Remarks by H.E. Mr. Abdulla Shahid, President of the 76th session of the United Nations General Assembly<\/h3>\n

H.E Mr. Federico Villegas, President of the Human Rights Council,<\/p>\n

Her Excellency Ms. Michelle Bachelet, High-Commissioner for Human Rights,<\/p>\n

Excellencies,<\/p>\n

Ladies and Gentlemen,<\/p>\n

I thank the President of the Human Rights Council for inviting me to address this important commemorative event on the occasion of the Council\u2019s 50th session.<\/p>\n

Let me also commend the tireless efforts of the High-Commissioner for Human Rights and her Office in providing support to the work of the HRC and its mechanisms.<\/p>\n

Both President Villegas and Madame Michelle Bachelet are our staunch champions for human rights diplomacy, which is at the core of the United Nations.<\/p>\n

Without full respect for human rights, we cannot maintain international peace and security, and achieve sustainable development. All three pillars are inextricably linked.<\/p>\n

In the context of the unprecedented challenges that the world faces \u2013 from climate change and COVID-19 to the conflict in Ukraine, focusing today\u2019s event on the achievements made and the lessons learned after 50 sessions of the Council proves to be timely and meaningful.<\/p>\n

The role of the Council and its mechanisms in promoting and protecting human rights have been crucial to combatting and preventing human rights violations.<\/p>\n

In particular, the Universal Periodic Review has proven essential to advancing human rights across the globe; it has allowed for the continuous review of the human rights records of all Ä¢¹½ÊÓƵ Member States on an equal basis.<\/p>\n

Besides promoting dialogue and cooperation between States on human rights issues, the UPR has led to critical legal reforms at national level; increased ratification of core international human rights instruments; and strengthened the implementation of action plans and strategies.<\/p>\n

The UPR has also opened spaces at the national level for collaboration between governments and CSOs.<\/p>\n

The Special Procedures, yet another contribution of the Council, play a vital role in advancing the international human rights standards; raising awareness about human rights violations; and providing advice for technical cooperation.<\/p>\n

Excellencies,<\/p>\n

Ladies and gentlemen,<\/p>\n

Since its inception, the Human Rights Council has proven to be efficient in responding to human rights crisis, including by holding Special Sessions and urgent debates to respond to human rights emergencies.<\/p>\n

It has also shown its value to support the implementation of the 2030 Agenda for Sustainable Development and to combat climate change.<\/p>\n

In fact, when it comes to the SDGs, on average, 45% of all resolutions adopted since 2015 specifically refer to them.<\/p>\n

And I am encouraged by the adoption of two resolutions on human rights and climate change last year.<\/p>\n

These resolutions identify and reaffirm the threat posed by climate change to the enjoyment of human rights. For some countries, such as my own small island state, this corresponds to the right to life.<\/p>\n

Ladies and gentlemen,<\/p>\n

I commend the work of the Trust Fund on achievements in enhancing participation of SIDS\/LDCs, not only in the work of the Council, but also in broadening its membership.<\/p>\n

Throughout my presidency one of my priorities has been to support countries in special situations.<\/p>\n

Indeed, in January, I launched the Fellowship for HOPE with this priority in mind. The Fellowship provides eight representatives from underrepresented countries the opportunity to work and learn at the Ä¢¹½ÊÓƵ General Assembly.<\/p>\n

It is my hope that these Fellows leave my Office as champions and ambassadors for multilateralism, including as it pertains to human rights.<\/p>\n

Excellencies,<\/p>\n

Ladies and gentlemen,<\/p>\n

The Ä¢¹½ÊÓƵ is, as it should be, ever changing and evolving. I commend efforts by the HRC to grow and adapt.<\/p>\n

I have been pleased that, during my presidency, I have been able to support initiatives on Ä¢¹½ÊÓƵ revitalization.<\/p>\n

On Our Common Agenda, the Secretary-General\u2019s vision on the future of the Ä¢¹½ÊÓƵ, which has a strong human rights component, Member States, the Ä¢¹½ÊÓƵ system and all relevant partners are on the path to advance its implementation, after long discussions and five thematic consultations.<\/p>\n

Excellencies,<\/p>\n

There is no doubt that the Council is the main platform that promotes universal respect for the protection of human rights.<\/p>\n

Building on the innovations and progress of the HRC, let me provide three key takeaways today:<\/p>\n

First, we must recognize, respect and implement the recommendations of the human rights mechanisms, as we have set them up to help us to advance our efforts to achieve a better world.<\/p>\n

Second, we must scale up efforts to address the root causes of human rights abuses, and ensure that this is done with a whole-of-society approach, drawing upon the collective strength of the entire multilateral system.<\/p>\n

And finally, we must continue to build synergy between Geneva and New York through greater collaborative action and political will. Only together can we combat the challenges we face.<\/p>\n

After all is said and done, the core task of the Council, as part of the greater United Nations, is to promote the fundamental principle of human dignity.<\/p>\n

We can do no less.<\/p>\n

I wish you every success for today\u2019s deliberations.<\/p>\n

Excellencies, colleagues,<\/p>

I welcome you all to our second meeting and our first interaction following the resumed part of the session.<\/p>

Before I begin, I would like to recognize the loss of our dear friend and esteemed colleague, Ms. Gail Farngalo.<\/p>

A Liberian national, Gail was my Team Leader for Human Rights and was active on gender during both the 75th<\/sup> and 76th<\/sup> sessions. She leaves behind a legacy of achievements and a groundswell of respect and affection from across the Ä¢¹½ÊÓƵ and diplomatic communities. Her presence is certainly felt here today.<\/p>

Colleagues,<\/p>

When I took on this Presidency of Hope, I pledged to make gender equality a priority area for the 76th<\/sup> session. I continue to look to the board for its wisdom and expertise, as I endeavour to fulfil that pledge.<\/p>

In this regard, I have already benefited from the board\u2019s advice, from when we met on October 28th<\/sup> last year.<\/p>

Acting on that advice, I committed to ensuring that all my five rays of hope, and all my major initiatives, are approached with a gender lens.<\/p>

I made sure that the composition of my office is gender-balanced.<\/p>

I have committed to participating only in panels that have equal gender representation.<\/p>

Throughout my official interactions and travels, I have endeavoured to meet with women, including heads of states and governments, scientists, civil society representatives, and youth.<\/p>

And I am proud to inform you that five young women have been recruited into the Fellowship for HOPE<\/em> that my office recently launched. The Fellowship as you are well aware is targeted at benefiting young diplomats from underrepresented countries, pursuing careers in diplomacy or public service.<\/p>

Colleagues,<\/p>

While recognizing that we have a long way to go in the battle for gender-equality, I am proud of what my team has been able to accomplish within the past few months.<\/p>

Our work continues.<\/p>

We will continue to raise our voices on issues disproportionately impacting women, such as domestic violence and work place harassment. We will continue to push the importance of gender-equal work spaces.<\/p>

And we will continue to find new paths to empower young women with ambitious professional aspirations.<\/p>

Now is not the time to rest on our laurels.<\/p>

With the board\u2019s guidance and support, we must use the many opportunities over the coming months to further empower women and girls, and dismantle discriminatory practices against them.<\/p>

There are several upcoming events that will provide us such opportunities. I look forward to the board\u2019s suggestions on how we can best utilize them.<\/p>

As an example, the International Day of Women and Girls in science is fast approaching. We must recognize that women\u2019s contributions in science and technology have helped us cure diseases; discover new horizons in space; and develop technologies that have vastly improved our quality of life.<\/p>

As we celebrate their achievements, we must also open pathways for young girls who aspire to follow in the footsteps of pioneers in science and technology.<\/p>

Colleagues,<\/p>

Let us also reflect that the theme chosen by the United Nations Commission on the Status of Women for this year is on \u201cachieving gender equality and the empowerment of all women and girls in the context of climate change, environmental and disaster risk reduction policies and programmes\u201d.<\/p>

As we strive to meet our obligations to the planet, let us recognize the important work done by women and girls at the forefront of the climate crisis, and whose humanitarian work in disaster-stricken areas has helped save lives and rebuild communities. We owe it to them to not only celebrate their work but to support them.<\/p>

Our programme of work for the months ahead has been circulated to members prior to the meeting, for consideration and feedback. Please note that the events we have planned are not exhaustive. I welcome further suggestions from the board on the content and format of future events and activities.<\/p>

We have made much progress within a short while. And with the board\u2019s support and guidance, I am sure that we can keep up this strong momentum.<\/p>

I look forward to working alongside all of you to achieve our vision of a gender-equal world.<\/p>
