{"id":251634,"date":"2023-03-21T12:28:14","date_gmt":"2023-03-21T16:28:14","guid":{"rendered":"https:\/\/www.un.org\/pga\/77\/?p=251634"},"modified":"2023-03-21T12:28:14","modified_gmt":"2023-03-21T16:28:14","slug":"noon-briefing-highlights-21-march-2023","status":"publish","type":"post","link":"https:\/\/www.un.org\/pga\/77\/2023\/03\/21\/noon-briefing-highlights-21-march-2023\/","title":{"rendered":"Noon Briefing Highlights &#8211; 21 March 2023"},"content":{"rendered":"<p style=\"text-align: center\"><strong>NOON BRIEFING HIGHLIGHTS<\/strong><\/p>\n<p style=\"text-align: center\"><strong>Spokesperson for General Assembly President Csaba K\u0151r\u00f6si<br \/>\nUnited Nations Headquarters, New York<\/strong><\/p>\n<p style=\"text-align: center\"><strong>Tuesday, 21 March 2023<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>It\u2019s a packed briefing, so I will start early.\u00a0I will be immediately followed by guest, Carmen Burbano, the World Food Programme\u2019s (WFP) Director of School Feeding, will brief reporters virtually on the launch of WFP\u2019s State of School Feeding Report.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>RACIAL DISCRIMINATION<\/strong><\/p>\n<p>Happening this hour\u2026<\/p>\n<p>President Csaba K\u0151r\u00f6si is taking part in a commemorative meeting of the General Assembly to mark the International Day for the Elimination of Racial Discrimination.<\/p>\n<p>In his remarks opening the commemoration, President K\u0151r\u00f6si likened racism to a virus that mutates and adapts itself to different times and contexts. Quote \u201cit is said that \u2018racism is like a Cadillac, there is a new model every year\u2019. In fact, its manifestations and symptoms may change, but the breadth of its harm remains intact. \u201c<\/p>\n<p>The President also spoke about the link between racism and hate speech\u2026 with old falsehoods taking on new forms through modern technologies, including online algorithms that perpetuate racial stereotypes and biases. He noted that left unregulated, social media can supercharge campaigns of extreme violence that can go as far as fomenting genocide.<\/p>\n<p>The President noted that millions of Africans and people of African descent; Asians and people of Asian descent; indigenous peoples; national, ethnic, and linguistic minorities; religious communities; and migrants continue to be subjected to racism, racial discrimination, xenophobia, inequality, and exclusion in various areas of their lives.<\/p>\n<p>While in 1945, the international community vowed \u201cnever again\u201d and pledged to deliver on the promise that \u201call are equal before the law and are entitled without any discrimination to equal protection of the law\u201d\u2026. Today, we commemorate that vow and that promise, the President said. For example, the Early Warnings for All initiative \u2013 launched by the Ä¢¹½ÊÓƵ Secretary-General and led by WMO \u2013 which aims to ensure that everyone is protected by systems that warn about hazardous weather events.<\/p>\n<p>Second, the President will say that climate smart water management can bolster societal resilience and multilateral cooperation. This can be done through a global water information system, for example \u2013 one of the game changers of the October consultation held ahead of the Ä¢¹½ÊÓƵ Water Conference.<\/p>\n<p>Third, the President will note that climate smart-water and land management is essential for lowering greenhouse gas emissions and capturing carbon.<\/p>\n<p>And fourth, climate smart water management can help us rethink \u2013 and strengthen \u2013 our policy frameworks for biodiversity.<\/p>\n<p>The full remarks will be shared with you.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>WATER EXHIBIT<\/strong><\/p>\n<p>This afternoon, President K\u0151r\u00f6si will participate in an exhibit inauguration entitled &#8220;Road to World Water Forum 2024\u201d organized by Indonesia\u2026 who will host the 10<sup>th<\/sup> World Water Forum next year.<\/p>\n<p>The President will make short remarks.<\/p>\n<p>He is expected to note the 12<sup>th<\/sup> century-old Subak irrigation system in the host province of Bali as a great example of water management.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>BILATERALS<\/strong><\/p>\n<p>The President has a number of bilaterals today, all in the context of the Ä¢¹½ÊÓƵ Water Conference which starts tomorrow at 9AM ET in the GA Hall.<\/p>\n<p>Those meetings are with:<\/p>\n<p>Dr. Hani Sewelam, Minister of Water Resources and Irrigation Egypt<\/p>\n<p>Chinese Minister of Water Resources Mr. Li Guoying<\/p>\n<p>Basuki Hadimuljono, Minister of Public Housing and Public Infrastructure of the Republic of Indonesia<\/p>\n<p>And then tonight, the President will have a working dinner to discuss transformative commitments from the Conference\u2026 with the co-hosts, King Willem-Alexander of the Netherlands and Emomali Rahmon, President of the Republic of Tajikistan.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>Ä¢¹½ÊÓƵ WATER CONFERENCE REMARKS<\/strong><\/p>\n<p>President K\u0151r\u00f6si will address the opening of the Ä¢¹½ÊÓƵ Water Conference.<\/p>\n<p>He will outline the challenges of the water crisis and the solutions. He will also call for water as a global common good, and urge the international community to adjust policy, legislation an financing accordingly.<\/p>\n<p>I will put out those remarks under embargo this afternoon. They will be in English, Arabic, French and Russian.<\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p><strong>QUESTIONS<\/strong><\/p>\n<p>The Spokesperson was asked to confirm if 29 March will be date for action on the ICJ\/Vanuatu resolution. The Spokesperson repeated that yes, the General Assembly is expected to take action on 29 March at 10AM ET on a draft resolution related to the International Court of Justice and climate change.
