{"id":248822,"date":"2022-11-17T14:24:14","date_gmt":"2022-11-17T19:24:14","guid":{"rendered":"https:\/\/www.un.org\/pga\/77\/?p=248822"},"modified":"2022-11-23T14:25:34","modified_gmt":"2022-11-23T19:25:34","slug":"noon-briefing-highlights-17-november-2022","status":"publish","type":"post","link":"https:\/\/www.un.org\/pga\/77\/2022\/11\/17\/noon-briefing-highlights-17-november-2022\/","title":{"rendered":"Noon Briefing Highlights &#8211; 17 November 2022"},"content":{"rendered":"<p style=\"text-align: center\"><strong>NOON BRIEFING HIGHLIGHTS <\/strong><\/p>\n<p style=\"text-align: center\"><strong>Spokesperson for General Assembly President <em>Csaba K\u0151r\u00f6si<\/em><br \/>\nUnited Nations Headquarters, New York<\/strong><\/p>\n<p style=\"text-align: center\"><strong>Thursday, 17 November 2022<\/strong><\/p>\n<p style=\"text-align: center\"><strong>\u00a0<\/strong><\/p>\n<p style=\"text-align: left\"><strong>SECURITY COÄ¢¹½ÊÓƵCIL REFORM<\/strong><\/p>\n<p>Starting with the General Assembly.<\/p>\n<p>Members are today debating the question of equitable representation and other matters related to the Security Council.<\/p>\n<p>In his opening remarks, President Csaba K\u0151r\u00f6si said that the intergovernmental negotiations process has been on the General Assembly\u2019s agenda for 13 years.<\/p>\n<p>The difference this year is that all the crises we face are putting pressure on the multilateral system \u2013 such as the war in Ukraine.<\/p>\n<p>The ability \u2013 or inability \u2013 of the Council to take action is quote \u201cabout the credibility and the relevance of the United Nations.\u201d<\/p>\n<p>The President has appointment new co-chairs to lead the IGN \u2013 those are Permanent Representatives of Slovakia, Ambassador Michal Mlynar, and of Kuwait, Ambassador Tareq AlBanai.<\/p>\n<p>As they move forward, the President asked Member States to reflect and act on possible changes to the process including on transparency and working methods. <span style=\"text-decoration: line-through\">\u00a0<\/span><\/p>\n<p>You have the full remarks in your inbox and online.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>PGA STAKEOUT<\/strong><\/p>\n<p>The President will speak to you directly on Security Council Reform at just after 1pm, when the morning session of the General Assembly wraps up.<\/p>\n<p>He will be joined by the IGN co-chairs: Ambassador Mlynar and Ambassador AlBanai.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>GRAIN DEAL INITIATIVE<\/strong><\/p>\n<p>Turning to the Black Sea Grain Initiative.<\/p>\n<p>I wanted to read into record the statement that you received this morning.<\/p>\n<p>The President of the General Assembly welcomes\u00a0the agreement of all parties to continue the Black Sea Grain Initiative.<\/p>\n<p>He commends\u00a0the Russian Federation, Ukraine and <strong>T\u00fcrkiye<\/strong><strong>\u00a0<\/strong>for engaging in dialogue to address the global food security crisis\u00a0triggered by the war in Ukraine.<\/p>\n<p>On behalf of the General Assembly, the President expresses his gratitude to the Secretary-General for his leadership and unrelenting commitment to restoring supply to the food markets.<\/p>\n<p>The Black Sea Grain Initiative is a strong example of crisis management in action.<\/p>\n<p>It illustrates what is possible when diplomacy, dialogue and multilateralism are prioritized.<\/p>\n<p>The Initiative has facilitated the export of\u00a0over 10\u00a0million tons of grain\u00a0and food stuffs.<\/p>\n<p>The continued implementation of\u00a0the\u00a0Initiative will help to ease the suffering of the millions of people across the globe affected by this war.<\/p>\n<p>The President of the General Assembly\u00a0further\u00a0expresses his gratitude and appreciation to the Ä¢¹½ÊÓƵ Joint Coordination Centre and\u00a0its staff\u00a0for exemplary work.<\/p>\n<p>The President reiterates the General Assembly\u2019s support for the JCC, for which Member States allocated additional funding on 27 October 2022 to mitigate global food insecurity and its humanitarian impact.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>COP27<\/strong><\/p>\n<p>The President is back at Ä¢¹½ÊÓƵ Headquarters today, he arrived yesterday afternoon from Sharm El-Sheikh, Egypt, where he was participating in COP27.<\/p>\n<p>As he was leaving, the President said there is a lot to be done but he has good reason to be optimistic. He sees the light at the end of the tunnel.<\/p>\n<p>The President was at COP27 to highlight to urgent need to integrate water with climate issues.<\/p>\n<p>Particularly on solutions to keep the Glasgow promises.<\/p>\n<p>Among these solutions is the creation of a water management information system.<\/p>\n<p>This is one of the game changers that came out of the October 24 and 25 preparatory meetings for the Ä¢¹½ÊÓƵ 2023 Water Conference. This is a topic that the President raised in his meetings.<\/p>\n<p>As you this, this COP, was the first in the history of COPs to include water as part of agenda.<\/p>\n<p>The President took part in the Water Day while in Egypt.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>US-CHINA RESTARTING CLIMATE NEGOTIATIONS \u00a0<\/strong><\/p>\n<p>The President\u2019s visit coincided with the announcement that the United States and China were resuming climate negotiations.<\/p>\n<p>The President personally conveyed that he was glad this cooperation would be carried on, during his meeting with the Chinese Climate Envoy and Chief Negotiator Xie Zhenhua.<\/p>\n<p>The President also met with the US Climate Envoy, John Kerry. Among other bilaterlas.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>QUESTIONS <\/strong><\/p>\n<p>The Spokesperson was asked when the resolution on Iran, just adopted in the Third Committee, would be put for action in the General Assembly.
