A gamechanger.<\/p>\n<p class=\"x_MsoNoSpacing\">This new agenda item opened the door for a new form of collaboration and accountability.<\/p>\n<p class=\"x_MsoNoSpacing\">It plays a pivotal role in bringing two key organs of our institution \u2013 the General Assembly and the Security Council \u2013 closer together.<\/p>\n<p class=\"x_MsoNoSpacing\">These organs were designed to be complementary.<\/p>\n<p class=\"x_MsoNoSpacing\">I commend the membership for taking a step further in this direction with today\u2019s first ever formal debate on the use of the veto.<\/p>\n<p class=\"x_MsoNoSpacing\">This is a unique opportunity to, rather than sow division, seek unity.<\/p>\n<p class=\"x_MsoNoSpacing\">The General Assembly and the Security Council have separate mandates. But we must share the same goal.<\/p>\n<p class=\"x_MsoNoSpacing\">This goal is of a future free from the scourge of war, in a world nurtured by genuinely United Nations.<\/p>\n<p class=\"x_MsoNoSpacing\">To the outside world we are One Ä¢¹½ÊÓƵ.<\/p>\n<p class=\"x_MsoNoSpacing\">One Ä¢¹½ÊÓƵ that must deliver on the promise to ensure global peace and security.<\/p>\n<p class=\"x_MsoNoSpacing\">Today\u2019s debate is an unprecedented opportunity to discuss how our new tool can make this ideal a reality, for all.<\/p>\n<p class=\"x_MsoNoSpacing\">We do not meet to discuss Security Council reform. Nor to pit Ä¢¹½ÊÓƵ bodies against each other.<\/p>\n<p class=\"x_MsoNoSpacing\">We are here to figure out the best ways to exploit this new instrument in our big Ä¢¹½ÊÓƵ toolbox.<\/p>\n<p class=\"x_MsoNoSpacing\">Do you want it just to replicate divisions at the Security Council?<\/p>\n<p class=\"x_MsoNoSpacing\">Or do you want a General Assembly that complements the work of the Council, being more active on specific issues and situations, as it has done in the past?<\/p>\n<p class=\"x_MsoNoSpacing\">Do you want the General Assembly to take decisions, consider concrete recommendations and send these back to the Council?<\/p>\n<p class=\"x_MsoNoSpacing\">Which direction do you think we should go?<\/p>\n<p class=\"x_MsoNoSpacing\">There is no wrong answer, only new ideas.<\/p>\n<p class=\"x_MsoNoSpacing\">And I do genuinely encourage you to use this debate creatively and constructively.<\/p>\n<p class=\"x_MsoNoSpacing\">Ask tough questions.<\/p>\n<p class=\"x_MsoNoSpacing\">Seek game-changing solutions.<\/p>\n<p class=\"x_MsoNoSpacing\">Dare to be bold.<\/p>\n<p class=\"x_MsoNoSpacing\">Dare to bring about change for a more efficient and impact-oriented Ä¢¹½ÊÓƵ.<\/p>\n<p class=\"x_MsoNoSpacing\">The issue of the use of the veto affects the whole Ä¢¹½ÊÓƵ.<\/p>\n<p class=\"x_MsoNoSpacing\">And the decisions taken in these halls \u2013 or the lack of decisions \u2013 reverberate world-wide.<\/p>\n<p class=\"x_MsoNoSpacing\">Vetoes should always remain the very last resort.<\/p>\n<p class=\"x_MsoNoSpacing\">It is my hope that Council members can come together, and work for viable solutions.<\/p>\n<p class=\"x_MsoNoSpacing\">To go beyond their immediate interests.<\/p>\n<p class=\"x_MsoNoSpacing\">To act responsibly for the sake of peace across the world.<\/p>\n<p class=\"x_MsoNoSpacing\">That way we will never have to fall back on the veto resolution.<\/p>\n<p class=\"x_MsoNoSpacing\">Because, in my view, it is like an oxygen mask in an airplane: good to have, but best never to be used.<\/p>\n<p class=\"x_MsoNoSpacing\">Ladies and Gentlemen,<\/p>\n<p class=\"x_MsoNoSpacing\">Just as the Security Council sends its special report to our Assembly when a veto is cast, I intend to send the verbatim records of today\u2019s debate, as well as all future debates on this item, back to the Council President.<\/p>\n<p class=\"x_MsoNoSpacing\">With this in mind, I ask you to be as solution-oriented, and concrete, as possible.<\/p>\n<p class=\"x_MsoNoSpacing\">Today\u2019s exchange of views cannot be just a pro forma event, or a mere administrative procedure.<\/p>\n<p class=\"x_MsoNoSpacing\">This is an opportunity to chart new avenues for multilateralism and cooperation.<\/p>\n<p class=\"x_MsoNoSpacing\">An opportunity to rebuild trust both within our institution and in it.<\/p>\n<p class=\"x_MsoNoSpacing\">An opportunity to do better for the 8 billion who count on us.<\/p>\n<p class=\"x_MsoNoSpacing\">Let me close my statement with wise words by the same man, Dag Hammarskj\u00f6ld: \u201cIt is by playing safe that we create a world of utmost insecurity\u201d.<\/p>\n<p class=\"x_MsoNoSpacing\">And we are here to create a world where people can thrive in peace and security.<\/p>\n<p class=\"x_MsoNoSpacing\">I wish you all a very fruitful discussion today.<\/p>\n<p class=\"x_MsoNoSpacing\">I thank you.<\/p>\n<p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][\/et_pb_section]<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Csaba\u00a0K\u0151r\u00f6si,\u00a0President of the 77th\u00a0session of the General Assembly &#8212;- General Assembly first formal debate on the Use of the Veto 26 April 2023 (As Delivered) \u00a0 Excellencies, Ladies and Gentlemen, [&hellip;]<\/p>\n","protected":false},"author":361,"featured_media":0,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_et_pb_use_builder":"on","_et_pb_old_content":"Csaba K\u0151r\u00f6si, President of the 77th session of the General Assembly\r\n\r\n----\r\n\r\nMessage on the 75th anniversary of the World Health Organization (WHO)\r\n\r\n7 April 2023\r\n\r\n \r\n\r\nOn this World Health Day, I congratulate WHO on its 75th anniversary.\r\n\r\n \r\n\r\nOver the course of its history, WHO has contributed to landmark achievements in public health, including the eradication of smallpox, the near eradication of polio and the expansion of childhood immunization, saving millions of lives.\r\n\r\n \r\n\r\nMore recently, WHO has played a key role in the global response to the COVID-19 pandemic and helped galvanise the most complex vaccination campaign in history.
