at <\/span><\/b>the Plenary Debate on the Prevention of Armed Conflict (IIIM Syria)<\/strong><\/span><\/b><\/p>\n

29th<\/sup> April 2025<\/strong><\/p>\n

[As Delivered]<\/strong><\/p>\n

Excellencies,<\/p>\n

Distinguished delegates,<\/p>\n

Ladies and gentlemen,<\/p>\n

I begin by welcoming Mr. Robert Petit, Head of the International Impartial and Independent Mechanism.<\/p>\n

I thank him for briefing the General Assembly.<\/p>\n

Let us acknowledge that this briefing takes place against a completely new background in Syria.<\/p>\n

Fourteen years of brutal conflict and violence in Syria has come to an end.<\/p>\n

The toll has been immense.<\/p>\n

Gross violations of human rights were committed.\u00a0<\/p>\n

Hundreds of thousands of lives were lost.<\/p>\n

More than 14 million Syrians have been forced to flee their homes\u00a0in search for safety.<\/p>\n

The scale of destruction across the country \u2013 including to historical heritage sites – has been immense.<\/p>\n

It is now a new era in Syria.<\/p>\n

Syrians now face the task of establishing a stable, peaceful and inclusive future for everyone.<\/p>\n

All Syrians must work together to restore peace, rebuild institutions, and promote inclusive development.<\/p>\n

The human rights and dignity of all Syrians\u2014regardless of their ethnicity, religion, political affiliation, or gender\u2014must be respected and upheld.<\/p>\n

This transition will not be easy.<\/p>\n

While the moment holds promise, it also demands caution.<\/p>\n

To move forward, we must support efforts grounded in inclusivity, justice, and reconciliation.<\/p>\n

Without accountability for the most serious crimes under international law committed in Syria, it will not be possible to ensure long-term stability, peace and security.<\/p>\n

Those responsible for all human rights violations must be held accountable.<\/p>\n

This must extend to violations committed from March 2011 through December 2024, and to those committed subsequently.<\/p>\n

As Syrians begin rebuilding, the support of the international community will be critical.<\/p>\n

This includes the support of the International Impartial and Independent Mechanism.<\/p>\n

Established by the General Assembly, the Mechanism plays a vital role in collecting, preserving, and analysing evidence of the most serious crimes committed in Syria since 2011.<\/p>\n

Its work remains indispensable to ensuring accountability and laying the groundwork for justice and reconciliation in Syria\u2019s future.<\/p>\n

We must match words with action\u2014through sustained engagement, coordinated assistance, and constructive diplomacy.<\/p>\n

Syria\u2019s sovereignty, independence, unity and territorial integrity must be protected and respected by all.<\/p>\n

We must remain focused and committed, as Syrians take steps toward a more just, secure, and united future.<\/p>\n
