President of the General Assembly at its seventy-eighth session <\/strong><\/p>\n

General Assembly Debate on the use of the veto – Item 63<\/span><\/strong><\/p>\n

Friday, 8 September 2023<\/strong><\/p>\n

********<\/span>\u00a0<\/span><\/p>\n

T<\/span><\/span>oday\u2019s debate<\/span><\/span> <\/span><\/span>is a clear demonstration that two<\/span><\/span> <\/span><\/span>organs <\/span><\/span>of the <\/span><\/span>United Nations<\/span><\/span> <\/span><\/span>\u2013 the Security Council and the General Assembly \u2013 can and must work together on matters of international peace and security<\/span><\/span>.<\/span><\/span><\/p>\n

This is especially true in <\/span><\/span>times of cris<\/span><\/span>i<\/span><\/span>s.<\/span><\/span><\/p>\n

In this context, I welcome the Security Council\u2019s special report on the veto cast on 30 August on the situation in Mali.<\/span><\/span><\/p>\n

I thank Security Council members for meeting the expectations of all Member States in submitting this special report in a timely manner.<\/span><\/span><\/p>\n

Excellencies, <\/span><\/span><\/p>\n

The situation in Mali remains volatile.<\/span><\/span><\/p>\n

The rise in insecurity, coupled with political and humanitarian crises, mean that implementation of the 2015 peace agreement \u2013 which brought hope to so many \u2013 is now under threat.<\/span><\/span><\/p>\n

This vital accord \u2013 forged during intense negotiations \u2013 remains the only framework for achieving peace and stability in Mali.<\/span><\/span><\/p>\n

It must be supported.<\/span><\/span><\/p>\n

The people of Mali are suffering amid massive displacement and catastrophic need \u2013 desperate for food, shelter, and long-term relief that only peace can provide.<\/span><\/span><\/p>\n

I urge Member States to keep their needs foremost in mind.<\/span><\/span><\/p>\n

Th<\/span><\/span>is<\/span><\/span> situation demands that the international community pursue unity and consensus<\/span><\/span>.<\/span><\/span><\/p>\n

The <\/span><\/span>Security Council<\/span><\/span> bears the primary responsibility for maintaining international peace and security.<\/span><\/span><\/p>\n

I urge its members to recommit to dialogue and negotiations \u2013 to <\/span><\/span>continue to work towards th<\/span><\/span>e<\/span><\/span>se goals<\/span><\/span>, towards peace and reconciliation in Mali.<\/span><\/span><\/p>\n

Here in the <\/span><\/span>General Assembly<\/span><\/span>, the veto initiative offers the opportunity to be solutions-oriented in this time of crisis.<\/span><\/span><\/p>\n

I encourage Member States to consider how we can constructively advance the discussion towards peace and s<\/span><\/span>ecurity<\/span><\/span>.<\/span><\/span><\/p>\n

How can the General Assembly<\/span><\/span> support<\/span><\/span> the <\/span><\/span>Security <\/span><\/span>Council <\/span><\/span>in upholding its Charter responsibilities<\/span><\/span>?<\/span><\/span><\/p>\n

What proposals can we offer for overcoming the deadlock?<\/span><\/span><\/p>\n

I welcome your concrete suggestions and ideas to that end.<\/span><\/span><\/p>\n

For my part, I will continue the practice of sending a short summary of the plenary debate to the President of the <\/span><\/span>Security Council<\/span><\/span>.<\/span><\/span><\/p>\n

Let us remember that people around the world do not view Ä¢¹½ÊÓƵ bodies as separate.<\/span><\/span><\/p>\n

They rely on us to act as <\/span><\/span>one.<\/span><\/span><\/span><\/span><\/p>\n

The veto initiative has <\/span><\/span>opened the door <\/span><\/span>for <\/span><\/span>a new form of collaboration and accountability<\/span><\/span> between our two organs<\/span><\/span>.<\/span><\/span><\/p>\n

Let us use it to seek unity and achieve consensus.<\/span><\/span><\/p>\n

I pledge to work in the spirit of collaboration and transparency, <\/span><\/span>in convening such debates whenever a veto is cast in the <\/span><\/span>Security Council.<\/span><\/span><\/p>\n
