Today, I wish to take this opportunity to emphasize two main messages in relation to the new pathway to address the unique challenges of Landlocked Developing Countries \u2013 which could also hamper their ability to achieve the 2030 Agenda for Sustainable Development.<\/span><\/p>\n\n
Firstly<\/span><\/b>, a successor Programme of Action rooted in a thorough evaluation of our successes and shortcomings in implementing of the Vienna Programme of Action would reveal the abundant opportunities for these countries.<\/span><\/p>\n\u00a0<\/span><\/p>\nIndeed, the Secretary-General\u2019s regular reports, complemented by individual country reports, and the outcomes of three regional review meetings \u2013\u00a0all<\/b>\u00a0reveal two markedly divergent trajectories over the last decade.<\/span><\/p>\n\u00a0<\/span><\/p>\nWhile the initial five years of the Vienna Programme of Action saw commendable progress, the second five years experienced expanding vulnerabilities \u2013 occasioned by a myriad of overlapping challenges, and most prominently, the COVID-19 pandemic.<\/span><\/p>\n\n
The lack of direct access to the sea, combined with high trade and transportation costs and unpredictable transit risks, create disproportionate impacts on the economies of LLDCs.<\/span><\/p>\n\n
It is therefore incumbent upon all of us to ensure that \u2013 despite their inherent disadvantages \u2013 the LLDCs have\u00a0equal<\/b>\u00a0rights to participation in and to\u00a0benefit from<\/b>\u00a0the global economy.<\/span><\/p>\n\u00a0<\/span><\/p>\n\u00a0<\/span><\/p>\nYes, the challenges are clear \u2013 but so too are the solutions, if we have the political will to do things right:<\/span><\/p>\n\u00a0<\/span><\/p>\n\n- Thousands of kilometres of paved roads and railways are urgently needed to bolster LLDCs\u2019 development, and this will require a substantial investment of some\u00a0US$500 billion<\/b>\u00a0in transportation infrastructure, alone.<\/span><\/li>\n<\/ul>\n
\n
\n- Collaboration with transit countries as partners and accelerating regional integration initiatives to boost intra-regional trade is essential to produce collectively beneficial economic growth and resilience.<\/span><\/li>\n<\/ul>\n
\u00a0<\/span><\/p>\n\n- Financing, including effective domestic resource mobilization to complement foreign direct investment, and official development assistance, is likewise crucial.<\/span><\/li>\n<\/ul>\n
\n
\n
\n- In addition, the proportion of the people with access to the internet in LLDCs is half of the world average (32.3% vs 63.1%). We must take\u00a0proactive<\/b>\u00a0measures to ensure that LLDCs are able to fully \u2013\u00a0\u00a0\u00a0\u00a0\u00a0I repeat,<\/b>\u00a0fully<\/b>\u00a0\u2013 reap the benefits of technological advancements, including affordable and accessible cutting-edge information and communication technology.<\/span><\/li>\n<\/ul>\n
\u00a0<\/span><\/p>\n\n- Furthermore, resilience-building and disaster risk reduction is essential to combat the economic, social, and environmental impacts \u2013\u00a0and to minimize costs<\/b>\u00a0\u2013 the wear and tear from climate change induced weather elements.<\/span><\/li>\n<\/ul>\n

Regrettably, many LLDCs cannot make any meaningful investments because they are trapped in cycles of debt \u2013 with\u00a010% of them<\/b>\u00a0facing a high risk of debt distress, while\u00a0total external debt stock stands at a concerning 52% of their GDP.<\/b><\/span><\/p>\n\n
Excellencies,<\/i><\/p>\n
\n
My second\u00a0<\/span><\/b>point is that \u2013 to better tailor the solutions \u2013 the successor Programme of Action must benefit from an inclusive preparatory process throughout the road to Kigali.<\/span><\/p>\n\n
We must, therefore, cast as wide the net as possible to include all voices \u2013 including the young people.<\/span><\/p>\n\n
Just this morning, the General Assembly formally endorsed the special accreditation of the first cohort of non-governmental organizations, civil society organisations, academic institutions, and private sector representatives that have sought participation in the Third United Nations Conference on LLDCs.<\/span><\/p>\n\n
Engaging with the Ä¢¹½ÊÓƵ system, development partners, and all relevant stakeholders\u00a0across the board<\/b>\u00a0will be crucial for unlocking transformative possibilities.<\/span><\/p>\n\u00a0<\/span><\/p>\n\n
I am also delighted to share with you two significant initiatives I recently launched as part of my priorities during this 78th<\/sup>\u00a0Session:<\/span><\/p>\n\u00a0<\/span><\/p>\n\n- firstly<\/span><\/b>, I revived the\u00a0Board of Advisors<\/b>\u00a0on LDCs, LLDCs, and SIDS, which I have the privilege to rely upon as we galvanize support and search for viable solutions. I successfully convened the inaugural meeting of the Board just last week to also address our journey to Kigali \u2013 and many insightful ideas were generated.<\/span><\/li>\n<\/ul>\n
\u00a0<\/span><\/p>\n\n- Secondly<\/span><\/b>, as also announced during COP28, I will be convening the first ever\u00a0“Sustainability Week”<\/b>\u00a0in April 2024 \u2013 as a flagship initiative of my Presidency. This week-long event will spotlight crucial priorities which are also important for LLDCs \u2013 encompassing sustainability themes in the sectors of infrastructure, transportation, energy, tourism, debt, as well as socio-economic inequality, amongst others.<\/span><\/li>\n<\/ul>\n
\n
As we begin crafting the successor Programme of Action, let us recognize the importance of creating pathways to supercharge implementation \u2013 with due consideration to sustainability.<\/span><\/p>\n\n

Let me conclude by saying that the prevailing misconception that a geographic gap implies a development gap \u2013 and that being landlocked equates to being mind-locked \u2013 is one that we must dispel.<\/span><\/p>\n\n
In fact, your countries are land-linked \u2013 which is a very strategic asset to fully explore.<\/span><\/p>\n\n
I am therefore confident that today\u2019s joint event will generate substantive inputs to LLDC3 \u2013 thus paving a just and sustainable road to Kigali.<\/span><\/p>\n\u00a0<\/span><\/p>\nI end with my sincere gratitude to the President of ECOSOC \u2013 my co-host for this thematic event \u2013 for the excellent partnership, as well as the High Representative USG Ms Rabab Fatima, for the support in organizing this event. I am delighted that our teams have worked so collaboratively to ensure its success.<\/span><\/p>\n\n
And I also look forward to working closely with the Chair of LLDCs, Botswana, incoming host, Rwanda, as well as the Bureau of the Preparatory Committee towards a positive outcome in Kigali \u2013 and my participation in the Conference stands confirmed.<\/span><\/p>\n\n

As Delivered<\/i><\/i><\/p>\r\nPresident of the International Criminal Court, Judge Piotr Hofmanski,<\/i><\/i>\r\n\r\nExcellencies,<\/i>\r\n\r\nDistinguished Delegates,<\/i>\r\n\r\n\u00a0<\/i>\r\n\r\nToday we gather to consider the annual report of the\u00a0International Criminal Court (ICC) \u2013 a\u00a0 critical pillar of the international legal order.\r\n\r\nThe ICC stands as a perennial symbol of our shared commitment to justice and humanity\u2019s greatest aspirations.\r\n\r\nIt serves as an emphatic reminder that\u00a0no one \u2013 I repeat, no one \u2013 should be exempt from accountability for the most serious crimes of concern to the international community,\u00a0and that regardless of their status, position or location, perpetrators of such crimes will invariably face the weight of justice.\r\n\r\nIndeed, when it comes to the most egregious crimes against humanity,\u00a0 accountability knows no exceptions and justifiably so.\r\n\r\nIn those grave and heinous cases \u2013 when national legal systems prove unable or unwilling to bring perpetrators to justice \u2013 the ICC must step in.\r\n\r\nAccordingly, the ICC stands as a testament to our unshakeable resolve to end impunity, and moreover, to deter others from the commission of such crimes in the future.\r\n\r\nThe Court is indeed a truly unique embodiment of our collective resolution to upholding the principles of justice and accountability.\r\n\r\nI express my\u00a0 fulsome appreciation to the Court for its diligent efforts,\u00a0 as indeed to its judges and its prosecutor, as well as to the dedicated staff who have laudibly committed themselves to the pursuit of justice \u2013 and indeed, to what is\u00a0right<\/i>.\r\n\r\nThe report highlights both the progress and the challenges faced by the ICC this year, specifically as regards the prevention and punishment of genocide, war crimes, crimes against humanity, and the crime of aggression.\r\n\r\nThese principles are fundamental to our global vision of peace and are integral to our mission of maintaining international peace and security, promoting respect for human rights, and delivering justice to those who have suffered the gravest injustices.\r\n\r\nLadies and Gentlemen,<\/i>\r\n\r\nWe must acknowledge that the Court operates in a multifaceted international landscape.\r\n\r\nIts jurisdiction spans cases where state parties have brought situations to the attention of the Court, including situations referred by the United Nations Security Council.\r\n\r\nWhile it may present a unique set of challenges \u2013this duality in referral mechanisms underscores the importance of international cooperation.\r\n\r\nDespite these challenges, the hope for universal ratification of the Rome Statute, and the Kampala amendments, serve as a profound affirmation of the ICC's enduring commitment to justice.\r\n\r\nAs more countries join and support the ICC, the bold ambition of ending impunity for the most serious crimes becomes increasingly realistic to achieve.\r\n\r\nAs we engage in this discussion, let us remember the voices of the victims, whose suffering must compel us to take meaningful action.\r\n\r\nI underscore the\u00a0need for universal cooperation with the court among Ä¢¹½ÊÓƵ Member States in our common pursuit of a more just and peaceful world.\r\n\r\nI call upon States to support the ICC where it faces constraints in its pursuit of justice, including predictable funding to effectively undertake its investigations and prosecutions.\r\n\r\nIn line with the fundamental principle of complementarity, States should cooperate\u00a0with the ICC and with each other in investigations and prosecutions, including by sharing information and evidence to uphold the rule of law and ensuring accountability for the most serious crimes.\r\n\r\nLet us remain committed to strengthening the international legal framework and ensuring that the ICC continues to fulfill its essential role in our global efforts to prevent impunity and injustice and to promote lasting peace.\r\n\r\nI thank you and look forward to a fruitful discussion on this important
