delivered)<\/b><b><\/b><\/p>\n<p class=\"x_MsoNormal\">Honorable Ministers,<\/p>\n<p class=\"x_MsoNormal\">Excellencies,<\/p>\n<p class=\"x_MsoNormal\">Ladies and Gentlemen,<\/p>\n<p class=\"x_MsoNormal\">We gather today for a \u201cregular and scheduled\u201d debate.<\/p>\n<p class=\"x_MsoNormal\">But this situation is far from regular.<\/p>\n<p class=\"x_MsoNormal\">509 days of war, tens of thousands of deaths, scores of thousands of injured, almost 6 million refugees scattered across Europe, and over 6 million internally displaced people facing uncertainty, \u00a0an uncertain future.<\/p>\n<p class=\"x_MsoNormal\">Is this what it means \u201cto uphold\u201d the Ä¢¹½ÊÓƵ Charter?<\/p>\n<p class=\"x_MsoNormal\">Is this what it means to \u2013 let me quote &#8211; \u201crefrain from the threat or use of force against the territorial integrity or political independence of any state&#8221;?<\/p>\n<p class=\"x_MsoNormal\">For 17 months now, the fundamental principles we all agreed to cherish are being violated daily.<\/p>\n<p class=\"x_MsoNormal\">To speak of principles may sound theoretical or even philosophical, but these are\u00a0far from abstract.<\/p>\n<p class=\"x_MsoNormal\">They are concrete and when we tolerate their erosion, these are the symptoms:<\/p>\n<ul type=\"disc\">\n<li class=\"x_MsoListParagraphCxSpFirst\"><span lang=\"EN-GB\">the targeting of critical civilian infrastructure;<\/span><\/li>\n<li class=\"x_MsoListParagraphCxSpMiddle\"><span lang=\"EN-GB\">the use of ecological warfare;<\/span><\/li>\n<li class=\"x_MsoListParagraphCxSpMiddle\"><span lang=\"EN-GB\">threatening the world with nuclear warfare;<\/span><\/li>\n<li class=\"x_MsoListParagraphCxSpMiddle\"><span lang=\"EN-GB\">consistent and systematic violations of international law; and<\/span><\/li>\n<li class=\"x_MsoListParagraphCxSpLast\"><span lang=\"EN-GB\">the widespread and well-documented violation of human rights law.<\/span><\/li>\n<\/ul>\n<p class=\"x_MsoNormal\">These relentless acts of warfare severely undermine trust within and in our institution.<\/p>\n<p class=\"x_MsoNormal\"><span lang=\"RU\">\u041f\u043e\u0437\u0432\u043e\u043b\u044c\u0442\u0435 \u043c\u043d\u0435 \u0432\u044b\u0440\u0430\u0437\u0438\u0442\u044c\u0441\u044f \u0447\u0451\u0442\u043a\u043e, \u043a\u0430\u043a class=\"x_MsoNormal\"><i>Aggression against a neighbouring country is illegal.<\/i><\/p>\n<p class=\"x_MsoNormal\"><i>Annexation is illegal.<\/i><\/p>\n<p class=\"x_MsoNormal\"><i>Attacking civilian targets is illegal.<\/i><\/p>\n<p class=\"x_MsoNormal\"><i>This was true in 1945, it was true in 2014, and it continues to be true today.]<\/i><\/p>\n<p class=\"x_MsoNormal\">We must remember that behind every number lies a mother, a father, a child, a grandparent.<\/p>\n<p class=\"x_MsoNormal\">To turn a blind eye would be an affront to the memory of those who have already perished.<\/p>\n<p class=\"x_MsoNormal\">While the Security Council has failed to adopt a single resolution related to the conflict, the General Assembly, resolute and active, has not let the international community become numb to this war.<\/p>\n<p class=\"x_MsoNormal\">We have convened Emergency Special Sessions and passed six resolutions, condemning aggression and annexation, and affirming our unwavering support for Ukraine\u2019s sovereignty and territorial integrity.<\/p>\n<p class=\"x_MsoNormal\"><span dir=\"RTL\" lang=\"AR-SA\">\u0628\u0650\u0627\u0644\u0631\u0651\u064e\u063a\u0652\u0645\u0650 threatens the very prospect of a sustainable future for people and the planet.]<\/i><\/p>\n<p class=\"x_MsoNormal\"><i>\u00a0<\/i><\/p>\n<p class=\"x_MsoNormal\">How can we expect to effectively address food and energy insecurity, climate change, water security, and biodiversity loss when conflicts have ripple effects across the globe?<\/p>\n<p class=\"x_MsoNormal\"><span lang=\"FR\">Pour faire simple, cette guerre est fondamentalement inconciliable avec la r\u00e9alisation de nos objectifs communs &#8211; ceux que nous esp\u00e9rons accomplir pour assurer la survie de l&#8217;humanit\u00e9.<\/span><\/p>\n<p class=\"x_MsoNormal\"><span lang=\"FR\">Nous n&#8217;avons pas besoin que les nations se battent les unes contre les autres lorsque nous avons un ennemi commun : les &#8220;crises en cascade&#8221; \u00e0 travers le monde.<\/span><\/p>\n<p class=\"x_MsoNormal\"><i>[French translation: Simply put, this war is fundamentally unreconcilable with the achievement of our shared Goals \u2013 the ones we hope to secure humanity\u2019s survival.<\/i><i><\/i><\/p>\n<p class=\"x_MsoNormal\"><i>We do not need nations fighting each other when we have a common enemy: the cascading crises all over the world.]<\/i><\/p>\n<p class=\"x_MsoNormal\"><i>\u00a0<\/i><\/p>\n<p class=\"x_MsoNormal\">On this note, let me acknowledge the critical importance of the Black Sea Grain Initiative \u2013 a lifeline to millions of people around the globe.<\/p>\n<p class=\"x_MsoNormal\">I applaud the tireless efforts of the Secretary-General and T\u00fcrkiye over the past 12 months.<\/p>\n<p class=\"x_MsoNormal\">I deeply regret the decision by the Russian Federation to not extend this vital instrument.<\/p>\n<p class=\"x_MsoNormal\">I implore all parties to come together in dialogue and diplomacy to restart negotiations, for it is always the most vulnerable who suffer the consequences.<\/p>\n<p class=\"x_MsoNormal\">Let them not pay the price of political games.<\/p>\n<p class=\"x_MsoNormal\">Amidst this turmoil, the threat of a nuclear catastrophe looms ominously over our heads \u2013 with Europe&#8217;s largest nuclear power plant located in an active conflict zone, posing grave, imminent danger far beyond the region.<\/p>\n<p class=\"x_MsoNormal\">The risk of a cataclysmic disaster or accident rises every day this war goes on.<\/p>\n<p class=\"x_MsoNormal\">I strongly support the work of the International Atomic Energy Agency (IAEA) and urge Member States to recommit to the nuclear non-proliferation regime.<\/p>\n<p class=\"x_MsoNormal\">Nuclear rhetoric must be stopped.<\/p>\n<p class=\"x_MsoNormal\">I must repeat what I have said before: Nuclear arms will not solve a conflict.<\/p>\n<p class=\"x_MsoNormal\">We cannot play with a nuclear Armageddon.<\/p>\n<p class=\"x_MsoNormal\">Let us be reminded that we cannot expect military solutions to end this war.<\/p>\n<p class=\"x_MsoNormal\">But leadership, diplomacy, and political commitments from all sides will.<\/p>\n<p class=\"x_MsoNormal\">A political solution, founded on the Ä¢¹½ÊÓƵ Charter and international law, that restores Ukraine\u2019s sovereignty and territorial integrity within its internationally recognised borders, will.<\/p>\n<p class=\"x_MsoNormal\">The General Assembly has consistently called for political dialogue, negotiations, mediation, and other peaceful means.<\/p>\n<p class=\"x_MsoNormal\">But, let me appeal directly to Russia and its leaders:<\/p>\n<p class=\"x_MsoNormal\"><span lang=\"RU\">\u042f, class=\"x_MsoNormal\"><i>\u00a0<\/i><\/p>\n<p class=\"x_MsoNormal\">Too many lives have been lost, families torn apart, and communities across Ukraine shattered.<\/p>\n<p class=\"x_MsoNormal\">It is imperative that all recognize and accept what the General Assembly and the international community know to be true: That this war, like all wars, will end.<\/p>\n<p class=\"x_MsoNormal\">That it will end with a sovereign and independent Ukraine, and a sovereign and independent Russia.<\/p>\n<p class=\"x_MsoNormal\">And that the Russian Federation and Ukraine will coexist as neighbours, as Member States within the same multilateral system.<\/p>\n<p class=\"x_MsoNormal\">This war must be ended.<\/p>\n<p class=\"x_MsoNormal\">And everybody should recommit to the values and principles of the Ä¢¹½ÊÓƵ Charter.<\/p>\n<p class=\"x_MsoNormal\">I urge Member States to redouble their efforts to help achieve peace.<\/p>\n<p class=\"x_MsoNormal\">I thank
