased from 1.2 to 6.2 percent of GDP.<\/span> Many countries <\/span>in special situations<\/span> are undergoing debt distress or showing early signs of such distress due to the pandemic.<\/span><\/p>\n

Let me be clear: <\/span><\/p>\n

There is a need to provide debt relief, not <\/span>only <\/span>debt suspension<\/span>.<\/span> D<\/span>ebt relief packages <\/span>must be <\/span>made more attractive to countries <\/span>in special situations, <\/span>in light of<\/span> their <\/span>particular vulnerabilities. <\/span><\/p>\n

Debt relief programs c<\/span>ould<\/span> also <\/span>be combined with efforts to promote green growth and green <\/span>jobs<\/span>,<\/span> or<\/span> converted into innovative incentive packages such as debt-for-nature swaps, debt-for-climate adaptation swaps<\/span>,<\/span> and Sustainable Development Goal bonds.<\/span><\/p>\n

\u2022 <\/span>Fourth<\/span>, science and technology are essential to humanity’s collective response to sustainable development challenges. <\/span><\/div>\n

However, the present reality is that digital technology is highly unequal between<\/span>,<\/span> and within<\/span>,<\/span> countries, between women and men, and between rural and urban. <\/span><\/p>\n

In<\/span> 2019, in Asia and the Pacific, 55 percent of men used the internet compared to only 41 percent of women \u2013 and the gender gap seems to be widening.<\/span><\/p>\n

All stakeholders<\/span> must integrate new technologies into plans and strategies to accelerate the advancement of the SDGs, with equality and equity as the guiding principles. <\/span><\/p>\n

My dear Friends,<\/span><\/p>\n

Sustainable development is a key tenet of my <\/span>P<\/span>residency of <\/span>H<\/span>ope. <\/span><\/p>\n

From the beginning of my presidency<\/span> eight months ago<\/span>, we have organized a series of events to galvanize actions toward recovery and sustainable rebuilding, with particular attention to the needs of the LDCs, LLDCs, and the SIDS. <\/span><\/p>\n

Th<\/span>is<\/span> include<\/span>s<\/span> high-level events on climate, vaccines, and tourism<\/span>, I will also convene meetings on debt and the environment in the coming days.<\/span><\/p>\n

While <\/span>COVID-19 has exposed <\/span>economic, <\/span>social<\/span> and environmental <\/span>vulnerabilities<\/span>, it <\/span>has <\/span>allowed for<\/span> unprecede<\/span>n<\/span>ted innovation<\/span>, and a<\/span> deep<\/span> appreciation for global solidarity. <\/span><\/p>\n

\u201c<\/span>Building back better, stronger, greener, and bluer<\/span>\u201d<\/span> has become both more urgent and more feasible through <\/span>greater <\/span>collaboration, <\/span>partnership<\/span> and political will<\/span>. <\/span><\/p>\n

The Asia<\/span>–<\/span>Pacific region must lead the way, ably facilitated by ESCAP and the region<\/span>\u2019<\/span>s development partners.<\/span><\/p>\n

Excellencies, colleagues,<\/p>

I welcome you all to our second meeting and our first interaction following the resumed part of the session.<\/p>

Before I begin, I would like to recognize the loss of our dear friend and esteemed colleague, Ms. Gail Farngalo.<\/p>

A Liberian national, Gail was my Team Leader for Human Rights and was active on gender during both the 75th<\/sup> and 76th<\/sup> sessions. She leaves behind a legacy of achievements and a groundswell of respect and affection from across the Ä¢¹½ÊÓƵ and diplomatic communities. Her presence is certainly felt here today.<\/p>

Colleagues,<\/p>

When I took on this Presidency of Hope, I pledged to make gender equality a priority area for the 76th<\/sup> session. I continue to look to the board for its wisdom and expertise, as I endeavour to fulfil that pledge.<\/p>

In this regard, I have already benefited from the board\u2019s advice, from when we met on October 28th<\/sup> last year.<\/p>

Acting on that advice, I committed to ensuring that all my five rays of hope, and all my major initiatives, are approached with a gender lens.<\/p>

I made sure that the composition of my office is gender-balanced.<\/p>

I have committed to participating only in panels that have equal gender representation.<\/p>

Throughout my official interactions and travels, I have endeavoured to meet with women, including heads of states and governments, scientists, civil society representatives, and youth.<\/p>

And I am proud to inform you that five young women have been recruited into the Fellowship for HOPE<\/em> that my office recently launched. The Fellowship as you are well aware is targeted at benefiting young diplomats from underrepresented countries, pursuing careers in diplomacy or public service.<\/p>

Colleagues,<\/p>

While recognizing that we have a long way to go in the battle for gender-equality, I am proud of what my team has been able to accomplish within the past few months.<\/p>

Our work continues.<\/p>

We will continue to raise our voices on issues disproportionately impacting women, such as domestic violence and work place harassment. We will continue to push the importance of gender-equal work spaces.<\/p>

And we will continue to find new paths to empower young women with ambitious professional aspirations.<\/p>

Now is not the time to rest on our laurels.<\/p>

With the board\u2019s guidance and support, we must use the many opportunities over the coming months to further empower women and girls, and dismantle discriminatory practices against them.<\/p>

There are several upcoming events that will provide us such opportunities. I look forward to the board\u2019s suggestions on how we can best utilize them.<\/p>

As an example, the International Day of Women and Girls in science is fast approaching. We must recognize that women\u2019s contributions in science and technology have helped us cure diseases; discover new horizons in space; and develop technologies that have vastly improved our quality of life.<\/p>

As we celebrate their achievements, we must also open pathways for young girls who aspire to follow in the footsteps of pioneers in science and technology.<\/p>

Colleagues,<\/p>

Let us also reflect that the theme chosen by the United Nations Commission on the Status of Women for this year is on \u201cachieving gender equality and the empowerment of all women and girls in the context of climate change, environmental and disaster risk reduction policies and programmes\u201d.<\/p>

As we strive to meet our obligations to the planet, let us recognize the important work done by women and girls at the forefront of the climate crisis, and whose humanitarian work in disaster-stricken areas has helped save lives and rebuild communities. We owe it to them to not only celebrate their work but to support them.<\/p>

Our programme of work for the months ahead has been circulated to members prior to the meeting, for consideration and feedback. Please note that the events we have planned are not exhaustive. I welcome further suggestions from the board on the content and format of future events and activities.<\/p>

We have made much progress within a short while. And with the board\u2019s support and guidance, I am sure that we can keep up this strong momentum.<\/p>

I look forward to working alongside all of you to achieve our vision of a gender-equal world.<\/p>
