La premi\u00e8re met en lumi\u00e8re les r\u00e9alisations marquantes de la 79\u00e8me session, depuis son ouverture en septembre 2024, avec, en point d&#8217;orgue, le Sommet de l&#8217;avenir.<\/p>\n<p>&nbsp;<\/p>\n<p>La deuxi\u00e8me partie aborde les principaux d\u00e9fis, auxquels la communaut\u00e9 internationale fait face actuellement.<\/p>\n<p>&nbsp;<\/p>\n<p>La troisi\u00e8me partie se concentre, sur les mandats confi\u00e9s \u00e0 cette session de l&#8217;Assembl\u00e9e g\u00e9n\u00e9rale.<\/p>\n<p>&nbsp;<\/p>\n<p>Enfin, la quatri\u00e8me partie sera d\u00e9di\u00e9e aux solutions, que je propose pour relever ces d\u00e9fis, en mettant en \u0153uvre le Pacte pour l&#8217;avenir, et en organisant une s\u00e9rie d\u2019\u00e9v\u00e9nements phares.<\/p>\n<p><strong><em>\u00a0<\/em><\/strong><\/p>\n<p><strong>I &#8211; RETROSPECTIVE DE 2024<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p>Permettez-moi de commencer par la <strong>Semaine de haut niveau<\/strong>, qui a marqu\u00e9 avec succ\u00e8s, le d\u00e9but de la 79\u00e8me session en septembre 2024.<\/p>\n<p>&nbsp;<\/p>\n<p>Les dirigeants mondiaux ont trouv\u00e9, comme chaque ann\u00e9e, un espace pour \u00e9changer sur les probl\u00e8mes mondiaux, allant de l&#8217;\u00e9l\u00e9vation du niveau de la mer, \u00e0 l&#8217;imp\u00e9ratif de la non-prolif\u00e9ration nucl\u00e9aire et du d\u00e9sarmement.<\/p>\n<p>&nbsp;<\/p>\n<p>Le moment cl\u00e9 a \u00e9t\u00e9 le Sommet de l&#8217;avenir, au cours duquel les dirigeants ont adopt\u00e9, par consensus, l&#8217;un des instruments les plus importants de notre \u00e9poque : le <strong>Pacte pour l&#8217;avenir<\/strong>. Lors de mes interventions pr\u00e9c\u00e9dentes, j&#8217;ai eu l&#8217;opportunit\u00e9 de saluer les \u00c9tats membres pour cette r\u00e9alisation historique. Je le fais \u00e0 nouveau aujourd&#8217;hui!<\/p>\n<p>&nbsp;<\/p>\n<p>Je tiens \u00e9galement \u00e0 saluer les efforts consid\u00e9rables d\u00e9ploy\u00e9s par le Secr\u00e9taire g\u00e9n\u00e9ral, Son Excellence Monsieur Ant\u00f3nio Guterres et l&#8217;ensemble de l&#8217;\u00e9quipe du Secr\u00e9tariat dans le cadre du processus du Pacte pour l&#8217;Avenir.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>En adoptant le Pacte pour l&#8217;avenir<\/strong>, les \u00c9tats membres ont assum\u00e9 la responsabilit\u00e9 collective de prot\u00e9ger les besoins, et les int\u00e9r\u00eats des g\u00e9n\u00e9rations actuelles, ainsi que ceux des g\u00e9n\u00e9rations futures.<\/p>\n<p>&nbsp;<\/p>\n<p>Le Pacte met en exergue l&#8217;existence d&#8217;une v\u00e9ritable opportunit\u00e9 de renouveau et de progr\u00e8s, fond\u00e9e sur notre humanit\u00e9 commune.<\/p>\n<p>&nbsp;<\/p>\n<p>Malgr\u00e9 les graves p\u00e9rils auxquels nous sommes confront\u00e9s, nous vivons \u00e9galement un moment de grande opportunit\u00e9. Nous devons tirer parti de cet \u00e9lan.<\/p>\n<p>&nbsp;<\/p>\n<p>Et ce, avec lucidit\u00e9, face aux nombreuses crises, qui continuent de menacer le progr\u00e8s mondial.<\/p>\n<p>&nbsp;<\/p>\n<p>En outre, au cours de la partie principale de la 79\u00e8me session, les six commissions ont achev\u00e9 leurs travaux avec succ\u00e8s. M\u00eame la 5e Commission, a pu conclure ses travaux avant la f\u00eate de No\u00ebl, et ce, malgr\u00e9 les d\u00e9fis consid\u00e9rables auxquels elle a \u00e9t\u00e9 confront\u00e9e.<\/p>\n<p>&nbsp;<\/p>\n<p>Je saisis cette occasion pour saluer la d\u00e9termination des pr\u00e9sidents des commissions ainsi que l&#8217;engagement de chaque \u00c9tat membre pour les progr\u00e8s accomplis.<\/p>\n<p>&nbsp;<\/p>\n<p>Je tiens \u00e9galement \u00e0 souligner le s\u00e9rieux avec lequel les co-pr\u00e9sidents et co-facilitateurs nomm\u00e9s, ont accompli leur travail avec succ\u00e8s.<\/p>\n<p>&nbsp;<\/p>\n<p>Alors que nous entamons cette nouvelle phase de nos travaux, je per\u00e7ois une forte d\u00e9termination de votre part \u00e0 tous pour relever les d\u00e9fis qui nous attendent.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>II &#8211; LES D\u00c9FIS \u00c0 RELEVER<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>Nous entamons l&#8217;ann\u00e9e 2025, alors que plus d&#8217;un milliard de personnes vivent toujours dans une pauvret\u00e9 extr\u00eame, dont 40 % dans des pays frapp\u00e9s par des conflits violents.<\/p>\n<p>&nbsp;<\/p>\n<p>Tel est le cas \u00e0 Gaza, au Soudan, en Ukraine et dans bien d\u2019autres r\u00e9gions ou de tels conflits tuent des milliers d&#8217;\u00eatres humains, d\u00e9placent des millions de personnes et d\u00e9stabilisent des r\u00e9gions enti\u00e8res.<\/p>\n<p>&nbsp;<\/p>\n<p>Avec des d\u00e9penses militaires en constante augmentation, nous devons nous rappeler que la guerre n&#8217;est pas et ne sera jamais une option durable pour r\u00e9soudre les crises et les conflits.<\/p>\n<p>&nbsp;<\/p>\n<p>Recourons au dialogue, l&#8217;outil le plus \u00e9conomique et pourtant le plus puissant pour r\u00e9soudre les diff\u00e9rends.<\/p>\n<p>&nbsp;<\/p>\n<p>R\u00e9affirmons notre engagement envers l&#8217;\u00e9limination totale des armes nucl\u00e9aires, afin de prot\u00e9ger l&#8217;humanit\u00e9 et notre plan\u00e8te.<\/p>\n<p>&nbsp;<\/p>\n<p>Mobilisons nos ressources financi\u00e8res, scientifiques et politiques, non pas pour des armes de mort et de destruction, mais pour le d\u00e9veloppement, la paix et la prosp\u00e9rit\u00e9.<\/p>\n<p>&nbsp;<\/p>\n<p>Et comme si ces fl\u00e9aux ne suffisaient pas, notre plan\u00e8te continue de battre des records de chaleur, de s\u00e9cheresse et d&#8217;inondations g\u00e9n\u00e9ralis\u00e9es, aggravant la raret\u00e9 des ressources et provoquant des migrations \u00e0 une \u00e9chelle sans pr\u00e9c\u00e9dent.<\/p>\n<p>&nbsp;<\/p>\n<p>Le changement climatique est ind\u00e9niablement une r\u00e9alit\u00e9 effrayante !<\/p>\n<p>&nbsp;<\/p>\n<p><strong>III \u2013 THE MANDATES OF THE 79TH SESSION<\/strong><\/p>\n<p><strong><em>\u00a0<\/em><\/strong><\/p>\n<p><strong><em>Distinguished delegates,<\/em><\/strong><\/p>\n<p><strong><em>Ladies and gentlemen,<\/em><\/strong><\/p>\n<p><strong><em>\u00a0<\/em><\/strong><\/p>\n<p>Let me now deal with point number III, the mandates of the 79th Session.<\/p>\n<p>&nbsp;<\/p>\n<p>The year 2025 offers us the opportunity of a new start.<\/p>\n<p>&nbsp;<\/p>\n<p>The General Assembly bestowed upon the 79th\u00a0Session significant mandates. Many of these mandates have already been executed successfully thanks to your support. I also thank the Secretariat for its support in the realization of those mandates and look forward to working together throughout the rest of the Session.<\/p>\n<p>&nbsp;<\/p>\n<p>The remaining mandated activities for 2025 <u>include those my team and I will prepare for the 80th\u00a0Session<\/u>. These mandates are an integral part of our efforts to address the challenges our world faces.<\/p>\n<p>&nbsp;<\/p>\n<p>Here are some key mandates:<\/p>\n<ul>\n<li>The High-level meeting to commemorate the thirtieth anniversary of the World Programme of Action for Youth;<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li>The World Social Summit for Development;<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ul>\n<li>The High-level meeting to celebrate the thirtieth anniversary of the Fourth World Conference on Women.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>We know that we can count on your continued support for implementing the rest of the mandated events, where global decisions will be made.<\/p>\n<p>&nbsp;<\/p>\n<p>In this context, the <strong>Fourth International Conference on Financing for Development<\/strong>\u00a0in Spain in July will be crucial.<\/p>\n<p>&nbsp;<\/p>\n<p>I look forward to participating in this Conference and doing my part, to elevate the urgency of financing the Sustainable Development Goals.<\/p>\n<p><em>\u00a0<\/em><\/p>\n<p>I will convene an<strong>\u00a0interactive multi-stakeholder dialogue,<\/strong>\u00a0on the Secretary-General\u2019s report on the review of commitments made toward Africa\u2019s development.<\/p>\n<p>&nbsp;<\/p>\n<p>Also, on our calendar is the high-level meeting on structural barriers faced by <strong>middle-income countries,<\/strong> in implementing the 2030 Agenda. The high-level meeting will explore approaches for moving beyond gross domestic product, towards a more holistic measure of economic progress.<\/p>\n<p>&nbsp;<\/p>\n<p>The <strong>High-Level Interactive Dialogue on Culture and Sustainable Development,<\/strong>\u00a0and the <strong>High-Level Meeting on Sand and Dust Storms,<\/strong>\u00a0offer two more key moments to build <u>momentum for change<\/u>.<\/p>\n<p>&nbsp;<\/p>\n<p>Our efforts to advance these aims will be doomed, unless we also bridge digital divides, and improve accessibility for everyone, everywhere.<\/p>\n<p>&nbsp;<\/p>\n<p>The <strong>World Summit on Information Society<\/strong>\u00a0later this year presents a pivotal opportunity, to advance our efforts to create a free, open, and secure digital future for all.<\/p>\n<p>&nbsp;<\/p>\n<p>Likewise, the establishment of an <strong>Independent International Scientific Panel on Artificial<\/strong> <strong>Intelligence,<\/strong> will help us build a reliable scientific knowledge base, to firmly close the digital divides.<\/p>\n<p>&nbsp;<\/p>\n<p>With the <strong>Third United Nations Ocean Conference,<\/strong>\u00a0upcoming in June in France, we yet have another chance to further support the implementation of Sustainable Development Goal 14, through an action-oriented declaration.<\/p>\n<p>&nbsp;<\/p>\n<p>I plan to build on the outcome of this conference <strong>to foster blue economies,<\/strong>\u00a0in regions where they are most needed.<\/p>\n<p><strong><em>\u00a0<\/em><\/strong><\/p>\n<p><strong><em>Excellencies,<\/em><\/strong><\/p>\n<p><strong><em>\u00a0<\/em><\/strong><\/p>\n<p>Throughout our work, we must remember that our mission is to <strong>leave no one behind<\/strong>.<\/p>\n<p>&nbsp;<\/p>\n<p>In December, our General Assembly proclaimed a second International Decade for People of African Descent.<\/p>\n<p>&nbsp;<\/p>\n<p>I strongly support the establishment of this second Decade, and\u00a0urge Member States to sustain action across these goals.<\/p>\n<p>&nbsp;<\/p>\n<p>At the High-level meeting to mark the 25th\u00a0Anniversary of the International Day for the <strong>Elimination of Violence against Women<\/strong>, we acknowledged that our fight for gender equality is far from over.<\/p>\n<p>&nbsp;<\/p>\n<p>Through my participation in the <strong>16 Days of Activism against Gender Based Violence<\/strong>, I aimed to keep the spotlight on the need for both prevention and accountability.<\/p>\n<p>&nbsp;<\/p>\n<p>Going forward, as an <strong>International Gender Champion<\/strong>, I pledge to promote gender equality and women\u2019s empowerment, across all aspects of my Presidency.<\/p>\n<p>&nbsp;<\/p>\n<p>This year, we will also celebrate the <strong>25th anniversary of Security Council resolution 1325.<\/strong>\u00a0In spite of\u00a0a strong legal framework, gender equality, women empowerment, and protection continue to face major challenges.<\/p>\n<p>&nbsp;<\/p>\n<p>The push for progress must continue.<\/p>\n<p>&nbsp;<\/p>\n<p>In recognition of the need to respect human dignity, we will continue to address inequalities, and gaps in protecting and promoting human rights worldwide.<\/p>\n<p>&nbsp;<\/p>\n<p>I will convene the High-level meeting on the recommendations of the Working Group on <strong>Ageing, <\/strong>to define the next steps for ensuring the full enjoyment of rights of older persons.<\/p>\n<p>&nbsp;<\/p>\n<p>The high-level debate on crime prevention will address the <strong>global prison challenge<\/strong>, marking the 10th\u00a0anniversary of the <strong>Nelson Mandela Rules<\/strong>, to ensure humane treatment of prisoners.<\/p>\n<p>&nbsp;<\/p>\n<p>In a similar vein, this year, we will be awarding the <strong>Nelson Mandela Prize. <\/strong>This award is given every five years to two individuals who have dedicated their lives to serving humanity.<\/p>\n<p>&nbsp;<\/p>\n<p>I invite Member States, and other relevant stakeholders, to submit nominations so that we can honour the legacy of Nelson Mandela.<\/p>\n<p>&nbsp;<\/p>\n<p>The Prize will coincide with the celebration of the Nelson\u00a0Mandela International Day, on 18 July.<\/p>\n<p><strong><em>\u00a0<\/em><\/strong><\/p>\n<p><strong>What are my signature events?<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p>In addition to galvanizing energies for the execution of the mandated and other activities, I will work with Member States on a number of\u00a0activities to facilitate the implementation of the Pact for the Future. We will also seek to bridge the gaps identified in the three pillars of the work of the United Nations.<\/p>\n<p>&nbsp;<\/p>\n<p>The Secretary-General has informed me about the Secretariat\u2019s plan for the implementation of the Pact for the Future. I thank the Secretary-General and commend him for this initiative. The activities my team and I will be carrying out will be synergetic with the Secretariat\u2019s plan. These activities aim to support<strong>\u00a0Member States\u2019 actions in advancing the implementation of the Pact, as follows<\/strong>:<\/p>\n<p>&nbsp;<\/p>\n<ol>\n<li>Mainstreaming the Pact\u2019s Commitments into Existing Inter-governmental Processes: Co-facilitators meeting<\/li>\n<\/ol>\n<p><em>\u00a0<\/em><\/p>\n<p>I will organize an informal meeting with\u00a0\u00a0 co-facilitators and co-chairs of relevant intergovernmental processes. The aim of the meetings is to seek ways of integrating into these processes, the commitments of the Pact for the Future. This is to ensure that the outcomes of the processes align with the Pact.<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"2\">\n<li>Informal dialogues<\/li>\n<\/ol>\n<p><strong>\u00a0<\/strong><\/p>\n<p>I will convene a series of informal dialogues, to advance the implementation of the Pact for the Future. The dialogues are a platform for Member States, to exchange views, share best practices and ideas on implementation efforts at the national level.<\/p>\n<p>&nbsp;<\/p>\n<p>A total of three informal dialogues would be convened in early March, May and July 2025, respectively on the following topics:<\/p>\n<p>&nbsp;<\/p>\n<ol>\n<li>a) The Pact for the Future \u2013 <strong>Means of implementation.<\/strong><\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol>\n<li>b)\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 The Pact for the Future \u2013 <strong>Monitoring and Evaluation.<\/strong><\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<ol start=\"2028\">\n<li>c) The Pact for the Future \u2013 <strong>Looking ahead to 2028.<\/strong><\/li>\n<\/ol>\n<p><strong>\u00a0<\/strong><\/p>\n<ol start=\"3\">\n<li>Townhall Meeting with Civil Society Organizations (CSO).<\/li>\n<\/ol>\n<p><strong>\u00a0<\/strong><\/p>\n<p>A segment of my interactive dialogue, with Civil Society Organizations, on the priorities of the 79th\u00a0Session, will focus on the Pact for the Future. This will provide an opportunity for civil society to exchange on the roles, that they can play in the implementation of the Pact.<\/p>\n<p>&nbsp;<\/p>\n<ol start=\"4\">\n<li>Outreach and advocacy<\/li>\n<\/ol>\n<p><strong>\u00a0<\/strong><\/p>\n<p>I will continue to discuss the commitments of the Pact for the Future in all my public statements. I will also discuss the commitments of the Pact with world leaders, and other stakeholders during my travels.<\/p>\n<p>&nbsp;<\/p>\n<p>My office will circulate an informal summary, following each dialogue, to help transform the Pact\u2019s vision into meaningful actions.<\/p>\n<p>&nbsp;<\/p>\n<p>I count on all Member States, to ensure that these dialogues carry through to your respective capitals, and further advance national implementation efforts.<\/p>\n<p>&nbsp;<\/p>\n<p>Indeed, national ownership of the Pact for the Future is crucial, in order to obtain any sustainable outcomes in which we invest our efforts at the multilateral level.<\/p>\n<p>&nbsp;<\/p>\n<p>We are all here, because we are the representatives of our people back home. What we do here must be for them and owned by them. This is the Charter\u2019s foundational goal of \u201cWe, the Peoples\u201d, to which I commit to promote throughout this session.<\/p>\n<p>&nbsp;<\/p>\n<p>Our work in support of the implementation of the Pact for the Future, and complementing the mandates bestowed upon the 79th Session are important.<\/p>\n<p>&nbsp;<\/p>\n<p>I will also undertake additional activities under the theme of my presidency: \u2018<em>Unity in Diversity for the advancement of peace, sustainable development and human dignity for everyone everywhere\u2019<\/em>.<\/p>\n<p>&nbsp;<\/p>\n<p>These additional activities which I call \u201cMy signature events\u201d, will be grouped under the three pillars of the work of the United Nations: peace and security, human rights, and sustainable development. My signature events will be as follows:<\/p>\n<p>&nbsp;<\/p>\n<p>Under <strong>PEACE AND SECURITY<\/strong>, I will undertake the following:<\/p>\n<p>&nbsp;<\/p>\n<p>One, convene <strong>a high-level thematic debate on the multifaceted aspects of peace and security in Africa, <\/strong>and the future of peacekeeping operations in Africa. We will emphasize the role of Ä¢¹½ÊÓÆµ funded African Union-led peace operations.<\/p>\n<p>&nbsp;<\/p>\n<p>Two, convene a joint General Assembly and ECOSOC meeting, supported by the United Nations Office for Disarmament Affairs, to spotlight the challenges posed by <strong>the spread of small arms and light weapons to peace and sustainable development<\/strong>. Small arms and light weapons fuel conflict, and obstruct development. A comprehensive response is necessary.<\/p>\n<p>&nbsp;<\/p>\n<p>Under <strong>HUMAN RIGHTS<\/strong>, I will focus on the need to ensure human dignity, for everyone everywhere and to do so I will undertake to:<\/p>\n<p>&nbsp;<\/p>\n<p>One, host a high-level meeting on <strong>the protection of human dignity in armed conflict,<\/strong>\u00a0together with the International Committee of the Red Cross. We will highlight the need to respect international humanitarian law, which is being eroded during global conflicts.<\/p>\n<p>&nbsp;<\/p>\n<p>Two, I am re-constituting the <strong>Advisory Board on Gender Equality,<\/strong> <strong>focused on the promotion of women\u2019s economic empowerment and participation. <\/strong>That will be through existing international mechanisms, and the implementation of gender equality related actions and commitments in the Pact for the Future. I will convene the first meeting of the Advisory Board in the coming weeks.<\/p>\n<p>&nbsp;<\/p>\n<p>Three,<strong>\u00a0child labour<\/strong>\u00a0is a human rights violation, that must be condemned by all of us. With the support of the International Labour Office, I will spotlight this topic during my presidency. That will raise awareness and promote the prohibition and elimination of child labour in all its forms, including the recruitment, and use of <strong>child soldiers.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>Under <strong>SUSTAINABLE DEVELOPMENT<\/strong>, I will focus on the important aspect of financing for development, as a key element of the agenda, and in that regard, I will undertake the following:<\/p>\n<p>&nbsp;<\/p>\n<p>One, intensify advocacy around financing for development, including the reform of the international financial architecture, to better serve the long-term development needs of developing countries. I will therefore convene a meeting in collaboration with the Inter-Parliamentary Union, focusing on <strong>scaling up our action on financing for the Sustainable Development Goals<\/strong>.<\/p>\n<p>&nbsp;<\/p>\n<p>Two, I will also advocate the enhancement of the achievement of the Sustainable Development Goals, through the power of science and innovation.<\/p>\n<p>&nbsp;<\/p>\n<p>With that in mind, <strong>I will convene an interactive multi-stakeholder dialogue,<\/strong>\u00a0to assess the implementation of commitments made towards Africa\u2019s development. The Ä¢¹½ÊÓÆµDP project, TIMBUCKTOO, is a practical example of promoting digitalization, and youth in Africa\u2019s progress.<\/p>\n<p>&nbsp;<\/p>\n<p>In addition, and to advancing my priorities, I will be focusing on the need to FOSTER DIALOGUE AND BUILD TRUST.<\/p>\n<p>&nbsp;<\/p>\n<p>In order to do so, I will be holding \u201c<strong>Palaver Tree\u201d Dialogues,<\/strong> as informal, interactive and restricted dialogues, with Member States on highly topical issues of the international agenda.<\/p>\n<p>&nbsp;<\/p>\n<p>To truly embrace <em>Unity in Diversity<\/em>, I will place multilingualism at the core of the priorities for my Presidency. In this context, <strong>I have established a Task Force on Multilingualism <\/strong>within my Office.<\/p>\n<p>&nbsp;<\/p>\n<p>The Task Force will launch an Action Plan to better integrate multilingualism into the work of the 79th session of the General Assembly, and into my Office\u2019s activities. I strongly encourage Member States and other stakeholders, to support the work of this Task Force.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>COMMEMORATING THE 80TH ANNIVERSARY OF THE Ä¢¹½ÊÓÆµ<\/strong><\/p>\n<p><strong>\u00a0<\/strong><\/p>\n<p>Still under my Signature Events, on 26 June 2025, I will convene a commemorative plenary meeting, to celebrate the 80th anniversary of the Charter of the United Nations. The meeting will emphasize the United Nations objective to achieving peace, development and human rights for \u201cwe the peoples.\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>When the Ä¢¹½ÊÓÆµ Charter was signed on 26 June 1945 in San Francisco, it carried with it the hopes of a complex and divided world that was intent on building a future of trust, solidarity and international cooperation.<\/p>\n<p>&nbsp;<\/p>\n<p>We must recover this San Francisco spirit. That powerful spirit must continue to guide all of us.<\/p>\n<p>&nbsp;<\/p>\n<p>I have also initiated consultations on a possible Ä¢¹½ÊÓÆµ80 Summit meeting in September.<\/p>\n<p>&nbsp;<\/p>\n<p><strong><em>Excellencies,<\/em><\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>With so many priorities to achieve, it is also my duty to recall that the United Nations continues to face an aggravated liquidity crisis, due to late payment and withholding of assessed contributions.<\/p>\n<p>&nbsp;<\/p>\n<p>This crisis forced the Secretariat throughout 2024, to disengage from several programme implementation plans, and focus on liquidity management.<\/p>\n<p>&nbsp;<\/p>\n<p>If left unresolved, this liquidity crisis will spark yet another one: a crisis of confidence in the United Nations.<\/p>\n<p>&nbsp;<\/p>\n<p>It is a crisis we cannot afford. It is a crisis that will upset our eight-decade gains of unity in diversity, the powerful symbol of what the United Nations represents!<\/p>\n<p>&nbsp;<\/p>\n<p>I commend the Secretariat for managing to keep many of its programmes afloat productively. I call upon all Member States to fulfill their financial obligations in a timely manner and without conditions.<\/p>\n<p>&nbsp;<\/p>\n<p>Ä¢¹½ÊÓÆµ is the place for global dialogue, bringing friends and adversaries together. The funding of the United Nations must, therefore, never be subjected to solving political problems. It is the contrary. We must all fund our Organization in order to deal with our problems.<\/p>\n<p>&nbsp;<\/p>\n<p><strong><em>Excellencies,<\/em><\/strong><\/p>\n<p><strong><em>\u00a0<\/em><\/strong><\/p>\n<p>Humanity continues to benefit from science and technology, innovation, and artificial intelligence. However, it is important to remember that human intelligence is irreplaceable; and human creativity is unfathomable and unlimited.<\/p>\n<p>&nbsp;<\/p>\n<p>As you have heard, we have no shortage of ambition.<\/p>\n<p>&nbsp;<\/p>\n<p>As with all our priorities, we will be measured by our actions. We cannot succeed alone. We count on you Member States. We also count on the assistance of the Secretariat as we all journey together throughout the 79th Session.<\/p>\n<p>&nbsp;<\/p>\n<p>My team and I intend to \u201cwalk the talk\u201d and deliver on my promises to you, the Member States of the United Nations. For the challenges we face, require that we commit to work together, to achieve the goals that we have set for ourselves.<\/p>\n<p>&nbsp;<\/p>\n<p>My appeal to you is sincere and simple. We have worked successfully since September 2024. My greatest wish is that we continue to work together during the rest of the 79th\u00a0Session.<\/p>\n<p>&nbsp;<\/p>\n<p>In this resumed session, we must not let opportunities pass.
