We see\u00a0<\/span>cascading<\/span>\u00a0crises\u00a0on\u00a0our doorstep.\u00a0<\/span>\u00a0<\/span><\/p>\n<\/span><\/p>\n<\/div>\n\n
We see\u00a0trust among Member States\u00a0<\/span>fraying<\/span>.<\/span>\u00a0<\/span><\/p>\n<\/span><\/p>\n<\/div>\n\n
We see\u00a0confidence\u00a0in our multilateral institutions\u00a0<\/span>eroding<\/span>.<\/span>\u00a0<\/span><\/p>\n<\/span><\/p>\n<\/div>\n\n
In this world,\u00a0it is our duty\u00a0to ask:\u00a0what\u00a0can\u00a0we\u00a0do to successfully address\u00a0<\/span>outside\u00a0threats<\/span>?<\/span>\u00a0<\/span><\/p>\n<\/span><\/p>\n<\/div>\n\n
Specifically,\u00a0threats\u00a0from\u00a0<\/span>non-state<\/span>\u00a0actors,\u00a0who\u00a0don\u2019t\u00a0respect international laws and norms,\u00a0and\u00a0don\u2019t\u00a0respond to traditional tools.\u00a0<\/span>\u00a0<\/span><\/p>\n<\/div>\n\n
\u00a0<\/span><\/p>\n<\/div>\n\n
Terrorism presents a\u00a0<\/span>major challenge<\/span>\u00a0to many Member States in\u00a0<\/span>all\u00a0<\/span>regions of the world.\u00a0<\/span>\u00a0<\/span><\/p>\n<\/span><\/p>\n<\/div>\n\n
Today, terrorism\u00a0<\/span>knows no borders<\/span>.<\/span>\u00a0<\/span><\/p>\n<\/span><\/p>\n<\/div>\n\n
And t<\/span>he fight is often against an\u00a0<\/span>invisible<\/span>\u00a0enemy.\u00a0<\/span>\u00a0<\/span><\/p>\n<\/span><\/p>\n<\/div>\n\n
Terrorist\u00a0and extremist\u00a0groups continue to\u00a0<\/span>prey on<\/span>\u00a0underdevelopment,\u00a0inequalities\u00a0and marginalization.\u00a0<\/span>\u00a0<\/span><\/p>\n<\/span><\/p>\n<\/div>\n\n
They\u00a0are\u00a0thriving in\u00a0<\/span>conflict-related\u00a0<\/span>fragility<\/span>.\u00a0<\/span>\u00a0<\/span>\u00a0<\/span><\/p>\n<\/span><\/p>\n<\/div>\n\n
In such circumstances, these groups\u00a0can\u00a0easily\u00a0expand their influence and control.\u00a0<\/span>\u00a0<\/span><\/p>\n<\/span><\/p>\n<\/div>\n\n
The internet provides them\u00a0with\u00a0<\/span>an effective platform<\/span>\u00a0for global recruitment and\u00a0for\u00a0spreading their ideologies\u00a0of violence.<\/span>\u00a0<\/span><\/p>\n<\/div>\n\n
\u00a0<\/span><\/p>\n<\/div>\n\n
Combatting these\u00a0threats\u00a0is\u00a0an urgent\u00a0responsibility of the entire international community.<\/span>\u00a0<\/span><\/p>\n<\/span><\/p>\n<\/div>\n\n
Because they are challenging\u00a0<\/span>the very foundations<\/span>\u00a0of the United Nations Charter we have sworn to uphold.<\/span>\u00a0<\/span><\/p>\n<\/span><\/p>\n<\/div>\n\n
Because whoever their\u00a0<\/span>declared\u00a0targets<\/span>\u00a0are,\u00a0most\u00a0of the\u00a0<\/span>actual\u00a0victims<\/span>\u00a0of their indiscriminate\u00a0<\/span>acts\u00a0<\/span>are\u00a0innocent, peaceful\u00a0people.<\/span>\u00a0<\/span><\/p>\n<\/span><\/p>\n<\/div>\n\n
A multilateral response to the terrorist threat can be the only answer.\u00a0<\/span>\u00a0<\/span><\/p>\n<\/span><\/p>\n<\/div>\n\n
Multilateralism\u00a0<\/span>can<\/span>\u00a0work. But it must work\u00a0<\/span>better<\/span>.\u00a0<\/span>\u00a0<\/span><\/p>\n<\/span><\/p>\n<\/div>\n\n
I call on\u00a0you all to come up together with\u00a0new ideas\u00a0on\u00a0<\/span>how to make that change<\/span>.\u00a0<\/span>\u00a0<\/span><\/p>\n<\/span><\/p>\n<\/div>\n\n
Our collective success requires\u00a0approaches\u00a0which are\u00a0innovative, agile,\u00a0multi-faceted,\u00a0and\u00a0integrated.\u00a0<\/span>\u00a0<\/span><\/p>\n<\/span><\/p>\n<\/div>\n\n
Be\u00a0<\/span>creative<\/span>. Be\u00a0<\/span>inventive<\/span>. Be\u00a0<\/span>original<\/span>.\u00a0\u00a0<\/span>\u00a0<\/span><\/p>\n<\/span><\/p>\n<\/div>\n\n
If we cannot work together, the terrorists will win.<\/span>\u00a0<\/span><\/p>\n<\/span><\/p>\n<\/div>\n\n
