at the 20th Anniversary of the Responsibility to Protect:<\/strong><\/p>\n

Annual Plenary Debate<\/strong><\/p>\n

Wednesday, 25 June 2025<\/strong><\/p>\n

 <\/p>\n

 <\/p>\n

 <\/p>\n

Your Excellencies,<\/p>\n

Ladies and Gentlemen,<\/p>\n

 <\/p>\n

Twenty years ago, at the 2005 World Summit, world leaders affirmed the responsibility of individual States to protect their populations from genocide, war crimes, ethnic cleansing and crimes against humanity.<\/p>\n

 <\/p>\n

That commitment \u2013 born from the horrors of Rwanda, and the former Yugoslavia \u2013 was a pledge that never again would the international community stand silent as innocent lives were destroyed by the gravest crimes.<\/p>\n

 <\/p>\n

Today, we mark two decades since that historic pledge.<\/p>\n

 <\/p>\n

And today we must ask ourselves, how have we allowed ourselves to fall short?<\/p>\n

 <\/p>\n

From Gaza to Ukraine, from Sudan to Myanmar, the challenges before us remain grave.<\/p>\n

 <\/p>\n

The situation in the Middle East with the unfolding conflict between Israel and Iran is extremely worrisome.<\/p>\n

 <\/p>\n

I call for the protection of civilians.<\/p>\n

 <\/p>\n

I call for dialogue among all the parties concerned.<\/p>\n

 <\/p>\n

The world cannot afford a conflagration in an already volatile Middle East.<\/p>\n

 <\/p>\n

Your Excellencies,<\/p>\n

 <\/p>\n

In all these conflicts raging around the world, we continue to see<\/p>\n

 <\/p>\n

-\u2002\u2002\u2002\u2002\u2002Blatant disregard for human rights and international humanitarian law,<\/p>\n

-\u2002\u2002\u2002\u2002\u2002Early warnings ignored,<\/p>\n

-\u2002\u2002\u2002\u2002\u2002The Security Council failing to act when action is needed most,<\/p>\n

-\u2002\u2002\u2002\u2002\u2002And new global dynamics amplifying the risks we face.<\/p>\n

 <\/p>\n

This includes the weaponisation of new technologies, incitement online, and the fragility of institutions.<\/p>\n

 <\/p>\n

This cannot continue.<\/p>\n

 <\/p>\n

We must stand firm.<\/p>\n

 <\/p>\n

We must denounce.<\/p>\n

 <\/p>\n

And we must act.<\/p>\n

 <\/p>\n

For we have done that before.<\/p>\n

 <\/p>\n

And we should do it again.<\/p>\n

 <\/p>\n

Ä¢¹½ÊÓƵ, and its \u00a0Member States, haves worked to advance the protection of populations from genocide, war crimes, ethnic cleansing and crimes against humanity across complex peace and security landscapes.<\/p>\n

 <\/p>\n

There have been commendable gains.<\/p>\n

 <\/p>\n

International mechanisms for atrocity prevention have been established in many Member States.<\/p>\n

 <\/p>\n

International courts and judicial mechanisms are in place to ensure more accountability for atrocity crimes.<\/p>\n

 <\/p>\n

Prevention and protection strategies have been put in place across peacekeeping, early warning and human rights efforts.<\/p>\n

 <\/p>\n

And we have sought to advance conceptual clarity on the Responsibility to Protect, through annual reports of the Secretary-General and debates of the General Assembly.<\/p>\n

 <\/p>\n

We must find ways to deliver on the promise of \u201cnever again.\u201d<\/p>\n

 <\/p>\n

The time is now to turn our declarations into safeguards for prevention.<\/p>\n

 <\/p>\n

The Pact for the Future recommits Member States to addressing the root causes of conflict. And building and sustaining peaceful, just and inclusive societies.<\/p>\n

 <\/p>\n

These demands \u2013 reflected in Action 13 \u2013 reaffirm the purposes and principles of the United Nations Charter.<\/p>\n

 <\/p>\n

They also complement the prevention and protection dimensions of the Responsibility to Protect.<\/p>\n

 <\/p>\n

We must work harder to strengthen the rule of law and foster resilience within our communities.<\/p>\n

 <\/p>\n

We must take bolder steps to reinforce accountability for serious violations of international law \u2013 not only after atrocity crimes occur but before they have a chance to take place.<\/p>\n

 <\/p>\n

Member States must establish permanent prevention mechanisms at the national level.<\/p>\n

 <\/p>\n

And regional organisations must increase their efforts to protect populations within their regions.<\/p>\n

 <\/p>\n

Your Excellencies,<\/p>\n

 <\/p>\n

On this anniversary, let us acknowledge that our work to protect populations from mass atrocity crimes is urgent.<\/p>\n

 <\/p>\n

Today, we must recommit to the promise of never again \u2013 mindful that protection is not an aspiration.<\/p>\n

 <\/p>\n

Protection commands our action\u00a0 individually and collectively.<\/p>\n

 <\/p>\n

Thank you.<\/p>\n
