100 days ago, I assumed the Presidency of the United Nations General Assembly.<\/span><\/p>\n

I did so with unwavering commitment to rebuild\u00a0trust<\/b>\u00a0and reignite\u00a0solidarity<\/b>\u00a0in a world reeling from conflict and crises \u2013 not least of which the aggression against\u00a0Ukraine,\u00a0<\/b>where\u00a0tens of thousands have died.<\/span><\/p>\n

Little did I know that \u2013 only one month later \u2013 the world would be rocked by yet another major phase in the conflict in the\u00a0Middle East<\/b>; in which, yet again, thousands have perished, mainly in the\u00a0Gaza Strip<\/b>; and in that regard, a disproportionately high number of women and children have been killed, estimated at 70% of all deaths.<\/span><\/p>\n

And the backdrop to all of this remains a world struggling to address\u00a0climate change<\/b>, to address growing global food insecurity and moreover, to incentivize action towards achieving the sustainable development goals, SDG’s.<\/span><\/p>\n

Indeed, unity and solidarity remain elusive \u2013 precisely at a time when we need them to be more robust in order to energize the multilateral processes, to deliver credible solutions to major problems.<\/span><\/p>\n

As I mark\u00a0100 days in office<\/b>, I appreciate the successes registered since the start of the 78th<\/sup>\u00a0Session in September, such as the adoption of\u00a0Political Declarations on the SDGs, on Universal Health Coverage, on Tuberculosis, and on the Pandemic Prevention, Preparedness and Response.<\/b><\/span><\/p>\n

But I recognize that these early wins pale against the mountain of challenges we face \u2013 and I am aware of the lengthy road we are yet to travel in the months ahead.<\/span><\/p>\n

Indeed, unhappily, we are net-negative in our efforts to create a better, more equitable, more just and more prosperous world.<\/span><\/p>\n

Quite simply, notwithstanding the fact that the festive season is upon us, this hardly feels like a time for celebration \u2013 but rather, a moment to consider what we can do better, and by what means, in order to deliver a transformative impact, that adds value to our work in moving us closer to our strategic goals.<\/span><\/p>\n

As President of the General Assembly \u2013with the dedicated support of my team, and in close collaboration with fellow Principals of the other Main Organs, including the Secretary-General \u2013 I remain steadfastly committed to working even harder to serve the common interests of the Member States, and to restoring the once heralded dynamism of our multilateral system, by way of problem-solving.<\/span><\/p>\n

In this regard, I will continue to seek opportunities to deliver more through, among other things, leveraging the wisdom of the General Committee; optimizing the utilization of my Advisory Boards; and fostering diverse inclusive spaces for open, honest dialogue, building upon the successful convening, thus far, of the four\u00a0Gayap Dialogues<\/i><\/b>.<\/span><\/p>\n

Ending this year on a high note with the commemoration of the 75th<\/sup>\u00a0Anniversary of the Universal Declaration on Human Rights, a landmark instrument that levels the playing field for the treatment of people everywhere in the world, must inspire more confidence among us and motivate us to look to the New Year and to the remainder of this session with renewed hope, aspiration and commitment.<\/span><\/p>\n

In doing so, we must take full advantage of the ongoing processes, such as the\u00a0Summit of the Future<\/b>, and work together creatively \u2013 as\u00a0Member States and all stakeholders\u00a0<\/b>\u2013 to build a future world where all peoples live in peace and harmony; free from fear, and free from want.<\/span><\/p>\n

As we move on beyond the 100 days, I urge all Member States \u2013 and all global citizens who are listening \u2013 to join my clarion call in pushing for a better future; one that is \u2013 safer, fairer, more just and with a clean, healthy and safer environment, for all.<\/span><\/p>\n

To that end, I invite all of you to participate, in whatever forms might be possible, in an upcoming flagship project of my Presidency that is being planned for April 2024, when we will host Sustainability Week \u2013 a week of expert dialogue and High-Level engagement on four critical aspects of the sustainable development discourse: that is, transport, infrastructure, energy and tourism, with a special focus on sustainability. The thrust of this process is to add value to ongoing negotiations.<\/span><\/p>\n

We should not and must not blithefully accept and settle for the\u00a0status quo<\/i>\u00a0\u2013 not when we have the capability and indeed the potential to achieve so much more to secure, the dignity of the human person all around the world, which we so richly deserve \u2013 as present and future generations.<\/span><\/p>\n

Thank you<\/span><\/b>.<\/span><\/p>\n

Look deeper still \u2013 and one can see \u2013 those girls, children with disabilities, indigenous youth, and other vulnerable children at even greater risk.<\/p>\n

Clearly, we need to step up our efforts and deliver on the promises, we made to them, our most cherished, most vulnerable.<\/p>\n

As President of the General Assembly, I am committed to pursuing the goals of this important Convention \u2013 and to promoting children\u2019s rights and safety throughout the 78th session. The SDG Summit Political Declaration \u2013 adopted last September by world leaders \u2013 did exactly that. What we need now is action.<\/p>\n

Perhaps most importantly \u2013 in the current context \u2013 is the imperative to address the tragic and heartbreaking reality, that children are dying, and being left permanently maimed and emotionally scarred by conflicts and wars.<\/p>\n

To be clear: the loss of children in Israel, Gaza, Ukraine, and in other parts of the world embroiled in war and conflict – is morally inexcusable.<\/p>\n

Excellencies,<\/p>\n

Dear Colleagues,<\/p>\n

I cannot emphasize enough that our children are our future.<\/p>\n

In order to guarantee that, we must work much harder now \u2013 as a needed investment \u2013 to put in place a Pact for the Future that supports the children of today and tomorrow.<\/p>\n

This is all the more important because four billion children are expected to be born over the next 30 years. We therefore have an obligation to use moments such as the Summit of the Future, and its outcome, to further entrench, reaffirm, and revitalize children\u2019s rights.<\/p>\n

Tomorrow, we will mark the 75th anniversary of the UDHR \u2013 a landmark document, indeed. And next year, we celebrate the 35th anniversary of the Convention on the Rights of the Child itself.<\/p>\n

We must utilize all these occasions to reflect on current challenges and to recommit to the full realization of children\u2019s rights, everywhere in order to guarantee the development of our children to their fullest potential.<\/p>\n

And let us recommit to doing just that.<\/p>\n

As Delivered<\/i><\/i><\/p>\r\nPresident of the International Criminal Court, Judge Piotr Hofmanski,<\/i><\/i>\r\n\r\nExcellencies,<\/i>\r\n\r\nDistinguished Delegates,<\/i>\r\n\r\n\u00a0<\/i>\r\n\r\nToday we gather to consider the annual report of the\u00a0International Criminal Court (ICC) \u2013 a\u00a0 critical pillar of the international legal order.\r\n\r\nThe ICC stands as a perennial symbol of our shared commitment to justice and humanity\u2019s greatest aspirations.\r\n\r\nIt serves as an emphatic reminder that\u00a0no one \u2013 I repeat, no one \u2013 should be exempt from accountability for the most serious crimes of concern to the international community,\u00a0and that regardless of their status, position or location, perpetrators of such crimes will invariably face the weight of justice.\r\n\r\nIndeed, when it comes to the most egregious crimes against humanity,\u00a0 accountability knows no exceptions and justifiably so.\r\n\r\nIn those grave and heinous cases \u2013 when national legal systems prove unable or unwilling to bring perpetrators to justice \u2013 the ICC must step in.\r\n\r\nAccordingly, the ICC stands as a testament to our unshakeable resolve to end impunity, and moreover, to deter others from the commission of such crimes in the future.\r\n\r\nThe Court is indeed a truly unique embodiment of our collective resolution to upholding the principles of justice and accountability.\r\n\r\nI express my\u00a0 fulsome appreciation to the Court for its diligent efforts,\u00a0 as indeed to its judges and its prosecutor, as well as to the dedicated staff who have laudibly committed themselves to the pursuit of justice \u2013 and indeed, to what is\u00a0right<\/i>.\r\n\r\nThe report highlights both the progress and the challenges faced by the ICC this year, specifically as regards the prevention and punishment of genocide, war crimes, crimes against humanity, and the crime of aggression.\r\n\r\nThese principles are fundamental to our global vision of peace and are integral to our mission of maintaining international peace and security, promoting respect for human rights, and delivering justice to those who have suffered the gravest injustices.\r\n\r\nLadies and Gentlemen,<\/i>\r\n\r\nWe must acknowledge that the Court operates in a multifaceted international landscape.\r\n\r\nIts jurisdiction spans cases where state parties have brought situations to the attention of the Court, including situations referred by the United Nations Security Council.\r\n\r\nWhile it may present a unique set of challenges \u2013this duality in referral mechanisms underscores the importance of international cooperation.\r\n\r\nDespite these challenges, the hope for universal ratification of the Rome Statute, and the Kampala amendments, serve as a profound affirmation of the ICC's enduring commitment to justice.\r\n\r\nAs more countries join and support the ICC, the bold ambition of ending impunity for the most serious crimes becomes increasingly realistic to achieve.\r\n\r\nAs we engage in this discussion, let us remember the voices of the victims, whose suffering must compel us to take meaningful action.\r\n\r\nI underscore the\u00a0need for universal cooperation with the court among Ä¢¹½ÊÓƵ Member States in our common pursuit of a more just and peaceful world.\r\n\r\nI call upon States to support the ICC where it faces constraints in its pursuit of justice, including predictable funding to effectively undertake its investigations and prosecutions.\r\n\r\nIn line with the fundamental principle of complementarity, States should cooperate\u00a0with the ICC and with each other in investigations and prosecutions, including by sharing information and evidence to uphold the rule of law and ensuring accountability for the most serious crimes.\r\n\r\nLet us remain committed to strengthening the international legal framework and ensuring that the ICC continues to fulfill its essential role in our global efforts to prevent impunity and injustice and to promote lasting peace.\r\n\r\nI thank you and look forward to a fruitful discussion on this important
