Good morning. Thank you for your participation at our first Townhall with Civil Society Organizations, this morning.<\/p>\n
\n
Before I begin, allow me to thank the Department of Global Communications for their partnership in organizing this event and Mr. Maher Nasser for moderating it.<\/p>\n
\n
And let me also thank those joining us online.\u00a0 I am very eager to hear your questions and to engage with you.<\/p>\n
\n
When I assumed the Presidency of the General Assembly in September, I outlined a series of steps and initiatives to rebuild trust in the multilateral system and to reignite global solidarity.<\/p>\n
\n
This stemmed from the fact that, amid ever worsening global challenges, our nations \u2013 and indeed our peoples \u2014 seem to be drifting further apart.<\/p>\n
\n
We are seeing more pervasive signs of fraction and disunity, of discord and disharmony.<\/p>\n
\n
This is hampering our ability to address climate change; it is diminishing our efforts to deliver on the Sustainable Development Goals; and it is impacting our confidence in our ability, though not in our resolve, to live up to, to confront and to try the conflicts, violence, and grave violations of human rights that we are witnessing.<\/p>\n
\n
As President of the General Assembly, the world\u2019s preeminent forum for dialogue and deliberation, it is my responsibility to serve as a convenor and to bring together all peoples, all sectors, and all stakeholders, to drive forward solutions to our shared challenges.<\/p>\n
\n
That includes, of course, working with you, our vital civil society partners.<\/p>\n
\n
Because the reality is that Member States alone cannot resolve the challenges we face; we need the voices and the contributions of civil society, we need that of the private sector, we need that of academia and the youth. We need everyone, I repeat, everyone.<\/p>\n
\n
With the principles of unity and solidarity as my guiding light, I have instructed my team to pursue a 78th<\/sup>\u00a0session that engages in open, inclusive, and transparent consultations with all relevant stakeholders when planning our activities.<\/p>\n\n
And to uphold this pledge, we are taking the necessary actions.<\/p>\n
\n
We have designated two civil society focal points at my Office;<\/p>\n
We have launched an open \u201cAskPGA\u201d platform on our website, to better engage with the general public;<\/p>\n
and I have committed that during my official visits, I will engage with local stakeholders and grassroots organizations, including institutions of learning and civil society representatives, where it is feasible to do so.<\/p>\n
\n
Today, I am glad that we are here \u2013 and I truly hope that this is just the beginning.<\/p>\n
\n
Because we want to do more; I hope that you will offer suggestions for the remainder of the session and help us look at further ways to enrich the process, and indeed the content, of ongoing intergovernmental processes by incorporating the enormous experience and perspectives of civil society.<\/p>\n
\n
On that note, and as we look ahead to the remainder of 78th session, there are multiple opportunities for civil society engagement and participation.<\/p>\n
\n
First, a major task for this session are the preparations for the Summit of the Future in September 2024.<\/p>\n
\n
This includes negotiations for the Summit\u2019s outcome \u2013 the so-called\u00a0Pact for the Future<\/i>, to be accompanied by a Declaration on Future Generations and a Global Digital Compact, if agreed by the Member States.<\/p>\n
\n
While Member States remain the decision-makers, the voices of civil society are indispensable, and I have therefore requested the co-facilitators to ensure that all relevant stakeholders are meaningfully engaged to ensure inclusive outcomes.<\/p>\n
\n
On this point, I am delighted to note that the co-facilitators will hold a virtual consultation, tomorrow, with stakeholders and civil society representatives. I encourage you to participate in this consultation, as well as send any written inputs on your views and expectations of the Summit, as well as suggestions for the outcome document, the Pact for the Future.<\/p>\n
\u00a0<\/span><\/p>\nBeyond the Summit, I invite you to join us in preparing for a new flagship initiative of my presidency, the Sustainability Week, which I will organize in April, here at Ä¢¹½ÊÓƵHQ.<\/p>\n
\n
Announced two weeks ago at COP28, this signature initiative of my Presidency will include events covering sustainability in transport, tourism, infrastructure and energy, and a signature event on debt sustainability.<\/p>\n
\n
Details for registration and participation for each of the events will soon be available on our OPGA website.<\/p>\n
\n

Report of the International Criminal Court,<\/p>\r\n

As Delivered<\/i><\/i><\/p>\r\nPresident of the International Criminal Court, Judge Piotr Hofmanski,<\/i><\/i>\r\n\r\nExcellencies,<\/i>\r\n\r\nDistinguished Delegates,<\/i>\r\n\r\n\u00a0<\/i>\r\n\r\nToday we gather to consider the annual report of the\u00a0International Criminal Court (ICC) \u2013 a\u00a0 critical pillar of the international legal order.\r\n\r\nThe ICC stands as a perennial symbol of our shared commitment to justice and humanity\u2019s greatest aspirations.\r\n\r\nIt serves as an emphatic reminder that\u00a0no one \u2013 I repeat, no one \u2013 should be exempt from accountability for the most serious crimes of concern to the international community,\u00a0and that regardless of their status, position or location, perpetrators of such crimes will invariably face the weight of justice.\r\n\r\nIndeed, when it comes to the most egregious crimes against humanity,\u00a0 accountability knows no exceptions and justifiably so.\r\n\r\nIn those grave and heinous cases \u2013 when national legal systems prove unable or unwilling to bring perpetrators to justice \u2013 the ICC must step in.\r\n\r\nAccordingly, the ICC stands as a testament to our unshakeable resolve to end impunity, and moreover, to deter others from the commission of such crimes in the future.\r\n\r\nThe Court is indeed a truly unique embodiment of our collective resolution to upholding the principles of justice and accountability.\r\n\r\nI express my\u00a0 fulsome appreciation to the Court for its diligent efforts,\u00a0 as indeed to its judges and its prosecutor, as well as to the dedicated staff who have laudibly committed themselves to the pursuit of justice \u2013 and indeed, to what is\u00a0right<\/i>.\r\n\r\nThe report highlights both the progress and the challenges faced by the ICC this year, specifically as regards the prevention and punishment of genocide, war crimes, crimes against humanity, and the crime of aggression.\r\n\r\nThese principles are fundamental to our global vision of peace and are integral to our mission of maintaining international peace and security, promoting respect for human rights, and delivering justice to those who have suffered the gravest injustices.\r\n\r\nLadies and Gentlemen,<\/i>\r\n\r\nWe must acknowledge that the Court operates in a multifaceted international landscape.\r\n\r\nIts jurisdiction spans cases where state parties have brought situations to the attention of the Court, including situations referred by the United Nations Security Council.\r\n\r\nWhile it may present a unique set of challenges \u2013this duality in referral mechanisms underscores the importance of international cooperation.\r\n\r\nDespite these challenges, the hope for universal ratification of the Rome Statute, and the Kampala amendments, serve as a profound affirmation of the ICC's enduring commitment to justice.\r\n\r\nAs more countries join and support the ICC, the bold ambition of ending impunity for the most serious crimes becomes increasingly realistic to achieve.\r\n\r\nAs we engage in this discussion, let us remember the voices of the victims, whose suffering must compel us to take meaningful action.\r\n\r\nI underscore the\u00a0need for universal cooperation with the court among Ä¢¹½ÊÓƵ Member States in our common pursuit of a more just and peaceful world.\r\n\r\nI call upon States to support the ICC where it faces constraints in its pursuit of justice, including predictable funding to effectively undertake its investigations and prosecutions.\r\n\r\nIn line with the fundamental principle of complementarity, States should cooperate\u00a0with the ICC and with each other in investigations and prosecutions, including by sharing information and evidence to uphold the rule of law and ensuring accountability for the most serious crimes.\r\n\r\nLet us remain committed to strengthening the international legal framework and ensuring that the ICC continues to fulfill its essential role in our global efforts to prevent impunity and injustice and to promote lasting peace.\r\n\r\nI thank you and look forward to a fruitful discussion on this important
