It is an honour to join you to mark the second International Day for Countering Hate Speech.<\/p>\n
\n
My deep thanks to the Permanent Mission of Morocco and the Office of the SG\u2019s Special Adviser on the Prevention of Genocide for organizing today\u2019s event.<\/p>\n
\n
It would be my wish that we would not have to observe this day.<\/p>\n
\n
It would be my wish that hate speech were a thing of the past.<\/p>\n
\n
Hate speech is an attack on human dignity and one of the most toxic forms of misinformation.<\/p>\n
\n
We must address it because we know that hate speech leads to hate crimes.<\/p>\n
\n
It is not an exaggeration to say that countering hate speech is a key component of atrocity prevention.<\/p>\n
\n
Hate speech is fueled by ignorance and prejudice.<\/p>\n
\n
It is a tool to dehumanize the so-called \u201cother\u201d.<\/p>\n
\n
It pulsates with lethal speed around social media platforms and across our global digital ecosystems, feeding a global rise in violence.<\/p>\n
\n
Sadly, there are companies that are making millions from advertising that is interspersed with online manifestations of hate speech.<\/p>\n
\n
Algorithms can be enablers of sustainable development. But \u2014too often\u2014 they are enablers of misogyny, xenophobia, and racism.<\/p>\n
\n
Add the narrow interests of professional hatemongers, a growing belief in one\u2019s own infallibility, and onward goes the march into disaster.<\/span><\/p>\n\n
Into violence towards minorities.<\/p>\n
\n
Towards those worshipping at synagogues, mosques, temples and churches, or not worshipping at all.<\/p>\n
\n
Towards those who heard the first word from their mothers\u2019 lips not in the language of the majority.\u00a0<\/p>\n
\n
Towards those working to defend human rights or upholding the peaceful transfer of power.<\/p>\n
\n
As new channels reach wider audiences, tech companies are struggling to take action.<\/p>\n
\n
How can we, the international community, step up our response?<\/p>\n
\n
This is a question of responsibilities. Shared responsibilities.<\/p>\n
\n
Marking this International Day encourages us all to do our part \u2013 by identifying hate speech early, confronting it directly, and halting it immediately.<\/p>\n
\n
The Ä¢¹½ÊÓƵ Strategy and Plan of Action on Hate Speech, launched three years ago, offer us a firm step in the right direction.<\/p>\n
\n
They recognize hate speech as a precursor to atrocity crimes, including genocide and crimes against humanity, and call for coordinated action to address the drivers.<\/p>\n
\n
However, I urge Member States to do so with full respect for human rights.<\/p>\n
\n
We must cherish the freedoms of expression, press, religion, and belief that are integral to well-functioning, vibrant societies, without tolerating discrimination under the protections they provide.<\/p>\n
\n
Here, we have to strike the right balance.<\/p>\n
\n
And, to tackle the misperceptions that form the basis of hate speech, we must place education at the core of our efforts.<\/p>\n
\n
To enlighten the public and to fight fatuities, we need help from all stakeholders of goodwill: governments, civil society, the private sector, the media, academia, and faith leaders.<\/p>\n
\n
“There are two ways of exerting one’s strength,\u201d to quote Booker T. Washington: \u201cOne is pushing down, the other is pulling up.”<\/p>\n
\n
As we meet today on \u201cJuneteenth\u201d \u2013 a day that celebrates the end of slavery in the United States in 1865 \u2013 let us pull each other up.<\/p>\n
\n
Let us live up to our shared values of tolerance, acceptance and inclusion.<\/p>\n
\n
Let us work to advance human rights, equally, as history demands.<\/p>\n
\n
