box_shadow_blur_tablet=&#8221;40px&#8221; box_shadow_spread_tablet=&#8221;0px&#8221; global_colors_info=&#8221;{}&#8221; sticky_enabled=&#8221;0&#8243;]<\/p>\n<p style=\"font-weight: 400;text-align: center\"><strong><span data-ogsc=\"rgb(17, 17, 17)\" data-ogsb=\"white\">Remarks by the President General Assembly, H.E Dennis Francis<\/span><\/strong><\/p>\n<p style=\"font-weight: 400;text-align: center\"><strong><span data-ogsc=\"black\" data-ogsb=\"white\">Briefing on the Priorities for the Resumed Part of the 78th Session of the Ä¢¹½ÊÓÆµ General Assembly<\/span><\/strong><\/p>\n<p style=\"font-weight: 400;text-align: center\"><strong><span data-ogsc=\"black\" data-ogsb=\"white\">Tuesday<\/span><\/strong><strong><span data-ogsc=\"rgb(17, 17, 17)\" data-ogsb=\"white\">, <\/span><\/strong><strong><span data-ogsc=\"black\" data-ogsb=\"white\">16 January 2024<\/span><\/strong><\/p>\n<p style=\"font-weight: 400;text-align: center\"><strong><span data-ogsc=\"rgb(17, 17, 17)\" data-ogsb=\"white\">(As Delivered)<\/span><\/strong><\/p>\n<p style=\"font-weight: 400\"><span data-ogsc=\"rgb(17, 17, 17)\" data-ogsb=\"white\">\u00a0<\/span><\/p>\n<p style=\"font-weight: 400\"><em>Excellencies, <\/em><\/p>\n<p style=\"font-weight: 400\"><em>Distinguished Delegates,<\/em><\/p>\n<p style=\"font-weight: 400\">Thank you for joining today\u2019s briefing \u2013 as we usher in the New Year and continue the critically important work of the General Assembly during the resumed part of the 78<sup>th<\/sup> session.<\/p>\n<p style=\"font-weight: 400\">Over the past four months, Member States have worked collaboratively with my Presidency \u2013 with unwavering commitment to address the myriad global challenges of our time.<\/p>\n<p style=\"font-weight: 400\">I truly appreciate the depth of support and cooperation extended to me and my team, to ensure that we effectively serve the collective interests of the membership \u2013 and we look forward to your continued constructive engagement.<\/p>\n<p style=\"font-weight: 400\">Today\u2019s briefing is an opportunity to both reflect on the progress to date and the associated challenges \u2013 with a view to casting our renewed vision towards a future world that is more <strong>peaceful<\/strong>, more <strong>prosperous<\/strong>, more <strong>progressive<\/strong>, and more <strong>sustainable<\/strong> place for all.<\/p>\n<p style=\"font-weight: 400\">This includes acknowledging successes \u2013 such as the milestone Political Declaration of the 2023 <strong>SDG Summit<\/strong>, as well as other pioneering political declarations on Universal Health Care; Pandemic Prevention, Preparedness, and Response; and Tuberculosis.<\/p>\n<p style=\"font-weight: 400\">But our reflections must also not ignore or overlook the challenges and setbacks, including the dire consequences of escalating violence in the<strong> Gaza Strip <\/strong>and other affected areas; continued aggression in <strong>Ukraine<\/strong>; and the violent outbreaks in <strong>Sudan<\/strong>; the internal strife in <strong>Haiti<\/strong>; and several other situations of concern elsewhere that affect international peace and security.<\/p>\n<p style=\"font-weight: 400\">It is without any doubt that the horrific escalation of violence in the Middle East has been particularly challenging \u2013 adding to other pre-existing situations, and further eroding trust between and among nations.<\/p>\n<p style=\"font-weight: 400\">It has triggered an unprecedented humanitarian catastrophe in the Gaza Strip, and heightened security concerns for both Israelis, Palestinians, and the citizens of neighbouring countries \u2013 thus bringing us much closer to the reality of a regional conflagration, as many of you have already observed in different contexts.<\/p>\n<p style=\"font-weight: 400\">\n<p style=\"font-weight: 400\"><em>Dear Colleagues<\/em>, amid these stark developments, we must not only ask ourselves but act on the vexing questions of: <em>How do we reignite mutual trust and solidarity? How can we cooperate more effectively to deliver on our 2030 aspirations? In fact, what will unite the Nations?<\/em><\/p>\n<p style=\"font-weight: 400\">While multilateralism remains our best chance for confronting today\u2019s converging challenges, we will not progress at the pace or scale required without fine-tuning some of the tools within our multilateral toolbox.<\/p>\n<p style=\"font-weight: 400\">To this end, we must set our sights squarely on the <strong>Summit of the Future<\/strong> \u2013 the pivotal event of 2024 \u2013 where world leaders are expected to gather here in New York and forge a <strong>new global consensus <\/strong>on how to better deliver for <strong>people <\/strong>and <strong>planet<\/strong>.<\/p>\n<p style=\"font-weight: 400\">As President of the General Assembly, I have prioritized this process, and from now until September, preparations for the Summit will be <strong>front and center<\/strong> \u2013 as this can and must be a unique opportunity to supercharge SDG implementation.<\/p>\n<p style=\"font-weight: 400\">We must seize every opportunity to adapt our systems for good governance and the efficient delivery of global public goods.<\/p>\n<p style=\"font-weight: 400\">Importantly, we cannot miss this opportunity to initiate a meaningful dialogue with relevant stakeholders with a view to fixing \u2013 once and for all \u2013 the international financial architecture, in order to bring it into better alignment with contemporary global realities, particularly as they reflect the perverse contradictions of global development.<\/p>\n<p style=\"font-weight: 400\">I, therefore, encourage all Member States and other stakeholders to use the Summit of the Future to focus on priority areas and high-impact governance innovations. This will help to facilitate implementation of existing commitments, as well as enhance solidarity towards our shared future.<\/p>\n<p style=\"font-weight: 400\">I, however, want to emphasize that the Summit must be seen as a <strong>process <\/strong>and not an event. It marks only the <strong>first step<\/strong> in a long journey we collectively embarked on to re-think and reinvigorate global cooperation by 2030 and beyond.<\/p>\n<p style=\"font-weight: 400\">On this point, I should like to underscore the following: while the Summit\u2019s outcome will reflect the perspectives of world leaders, it must, as a matter of necessity be easily <strong>understood by<\/strong> the global public, both in the South and in the North. Public support for, and buy-in of, \u201cthe Pact\u201d will not be possible if the text as written does not lend itself to such comprehension by ordinary people everywhere, as its success lies in its reach, its recognition, and its inclusive results.<\/p>\n<p style=\"font-weight: 400\">This starts with effective engagement throughout the process; and as the saying goes: <strong>If people can\u2019t weigh in, they don\u2019t buy in.<\/strong><\/p>\n<p style=\"font-weight: 400\">I, therefore, commend and thank the Summit of the Future\u2019s co-facilitators \u2013 the Permanent Representatives of <strong>Namibia<\/strong> and <strong>Germany<\/strong> \u2013 for their continued hard work to build on the previous intergovernmental negotiations to ensure inclusivity, transparency, and efficiency of the process, and in so doing, promoting confidence among Member States.<\/p>\n<p style=\"font-weight: 400\">I also look forward to the outcomes of the parallel intergovernmental negotiations on the <strong>Declaration of Future Generations<\/strong>and the <strong>Global Digital Compact<\/strong> \u2013 led by the Permanent Representatives of <strong>Jamaica<\/strong> and <strong>the Netherlands <\/strong>on the one hand, and <strong>Sweden<\/strong> and <strong>Zambia <\/strong>on the other, as highly motivated co-facilitators \u2013 and I similarly call upon all Member States to fully engage individually and within their respective groups with the co-facilitators in these demanding processes.<\/p>\n<p style=\"font-weight: 400\">In my interaction with stakeholders, I have repeatedly assured them of our concerted efforts to advance a multistakeholder approach, including engaging with youth, civil society organizations, and indigenous peoples around the world \u2013 and I reiterate my pledge to infuse this approach for all mandated processes this year.<\/p>\n<p style=\"font-weight: 400\">\n<p style=\"font-weight: 400\"><em>Dear Colleagues,<\/em><\/p>\n<p style=\"font-weight: 400\">To chart a clearer course ahead, it is critical that we glean wisdom from the stories written in the ink of antecedents.<\/p>\n<p style=\"font-weight: 400\">As we take stock of the last year, I am reminded of the words of the late Mahatma Gandhi, that: \u201c<strong>There is no way to peace, peace is the way<\/strong>\u201d.<\/p>\n<p style=\"font-weight: 400\">Perhaps I should read that again, \u201cThere is no way to peace, peace is the way\u201d.<\/p>\n<p style=\"font-weight: 400\">Indeed, <strong>peace<\/strong> must always be the foundation and indeed the ultimate goal of our collective efforts \u2013 and this must be our single most important priority in 2024; it is, most certainly, the bedrock upon which everything we do will rest.<\/p>\n<p style=\"font-weight: 400\">It is, therefore, crucial that we be inspired by these visionary words of Gandhi and demonstrate both <strong>our<\/strong> <strong>political will<\/strong> and <strong>our ability<\/strong> to make this world a more peaceful and secure one.\u00a0<\/p>\n<p style=\"font-weight: 400\">While the Security Council holds primary responsibility for maintaining international peace and security, the General Assembly has invoked its remedial powers under the Charter and stepped in to express the will of the global community and to act in the name of <strong>We the Peoples<\/strong>.<\/p>\n<p style=\"font-weight: 400\">For instance \u2013 in the face of a clear Security Council deadlock \u2013 the General Assembly, at its resumed 10<sup>th<\/sup> emergency special session on the situation in Gaza, has been <strong>active<\/strong>, approving resolutions that demand an immediate humanitarian ceasefire, the release of all hostages, and unhindered access for humanitarian aid.<\/p>\n<p style=\"font-weight: 400\">I call yet again for immediate implementation of those and other relevant resolutions and decisions of the Assembly \u2013 if we are to see meaningful progress on the ground, and primarily to save many more innocent lives from being lost. Surely, a military solution is not possible in the Middle East conflict.<\/p>\n<p style=\"font-weight: 400\">Under the <strong>Veto Initiative<\/strong> and through my <strong>regular<\/strong> <strong>coordination meetings<\/strong> with the Secretary-General, ECOSOC and the Security Council Presidents, I have explicitly underscored the critical importance of fostering accountability and ensuring robust cooperation between all Ä¢¹½ÊÓÆµ Principal Organs to achieve Ä¢¹½ÊÓÆµ system-wide coherence.<\/p>\n<p style=\"font-weight: 400\">I am convinced that that there is sufficient room to co-exist, and that by strengthening the role of each individual Organ, we can fortify and improve the United Nations system as a whole \u2013 thus living up to our fundamental <strong>Ä¢¹½ÊÓÆµ Charter<\/strong>responsibilities and demonstrating to the world at large that we have both the capacity and the commitment to work together in pursuance of global peace and security.<\/p>\n<p style=\"font-weight: 400\">In this regard, my full appreciation goes to the co-facilitators and co-chairs \u2013 the Permanent Representatives of <strong>Saint Lucia<\/strong>and <strong>Romania<\/strong>, <strong>Guinea<\/strong> and <strong>Latvia<\/strong>, <strong>Austria<\/strong> and <strong>Kuwait<\/strong> for effectively leading the ongoing intergovernmental processes on the revitalisation of the work of the General Assembly, strengthening of ECOSOC and High Level Political Forum, and the Security Council Reform \u2013 your efforts and commitment are invaluable and I encourage you to maintain and build upon your respective approaches.<\/p>\n<p style=\"font-weight: 400\">By end of year, I had announced additional co-facilitators, and I will soon make additional announcements based on existing and\/or new mandates. I call on all Members States to extend similar full cooperation to all of them.<\/p>\n<p style=\"font-weight: 400\">I remain steadfastly committed to <strong>collaborating closely<\/strong> <strong>with all my counterparts<\/strong> \u2013 from within the Ä¢¹½ÊÓÆµ system and from across the Membership. The <strong>informal briefing on Haiti<\/strong>, with the Presidents of the Security Council and ECOSOC, and with involvement of the Special Representative of Secretary-General, is one among other strong examples of our collective ability and responsibility to collaborate toward a better future for all.<\/p>\n<p style=\"font-weight: 400\"><em>\u00a0<\/em><\/p>\n<p style=\"font-weight: 400\"><em>Excellencies, Dear Colleagues<\/em>,<\/p>\n<p style=\"font-weight: 400\">Such enhanced coordination is needed now more than ever.<\/p>\n<p style=\"font-weight: 400\">Global conflicts have, once more, heightened the specter of a scary nuclear Armageddon \u2013 an undesirable scenario devoid of winners and only fraught with losers. The risks of conflicts widening into regional wars are growing more real by the day.<\/p>\n<p style=\"font-weight: 400\">At the same time, and as we continue to fight human caused wars, our planet is ablaze with wildfires, scorched by increasingly high temperatures, submerged by rising seas, and parched by drought.<\/p>\n<p style=\"font-weight: 400\">These cataclysmic challenges will not wait for us to settle our issues.<\/p>\n<p style=\"font-weight: 400\">And once more it is the <strong><em>people<\/em> <\/strong>who are paying the price for triggers they did not pull.<\/p>\n<p style=\"font-weight: 400\">On the conflict side, we must heighten our push for universal respect for international law, including humanitarian and human rights law \u2013 and the reformation of a rules-based multilateral system that meaningfully prioritizes cooperation and is anchored on mutual respect, dialogue and diplomacy.<\/p>\n<p style=\"font-weight: 400\">On the environmental side and building on recent outcomes at COP28 we need concrete action and demonstrable efforts to tackle the climate crisis and to address the multiple, interconnected environmental emergencies we face; and if we wait any longer, things are getting uncontrollably worse.<\/p>\n<p style=\"font-weight: 400\">This is why I hosted high-level summits on <strong>sea-level rise and climate mobility<\/strong>; it is why I travelled all the way to the <strong>Pacific Islands Forum Leaders Meeting<\/strong>; and why I attended <strong>COP28<\/strong> \u2013 to champion the plight of those most vulnerable to the impacts of climate change and its related effects, and to lend my full support to the unheeded calls for meaningful climate action.<\/p>\n<p style=\"font-weight: 400\">This afternoon, I will count on the kind cooperation of the General Assembly to consider and adopt the draft decision I have tabled to convene a high-level plenary meeting in September of 2024 \u2013 to shine a spotlight on the urgent need to address the existential threats posed by climate change-induced sea-level rise.<\/p>\n<p style=\"font-weight: 400\">I am fully committed to seeing this initiative through in the interests of Small Island Developing States \u2013 and I count on everyone\u2019s engagement and support in this regard.\u00a0<\/p>\n<p style=\"font-weight: 400\">I sincerely urge Member States to build on your collective successes, to address challenges, and to help advance the critical solutions we need to move our world in the right direction.<\/p>\n<p style=\"font-weight: 400\">As previously announced, I am also looking forward, with anticipation, to convening an inaugural <strong>Sustainability Week<\/strong>, from April 15 to 19, 2024.<\/p>\n<p style=\"font-weight: 400\">The Week will be anchored on mandated events on sustainable tourism, transport, infrastructure, and the Global Stocktake on Energy. It will also include a signature event on <strong>debt sustainability<\/strong> \u2013 a matter that I know is of the utmost concern especially to countries in the Global South, and it is intended to bring into sharper focus the vulnerabilities of <strong>countries in special situations<\/strong>.<\/p>\n<p style=\"font-weight: 400\">Taken together, the Week\u2019s back-to-back events will offer a broad platform for the Member States and other stakeholders to follow up on these mandates and to help drive progress on the SDGs.<\/p>\n<p style=\"font-weight: 400\">In the weeks to come, I will be relying upon the sound advice of the reconstituted <strong>Advisory Board on LDCs, LLDCs and SIDS<\/strong> to support the preparations for Sustainability Week \u2013 as well as to effectively engage in upcoming global and regional initiatives, such as the <strong>Fourth International Conference on SIDS<\/strong> in Antigua and Barbuda in April, and the <strong>Third Ä¢¹½ÊÓÆµ Conference on LLDCs<\/strong>, in Kigali in June.<\/p>\n<p style=\"font-weight: 400\">As mandated, I will also convene an <strong>informal dialogue on commodity markets<\/strong> in April, to explore strategies for economic and export diversification, particularly for commodity dependent developing countries \u2013 with the aim of sharing experiences.<\/p>\n<p style=\"font-weight: 400\">As indicated, I will soon appoint two co-facilitators to consider the final report of the <strong>High-Level Panel on the Development of a Multidimensional Vulnerability Index for Small Island Developing States, <\/strong>in accordance with the relevant General Assembly resolution 78\/232.<\/p>\n<p style=\"font-weight: 400\">As per the plan shared by the co-facilitators, I am delighted to report that we are also on the road to the mandated <strong>High-Level Meeting on Antimicrobial Resistance <\/strong>\u2013 where leaders will commit to new and clear targets to address this development challenge.<\/p>\n<p style=\"font-weight: 400\">I urge all Member States and stakeholders to work collaboratively with the co-facilitators \u2013 the Permanent Representatives of <strong>Barbados<\/strong> and <strong>Malta<\/strong> \u2013 to ensure the investment, innovation, and cooperation we need is galvanized to support transformative and impactful solutions.<\/p>\n<p style=\"font-weight: 400\">Beyond this, we aim to tackle questions of recurring extreme weather, through a joint thematic event with ECOSOC, on the impacts of the 2023\/2024 <strong>El Ni\u00f1o phenomenon \u2013 <\/strong>and a suitable date will be announced soon.<\/p>\n<p style=\"font-weight: 400\">And it is also my intention to convene a commemorative event on 29 April, on the occasion of the 30<sup>th<\/sup> anniversary of the <strong>1994 International Conference on Population and Development<\/strong> and its landmark Programme of Action.<\/p>\n<p style=\"font-weight: 400\">\n<p style=\"font-weight: 400\"><em>Excellencies, Dear Colleagues,<\/em><\/p>\n<p style=\"font-weight: 400\">It is worth re-emphasizing that our multilateral system is only as strong as we are faithful in upholding its principles of dialogue and consultation, trust and international cooperation, inclusion, and solidarity.<\/p>\n<p style=\"font-weight: 400\">I am committed to <strong>inclusive decision-making<\/strong> \u2013 not only through my engagement with you, the Member States \u2013 but with all stakeholders, as showcased by the <strong>Civil Society Townhall<\/strong> I convened in November; the &#8220;<strong>ASK the PGA<\/strong>&#8221; platform on my official website; and ongoing direct engagements with the <strong>young people<\/strong>.<\/p>\n<p style=\"font-weight: 400\">It is my priority to ensure that the doors of the Ä¢¹½ÊÓÆµ \u2013 digital, physical, and informational \u2013 remain open to <strong>all<\/strong>persons, especially those who are differently abled, and I will maintain my focus on <strong>accessibility<\/strong> issues as we advance our work.<\/p>\n<p style=\"font-weight: 400\">Throughout my official travel \u2013 to the Republic of Korea, Haiti, Qatar, to the Pacific Islands Forum in the Cook Islands, and at COP28 in the United Arab Emirates \u2013 I have endeavoured to meaningfully engage with the youth, academia, and civil society, and to promote a human-centric approach to everything we do at the United Nations.<\/p>\n<p style=\"font-weight: 400\">I will continue these efforts, through upcoming engagements \u2013 with a view to stimulating greater interest in the work of the General Assembly and fostering a more inclusive and effective multilateralism that showcases the diverse strengths of our 8 billion constituents.<\/p>\n<p style=\"font-weight: 400\">In New York, the upcoming Joint Ä¢¹½ÊÓÆµ-IPU Parliamentary<strong> Hearing<\/strong> on 8-9 February, as well as mandated High-Level Events on the \u201c<strong>Role of the Ombudsman<\/strong>\u201d and on \u201c<strong>Crime Prevention and Sustainable Development through Sports<\/strong>\u201d will offer yet other important opportunities for such inclusive engagement.<\/p>\n<p style=\"font-weight: 400\">I urge you all to be present at these events \u2013 and to engage actively.<\/p>\n<p style=\"font-weight: 400\">While 2023 was marked by strife, it was not altogether without either hope or optimism.<\/p>\n<p style=\"font-weight: 400\">The <strong>75<sup>th<\/sup> anniversary of the Universal Declaration of Human Rights<\/strong> \u2013 a landmark achievement that remains the bedrock of our United Nations \u2013 was one such occasion, where we recognized the fundamental freedoms intrinsic to all of us<\/p>\n<p style=\"font-weight: 400\">During the morning <strong><em>Gayap Dialogue<\/em><\/strong>which I convened on 7 December on the question of <strong>how we can realize the promise of the Universal Declaration amid cascading global crises<\/strong>, I was encouraged by the candid reflections \u2013 and I urge you all to build upon the sentiments reflected in the dialogue summary, which I have shared.<\/p>\n<p style=\"font-weight: 400\">In today\u2019s heightened state of conflict, let us remember that human rights are the canary in the coalmine \u2013 a crucial indicator of the broader health and well-being of our societies, often alerting us to grievances that require urgent attention.<\/p>\n<p style=\"font-weight: 400\">For my part, I am also tirelessly working to mainstream <strong>gender equality<\/strong>throughout all our deliberations \u2013 benefitting from the good counsel of my Special Advisor on Gender Equality and Women\u2019s Empowerment.<\/p>\n<p style=\"font-weight: 400\">I am delighted that the recent launch of the second phase of the gender equality and prevention of sexual harassment training \u2013 for Permanent Missions across <strong>all Ä¢¹½ÊÓÆµHQ locations <\/strong>\u2013 has reignited our firm commitment to fostering inclusive and equitable workplaces. I much appreciate the support of my Advisory Board on Gender Equality.<\/p>\n<p style=\"font-weight: 400\">Through my participation in the global <strong>16 Days of Activism against Gender-Based Violence<\/strong> campaign, I sought to spark dialogue, keep a bright global spotlight on this pervasive scourge \u2013 and create real change.<\/p>\n<p style=\"font-weight: 400\">Last but not least, I continue to receive enquiries as to what can be done by this General Assembly to galvanize more attention on the <strong>human rights of women and girls of Afghanistan<\/strong> \u2013 and I have indicated that, as President, I stand ready to work with all the Member States and other stakeholders to ensure that this matter remains on our radar, especially the plight of Afghan girls who are deniedaccess to education.<\/p>\n<p style=\"font-weight: 400\">Looking ahead \u2013 and alongside the <strong>International Day of Remembrance of the Victims of Slavery and the Transatlantic Slave Trade<\/strong>, on 25 March\u2013 I will convene a morning <strong><em>Gayap Dialogue<\/em><\/strong> on the issue of <strong>reparatory justice,<\/strong> to encourage open and constructive dialogue on this matter that can no longer be set aside.<\/p>\n<p style=\"font-weight: 400\">With the same focus on progress, I welcome the Assembly\u2019s request for the Secretary-General to report on steps to effectuate the call for a <strong>second<\/strong><strong>International Decade of People of African Descent<\/strong>.<\/p>\n<p style=\"font-weight: 400\">I further look forward to facilitating effective preparations for the mandated commemorative event on the <strong>10<sup>th<\/sup>anniversary of the World Conference on Indigenous Peoples<\/strong>.<\/p>\n<p style=\"font-weight: 400\">We simply must advance the issues we have committed to undertaking.<\/p>\n<p style=\"font-weight: 400\">For your ease of reference, a comprehensive list of mandates is posted on the website of the Office accomplish \u2013 for the benefit of \u201c<strong>We the Peoples<\/strong>\u201d \u2013 will benefit more from enhanced solidarity, unity, and robust international cooperation through a stronger Court, Judge Piotr Hofmanski,<\/i><i><\/i>\r\n\r\n<i>Excellencies,<\/i>\r\n\r\n<i>Distinguished Delegates,<\/i>\r\n\r\n<i>\u00a0<\/i>\r\n\r\nToday we gather to consider the annual report of the\u00a0International Criminal Court (ICC) \u2013 a\u00a0 critical pillar of the international legal order.\r\n\r\nThe ICC stands as a perennial symbol of our shared commitment to justice and humanity\u2019s greatest aspirations.\r\n\r\nIt serves as an emphatic reminder that\u00a0no one \u2013 I repeat, no one \u2013 should be exempt from accountability for the most serious crimes of concern to the international community,\u00a0and that regardless of their status, position or location, perpetrators of such crimes will invariably face the weight of justice.\r\n\r\nIndeed, when it comes to the most egregious crimes against humanity,\u00a0 accountability knows no exceptions and justifiably so.\r\n\r\nIn those grave and heinous cases \u2013 when national legal systems prove unable or unwilling to bring perpetrators to justice \u2013 the ICC must step in.\r\n\r\nAccordingly, the ICC stands as a testament to our unshakeable resolve to end impunity, and moreover, to deter others from the commission of such crimes in the future.\r\n\r\nThe Court is indeed a truly unique embodiment of our collective resolution to upholding the principles of justice and accountability.\r\n\r\nI express my\u00a0 fulsome appreciation to the Court for its diligent efforts,\u00a0 as indeed to its judges and its prosecutor, as well as to the dedicated staff who have laudibly committed themselves to the pursuit of justice \u2013 and indeed, to what is\u00a0<i>right<\/i>.\r\n\r\nThe report highlights both the progress and the challenges faced by the ICC this year, specifically as regards the prevention and punishment of genocide, war crimes, crimes against humanity, and the crime of aggression.\r\n\r\nThese principles are fundamental to our global vision of peace and are integral to our mission of maintaining international peace and security, promoting respect for human rights, and delivering justice to those who have suffered the gravest injustices.\r\n\r\n<i>Ladies and Gentlemen,<\/i>\r\n\r\nWe must acknowledge that the Court operates in a multifaceted international landscape.\r\n\r\nIts jurisdiction spans cases where state parties have brought situations to the attention of the Court, including situations referred by the United Nations Security Council.\r\n\r\nWhile it may present a unique set of challenges \u2013this duality in referral mechanisms underscores the importance of international cooperation.\r\n\r\nDespite these challenges, the hope for universal ratification of the Rome Statute, and the Kampala amendments, serve as a profound affirmation of the ICC's enduring commitment to justice.\r\n\r\nAs more countries join and support the ICC, the bold ambition of ending impunity for the most serious crimes becomes increasingly realistic to achieve.\r\n\r\nAs we engage in this discussion, let us remember the voices of the victims, whose suffering must compel us to take meaningful action.\r\n\r\nI underscore the\u00a0need for universal cooperation with the court among Ä¢¹½ÊÓÆµ Member States in our common pursuit of a more just and peaceful world.\r\n\r\nI call upon States to support the ICC where it faces constraints in its pursuit of justice, including predictable funding to effectively undertake its investigations and prosecutions.\r\n\r\nIn line with the fundamental principle of complementarity, States should cooperate\u00a0with the ICC and with each other in investigations and prosecutions, including by sharing information and evidence to uphold the rule of law and ensuring accountability for the most serious crimes.\r\n\r\nLet us remain committed to strengthening the international legal framework and ensuring that the ICC continues to fulfill its essential role in our global efforts
