But what exactly does that mean?<\/p>\n<p class=\"x_MsoNormal\">Perhaps it would be helpful to use a practical analogy.<\/p>\n<p class=\"x_MsoNormal\">If we were planning a housing development project, we might want to consider the following:<\/p>\n<ul type=\"disc\">\n<li class=\"x_MsoListParagraphCxSpFirst\"><span lang=\"EN-GB\">What are the gender disparities in the area, and how will the project affect them?<\/span><\/li>\n<li class=\"x_MsoListParagraphCxSpMiddle\"><span lang=\"EN-GB\">What will be the gender ratio of the new jobs created?<\/span><\/li>\n<li class=\"x_MsoListParagraphCxSpMiddle\"><span lang=\"EN-GB\">Is the housing development located near a mass transit system?<\/span><\/li>\n<li class=\"x_MsoListParagraphCxSpMiddle\"><span lang=\"EN-GB\">Will there be adequate street lighting<\/span>?<span lang=\"EN-GB\">\u00a0Will women feel safe, particularly at night?<\/span><\/li>\n<li class=\"x_MsoListParagraphCxSpMiddle\"><span lang=\"EN-GB\">Are we actively engaging women experts to bring their angles into the discussions?<\/span><\/li>\n<li class=\"x_MsoListParagraphCxSpLast\"><span lang=\"EN-GB\">Are women\u2019s experiences duly considered in our decision-making?<\/span><\/li>\n<\/ul>\n<p class=\"x_MsoNormal\">Well \u2013 that is a gender lens.<\/p>\n<p class=\"x_MsoNormal\">Within the international financial system, this means\u00a0gender responsive budgeting, gender financing assessments, and investment frameworks with gender targets.<\/p>\n<p class=\"x_MsoNormal\">And, indeed, in recent years, IFIs have been making strides to better spotlight this long overdue issue.<\/p>\n<p class=\"x_MsoNormal\">The IMF launched its first ever Gender Mainstreaming Strategy and the World Bank is to start a series of discussions on the same topic.<\/p>\n<p class=\"x_MsoNormal\">Taking an approach which recognizes that reducing gender disparities is inseparable from economic growth, stability, and resilience.<\/p>\n<p class=\"x_MsoNormal\">But only a small fraction of development financing is allocated towards advancing gender equality, falling significantly short of what is needed.<\/p>\n<p class=\"x_MsoNormal\">Women continue to be underrepresented at all levels of the IFI \u2013 from depositors to CEOs.<\/p>\n<p class=\"x_MsoNormal\">And they seem to be also underrepresented in the various bodies working on the reform of the IFI.<\/p>\n<p class=\"x_MsoNormal\">Adopting a holistic approach of development \u2013 one that is gender-responsive and gender-proactive \u2013 can have positive impacts for the entire global community.<\/p>\n<p class=\"x_MsoNormal\">In September, the General Assembly will convene a series of crucial meetings to give a boost to the cause of sustainable development.<\/p>\n<p class=\"x_MsoNormal\">They will also have an important role in shaping the discussion on the reform of the international financial architecture, as called for by more and more leaders.<\/p>\n<p class=\"x_MsoNormal\">I share the view of the Secretary-General that today\u2019s cascading crises are compounding shocks on many countries, especially developing ones.\u00a0\u00a0<\/p>\n<p class=\"x_MsoNormal\">We have to leave behind the current global financial system, and not only because it is often short-sighted and crisis-prone, but also because it is mostly unfair.<\/p>\n<p class=\"x_MsoNormal\">Unfair, as it exacerbates inequalities between countries and within societies.<\/p>\n<p class=\"x_MsoNormal\">Indeed,\u00a0one-third of emerging economies and two-thirds of low-income countries are in, or are near, serious debt distress, with a disproportionate impact on the most vulnerable segments of society.<\/p>\n<p class=\"x_MsoNormal\">But the current system is unfair also because it is keeping open financing gaps which are\u00a0<span lang=\"HU\">disadvantageous for women.<\/span><\/p>\n<p class=\"x_MsoNormal\">And it is unfair also because it still fails to ensure an equal role for women in decision-making.\u00a0<\/p>\n<p>We need a financial system that works for all, including women and girls.<\/p>\n<p>And, we need a financial architecture in which decision-makers prioritize investing to support just, inclusive and equitable transitions for societies around the globe. \u00a0<\/p>\n<p class=\"x_MsoNormal\">Now, to achieve that, we must work together to better align the international financial system with the 2030 Agenda.\u00a0\u00a0<\/p>\n<p>I am convinced that addressing gender inequalities is a sine qua non, an essential requirement from a new system of international finances.<\/p>\n<p>And it will also help us to actualize the truth that human rights and sustainable development are mutually reinforcing.<\/p>\n<p class=\"x_MsoNormal\">That they are two sides of the same coin, and that we should use this coin to unlock the transformative potential of humanity.\u00a0<\/p>\n<p class=\"x_MsoNormal\">But this will require political will and practical tools \u2013 and the empowerment of women.<\/p>\n<p class=\"x_MsoNormal\">And I hope this meeting is a significant step in that direction.<\/p>\n<p class=\"x_MsoNormal\">I thank this World Health Day, I congratulate WHO on its 75th anniversary.\r\n\r\n \r\n\r\nOver the course of its history, WHO has contributed to landmark achievements in public health, including the eradication of smallpox, the near eradication of polio and the expansion of childhood immunization, saving millions of lives.\r\n\r\n \r\n\r\nMore recently, WHO has played a key role in the global response to the COVID-19 pandemic and helped galvanise the most complex vaccination campaign in history.
