Excellencies, Distinguished Delegates,<\/i><\/p>\n
\u00a0<\/i><\/p>\n
Before I begin, I must express my deepest concern over the deteriorating security situation in the Middle East.<\/p>\n
\n
The attacks by Hamas on Saturday resulted in an escalation that left hundreds dead and scores more wounded, in Israel and in the State of Palestine.<\/p>\n
\n
I join the Secretary General in stating, unequivocally, that violence is not a viable path forward; it offers neither sustainable peace nor prosperity for any involved. This is a path that has proven to lead only to more bloodshed, more conflict, and more tragedy.\u00a0 In most cases these are innocent citizens \u2013 women, men and children \u2013 who are paying the price.<\/p>\n
\n
I call for an immediate cessation of violence, for all parties to exercise maximum restraint, and for all stakeholders to engage in diplomatic discussions to de-escalate the situation, to protect civilians, and to chart a path to a two-state solution that offers peace, progress, and prosperity for all parties.<\/p>\n
\u00a0<\/i><\/p>\n

\u00a0<\/i><\/p>\n
Let me begin by congratulating you, Chair, and the other bureau members, on your well-deserved election to steer the work of the Fifth Committee during the 78th<\/sup>\u00a0Session.<\/p>\n\n
I also express my gratitude to the Secretariat, led by Mr. Lionel Berridge, for its important support to the Committee, and to the\u00a0Advisory Committee on Administrative and Budgetary Questions for its legendary role.<\/span><\/p>\n\u00a0<\/span><\/p>\n\u201cAll roads lead to the Fifth Committee\u201d \u2013 as the saying goes.<\/span><\/p>\n\u00a0<\/span><\/p>\nIt is no exaggeration to say that your work is the lifeblood of the\u00a0entire<\/b>\u00a0Ä¢¹½ÊÓƵ system.<\/span><\/p>\n\u00a0<\/span><\/p>\nOur ability to finance and design appropriate support structures to implement all Ä¢¹½ÊÓƵ mandates determines whether people will eat or go hungry; take shelter or go unprotected; attend school or spend yet another day without access to education.<\/span><\/p>\n\u00a0<\/span><\/p>\nYour work therefore underpins our collective pursuit of\u00a0peace, prosperity, progress, and sustainability<\/b>\u00a0for all, across the world.<\/span><\/p>\n\u00a0<\/span><\/p>\nGiven the centrality of your role, I have deep respect for the Fifth Committee\u2019s adherence to the long-standing practice of working to achieve the\u00a0broadest possible agreement<\/b>\u00a0or\u00a0consensus<\/b>\u00a0among Member States, regardless of circumstances \u2013 in accordance with the relevant resolutions, such as 41\/213 and 42\/211.<\/span><\/p>\n\u00a0<\/span><\/p>\nIndeed, working by consensus enhances the inclusivity of negotiations and cultivates the spirit of buy-in and ownership of results achieved through shared involvement of all Member States.<\/span><\/p>\n\u00a0<\/span><\/p>\nConsensus is an\u00a0anchor<\/b>\u00a0of our multilateral system. It enforces the principle of\u00a0sovereign equality of all Member States<\/b>, wherein the voices of each and every Ä¢¹½ÊÓƵ Member State \u2013 big or small, developed or developing \u2013 are heard and accommodated to the extent possible.<\/span><\/p>\n\u00a0<\/span><\/p>\nIt is especially important that\u00a0countries in special situations<\/b>\u00a0are properly engaged in the decision-making process on resource allocation \u2013 to ensure that their vulnerability is acknowledged and their peculiar perspectives are also taken into account.<\/span><\/p>\n\u00a0<\/span><\/p>\nIn this regard, during my Presidency I have committed to prioritise the interests of the\u00a0LDCs, SIDS, and LLDCs<\/b>\u00a0so that they may be better placed on a footing from which to achieve sustainable development.<\/span><\/p>\n\u00a0<\/span><\/p>\n\u00a0<\/span><\/i><\/p>\nExcellencies,<\/span><\/i><\/p>\n\u00a0<\/span><\/p>\nI must, however, also acknowledge that by its very nature, the process of achieving\u00a0broadest possible agreement<\/b>\u00a0or\u00a0consensus\u00a0<\/b>is a painstaking one \u2013 thus necessitating the typical Fifth Committee tradition of convening day and night.<\/span><\/p>\n\u00a0<\/span><\/p>\nBut I have full confidence in the Fifth Committee\u2019s tested track record of meeting the moment.<\/span><\/p>\n\u00a0<\/span><\/p>\nAllow me here to acknowledge and indeed to appreciate your determination, distinguished Chair, to conclude the Committee\u2019s work by mid-December. I am sure that all delegations will fully cooperate with your good intentions.<\/span><\/p>\n\u00a0<\/span><\/p>\nThe timely conclusion of the Fifth Committee\u2019s main session will be essential for stabilizing the Organisation\u2019s liquidity situation, and thereby allow the Secretariat sufficient time to plan better for the new year.<\/span><\/p>\n\u00a0<\/span><\/p>\nI therefore urge all delegations to work in earnest to reach the earliest possible agreement on the\u00a0regular budget<\/b>.\u00a0<\/span>This is\u00a0precisely<\/b>\u00a0what allows\u00a0predictable financing, business continuity \u2013 and it enables\u00a0us to live up to our commitments and uphold the credibility of the Organisation.<\/span><\/p>\n\u00a0<\/span><\/p>\nI am also aware that it was just last year that the Member States made the annual budget cycle permanent \u2013 delivering on a\u00a0top<\/b>\u00a0reform priority for the Secretary-General and ushering in a new era of more responsive Ä¢¹½ÊÓƵ budgeting.<\/span><\/p>\n\u00a0<\/span><\/p>\nLet me nonetheless recall that \u2013 in accordance with the Ä¢¹½ÊÓƵ Charter \u2013 the financing of our organization is a collective responsibility of all Member States. I therefore urge the Member States \u2013 once the budget is approved – to pay their\u00a0assessed contributions<\/b>\u00a0on time and in full.<\/span><\/p>\n\u00a0<\/span><\/p>\nDelays in the receipt of payments make it difficult to implement the mandates given by the Member States themselves and \u2013 as has been the case before \u2013 invariably result a liquidity crisis, which could even deepen in the next year.<\/span><\/p>\n\u00a0<\/span><\/p>\nIn addition to the regular budget, the Fifth Committee has much on its agenda \u2013 including the orderly drawdown and withdrawal of the Mission in Mali (MINUSMA).<\/span><\/p>\n\u00a0<\/span><\/p>\nWe all can agree that a seamless transition in Mali is important for sustainable peace and security for that host country, as well as for the safety and well-being of our cherished Ä¢¹½ÊÓƵ peacekeepers.<\/span><\/p>\n\u00a0<\/span><\/p>\nThe Fifth Committee will in this session also be called on to assist the General Assembly in making important decisions on the provision of adequate, predictable, and sustainable\u00a0financing for peacebuilding, human rights mandates,\u00a0<\/b>and\u00a0<\/b>assured funding for\u00a0Ä¢¹½ÊÓƵRWA<\/b>.<\/span><\/p>\n\u00a0<\/span><\/i><\/p>\n\u00a0<\/span><\/i><\/p>\nExcellencies, Distinguished Delegates,<\/span><\/i><\/p>\n\u00a0<\/span><\/p>\nOn Programme Planning, once again this year, the Committee for Programme and Coordination was not able to close 10 programmes, and these have been brought to the attention of Main Committees for their consideration.<\/span><\/p>\n\u00a0<\/span><\/p>\nIn its most recent resolution on Programme Planning, the Fifth Committee requested that I work with the Chair to reach out to, and support, the Chairs of the other Main Committees, to ensure that their conclusions and recommendations are issued on time.<\/span><\/p>\n\u00a0<\/span><\/p>\nIn this regard, I am happy to inform you that in my addresses to each of the Main Committees at the start of their sessions, I will continue to remind them of their responsibility to review the relevant programmes and to provide their recommendations as soon as possible to the Fifth Committee in order not to delay the consideration of the budget.<\/span><\/p>\n\u00a0<\/span><\/p>\n\u00a0<\/span><\/i><\/p>\nExcellencies, Distinguished Delegates,<\/span><\/i><\/p>\n\u00a0<\/span><\/p>\nAs I conclude, throughout your efforts, I encourage you to build on what\u00a0unites<\/b>.<\/span><\/p>\n\u00a0<\/span><\/p>\nAt the midway point of the 2030 Agenda, the demand for meaningful outcomes is greater than ever.<\/span><\/p>\n\u00a0<\/span><\/p>\nThe pressure on us to deliver is at an all-time high.<\/span><\/p>\n\u00a0<\/span><\/p>\nWe simply must do so.<\/span><\/p>\n\u00a0<\/span><\/p>\nI am confident that this session will yield successes that will strengthen the role of the Ä¢¹½ÊÓƵ in leading a robust multilateral system.<\/span><\/p>\n\u00a0<\/span><\/p>\nI wish you all fruitful deliberations and a timely conclusion to your work.<\/span><\/p>\n\u00a0<\/span><\/p>\nI thank you.<\/span><\/b><\/p>\n[\/et_pb_text][\/et_pb_column][\/et_pb_row][\/et_pb_section]<\/p>\n","protected":false},"excerpt":{"rendered":"

Ladies and Gentlemen,<\/i><\/p>
I extend my heartfelt gratitude to all delegations for their active participation in this High-Level Meeting.<\/p>
Today, we have heard a resounding call for nuclear disarmament, a moral imperative that\u00a0cannot<\/b>\u00a0be ignored.<\/p>
We cannot let these horrendous weapons jeopardize life on our planet.<\/p>
I earnestly urge delegations and state leaders to wield their authority and expansive influence to resoundingly amplify the message of nuclear risk.<\/p>
Let us rally for decisive action in the pursuit of global peace and harmony.<\/p>
Let us commit to supporting every effort to transform nuclear disarmament into a reality.<\/p>
Together, we can secure a safer, more peaceful world for all, with all that this implies for global prosperity.<\/p>
