style=\"text-align: center\"><strong>\u00a0<\/strong><\/p>\n<p><em>Mr. Secretary-General,<\/em><\/p>\n<p><em>Your Excellency, Laura Chinchilla, former President of Costa Rica and Co-chair of the High-Level Advisory Panel of Eminent Experts on Human Security,<\/em><\/p>\n<p><em>Your Excellency, Dr. Mohamed Ibn Chambas, African Union High Representative for Silencing the Guns,<\/em><\/p>\n<p><em>Excellencies, Distinguished Delegates, Ladies and Gentlemen.<\/em><\/p>\n<p>It is my pleasure to convene this informal plenary meeting of the General Assembly, following the publication of <strong>Secretary-General\u2019s fourth report on human security.<\/strong><\/p>\n<p>This is the first report on the topic in last 10 years \u2013 and I congratulate and thank the Secretary-General for this timely document.<\/p>\n<p>Since the General Assembly last convoked on human security \u2013 also a decade ago \u2013 the global landscape has undergone dramatic change.<\/p>\n<p>We have seen progress with the universal adoption of landmark documents, including the 2030 Agenda for Sustainable Development and the Paris Agreement on climate change \u2013 truly historic achievements that have showcased multilateralism at its best.<\/p>\n<p>We have also endured the COVID-19 pandemic, as well as geopolitical crises \u2013 all of which have inflicted an extraordinary toll on the livelihoods and well-being of people across the globe.<\/p>\n<p>Over the past decade since the General Assembly\u2019s consideration of the previous report and in the course of these global events, it is without a doubt that both the <strong>concept<\/strong> \u2013 and the <strong>relevance<\/strong> \u2013 of human security have evolved.<\/p>\n<p>With this in mind \u2013 and recognizing the diverse views among Member States on the matter \u2013 today\u2019s meeting is an important opportunity to reflect on these past events and to openly discuss the way forward.<\/p>\n<p>The objective ultimately is to <strong>translate<\/strong> human security from a <strong>concept<\/strong> into <strong>concrete actions<\/strong> that bring about impactful change in people\u2019s lives.<\/p>\n<p>&nbsp;<\/p>\n<p><em>Excellencies, <\/em><\/p>\n<p>In resolution 66\/290, the General Assembly states that, I quote: \u201c<strong><em>human security is an approach to assist Member States in identifying and addressing widespread and cross-cutting challenges to the survival, livelihood and dignity of their people<\/em><\/strong>.\u201d<\/p>\n<p>Amid today\u2019s geopolitical turmoil, humanitarian catastrophes and backsliding on the Sustainable Development Goals, we cannot ignore that we \u2013 as the international community and the United Nations \u2013 are being tested once again.<\/p>\n<p>The world is rife with instability, suffering and \u2013 indeed \u2013 <strong>disregard and \/or contempt<\/strong> for human dignity.<\/p>\n<p>A <strong>people-centered approach<\/strong> to resolving our differences offers a powerful tool to support integrative, prevention-oriented responses.<\/p>\n<p>&nbsp;<\/p>\n<p><em>Excellencies,<\/em><\/p>\n<p>Reactivating discussions on the concept of human security is important with a view to addressing the root causes of instability \u2013 and moving towards a world where <strong>all<\/strong> people can live securely.<\/p>\n<p>We are fast approaching two milestone events on the horizon \u2013 <strong>Summit of the Future<\/strong> in September, and the <strong>80<sup>th<\/sup> anniversary of the founding of the <\/strong><strong>Ä¢¹½ÊÓƵ<\/strong> next year.<\/p>\n<p>I understand that discussions are underway on the concept of human security in the preparations for the Summit.<\/p>\n<p>It will be up to Member States to determine how best to position this concept within the relevant processes and outcomes.<\/p>\n<p>With that, I encourage Member States to engage actively and constructively with the high-level panellists present with us here today \u2013 and I look forward to hearing your
