Ä¢¹½ÊÓƵ Special Rapporteur, <\/span><\/span>my frie<\/span><\/span>n<\/span><\/span>d, <\/span><\/span>Fernand de Varennes,<\/span><\/span><\/p>\n

Excellencies, Ladies and Gentlemen<\/span><\/span>,<\/span><\/span><\/p>\n

It is <\/span><\/span>a great pleasure, thank you very much indeed<\/span><\/span>,<\/span><\/span> for <\/span><\/span>bringing us together and <\/span><\/span>providing the opportunity for me to share some notions<\/span><\/span> and ideas with you.<\/span><\/span><\/p>\n

I prepared<\/span><\/span> remarks and <\/span><\/span>I will share<\/span><\/span> them<\/span><\/span> with you.<\/span><\/span><\/p>\n

But <\/span><\/span>I cannot help but reflecting immediately on what<\/span><\/span> the Ambassador of <\/span><\/span>North<\/span><\/span> Macedonia has just said<\/span><\/span>,<\/span><\/span> on one particular point<\/span><\/span>.<\/span><\/span><\/p>\n

A<\/span><\/span>nd <\/span><\/span>I agree with what he <\/span><\/span>has just told us<\/span><\/span>.<\/span><\/span><\/p>\n

W<\/span><\/span>hen he was as<\/span><\/span>k<\/span><\/span>ing the question, what is the nature of the conflict we are witnessing in <\/span><\/span>Europe, in the <\/span><\/span>OSCE \u2013 <\/span><\/span>but <\/span><\/span>basically <\/span><\/span>in the broader context as well<\/span><\/span> \u2013and <\/span><\/span>he <\/span><\/span>identified it <\/span><\/span>as <\/span><\/span>a <\/span><\/span>conflict of <\/span><\/span>identities<\/span><\/span>, c<\/span><\/span>ould I broaden a little bi<\/span><\/span>t<\/span><\/span> the picture.<\/span><\/span><\/p>\n

We are wi<\/span><\/span>t<\/span><\/span>nessing an increased pressure of many societies<\/span><\/span> in the world<\/span><\/span>, including <\/span><\/span>the ones <\/span><\/span>in <\/span><\/span>Europe, <\/span><\/span>in <\/span><\/span>the OSCE region. <\/span><\/span><\/p>\n

And if <\/span><\/span>we try to understand how that press<\/span><\/span>ure<\/span><\/span> is building up<\/span><\/span> \u2013 <\/span><\/span>and what are the main elements, main factors of that pressure<\/span><\/span> \u2013 then <\/span><\/span>we <\/span><\/span>very <\/span><\/span>easily <\/span><\/span>can i<\/span><\/span>d<\/span><\/span>entify<\/span><\/span> that we are facing the most complex, interlocking crises in the last 70 years.<\/span><\/span><\/p>\n

And t<\/span><\/span>h<\/span><\/span>e<\/span><\/span> very complex nature <\/span><\/span>of the crises <\/span><\/span>resulted in the prototype of the <\/span><\/span>Anthropocene<\/span><\/span>-era crisis.<\/span><\/span><\/p>\n

It has never happened<\/span><\/span> to humanity. <\/span><\/span><\/p>\n

Probably it is not time now<\/span><\/span>,<\/span><\/span> here<\/span><\/span>,<\/span><\/span> to analyse<\/span><\/span>,<\/span><\/span> but the <\/span><\/span>manifestation of the crises that is putting our societies under pressure deserves very<\/span><\/span> good attention<\/span><\/span>.<\/span><\/span><\/p>\n

B<\/span><\/span>ecause <\/span><\/span>if we do not un<\/span><\/span>d<\/span><\/span>e<\/span><\/span>r<\/span><\/span>stand the <\/span><\/span>complex <\/span><\/span>nature of the crisis, <\/span><\/span>then <\/span><\/span>we will be doomed to repeat<\/span><\/span> many of the conflicts and many of the consequences of the conflicts.<\/span><\/span><\/p>\n

It is taking a toll on human rights<\/span><\/span>. I<\/span><\/span>t is taking a toll on minorities<\/span><\/span> as well<\/span><\/span>.<\/span><\/span><\/p>\n

So, it is i<\/span><\/span>n these trying times that the importance of preventive diplomacy<\/span><\/span> that we just heard from <\/span><\/span>the <\/span><\/span>Ambassador<\/span><\/span> becomes more apparent than ever.<\/span><\/span><\/p>\n

By effectively addressing conflicts before they <\/span><\/span>escalate, we can safeguard peace and foster the sustainable transformation of our societies<\/span><\/span>.<\/span><\/span><\/p>\n

B<\/span><\/span>ecause<\/span><\/span> without <\/span><\/span>transformation <\/span><\/span>of our societies, we are not going to be able to create those <\/span><\/span>conditions that will have much better <\/span><\/span>[inaudible]<\/span><\/span> for safeguarding against these crises.<\/span><\/span><\/p>\n

Last September, I had the privilege to convene the High-Level Meeting of the General Assembly on the 30th anniversary of the Declaration on the Rights of Minorities. <\/span><\/span><\/p>\n

During that landmark event<\/span><\/span> \u2013 and <\/span><\/span>many<\/span><\/span>, many <\/span><\/span>thanks to my friend <\/span><\/span>Fernand<\/span><\/span> de Varennes<\/span><\/span> for preparing it \u2013<\/span><\/span> Member States highlighted <\/span><\/span>the <\/span><\/span>disturbing trends and set forth priorities for the future. <\/span><\/span><\/p>\n

Many inspiring measures were shared, such as quotas for minorities in national parliaments, zero tolerance policies against incitement to hatred, and ensuring access to quality education in minority languages. <\/span><\/span><\/p>\n

It <\/span><\/span>was <\/span><\/span>also <\/span><\/span>shared <\/span><\/span>that in the last <\/span><\/span>30 years, <\/span><\/span>we <\/span><\/span>have been<\/span><\/span> off track of the implementation of the commitments ensuring minority rights. <\/span><\/span><\/p>\n

To strengthen the stability of our societies, shortfalls must be urgently addressed. <\/span><\/span><\/p>\n

B<\/span><\/span>u<\/span><\/span>t I would like to draw your att<\/span><\/span>ention<\/span><\/span> to another point. <\/span><\/span><\/p>\n

And i<\/span><\/span>t goes back to the <\/span><\/span>conflicts that the Ambassador mentioned, <\/span><\/span>including the largest war we now have on <\/span><\/span>E<\/span><\/span>arth.<\/span><\/span><\/p>\n

It was stated in <\/span><\/span>the <\/span><\/span>September<\/span><\/span> discussions <\/span><\/span>that <\/span><\/span>it must be clear that di<\/span><\/span>sputes over the fair and transparent implementation of commitments cannot be used as<\/span><\/span> a<\/span><\/span> pretext to launch wars <\/span><\/span>against other<\/span><\/span> countries. <\/span><\/span><\/p>\n

Wars will never broaden trust among parties of dispute.<\/span><\/span><\/p>\n

At the heart of our work lies the conviction that inclusion and integration are indispensable elements for prevention.<\/span><\/span><\/p>\n

Inclusion and integration resonate throughout the 2030 Agenda for Sustainable Development, embodied within SDG 16, serving as a powerful call for the creation of peaceful, just, and<\/span><\/span> inclusive societies.<\/span><\/span><\/p>\n

Regrettably, despite our commitments, violent conflicts <\/span><\/span>still <\/span><\/span>persist. <\/span><\/span><\/p>\n

And if we take into consideration<\/span><\/span> just <\/span><\/span>the armed conflicts, the wars<\/span><\/span> \u2013 w<\/span><\/span>e have 27 wars going on around the world \u2013 most of them have ethnic elements<\/span><\/span>, as well.<\/span><\/span><\/p>\n

People belonging to national, ethnic, religious or linguistic minorities <\/span><\/span>remain particularly vulnerable to the scapegoating, dehumanization, and discrimination that fuel these flames. <\/span><\/span><\/p>\n

Furthermore, women and girls belonging to minorities endure intersecting forms of discrimination, bearing the brunt of violence in conflict.<\/span><\/span><\/p>\n

Max van der Stoel has been quoted already. But let me join in quoting him when he said<\/span><\/span>:<\/span><\/span><\/p>\n

\u201c<\/span><\/span>Collectively, we must do more to act in response to the warning sign<\/span><\/span>s<\/span><\/span>.<\/span><\/span>\u201d<\/span><\/span><\/p>\n

Moving<\/span><\/span> forward, <\/span><\/span>Member States must <\/span><\/span>intensify their commitment to <\/span><\/span>\u201c<\/span><\/span>leave no one behind<\/span><\/span>\u201d<\/span><\/span> by addressing the multiple and intersecting forms of discrimination<\/span><\/span> faced by minorities<\/span><\/span>. <\/span><\/span><\/p>\n

If we don\u2019t do that, the complex crises that are pressuring us<\/span><\/span> will <\/span><\/span>just <\/span><\/span>increase<\/span><\/span> the internal tensions within <\/span><\/span>our <\/span><\/span>societies.<\/span><\/span><\/p>\n

B<\/span><\/span>old action<\/span><\/span> is<\/span><\/span> needed <\/span><\/span>to restore <\/span><\/span>public <\/span><\/span>trust and strengthen the <\/span><\/span>capacity of institutions <\/span><\/span>to <\/span><\/span>secure justice for all.<\/span><\/span><\/p>\n

In this spirit, on 15 June, I will convene a high-level debate titled<\/span><\/span>,<\/span><\/span>“<\/span><\/span>Equal Access to Justice for All: Advancing Reforms for Peaceful, Just, and Inclusive Societies<\/span><\/span>” in collaboration with Ä¢¹½ÊÓƵODC. <\/span><\/span><\/p>\n

Let us seize this opportunity to shape the global agenda and drive transformative change.<\/span><\/span><\/p>\n

Because without transformative changes in<\/span><\/span> all<\/span><\/span> our societies, the outcome will not be significantly<\/span><\/span> different<\/span><\/span>.<\/span><\/span><\/p>\n

As Nobel laureate Nadia Murad so forcefully stated, “<\/span><\/span>We must not only imagine a better future for women, children, and persecuted minorities, we must work consistently to make it happen \u2013 prioritizing humanity, not war.<\/span><\/span>” <\/span><\/span><\/p>\n

The rule of law is not a hollow concept; it is embodied in the voices of individuals<\/span><\/span> and minority communities, <\/span><\/span>the inclusivity of societies, the <\/span><\/span>strength<\/span><\/span> of institutions, and the leadership that exemplifies respect for all. <\/span><\/span><\/p>\n

I <\/span><\/span>very much <\/span><\/span>look forward to hearing your <\/span><\/span>bold <\/span><\/span>ideas and <\/span><\/span>policy recommendations <\/span><\/span>for <\/span><\/span>fostering <\/span><\/span>a more inclusive future. <\/span><\/span><\/p>\n

Because that inclusive future must be part of our transformation.<\/span><\/span><\/p>\n

Transformation \u2013 what we are supposed to commit to <\/span><\/span>during<\/span><\/span> the SDG Summit later in September<\/span><\/span> \u2013 and <\/span><\/span>how credible our <\/span><\/span>commitments could be<\/span><\/span>, how credible our<\/span><\/span> policies built before and after<\/span><\/span> could be<\/span><\/span>, that <\/span><\/span>will determine how much impact we can have on<\/span><\/span> our<\/span><\/span> societies <\/span><\/span><\/p>\n

And <\/span><\/span>the outcome of the transformation will indicate the chances of the <\/span><\/span>current and <\/span><\/span>future generations, including minority communities.<\/span><\/span><\/p>\n
