Remarks by the President of the General Assembly<\/strong><\/p>\n

Excellencies,<\/em><\/p>\n

 <\/p>\n

Ladies and Gentlemen,<\/em><\/p>\n

 <\/p>\n

As we convene today\u2019s debate, we recall that the General Assembly and the Security Council work together \u2013 alongside the entire United Nations apparatus \u2013 to serve a higher purpose: saving future generations from the scourge of war<\/em>.<\/p>\n

 <\/p>\n

While the United Nations Charter confers primary responsibility for the maintenance of international peace and security on the Security Council, the General Assembly holds a residual \u2013 albeit an increasingly important role in this field.<\/p>\n

 <\/p>\n

Moreover, in carrying out its duties, the Security Council acts on behalf of the Member States \u2013 of which this General Assembly is the most representative organ.<\/p>\n

 <\/p>\n

The General Assembly is at once empowered to make recommendations to Member States, the Security Council, or both, on matters of global concern.<\/p>\n

 <\/p>\n

Thus, I encourage you to view today\u2019s debate as an exercise of that right \u2013 assessing how the Council acts on behalf of you, the Member States.<\/p>\n

 <\/p>\n

Excellencies, <\/em><\/p>\n

 <\/p>\n

I welcome the timely adoption of this annual report by the Security Council and its submission to the General Assembly.<\/p>\n

 <\/p>\n

Moreover, I welcome that the report references \u2013 and importantly, includes views expressed by Member States during \u2013 the informal consultation I convened in January alongside the Permanent Mission of the United Kingdom, which was then the pen-holding member of the Security Council.\u00a0<\/p>\n

 <\/p>\n

This consultation was the first of its kind \u2013 responding to repeated calls for a more collaborative and transparent approach to drafting the report\u2019s introduction, including representations made during Gayap Dialogues<\/em> that I have convened throughout my Presidency.<\/p>\n

 <\/p>\n

Several of these views are longstanding and widely shared \u2013 including the need for a more analytical report that goes beyond merely listing the Council\u2019s work.<\/p>\n

 <\/p>\n

It is my hope that this positive pattern of closer cooperation and collaboration between this Assembly and Council will continue in the future.<\/p>\n

Throughout the year, the Security Council, and the General Assembly, have closely cooperated, within their respective mandates.<\/p>\n
