Good morning.<\/div>\n
Ms. Tulia Ackson, President of the Inter-Parliamentary Union<\/div>\n
Excellencies, Ladies and Gentlemen,<\/div>\n
\u00a0<\/div>\n
It is my great pleasure to welcome you all to this event, focusing on scaling up action for the attainment of the Sustainable Development Goals.<\/div>\n
\u00a0<\/div>\n
I would like to express my sincere appreciation to Ms. Ackson, President of the Inter-Parliamentary Union, and to her team for partnering with my Office in organising this annual gathering.<\/div>\n
\u00a0<\/div>\n
Today, we come together to address one of the most pressing challenges of our time: closing the financing gap and mobilising political will to implement the 2030 Agenda for Sustainable Development.<\/div>\n
\u00a0<\/div>\n
With only 5 years left to achieve about 80 percent of the Sustainable Development Goals, the urgency to act cannot be overstated.\u00a0<\/div>\n
\u00a0<\/div>\n
We are far behind from where we need to be, on almost every single one of the Sustainable Development Goals.<\/div>\n
\u00a0<\/div>\n
None of this has been helped by global challenges and strife, from the COVID-19 pandemic to the growing number of conflicts, all of which have undermined and eroded progress.<\/div>\n
\u00a0<\/div>\n
But that is no excuse not to act, to recommit, and to deliver on our promises.<\/div>\n
\u00a0<\/div>\n
This is why today\u2019s event \u2013 bringing together parliamentarians, policymakers, and experts from various Member States \u2013 is so significant.<\/div>\n
\u00a0<\/div>\n
It is, in fact, of decisive significance.<\/div>\n
\u00a0<\/div>\n
As essential actors in delivering on Sustainable Development Goals, parliaments hold the legislative, budgetary, and oversight powers needed to turn global commitments into tangible action.<\/div>\n
\u00a0<\/div>\n
Parliaments can make things work.<\/div>\n
\u00a0<\/div>\n
By engaging parliaments more systematically, we can strengthen the link between the national and international level, translating global goals into national and sub-national policies and programmes.<\/div>\n
\u00a0<\/div>\n
Excellencies,<\/div>\n
\u00a0<\/div>\n
The timing of these discussions is opportune; later this year, the 4th International Conference on Financing for Development will provide a vital moment to elevate the urgency of financing for sustainable development.<\/div>\n
\u00a0<\/div>\n
This includes a range of proposals, including better efforts to mobilise domestic resources, enhanced international cooperation, and best practices to leverage private sector investment.<\/div>\n
\u00a0<\/div>\n
Make no mistake, each of these elements must be employed, in tandem, to reach the scale of financing needed to deliver results, because current mechanisms and the existing financial architecture simply will not suffice.<\/div>\n
\u00a0<\/div>\n
If we are to succeed in implementing the 2030 Agenda and achieving its 17 Goals, then we absolutely must back it with the tools and resources required to deliver meaningful results.<\/div>\n
\u00a0<\/div>\n
This means increasing political will, strengthening institutions and building capacities to effectively engage all actors, and mobilising critical financing from both public and private sources.<\/div>\n
\u00a0<\/div>\n
You each have a role to play in making this a reality.\u00a0<\/div>\n
\u00a0<\/div>\n
As parliamentarians, the representatives of the people, you can raise awareness, enact legislation, and provide oversight to government actions.<\/div>\n
\u00a0<\/div>\n
Together with other stakeholders, including civil society and the private sector, you are pivotal to turning ambitions into actions.<\/div>\n
\u00a0<\/div>\n
You can make things happen.\u00a0<\/div>\n
\u00a0<\/div>\n
The questions we need to ask over the coming day and a half are these:<\/div>\n
-\u2002\u2002\u2002\u2002\u2002One, how can we better leverage the role of Parliaments to deliver on the Sustainable Development Goals?<\/div>\n
-\u2002\u2002\u2002\u2002\u2002Two, what can be done at the parliamentary level to unlock financing for development?<\/div>\n
-\u2002\u2002\u2002\u2002\u2002Three, and what do you need, as legislators, to help make that happen?<\/div>\n
\u00a0<\/div>\n
Esteemed Parliamentarians,<\/div>\n
\u00a0<\/div>\n
The Pact for the Future, adopted in September of last year, provides a key opportunity to turbocharge and re-energize our efforts.<\/div>\n
\u00a0<\/div>\n
In the months to come, I will be holding hearings and dialogues with Member States on the implementation of the Pact.\u00a0<\/div>\n
\u00a0<\/div>\n
I trust that your recommendations and suggestions here can help inform those discussions.<\/div>\n
\u00a0<\/div>\n
As President of the General Assembly, I reaffirm my commitment to supporting you and your efforts as parliamentarians, and I invite you to join me in championing this vision.<\/div>\n
\u00a0<\/div>\n
I hope you leave this event with a renewed sense of purpose and a shared determination to accelerate action for the Sustainable Development Goals.<\/div>\n
\u00a0<\/div>\n
Together, we can deliver a future that is more just, equitable, and sustainable for everyone, everywhere.<\/div>\n
