\u201cAll human beings are born free and equal in dignity and rights.\u201d<\/p>\n
These words from the Universal Declaration of Human Rights speak to the centrality of human rights as one of the three Ä¢¹½ÊÓƵ pillars.<\/p>\n
Today\u2019s crises make it even more urgent to meet the goals of the Declaration.<\/p>\n
The international community has come a long way in the promotion, protection and fulfillment of human rights.<\/p>\n
And the Human Rights Council is the living example of our progress.<\/p>\n
To share with us its work, I welcome Ambassador Federico Villegas of Argentina and commend his leadership as President of the Council.<\/p>\n
The presentation of HRC\u2019s annual report allows us to gauge how well we are living up to our ideals \u2013 and, in practical terms, enhance synergies between the Council and the General Assembly.<\/p>\n
The Council\u2019s main responsibility to \u201cpromote universal respect for the protection of all human rights\u201d underpins all the work we do in this Organization, and all that we dare to dream.<\/p>\n
Peace and sustainable development can only be ensured if human rights are upheld for all people.<\/p>\n

I reaffirm the crucial role of the Human Rights Council in acting quickly to address emergencies that require international action, a duty it has fulfilled again this year.<\/i><\/p>\n

By bringing a range of voices into its work \u2013 victims and survivors, civil society, human rights defenders, national human rights institutions and independent experts \u2013 the Council is able to target its actions and catalyse progress.<\/p>\n
It has also shown ingenuity in exploring new areas of human rights related to the environment and climate change.<\/p>\n
The Assembly\u2019s adoption of the resolution, last July, recognizing the human right to a clean, healthy and sustainable environment \u2013 is only the most recent example of how the Council is inspiring the work of the General Assembly.<\/p>\n
This alignment offers a powerful message on the cusp of COP27 about the multidimensional impacts of climate change, which for all human beings, is a matter of survival.<\/p>\n

The immense workload of the Human Rights Council is a barometer of how our societies are doing.<\/p>\n
I wish the Council every success as it begins the fourth cycle of its Universal Periodic Review \u2013 and I encourage all Member States to engage in this unique mechanism in the spirit of cooperation.<\/p>\n
A spirit invoked by Martin Luther King when he wrote: \u201cInjustice anywhere is a threat to justice everywhere.\u201d<\/p>\n
