Let us use it to build something great.<\/p>\n<p class=\"x_MsoNormal\">Ladies and Gentlemen,<\/p>\n<p class=\"x_MsoNormal\">The General Assembly and the Security Council are complementary bodies.<\/p>\n<p class=\"x_MsoNormal\">They may have different mandates, but they share one same fundamental goal.<\/p>\n<p class=\"x_MsoNormal\">Since the establishment of the United Nations 77 years ago, that goal has always been, \u201cto save succeeding generations from the scourge of war\u201d.<\/p>\n<p class=\"x_MsoNormal\">But the two bodies have different roots that are also part of reality. The Security Council\u2019s work is dominated by geopolitical approaches over other considerations.<\/p>\n<p class=\"x_MsoNormal\">The geopolitical approach is familiar to the General Assembly, but due to its very broad agenda and membership, it is accustomed to seeking integrated solutions \u2013 despite geopolitical divide.<\/p>\n<p class=\"x_MsoNormal\">However, we need to be on the same page about how to achieve the shared goals and fulfil mandates.\u00a0<\/p>\n<p class=\"x_MsoNormal\">The cascading and interlocking crises thundering down on us have led us to a crossroads.<\/p>\n<p class=\"x_MsoNormal\">Our eight billion constituents are at this crossroads, with us.<\/p>\n<p class=\"x_MsoNormal\">They look to the Ä¢¹½ÊÓƵ and expect us to act, to find solutions together.<\/p>\n<p class=\"x_MsoNormal\">They do not see the Ä¢¹½ÊÓƵ as composed of siloed-off entities.<\/p>\n<p class=\"x_MsoNormal\">They see the Ä¢¹½ÊÓƵ as a whole. As it should be.<\/p>\n<p class=\"x_MsoNormal\">Throughout my term, I have often called for greater collaboration across the Ä¢¹½ÊÓƵ\u2019s main organs.<\/p>\n<p class=\"x_MsoNormal\">When it comes to the General Assembly and the Security Council, it is already happening in many ways:<\/p>\n<p class=\"x_MsoNormal\">I greatly value the monthly meetings with the rotating Council Presidents.<\/p>\n<p class=\"x_MsoNormal\">I was pleased to convene the first formal debate of the General Assembly on the use of the veto, and I stand ready to implement the veto initiative in a timely manner, whenever needed.<\/p>\n<p class=\"x_MsoNormal\">The Emergency Special Session has been reconvened three times throughout this session.<\/p>\n<p class=\"x_MsoNormal\">It has been a convincing demonstration of the Member States\u2019 desire for the GA to act when the Council is prevented from doing so.<\/p>\n<p class=\"x_MsoNormal\">And there are other avenues of cooperation.<\/p>\n<p class=\"x_MsoNormal\">One such opportunity is the consideration by the General Assembly of the Council\u2019s annual report, mandated by the Ä¢¹½ÊÓƵ Charter.<\/p>\n<p class=\"x_MsoNormal\">I will convene a plenary meeting of the GA to consider the report on the 30<sup>th<\/sup>\u00a0of June. Let us not forget the purpose of this obligation: the Security Council is to give account to the General Assembly on how it fulfilled its mandate.<\/p>\n<p class=\"x_MsoNormal\">This will be an opportunity for Council members to involve the broader membership in their activities:<\/p>\n<ul type=\"disc\">\n<li class=\"x_MsoListParagraphCxSpFirst\"><span lang=\"EN-GB\">to meaningfully engage the GA, which elects the majority of Council members,<\/span><\/li>\n<li class=\"x_MsoListParagraphCxSpMiddle\"><span lang=\"EN-GB\">to hear the views and suggestions of the Ä¢¹½ÊÓƵ membership and ultimately<\/span><\/li>\n<li class=\"x_MsoListParagraphCxSpLast\"><span lang=\"EN-GB\">to strengthen the relationship between the two bodies to deliver as one.<\/span><\/li>\n<\/ul>\n<p class=\"x_MsoNormal\">Friends,<\/p>\n<p class=\"x_MsoNormal\">Consolidated cooperation across our institution serves one ultimate purpose: to peacefully settle and resolve conflicts and jointly address our common challenges and to aim for transformation.<\/p>\n<p class=\"x_MsoNormal\">The implications of this workshop are intertwined with ongoing processes at the General Assembly, such as its revitalization or the Intergovernmental Negotiations on Security Council Reform.<\/p>\n<p class=\"x_MsoNormal\">Therefore, I encourage you to actively participate across all tracks of your discussions today.<\/p>\n<p class=\"x_MsoNormal\">I dare you to be bold.<\/p>\n<p class=\"x_MsoNormal\">To ask difficult questions.<\/p>\n<p class=\"x_MsoNormal\">To seek creative solutions.<\/p>\n<p class=\"x_MsoNormal\">Let me get the ball rolling:<\/p>\n<p class=\"x_MsoNormal\">Where do you want to take the relationship between the Security Council and the General Assembly?<\/p>\n<p class=\"x_MsoNormal\">Do you want a GA that is more active in peace and security affairs?<\/p>\n<p class=\"x_MsoNormal\">Do you want a Council with greater accountability?<\/p>\n<p class=\"x_MsoNormal\">Which suggestions would you like to carry forward from last month\u2019s debate on the veto initiative?<\/p>\n<p class=\"x_MsoNormal\">Dear colleagues,<\/p>\n<p class=\"x_MsoNormal\">Let me conclude with some wise words by Abraham Lincoln: \u201cIf I had six hours to cut down a tree, I would spend four hours sharpening the axe\u201d.<\/p>\n<p class=\"x_MsoNormal\">Let us keep this in mind today.
