Csaba\u00a0K\u0151r\u00f6si<\/em>,<\/i>\u00a0President of the 77th<\/sup>\u00a0session of the General Assembly<\/b><\/b><\/p>\n —-<\/b><\/b><\/p>\n Closing of the 2023 Ä¢¹½ÊÓƵ Water Conference<\/b><\/p>\n 24 March 2023<\/b><\/b><\/p>\n [As delivered]<\/b><\/b><\/p>\n [Ramadan greetings].<\/p>\n Your Excellency President Emomali Rahmon,<\/p>\n Your Excellency Prime Minister Evelyn Wever-Croes,<\/p>\n Secretary-General,<\/p>\n Water friends,<\/p>\n It took us almost two generations to stop neglecting our most precious resource.<\/p>\n In those 47 years, we could have walked back and forth between New York and Mar del Plata eight times.<\/p>\n But what matters is that we are here. In New York, at the watershed Moment for water, our planet and people.<\/p>\n Your Excellency President Emomali Rahmon, Your Excellency Prime Minister Evelyn Wever-Croes, thank you and the excellent teams of Tajikistan and the Netherlands for guiding us to this historic Moment.<\/p>\n Ovid, 68 generations ago, said: everything changes, nothing perishes.<\/p>\n He could not have found better words to remind us that the global water cycle is a common good.<\/p>\n The ever changing, never stopping cycle that unites us all and transcends cultures, borders and jurisdiction.<\/p>\n Yesterday and today, you have laid the foundations to acknowledge that future generations can value water and benefit from its bounty.<\/p>\n You amazed me over the past three days.<\/p>\n I am inspired by the determination that unites us all in the quest to stop wasting water.<\/p>\n To support sustainable development and human well-being instead.<\/p>\n I commend all of you who reaffirmed that the hydrological cycle that links us all through space and time is finally considered as a global common good.<\/p>\n And, consequently, we all have our share of responsibility for it.<\/p>\n I am amazed by the ambition and solidarity you show in devising a water-secure future for all.<\/p>\n Moving away from irresponsibly squeezing out ever more water from our aquifers, lakes and rivers.\u00a0<\/p>\n Moving away from trying to quench the thirst of our economies and our ecosystems at unbearable costs and with catastrophic impact.<\/p>\n Towards an inspiring, cooperative, transboundary, transformative Water Action Agenda for sustainable development and resilience.\u00a0<\/p>\n An Agenda for which you have pledged more than 300 billion US dollars at this conference, with the potential of unlocking at least one trillion dollars of socioeconomic and ecosystem gains.\u00a0<\/p>\n The outcome of this conference is not a legally binding document, but it still turns the page of history.<\/p>\n You have reconfirmed the promise to implement the human right to water and sanitation for all.<\/p>\n That also means reaching the millions who are not even aware that we are meeting here today.<\/p>\n We heard the voice of science.<\/p>\n Sobering but solution oriented.<\/p>\n We will keep our ears and minds open to scientific evidence as we move forward to realize the transformation discussed at the Ä¢¹½ÊÓƵ 2023 Water Conference.<\/p>\n Civil society and the private sector are at the heart of this transformation.<\/p>\n They are here, in New York, at this Moment. They are key to our success and must be part of more inclusive partnerships and solutions.<\/p>\n Today, we hold the pieces of a water-secure and more peaceful world in our hands.<\/p>\n What does it take to put them together?<\/p>\n We need to live up to our commitments in the Water Action Agenda.<\/p>\n And we need transformative and determined action.<\/p>\n Game changers.<\/p>\n The Secretary-General has just highlighted key gamechangers in his address.<\/p>\n Let me highlight and summarize again what has been prominently visible throughout the last days. We can live up to the promise of sustainable water future by implementing:<\/p>\n 1. Integrated water and climate policy at national and global levels by 2030.<\/p>\n 2. The Global Water Information System to support water, climate and land management for socioeconomic resilience, ecological sustainability and social inclusion.<\/p>\n 3. Early Warnings for All to help people safeguard their lives and property.<\/p>\n 4. Overcoming the deadly dependence on ever rising water consumption for providing nutrition and power.<\/p>\n 5. Re-defined financial principles to make our economies water, climate, land, ecosystem smart and people centric. In other words: we will develop the new economics of water for a sustainable world.<\/p>\n 6. The Global Water Education Network to build capacity of institutions and people, especially to support developing countries.<\/p>\n 7. Inclusive, comprehensive transboundary agreements on the basis of the Ä¢¹½ÊÓƵECE Water Convention to support countries of all continents.<\/p>\n 8. You called upon the Secretary-General to create the institutional architecture for the support of transformation \u2013 a board of Ä¢¹½ÊÓƵ agencies and member states, under his leadership, managed by a Ä¢¹½ÊÓƵ envoy for water, supported by the reformed Ä¢¹½ÊÓƵ Water and an independent scientific and practice panel.<\/p>\n 9. You have indicated the necessity for an intergovernmental meeting in 2025 to evaluate the implementation of the above undertakings and the national and stakeholders\u2019 commitment.<\/p>\n I am ready to start working with you on all the above transformative actions.<\/p>\n Together, we can launch the transformation for a water-secure world, and these gamechangers can take us there.<\/p>\n If we roll up our sleeves now, these transformative efforts will greatly support the success of the Sustainable Development Summit and the Summit of the Future.<\/p>\n Secretary-General, your leadership and the determination of your teams will advance the vision of this Conference.<\/p>\n President Rahmon, Prime Minister Wever-Croes, your guidance has led us to this Moment.<\/p>\n Government representatives, thank you for your dedicated work.<\/p>\n Can I count on you to start this new chapter of transformation, and go forward with determination, together, leaving no one behind?<\/p>\n Excellencies, I hold the start button here in my hand. We have to tell the world why and how the second half of the SDG implementation period will be more impactful and our pledges more credible.\r\n\r\nWe may think of what has been missing from the current implementation and reporting. If you wish, where are the Gamechangers \u2013 that will make our commitments more credible.\r\n\r\nI have in mind key building blocks such as \u201cBeyond GDP\u201d or the creation of the scientific evaluation system of the SDGs\u2019 implementation.\r\n\r\n\u201cBeyond GDP\u201d to measure the real transformation for which we had no real tool until now and Scientific Validation System\u00a0to make the data comparable and validate the aggregated impacts.\r\n\r\nI am very much encouraged by the positive feedback from Member States and various stakeholders on these proposals.\r\n\r\nLikewise, it will be useful and helpful to take into consideration the discussions and commitments that emanated or will, hopefully, emanate from several processes, such as the Transforming Education Summit, COP27, COP 15, the LDC5 Conference, the Ä¢¹½ÊÓƵ Water Conference, the Sendai Framework Mid-Term Review, the HLPF, and FfD.\r\n\r\nI am sure that the Ä¢¹½ÊÓƵ Water Conference as well as other upcoming meetings and ongoing processes will result in game-changers that can also find their place in the political declaration of the SDG Summit.\r\n\r\nThe SDG Summit will constitute the mid-point review of the implementation of the 17 Goals.\r\n\r\nMy vision for the SDG Summit is one of a meeting that serves to produce a quality change in our efforts to accelerate implementation at all levels.\r\n\r\nA quantum leap, if you wish.\r\n\r\nAn outcome to turbocharge implementation.\r\n\r\nFor that to happen, we need to go beyond repeating well-known affirmations, set out bold steps and demonstrate leadership at this critical time.\r\n\r\nThe outcome will provide guidance to many international platforms. organisations, including development, banks.\r\n\r\nLadies and gentlemen,\r\n\r\nThe stakes are huge. The real transformation is at stake.\r\n\r\nNot necessarily the relocation of some existing resources, not only, but to recalibrate the system of priorities and use the cooperation channels, national plans and resources accordingly.\r\n\r\nBefore the summit, we have to raise the level of transparency and honesty to review the lessons learnt from the past VNRs and look at where we can unlock new commitments, find new tools, and adopt innovative policies based on scientific inputs.\r\n\r\nI am greatly encouraged by the briefing of the Independent Group of Scientists on GSDR that took place on 7 February as a part of the first GA informal plenary briefing on \u201cScience-based Evidence in Support of the Sustainable Solutions\u201d.\r\n\r\nThe briefing from the IGS gave us a bedrock of scientific knowledge, a basis for unfolding this crucial negotiation process \u2013 and I would very much like to continue in this spirit.\r\n\r\nThat is why the second scientific informal plenary briefing will focus on \u201cBeyond GDP\u201d, \u201cFood Security and Sustainability Transformation\u201d and \u201cA Scientific Support System for the Ä¢¹½ÊÓƵ\u201d.\r\n\r\nIt will take place on 12 April at 10am in the Trusteeship Council Chamber.\r\n\r\nI invite you all to join us there.\r\n\r\nAs part of my commitment to hear from the civil society and motivate them to bring their contributions to the SDG Summit, I will convene my second Town Hall meeting with CSOs on 20 April at 10am.\r\n\r\nThe focus of this townhall will be on the need for accelerated progress towards the achievement of the SDGs by 2030.\r\n\r\nLet me thank the co-facilitators for kindly agreeing to participate in this Town Hall meeting.\r\n\r\nDear Friends,\r\n\r\nI wish you a fruitful discussion today and count on your support to ensure that we have a truly ambitious outcome.\r\n\r\nAn outcome that really helps us jointly transform the world.\r\n\r\nI thank you.\r\n\r\n\u00a0","_et_gb_content_width":"","footnotes":""},"categories":[111],"tags":[575,561,562],"class_list":["post-251724","post","type-post","status-publish","format-standard","hentry","category-statements","tag-ceo-roundtable-discussion-on-a-gender-equal-future-of-work-in-the-digital-age","tag-commission-on-the-status-of-women","tag-csw","et-doesnt-have-format-content","et_post_format-et-post-format-standard"],"yoast_head":"\n
