Remarks by Dennis Francis, President of the 78th session of the General Assembly<\/strong><\/p>\n

12 September 2023<\/strong><\/p>\n

[As delivered]<\/strong><\/p>\n

<\/p>\n

Excellencies, Ladies and Gentlemen,<\/i><\/p>\n

Dear friends,<\/i><\/p>\n

Let me begin by expressing my deep appreciation to the International Peace Institute and Open Society Foundations as co-organizers for this generous invitation \u2013 on a rather timely theme befitting of the current realities.<\/p>\n

It is indeed an honour to be among such distinguished panellists \u2013 and before an audience so well versed in the dynamics shaping our multilateral system today.\u00a0<\/span><\/p>\n

As you know, world leaders will soon gather in New York for the annual General Assembly\u2019s high-level week and the general debate.<\/p>\n

I have invited them to reflect upon the theme of \u201cRebuilding Trust and Reigniting Global Solidarity<\/b>\u201d.<\/p>\n

On the one hand, this theme reflects the current shape of our multilateral system at a time of cascading global challenges \u2013 from climate change and conflict to poverty and debt crisis in developing countries.<\/p>\n

On the other hand, it reflects my firm belief that only through cooperation, and coordination \u2013 and an unshakable dedication to multilateralism \u2013 can we strengthen the basis for delivering global peace, prosperity, progress and sustainability for all.<\/p>\n

My ambition for the General Assembly is, therefore, simple: that the Ä¢¹½ÊÓƵ\u2019s most representative body should tackle these issues in the most just, effective and inclusive<\/b> manner possible.\u00a0<\/span><\/p>\n

How do we do this?<\/p>\n

Allow me, very briefly, to propose three starting points:<\/p>\n

First<\/b>, all our efforts in the General Assembly must be anchored in the principles of the Ä¢¹½ÊÓƵ Charter. Our Charter.<\/p>\n

If we are to restore trust in \u2013 and within \u2013 the United Nations, as relevant and important as it is, preaching about values will never be enough alone.<\/p>\n

The General Assembly must lead by example \u2013 by practicing what it preaches, as global norms-setter.<\/p>\n

By grounding our decisions in the Ä¢¹½ÊÓƵ Charter.\u00a0<\/span><\/p>\n

And by vehemently denouncing behaviour that violates its cherished tenets.<\/p>\n

Second,<\/b> we must take a fresh look at collaboration across the Ä¢¹½ÊÓƵ system.<\/p>\n

People around the world do not view the Ä¢¹½ÊÓƵ as separate<\/b> entities.\u00a0<\/span><\/p>\n

They see ONE United Nations.<\/b><\/p>\n

One<\/b> Organisation that must deliver on its historic pledge to create a world that is more safe, more just and more prosperous for all.<\/p>\n

The methods we employ to solve today\u2019s challenges must be equally up to this task.<\/p>\n

The veto initiative \u2013 which mandates the General Assembly to convene a formal debate each time a veto is cast in the Security Council \u2013 has opened the door to greater transparency and accountability.<\/p>\n

Yesterday afternoon I convened the first formal debate under my Presidency in regard to the situation in Mali.<\/p>\n

This innovative initiative plays a pivotal role in bringing the two key organs of our institution closer together.<\/p>\n

We must continue to explore other avenues for greater efficiency, system-wide coherence and cohesion.<\/p>\n

And I ask, are there other ways the General Assembly can increase meaningful and complementary engagement?\u00a0<\/span><\/p>\n

The answer is yes it can, provided there is genuine political will by and among its membership.<\/p>\n

Our third <\/b>and final starting point must centre on inclusion.<\/p>\n

It is imperative that our multilateral system \u2013 and the institutions within it \u2013 are built for the advancement of all peoples. Effective multilateralism must be inclusive and responsive.<\/p>\n

This means empowering and engaging both women and<\/b> men.\u00a0<\/span><\/p>\n

Communities both large and<\/b> small.\u00a0<\/span><\/p>\n

Stakeholders near or far, urban or rural, north and\u00a0 <\/span>south.<\/p>\n

Not one or<\/b> the other.\u00a0<\/span><\/p>\n

Not some over<\/b> others.<\/p>\n

By involving all<\/b> actors in global decisions \u2013 young people, women and girls, indigenous peoples, persons with disabilities, older persons and other vulnerable and marginalised groups \u2013 we can better ensure peace, prosperity, progress and sustainability for all<\/b> populations.<\/p>\n

As President of the General Assembly, I take this challenge to heart.\u00a0<\/span><\/p>\n

I have therefore appointed a Special Adviser on Gender Equality and Women\u2019s Empowerment to advance these issues across our deliberations, with the aim of shifting entrenched systems of inequality.<\/p>\n

I have also assumed, and I am very proud to say this, an important role as a gender champion.<\/p>\n

More broadly, I pledge to engage with all Member States, regional and other groups, as well as with civil society and other key stakeholders in full transparency and inclusivity \u2013 to foster a renewed spirit of cooperation and conciliation in the General Assembly.<\/p>\n

Colleagues,<\/i><\/p>\n

I thank you, once again, for the opportunity to engage with you.<\/p>\n

I look forward to hearing your views on these critical issues and engaging in a productive discussion on how we can bolster our collective efforts \u2013 at the Ä¢¹½ÊÓƵ and beyond.<\/p>\n
