Developed Countries (LDC5) in Doha, Qatar<\/strong><\/p>\n<p style=\"font-weight: 400;text-align: center\"><strong><span data-ogsc=\"black\" data-ogsb=\"white\">5 March 2023 <\/span><\/strong><\/p>\n<p style=\"font-weight: 400;text-align: center\"><strong><span data-ogsc=\"black\" data-ogsb=\"white\">[As Delivered]<\/span><\/strong><\/p>\n<p style=\"font-weight: 400\" data-ogsb=\"white\"><span data-ogsc=\"black\">Excellencies,\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\" data-ogsb=\"white\"><span data-ogsc=\"black\">Ladies and Gentlemen,<\/span><\/p>\n<p style=\"font-weight: 400\" data-ogsb=\"white\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\" data-ogsb=\"white\"><span data-ogsc=\"black\">I thank the Government and people of Qatar for their generosity to host this fifth Conference on LDCs in Doha.<\/span><\/p>\n<p style=\"font-weight: 400\" data-ogsb=\"white\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\" data-ogsb=\"white\"><span data-ogsc=\"black\">I am grateful to have been invited to speak at the opening of this momentous event.<\/span><\/p>\n<p style=\"font-weight: 400\" data-ogsb=\"white\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">Close to two thousand years ago, the Greek historian Plutarch said: \u201cAn imbalance between rich and poor is the oldest and most fatal ailment of all communities.\u201d<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">It is true of our global community, too.<\/span><\/p>\n<p style=\"font-weight: 400\" data-ogsb=\"white\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\" data-ogsb=\"white\"><span data-ogsc=\"black\">This conference comes at a time when radical action to transform the economies of LDCs has never been more urgent.<\/span><\/p>\n<p style=\"font-weight: 400\" data-ogsb=\"white\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\" data-ogsb=\"white\"><span data-ogsc=\"black\">As we meet today, Least Developed Countries have arrived at a crossroads on the path towards achieving the 2030 Agenda and its targets.<\/span><\/p>\n<p style=\"font-weight: 400\" data-ogsb=\"white\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">It is deeply concerning to see that, according to the latest data, and in spite of all the vast efforts, one in three people in LDCs are living in extreme poverty.<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\" data-ogsb=\"white\"><span data-ogsc=\"black\">Adding fuel to the fire: the lingering long-term effects of the pandemic, a tsunami of debt, exposure to disasters, and deepening inequalities.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">In many LDCs, women, girls, minorities and other groups at risk still face large barriers in education, employment, and healthcare.<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">And a shocking figure: even before the arrival of the pandemic, more than half of LDCs were in active conflict situations.<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">Conflicts that will only be exacerbated by the disastrous impacts of climate change.<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">And by something equally ominous: that, by the end of this decade, the demand for water is expected to exceed supply by 40 per cent.<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">Evidently, much remains to be done by 2030.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\" data-ogsb=\"white\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\" data-ogsb=\"white\"><span data-ogsc=\"black\">However, Excellencies,\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\" data-ogsb=\"white\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\" data-ogsb=\"white\"><span data-ogsc=\"black\">I am confident that we all want to deliver on our promise of achieving the 2030 Agenda and transforming the economies of LDCs.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\" data-ogsb=\"white\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\" data-ogsb=\"white\"><span data-ogsc=\"black\">So, let us take this time to decide on additional international support measures to advance the progress of LDCs.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\" data-ogsb=\"white\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\" data-ogsb=\"white\"><span data-ogsc=\"black\">This will allow us to agree on renewed genuine partnerships between LDCs and development partners.<\/span><\/p>\n<p style=\"font-weight: 400\" data-ogsb=\"white\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\" data-ogsb=\"white\">Partnerships with a view to <\/span><span data-ogsc=\"black\">overcoming structural challenges, eradicating poverty, achieving development goals, and enabling more and more states to graduate from the LDC category.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">For that to happen, it is imperative that countries feel real ownership of the Doha Programme of Action. \u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">A programme of investing in people, of strengthening resilience and building international solidarity.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">Development partners should ensure that promises to assist LDCs to overcome their vulnerabilities are fulfilled.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">It was forty-two years ago that the New Programme of Action was adopted by the international community in Paris \u2013 with the goal of radically changing the socio-economic situation of LDCs.<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">Four decades and many lost opportunities later, we must hold ourselves finally accountable to the pledges we made.<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">Excellencies,\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">As we renew the global commitment to supporting the poorest and most exposed of Member States, we have a profound choice to make.<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">Will we deliver for our constituents? Will we adapt our action to their needs and change the potential most of us are having into joint prosperity?<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"rgb(51, 51, 51)\">Will we finally understand that, as the saying goes, we as a global community are <\/span><span data-ogsc=\"black\">only<\/span><span data-ogsc=\"rgb(51, 51, 51)\"> as strong as our weakest link?<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">If we bolster true partnerships, and harness technology, and innovation \u2013 our goals can still be within reach by 2030.<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">But, to achieve that, all our decisions should be impactful and all our actions transformative.<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">Starting from what the international finance institutions should focus on, to how we measure wealth and sustainable development.<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">From reliance on science in decision-making to mobilize solidarity at all levels.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">From improving the standards of governance to a new understanding of global common goods.<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">This progress will not be easy, but I sincerely hope and see no better option for humanity.<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">My team and I stand ready to assist the LDCs on their historic path.\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">I wish you all the best in your deliberations.<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"black\">I thank you.<\/span><\/p>\n<p style=\"font-weight: 400\"><em>\u00a0<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Csaba\u00a0K\u0151r\u00f6si, President of the 77th session of the General Assembly &#8212;- Opening of 5th Conference on Least Developed Countries (LDC5) in Doha, Qatar 5 March 2023 [As Delivered] Excellencies,\u00a0 Ladies [&hellip;]<\/p>\n","protected":false},"author":361,"featured_media":0,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_et_pb_use_builder":"","_et_pb_old_content":"","_et_gb_content_width":"","footnotes":""},"categories":[111],"tags":[534],"class_list":["post-250969","post","type-post","status-publish","format-standard","hentry","category-statements","tag-qatar","et-doesnt-have-format-content","et_post_format-et-post-format-standard"],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v28.3 -
