President Donoghue,<\/i><\/p>\n

Excellencies, Distinguished Delegates,<\/i><\/p>\n

 <\/p>\n

As tensions continue to rise across the globe, the fostering and strengthening of a rules-based international order has never been more critical.<\/p>\n

 <\/p>\n

Such a framework \u2013 rooted in diplomacy and international law \u2013 is the\u00a0cornerstone<\/b>\u00a0of our modern global society.<\/p>\n

 <\/p>\n

The principles underpinning it\u00a0define<\/b>\u00a0our multilateral system and help to promote the purposes of this organization.<\/p>\n

\u00a0<\/span><\/p>\n

At the heart of United Nations system, the International Court of Justice plays a pivotal\u00a0<\/b>role in ensuring that these shared foundational values encoded in the Ä¢¹½ÊÓƵ Charter are not mere words on paper \u2013 but rather, rules that establish important norms and standards that are not only\u00a0upheld\u00a0<\/b>and\u00a0respected\u00a0<\/b>but also\u00a0enforced<\/b>.<\/p>\n

 <\/p>\n

By providing a forum for nations to settle disputes through peaceful means, the Court contributes immensely to preventing disagreements from escalating into full-blown conflicts, with global ramifications.<\/p>\n

 <\/p>\n

In doing so, Court draws upon an important body of rules \u2013 built up over decades in the form of treaties, jurisprudence and customary law \u2013 to render sound legal services, consistent with international law.<\/p>\n

 <\/p>\n

Its rulings and opinions, therefore, both\u00a0clarify and advance<\/b>\u00a0international legal norms, thus ensuring that nations adhere to a holistic and common set of rules and standards.<\/p>\n

 <\/p>\n

Because the Court is immune from the influence of the political and administrative organs of the\u00a0United Nations, it has been able to maintain\u00a0impartiality and fairness<\/b>\u00a0in decision-making, while at the same time, buttressing the very foundations of our multilateral system.<\/span><\/p>\n

\u00a0<\/span><\/p>\n

Indeed, through its rigor, it has contributed enormously to the uniformity and harmony of international law.<\/p>\n

 <\/p>\n

Excellencies,<\/i><\/p>\n

 <\/p>\n

In the words of Judge Xue Hanqin \u2013 one of\u00a0only five women<\/b>\u00a0to have ever served on the Court\u2019s bench in history*:<\/p>\n

 <\/p>\n

The ICJ stands as the proud outcome of \u201ccenturies of humankind\u2019s pursuit of peace,\u201d she remarked.<\/p>\n

 <\/p>\n

From climate change to cyber security, the Court has a vital role to play in the maintenance of international peace and security.<\/p>\n

 <\/p>\n

I am greatly encouraged by the General Assembly\u2019s decision to seek an advisory opinion from the ICJ on the obligations of States to address climate change.<\/p>\n

 <\/p>\n

This landmark referral promises to place the needs of those bearing the brunt of the climate crisis \u2013 including small island developing States \u2013 front and centre during ongoing negotiations.<\/p>\n

 <\/p>\n

Considering the Court\u2019s long standing unblemished record, I am confident that it will continue to adjudicate disputes with the utmost impartiality, and independence and in accordance with international law.<\/p>\n

 <\/p>\n

I take this opportunity to call on all Member States to robustly support the ICJ, including by providing adequate predictable funding to underwrite the efficient discharge of the expanding portfolio of cases constituting its work load \u2013 at a time when, the maintenance of peace and security is directly linked to our ability to ensure full respect for and observance of international law.<\/p>\n

 <\/p>\n

I trust today\u2019s debate will further highlight the importance of the Court\u2019s work and stress the value of its report.<\/p>\n

Excellencies,<\/i><\/p>

Ladies and Gentlemen,<\/i><\/p>

I extend my heartfelt gratitude to all delegations for their active participation in this High-Level Meeting.<\/p>

Today, we have heard a resounding call for nuclear disarmament, a moral imperative that\u00a0cannot<\/b>\u00a0be ignored.<\/p>

We cannot let these horrendous weapons jeopardize life on our planet.<\/p>

I earnestly urge delegations and state leaders to wield their authority and expansive influence to resoundingly amplify the message of nuclear risk.<\/p>

Let us rally for decisive action in the pursuit of global peace and harmony.<\/p>

Let us commit to supporting every effort to transform nuclear disarmament into a reality.<\/p>

Together, we can secure a safer, more peaceful world for all, with all that this implies for global prosperity.<\/p>
