Ladies and Gentlemen, <\/span><\/span><\/p>\n

\n

Let me begin by recognizing and commending the work of the Foreign Ministry and Permanent Mission of Botswana. <\/span><\/span><\/p>\n

\n

Your dedication to improving the lives of <\/span><\/span>the citizens <\/span><\/span>in your country. <\/span><\/span><\/p>\n

\n

Myself coming from a <\/span><\/span>landlocked country, <\/span><\/span>I cannot explain deep enough how dear your <\/span><\/span>discussion<\/span><\/span> and your work, how <\/span><\/span>close it<\/span><\/span> is to<\/span><\/span> my heart<\/span><\/span>. <\/span><\/span>I thank you<\/span><\/span> very much<\/span><\/span> for inviting me to <\/span><\/span>this discussion<\/span><\/span> this morning. <\/span><\/span><\/p>\n

I am particularly glad to see <\/span><\/span>here other countries<\/span><\/span>, other than <\/span><\/span>LLDCs.<\/span><\/span> Countries that have long <\/span><\/span>seasides<\/span><\/span>. <\/span><\/span><\/p>\n

This shows that we <\/span><\/span>have a common cause<\/span><\/span>.<\/span><\/span><\/p>\n

I would also like to express my thanks to <\/span><\/span>you for supporting my vision statement and my vision. <\/span><\/span><\/p>\n

It is to serve you<\/span><\/span>.<\/span><\/span><\/p>\n

We have spent <\/span><\/span>a week<\/span><\/span>, <\/span><\/span>almost<\/span><\/span>,<\/span><\/span> recognizing the complexity <\/span><\/span>of the crises that we are living in.<\/span><\/span><\/p>\n

Now <\/span><\/span>it is time <\/span><\/span>that <\/span><\/span>we establish<\/span><\/span>ed<\/span><\/span> the diagnosis<\/span><\/span>, let\u2019s talk <\/span><\/span>about the therapy.<\/span><\/span><\/p>\n

Let\u2019s get down to work.<\/span><\/span><\/p>\n

The <\/span><\/span>LLDC, as the whole world, need long-term <\/span><\/span>sustainable <\/span><\/span>so<\/span><\/span>l<\/span><\/span>utions<\/span><\/span>.<\/span><\/span><\/p>\n

Solutions that are supported by solidarity and science. <\/span><\/span><\/p>\n

LLDCs need increased<\/span><\/span> development cooperation<\/span><\/span>.<\/span><\/span><\/p>\n

LLDCs need <\/span><\/span>increased regional <\/span><\/span>agreements t<\/span><\/span>o strengthen <\/span><\/span>tourism and other <\/span><\/span>industries. <\/span><\/span><\/p>\n

\n

LLDCs need<\/span><\/span> i<\/span><\/span>nvestments to improve transport infrastructure<\/span><\/span> to compete in world markets.<\/span><\/span><\/p>\n

\n

LLDCs need <\/span><\/span>m<\/span><\/span>arkets regulated to increase the accessibility of resources. <\/span><\/span><\/p>\n

\n

And, ultimately, <\/span><\/span>LLDCs need <\/span><\/span>long-term agreements rooted in science, innovation and trust. \u00a0<\/span><\/span><\/p>\n

\n

Trust in the <\/span><\/span>usefulness of the cooperation. <\/span><\/span><\/p>\n

\n

Let me ask you also, in crisis time, <\/span><\/span>we\u2019ll need to improve our ability and readiness for purpose on the most important issues. <\/span><\/span><\/p>\n

\n

We are facing the unprecedented crises that have been discussed many times in <\/span><\/span>group.<\/span><\/span><\/p>\n

\n

And what we need now is transformation.<\/span><\/span><\/p>\n

\n

If we have 100 <\/span><\/span>items<\/span><\/span> on equal footing, I fear that we might be <\/span><\/span>losing<\/span><\/span> focus on the <\/span><\/span>direst<\/span><\/span> needs of LLDCs.<\/span><\/span> So let\u2019s try to concentrate on the most important issues <\/span><\/span>and let\u2019s try to look through the lens of crisis management and transformation.<\/span><\/span><\/p>\n

\n

The Vienna Programme of Action Decade will <\/span><\/span>come<\/span><\/span> an end<\/span><\/span>, as it\u2019s been said,<\/span><\/span> in 2024. <\/span><\/span><\/p>\n

\n

Less than two years are left and <\/span><\/span>it\u2019s high time to start thinking about what comes after.<\/span><\/span><\/p>\n

\n

I want us to <\/span><\/span>focus to make this time very impactful. <\/span><\/span><\/p>\n

\n

Let me throw some ideas, what might be coming to our discussion.<\/p>\n

Let\u2019s think about developed cooperative management of water and land resources.<\/p>\n

Let\u2019s think how to boost regional scientific cooperation to form joint transport systems.<\/span><\/p>\n

Let\u2019s try to enhance joint disaster risk reduction planning and disaster response agreement<\/span><\/span>s and capabilities.<\/span><\/span><\/p>\n

Let\u2019s <\/span><\/span>try creating <\/span><\/span>joint education and capacity development programs<\/span><\/span> benefitting the LLDCs.<\/span><\/span><\/p>\n

Let\u2019s bo<\/span><\/span>lster benefit sharing schemes and financial mechanisms to invest in regional water, food, and climate resilience.<\/span><\/span><\/p>\n

\n

Ladies and gentlemen,<\/span><\/span><\/p>\n

\n

We have <\/span><\/span>very <\/span><\/span>limited time to <\/span><\/span>prepare for the <\/span><\/span>Third United Nations LLDC Conference in 2024.<\/span><\/span><\/p>\n

\n

So there\u2019s no time to lose.<\/span><\/span><\/p>\n

\n

I <\/span><\/span>invite you all back here in October. <\/span><\/span><\/p>\n

\n

I need your viewpoints<\/span><\/span>. I need your <\/span><\/span>best advice<\/span><\/span> on <\/span><\/span>how to move forward.<\/span><\/span> A<\/span><\/span>nd I need your best advisers to come<\/span><\/span> over.<\/span><\/span><\/p>\n

\n

It\u2019s about you, it\u2019s about <\/span><\/span>450 million<\/span><\/span> people <\/span><\/span>across the world <\/span><\/span>from 32 countries<\/span><\/span>.<\/span><\/span><\/p>\n

\n

Four-hundred-fifty-million, which is<\/span><\/span> which is equal to the whole population of <\/span><\/span>Europe.<\/span><\/span><\/p>\n

\n

So let\u2019s try to make the best use of the time. <\/span><\/span><\/p>\n

Let\u2019s try to make the best of this opportunity. <\/span><\/span><\/p>\n
