\u00a0<\/p>\n
As you are all aware, this General Assembly added the question of equitable representation in the Security Council to its agenda way back in 1979.<\/p>\n
\u00a0<\/p>\n
Since then, not much has changed \u2013 in re-adapting the institution to better reflect current realities.<\/p>\n
\u00a0<\/p>\n
It is therefore not at all surprising that over the past years, there has been steady growth in the calls for the long overdue reform; such calls, of late, reaching something of a crescendo.<\/p>\n
\u00a0<\/p>\n
In recent weeks, these calls have been forcefully articulated by the numerous groups and individual Member States that I have met, advocating for meaningful progress \u2013 despite the variable positions which we all know.<\/p>\n
\u00a0<\/p>\n
Never before has this issue been more pressing, both contextually and practically<\/b>.<\/p>\n
\u00a0<\/p>\n
Excellencies,<\/i><\/p>\n
\u00a0<\/i><\/p>\n
While we ponder the way forward, let us also consider the task before us.<\/p>\n
\u00a0<\/p>\n
Violence and war continue to spread in regions across the world, while the United Nations seems paralyzed due largely to the divisions in the Security Council.<\/p>\n
\u00a0<\/p>\n
While some of today\u2019s challenges could not have been envisioned eight decades ago, those that we did foresee are blazing onto the geopolitical landscape \u2013 with new and deeply worrying ferocity.<\/p>\n
\u00a0<\/p>\n
Amid this sea-change, the Council is dangerously falling short of its mandate as the primary custodian for the maintenance of international peace and security.<\/p>\n
\u00a0<\/p>\n
Absent structural reform, its performance and legitimacy will inevitably continue to suffer \u2013 and so too, the credibility and relevance of the Ä¢¹½ÊÓƵ itself. Without public allegiance and support, the institutional strength of the United Nations would be further weakened leading inevitably to its termination.<\/p>\n
\u00a0<\/p>\n
May I caution this august house that stasis can be as formidable a foe as chaos.<\/p>\n
\u00a0<\/p>\n
We cannot usefully perpetuate positions that \u2013 while familiar \u2013 fail to bring us closer together.<\/p>\n
\u00a0<\/p>\n
I approach the question of Council reform also within the context of wider Ä¢¹½ÊÓƵ reform \u2013 and a steadfast determination to help overcome divisions.<\/p>\n
\u00a0<\/p>\n
Excellencies,<\/i><\/p>\n
\u00a0<\/i><\/p>\n
Early in the session, I re-appointed co-chairs to continue the important intergovernmental negotiation process on this issue.<\/p>\n
\u00a0<\/p>\n
I would like to thank His Excellency Alexander Marschik, Ambassador and Permanent Representative of Austria and His Excellency Tareq Albanai, Ambassador and Permanent Representative of the State of Kuwait, for their acquiescence in bearing this weighty responsibility.<\/p>\n
\u00a0<\/p>\n
I trust that Member States will continue to extend their full support as the co-chairs steer these critical deliberations, and work to build on the landmark progress made last session.<\/p>\n
\u00a0<\/p>\n
The agreement to webcast inter-governmental negotiation meetings and to create a repository for decisions and proposals on a dedicated Ä¢¹½ÊÓƵ website were indeed meaningful steps in the right direction. They are worthy of applause.<\/p>\n
\u00a0<\/p>\n
Given the stakes, we will however, need fresh, innovative thinking on reform pathways.<\/p>\n
\u00a0<\/p>\n
One of the ways we can repair trust \u2013 firstly among ourselves, in this cocoon, and crucially, with our 8 billion constituents who live beyond it \u2013 is to infuse our deliberations with the spirit of solidarity and conciliation needed to meet this moment and thereby, to nullify the ever-present disposition towards dissention and discord.<\/p>\n
\u00a0<\/p>\n
Certainly, one occasion not to be missed is the Summit of the Future in September 2024.<\/p>\n
\u00a0<\/p>\n
In preparation for that ground-breaking event, we must work purposively to ensure that world leaders are provided with the opportunity to advance key debates and to bring multilateral institutions and frameworks into alignment\u00a0 with the dictates and circumstances of today\u2019s world.<\/p>\n
\u00a0<\/p>\n
I therefore urge Member States to grasp this opportunity to break through ingrained positions, and to promote Security Council reform through practical steps that support effectiveness and moreover, represent the full diversity of geographies.<\/p>\n
\u00a0<\/p>\n
Excellencies, Dear Colleagues,<\/i><\/p>\n
\u00a0<\/p>\n
At the end of the day, the fate of Security Council reform is in your hands.<\/p>\n
\u00a0<\/p>\n
The General Assembly is the only Ä¢¹½ÊÓƵ body with a mandate to seek an appropriate and worthy response to this question that has staunchly defied our efforts for decades.<\/p>\n
\u00a0<\/p>\n
With the eyes of the world fixated upon us even more constantly now, a posture of procrastination will only feed perceptions that our structures are antiquated and irrelevant and therefore, structurally incapable of delivering outcomes that protect and\/or bolster international peace and security.<\/p>\n
\u00a0<\/p>\n
In the final analysis, the decision is yours \u2013 Member States \u2013 to determine how to use these inter-governmental negotiations to make real progress, if in fact, there is a real appetite for substantive progress.<\/p>\n
\u00a0<\/p>\n
I reassure you that you can count on me as your President to provide full support to the co-chairs \u2013 and to offer an open door to all of you to help facilitate dialogue in an impartial, inclusive and trust \u2013 worthy manner.<\/p>\n
\u00a0<\/p>\n
Peace demands commitment of us all.<\/p>\n
\u00a0<\/p>\n
Imbibed with the requisite will, I am confident that together we can move the dial on our efforts to create a Security Council that is more representative of and better equipped to effectively serve the modern age.<\/p>\n

As Delivered<\/i><\/i><\/p>\r\nPresident of the International Criminal Court, Judge Piotr Hofmanski,<\/i><\/i>\r\n\r\nExcellencies,<\/i>\r\n\r\nDistinguished Delegates,<\/i>\r\n\r\n\u00a0<\/i>\r\n\r\nToday we gather to consider the annual report of the\u00a0International Criminal Court (ICC) \u2013 a\u00a0 critical pillar of the international legal order.\r\n\r\nThe ICC stands as a perennial symbol of our shared commitment to justice and humanity\u2019s greatest aspirations.\r\n\r\nIt serves as an emphatic reminder that\u00a0no one \u2013 I repeat, no one \u2013 should be exempt from accountability for the most serious crimes of concern to the international community,\u00a0and that regardless of their status, position or location, perpetrators of such crimes will invariably face the weight of justice.\r\n\r\nIndeed, when it comes to the most egregious crimes against humanity,\u00a0 accountability knows no exceptions and justifiably so.\r\n\r\nIn those grave and heinous cases \u2013 when national legal systems prove unable or unwilling to bring perpetrators to justice \u2013 the ICC must step in.\r\n\r\nAccordingly, the ICC stands as a testament to our unshakeable resolve to end impunity, and moreover, to deter others from the commission of such crimes in the future.\r\n\r\nThe Court is indeed a truly unique embodiment of our collective resolution to upholding the principles of justice and accountability.\r\n\r\nI express my\u00a0 fulsome appreciation to the Court for its diligent efforts,\u00a0 as indeed to its judges and its prosecutor, as well as to the dedicated staff who have laudibly committed themselves to the pursuit of justice \u2013 and indeed, to what is\u00a0right<\/i>.\r\n\r\nThe report highlights both the progress and the challenges faced by the ICC this year, specifically as regards the prevention and punishment of genocide, war crimes, crimes against humanity, and the crime of aggression.\r\n\r\nThese principles are fundamental to our global vision of peace and are integral to our mission of maintaining international peace and security, promoting respect for human rights, and delivering justice to those who have suffered the gravest injustices.\r\n\r\nLadies and Gentlemen,<\/i>\r\n\r\nWe must acknowledge that the Court operates in a multifaceted international landscape.\r\n\r\nIts jurisdiction spans cases where state parties have brought situations to the attention of the Court, including situations referred by the United Nations Security Council.\r\n\r\nWhile it may present a unique set of challenges \u2013this duality in referral mechanisms underscores the importance of international cooperation.\r\n\r\nDespite these challenges, the hope for universal ratification of the Rome Statute, and the Kampala amendments, serve as a profound affirmation of the ICC's enduring commitment to justice.\r\n\r\nAs more countries join and support the ICC, the bold ambition of ending impunity for the most serious crimes becomes increasingly realistic to achieve.\r\n\r\nAs we engage in this discussion, let us remember the voices of the victims, whose suffering must compel us to take meaningful action.\r\n\r\nI underscore the\u00a0need for universal cooperation with the court among Ä¢¹½ÊÓƵ Member States in our common pursuit of a more just and peaceful world.\r\n\r\nI call upon States to support the ICC where it faces constraints in its pursuit of justice, including predictable funding to effectively undertake its investigations and prosecutions.\r\n\r\nIn line with the fundamental principle of complementarity, States should cooperate\u00a0with the ICC and with each other in investigations and prosecutions, including by sharing information and evidence to uphold the rule of law and ensuring accountability for the most serious crimes.\r\n\r\nLet us remain committed to strengthening the international legal framework and ensuring that the ICC continues to fulfill its essential role in our global efforts to prevent impunity and injustice and to promote lasting peace.\r\n\r\nI thank you and look forward to a fruitful discussion on this important
