This morning, President Csaba K?r?si addressed the Second Committee ¨C which is the Economic and Financial Committee.
In his remarks, the President reminded the Committee members that this a crisis time. He recommended that members look at their work through the lenses of crisis management and transformation.
This is a similar message that the President has been sharing in all his meetings. The world is facing urgent, complex crisis. We cannot go back to business as usual. The world is looking to the Ä¢¹½ÊÓƵ for answers. Those answers have to come now, not later.

16th PLENARY

Also this morning, the Ä¢¹½ÊÓƵ General Assembly held the 16th plenary meeting.
Member States were invited to speak on a number of items. These included a report by Ä¢¹½ÊÓƵIDO on the Third Industrial Development Decade for Africa, in line with GA resolution 70/293. And a report by the Secretary-General on the implementation of resolution 75/155 on education.
Member States also spoke about strengthening of the Ä¢¹½ÊÓƵ system. And the central role of the Ä¢¹½ÊÓƵ system in global governance.

This afternoon at 3PM, the General Assembly will reopen the 11th Emergency Special Session.
The President will give a statement at the start.
BILATERALS

In advance of the ESS, President K?r?si met with Ambassador Vassily Nebenzia, the Permanent Representative of Russia.
In terms of other bilaterals today, President K?r?si is meeting today with ASG Ilze Brands Kehris, the head of the Ä¢¹½ÊÓƵ Human Rights Office in New York.
The President will meet virtually today with Mr. Marco Lambertini, Director General of the World Wildlife Federation.

HUMAN RIGHTS COÄ¢¹½ÊÓƵCIL

On Tuesday, 11 October, at 10AM ET, there will be the elections for the Human Rights Council.
There are 14 vacant seats and 17 candidates.
The two groups that are contested are the Asia-Pacific States and the Latin American and Caribbean States.

As is the norm, these elections will be held by secret ballot. And depending on the rounds needed, to get an absolute majority, it might go in the afternoon.

The Spokesperson was asked if the vote will happen at beginning or the end. The Spokesperson said that typically when there is debate and action on a resolution, the debate takes place first and then action on the draft resolution.
The Spokesperson was asked when a procedural vote would take place. The Spokesperson said that a procedural vote typically occurs at the beginning of action on a draft resolution.
The Spokesperson was asked for a clarification about the procedural vote. The Spokesperson said that for a procedural vote, it is typically a simple majority (50%+1) of those present and voting.
The Spokesperson was asked about the meeting today between President K?r?si and Ambassador Nebenzia. The Spokesperson said she did not have details of what was discussed, but given the timing of the meeting, it would have likely been a discussion on procedural matters related to the Emergency Special Session.
